1 Outcome 3 Sustainable enterprises create productive and decent jobs RESULTS BY INDICATOR Indicator 3.1: Number of member States that, with ILO support, reform their policy or regulatory frameworks to improve the enabling environment for sustainable enterprises. Measurement To be counted as reportable, results must meet at least two of the following criteria: 1. Government and the social partners have undertaken an assessment of the environment conducive to sustainable enterprises in line with the 2007 ILC resolution 2. A national development framework or private sector development policy is developed that addresses at least half of the conditions for an environment conducive to sustainable enterprises as reflected in the 2007 ILC resolution 3. Le conseil national du patronat a participé activement à la validation du rapport et à la formulation du plan d'action national sur l'entrepreneuriat féminin au Sénégal. ILO Contribution L appui du BIT a permis la réalisation des actions suivantes: i) l évaluation de l environnement des affaires pour le développement de l entreprenariat féminin et la validation d un rapport en avril 2010 ; ii) l élaboration d un rapport d analyse et de mise à jour des indicateurs de développement sur l entreprenariat féminin au Sénégal, également validé en 2010 ; iii) assistance et conseil à la Direction Générale des Impôts et des Domaines et à l Agence Nationale des Statistiques et de la Démographie à travers la réalisation de deux études portant respectivement sur la fiscalité des petites entreprises et l amélioration de 1

2 3 La Lettre de Politique Sectorielle des PME (LPS- PME), validée officiellement en octobre 2010 a été cosignée par le Ministre de l Economie et des Finances et le Ministre des Mines, de l Industrie, de l Agro-industrie et des PME. Parmi de nombreux partenaires dans cette validation il y a un grand nombre d institutions avec une participation centrale des Ministères de l'economie et des Finances, Direction de la Coopération Economique et Financière (DCEF/MEF), Ministère des Mines, de l Industrie, de l Agro-industrie et des PME, Direction des PME (DPME), CEPOD/MEF, APIX, SCA, Ministère de l Entreprenariat Féminin et de la Micro finance, Agence de Développement et d'encadrement des PME (ADEPME). 3 Swaziland 1 The Federation of Swaziland Employers and Chamber of Commerce (FSE & CC), together with the other stakeholders, undertook an assessment of the Enabling Environment for Sustainable Enterprises (EESE). Prepared and published the EESE Report in collaboration with the FSE & CC. The report combined an opinion survey (of both employers and workers), analysis of secondary data sources and a series of workshops and interviews with a wide range of stakeholders. 4 through sustainable enterprise development and employment protection The World Bank and Finmark Trust facilitated the Zambia Business Survey (ZBS), which is the first comprehensive, demand-side, national survey of micro, small, medium, and large enterprises. A Decent Work Country Profile for Zambia, based on a set of 12 Decent Work Indicators related to the business environment, was developed and validated by the tripartite constituents by the end of The Government of Zambia adopted and launched the Sixth National Development Plan , SNDP), which incorporates the Private Sector Development Reform Programme (PSDRP). This framework addresses most of the issues referenced in the 2007 ILO conclusions. It emphasizes the reform of the business environment to accelerate private sector development. It is also aimed at enhancing a sustainable legislative and regulatory environment and human capacity for enterprise development. Government, through the Zambia Development Agency (ZDA), has adopted a National Business Linkages Programme that seeks to link foreign direct investment to the domestic economy, focusing on SMEs. Government launched the SME Policy ( ) and its implementation Plan ( ); this framework dealt with 11 of the 17 issues noted in the 2007 ILC Conclusions. The Government has initiated the Financial Sector Development Programme (FSDP). The capacity of commercial banks to respond to the financial needs of SMEs has been enhanced through the introduction and application of FAMOS Check, in Provided technical assistance for the development of the Decent Work Country Profile. 5 Arab States Iraq/ IRQ126: Improved regulatory framework and capacities of the Government for entrepreneurship and SME development line with Zambia s Financial Services Reform Programme (FSRP). 3 The Government is implementing the PSDRP as the overarching framework to facilitate private sector-led growth in Zambia. Progress under this programme has been achieved through the launch of a national MSME policy in January 2011 and subsequent reference to this policy in the country s Sixth National Development Plan (SNDP), (launched in February 2011), which addresses employment and labour as crosscutting. Employment and labour are elaborated under the Macroeconomic Chapter of the SNDP, with proposed structural reforms that aim at increasing broad-based wealth and job creation with employment targeting. Three Statutory Instruments were passed in January 2011 under the Minimum Wages and Conditions of Employment Act, to regulate and set the minimum wages and employment conditions of the three categories not covered by the Employment Act. 1 An assessment of the conditions affecting micro, small and medium-sized enterprise (MSME) growth and employment creation was undertaken in collaboration with the government and other stakeholders; recommendations were outlined to fill the gaps identified. Represented the UN System on the PSDRP and provided technical inputs to the operationalization of the programme. In collaboration with the tripartite constituents, provided technical inputs to the development of the SNDP. Made technical inputs to the employment act review process under the Tripartite Consultative Labour Council, through a diagnostic review of labour law regulation. Facilitated awareness creation sessions for employers, workers and domestic workers on the new Statutory Instruments. Prepared this assessment report in consultation with the Ministry of Labour and Social Affairs, Ministry of Planning, Board of Investment, chambers of commerce and other relevant stakeholders. 6 Occupied Palestinian Territory/PSE102: Entrepreneurship development and women s economic empowerment promoted Asia-Pacific Group on SMEs was established. Decisions taken at the National Conference of Baghdad included establishing a tripartite consultative mechanism based on principles of social dialogue, and to support adoption of the Economic Reform Law and of the Labour Law. Draft Resolution for establishing three Governorate Economic Development Units submitted to the PMAB for adoption. 1 The government launched a qualitative and quantitative assessment of MSMEs in the occupied Palestinian Territory. 2 Policy Framework for the Development of MSMEs is launched by the Palestinian government. The policy presents a coherent and integrated response to the challenges and opportunities facing existing and emerging MSMEs and outlines the roles of the Palestinian Authority and the ways it will work with its social partners. 3 The Ministry of Labour took the initiative to prepare a new unified cooperative law, using ILO Recommendation No. 193 on the Promotion of Cooperatives as a guide. The new law was endorsed by the Council of Ministers in July 2010, and in essence ends the dual structure of cooperatives in the West Bank and the Gaza Strip. of Economic Reform for policy legislative reform in these areas. In consultation with the tripartite constituents, developed a project document for the implementation of the unified cooperative law through the establishment and operationalization of the General Commission for the Regulation of Cooperatives. 6

