ROCAP currently has several important agricultural research/training/technology transfer projects with two major institutions in the region, IICA and CATIE. These include the Agricultural Higher Education, Tropical Watershed Management, Integrated Pest Management, and Tree Crop Production projects with CATIE; and the Coffee Pest Control project with IICA. In addition to these, ROCAP funds a project in non-traditional agricultural exports implemented by the firm of Chemonics, and a loan project with the Latin American Agribusiness Development Corporation (LAAD). ROCAP is currently negotiating for an FY 87 obligation of the Agricultural Technologies Networks Project with ITCA (coordinating/ administering institution) which will also include CATIE and FHIA (the Honduran Agricultural Research Foundation) as lead technical institutions. An agricultural policy study, implemented by IICA, which supported policy dialogue by Ministers of Agriculture of the region through CORECA, as well as specialized studies and the establishment of a mechanism to permit interchange of scientists between countries, was completed in December 1985.

For this reason, ROCAP and IICA have agreed to collaborate to the extent possible on these studies. ROCAP and IICA recognize that outside consultants will be required to carry out the studies, given limitations on the availability of IICA personnel, the specialized nature of the studies, and the need to ensure that the studies meet ROCAP's requirements for CDSS preparation. In addition to IICA, personnel from other regional institutions (ie. CATIE, Zamorano) will be consulted to the extent necessary in developing detailed terms of reference and carrying out studies. A possible study on agricultural education would be of particular interest to both CATIE and Zamorano. B. Project Activities The project will carry out specific studies on regional agricultural sector issues such as agricultural policy, non-traditional exports and agricultural education. Specific terms of reference will be jointly developed by ROCAP and IICA for each study. Terms of reference will include the

Contracting Procedures RO AP and IICA will collaborate in identifying potential consultants for each study and in the final selection. ROCAP will approve the selection of consultants in all cases prior to IICA's issuance of contracts for the various studies. Contracts will clearly specify the role of IICA in each study Fince this will vary based on the subject area being studied. The extent of IICA involvement will be agreed to by ROCAP during the preparation of specific terms of reference. ROCAP will provide up to US $147,498 to IICA to cover the costs of the various studies which have been identified jointly by ROCAP and IICA. Funding will include travel, per

Advance of funds may be made according to normal AID procedures. Payments to contractors based on progress in each study will be approved by ROCAP in each case. Terms of payments and budget will be clearly identified in the terms of reference and subsequently in specific contracts. D. Reports IICA will provide ROCAP with draft and final reports of each study as specifically called for in each study's terms of reference. Reporting requirements of consultants will be clearly identified in their contracts. ROCAP will review and provide comments on each draft report. In addition, ROCAP will review and approve, if satisfactory, final reports. ROCAP will in each case provide IICA authorization to make payments to consultants based on the acceptability of reports. IICA will also provide ROCAP a certified account of AID funds expended under this Agreement.

8 ANEXO "B" ANNEX "B" DISPOSICIONES GENERALES STANDARD PROVISIONS A. A. Reference to 'this Agreement' means to the original Project Agreement as modified by any revisions which have entered into effect. Reference to 'cooperating country' means the country or territory of the Grantee. B. (1) AID will make available the amount specified in Block 3 of this Agreement, as necessary for the Project, as may be further described in Annex A. (2) The Grantee will make available the amount specified in Block 4 of this Agreement, as necessary for the Project, as may further be described in Annex A. The Grantee will also make, or arrange to have made, additional contributions of property, services, faci'lities and funds required for carrying out the Project as specified in Annex A.

The two parties may agree to accept contributions of property, services, facilities and funds for purposes of this Agreement from other public and private agencies, and may agree upon the participation of any such third party in carrying out activities under this Agreement. Except as otherwise specified herein or subsequently agreed by the parties, all contributions of the parties pursuant to this Agreement shall be made or on before the Project Assistance Completion Date, or amended date. A contribution of goods or services shall be considered to have beqn made when the services have been performed and the goods furnished as contemplated in this Agreement. Disbursement of funds may take place after final con. tributions have been made, but AID shall not be required to disburse funds hereunder after the expiration of nine months following the estimated Project Assistance Completion Date (Block 5 of this Agreement) or any amended

Excepto que sea convenido de otra manera por las Partes o se especifique de otra manera en la PIP que se aplique, el tftulo de propiedad de todas las propiedades que se adquieran