7 Mongolia 1 An assessment was undertaken by the Mongolian Employers Federation (MONEF), together with other stakeholders, looking at the enabling environment for enterprises and specifically for SMEs. 2 Based on the above-mentioned assessment, a broad policy framework to foster SME growth was developed by the MONEF. This supported MONEF s policy dialogue and engagement in the Mongolian Government s 2010 Year of Reforming the Business Environment. Furthermore, MONEF commissioned a Mongolian translation of the ILC report and conclusions on the promotion of sustainable enterprises and profiled this at a highlevel event in Ulaanbaatar, integrating it into their advocacy strategy. Prepared this assessment in the form of a report on Enabling Environment of Sustainable Enterprises (EESE). The report was based on secondary information sources, interviews with key informants and focus group discussions. Provided technical assistance to MONEF and held several workshops to strengthen the capacity of MONEF in carrying out this assessment and associated policy reforms. Prepared the report providing recommendations for the SME framework and presented them at a highprofile national event. Indicator 3.2: Number of member States that, with ILO support, implement entrepreneurship development policies and programmes for the creation of productive employment and decent work. Measurement To be counted as reportable, results must meet at least two of the following criteria: 1. The member State introduces entrepreneurship development policies in national development frameworks or similar national policy documents. 2. Entrepreneurship development strategies are implemented in economic sectors or value chains that have been selected because of their high jobcreation potential 3. A national association or a network of trainers and organizations with the skills and resources to support the delivery of entrepreneurship programmes, especially with a focus on entrepreneurship for women and young people, is established or strengthened 4. Targeted entrepreneurship development strategies are implemented that support (a) the transition of informal activities to formality or (b) poverty reduction in rural areas, in line with the 2008 ILC resolution concerning the promotion of rural employment for poverty reduction. 7

Ethiopia/ ETH128: Increased capacity of micro and smallscale enterprises and cooperatives to be productive and produce marketable products for the local and international markets Around 50 trainers have been trained to act as a network of local trainers, which has been developed to support and facilitate the delivery of entrepreneurship programmes. They also act as a critical mass in the local community, which helps ensuring the sustainability of the interventions made by different implementing partners. The result is that a training capacity is developed at local level to disseminate entrepreneurship development programmes. 4 Informal economic entities in rural areas have adopted a more entrepreneurial attitude and have been transformed into more organized and successful SMEs. Jobs have become safer and more gainful as a result of ILO contribution to pro-poor horticultural value chain development in upper Egypt (MDG-F) project for private sector development. 1 Women s entrepreneurship has become one of the seven pillars of the country s Growth Transformation Plan ( ). 3 WEDGE programme has enhanced women s entrepreneurship programmes in the country. Women entrepreneurs associations have been established to cater to the interest of women entrepreneurs. Conducted various trainings and capacity-building programmes in the areas of entrepreneurship and employment creation to help local community members to find a job or encourage them to become self-employed. As a result of the training on resource mobilisation, SPGEs now prepare annual action plans and raise resources to implement LED initiatives. 4 Enterprise Development Fund (EDP) established to help MSEs in eight selected districts to increase competitiveness. Credit unions were also established to allow informal sector businesses to access financial support. Assisted the Ghanaian Institute of Local Government Studies to define the role of the SPGEs and to develop and deliver the capacity building for local constituents and stakeholders. Les membres de l association nationale d employeurs sensibilisés sur les nouvelles possibilités de promouvoir le développement des PMEs pour les jeunes. i) Le Réseau national «Gérer Mieux Votre Entreprise» (GERME) a été renforcé en matière de connaissances et d'outils de développement d'entreprises durables à travers la formation de ses Maîtres formateurs. ii) Le réseau Germe joue un rôle de partenaire privilégié dans la mise en œuvre du projet MPE Bara Ni Soro de création de MPE pour les jeunes filles et garçons issus des milieux urbains et ruraux 193 jeunes hommes et femmes ont bénéficié de formation et d accompagnement du BIT en «Trouvez votre Idée d Entreprise» (TRIE) et «Créez votre entreprise» (CREE), contribuant à la création de 67 entreprises par les jeunes et de plusieurs plans d affaires en cours d examen pour financement par l APEJ et ses structures partenaires. Le BIT a réalisé des actions de formation pour les chefs de départements de la Direction Générale de l APEJ et de ses Antennes régionales, soit un total de 20 responsables. Ces formations ont porté sur les mécanismes d insertion des jeunes et la prise en compte du genre dans ce processus. La formation des Maîtres formateurs et la mise à disposition d information par le BIT ont contribué au renforcement des capacités des responsables du Réseau national GERME en matière de connaissances et d'outils de développement d'entreprises durables. 14

Provided technical assistance to roll-out of WED tools and capacitation of business development service providers, and for the development and roll-out of tools for the promotion of social enterprise and social entrepreneurship. 26 WED trainers have been certified in various WED tools and some have begun to offer training services to women entrepreneurs. A significant number of local organizations are capacitated to facilitate both financial and non-financial social business support services with particular focus on women and young people 15

16 Sudan/ SDN105: Employment for young men and women promoted through entrepreneurship, LED/LER initiatives and business development programmes 3 A core team of local trainers in Generate your Business Idea (GYB) programme has been developed in Sudan under MDG-F project on youth employment. The trainers were coached while delivering training to end beneficiaries (young men and women) (780) of GYB in three states in Sudan. Capacities of young men and women strengthened through a comprehensive training system to start and develop their own business. 4 Young men and women with low entrepreneurial or technical skills have learned how to develop a sound business idea, test it and then prepare a business plan to transform it into a micro business or income generation individual activity, or a cooperative. Supported the national partners in the promotion of self-employment through enterprise creation, LER/LED initiatives and business skills training for young men and women to start and run incomegenerating activities, as well as sustainable enterprises. As part of this, the GYB training has been successfully completed targeting 270 participants from North Kordofan (Obied and Bara), 270 participants from Blue Nile (Damazin,Rusairs and Kurmuk) and 180 participants from South Kordofan (Kadugli and Dellinj). Undertook assessments of economic opportunities and livelihood potential of the targeted territories through Territorial diagnosis and institutional mapping (TDIM) in the selected targeted communities in North and South Sudan. Supported establishment of local economic development committees to support the promotion of sustainable livelihoods and income-generation activities. Uganda/UGA128: Young men's and women's entrepreneurship for self-employment and productivity increased 1 Final Draft of the Micro, Small and Medium Enterprise (MSME) Policy developed and pending cabinet approval. Platform for Policy Action document developed annually with gender-based input in regard to MSME development. 3 A network of 15 certified trainers has been formed in Uganda and they have conducted Provided technical assistance for: - The inclusion of gender-based issues in the final draft of the MSME Policy; - The mobilization of women entrepreneurs associations to participate in the drafting of the final draft MSME Policy; - to women entrepreneurs associations, in the drafting of a position paper on policy-related action areas in regard to MSME and women in Uganda. Provided technical input through: - the development of the gender-sensitive and 16

17 gender-sensitive and youth-oriented enterprise training skills in 12 districts across the country. National Curriculum Development Centre (NCDC) reviewed the national entrepreneurship education curriculum in upper secondary schools to facilitate the school-to-work transition for young women and men. 336 hours of instruction for senior 5 and senior 6 A-level entrepreneurship curriculum in place. The Business Development Providers strengthened to develop business development services that will take into account the specific needs of young entrepreneurs, including start-ups and existing entrepreneurs. Self-employment skills of 530 youth enhanced. Leadership skills of 60 youth leaders enhanced and grant-writing skills of 30 youth-led organizations enhanced; 2,390 youth reached from major regions of the country through outreach campaigns. Impact assessment methodology developed for entrepreneurship education in Uganda. Implementation is planned for next biennium ( ). youth-oriented enterprise training tools and guides; - the identification of potential business development services providers and conducting training of trainer sessions; - mentoring of trained trainers. Supported the National Curriculum Development Centre to review and revise the existing national entrepreneurship education curriculum for A levels. Supported ILO master trainers to develop business development services, including undertaking the review of SIYB materials to make them youth friendly. 17

In collaboration with the Turin Centre, developed a training package and partnership for the management of agricultural cooperatives (My.COOP).
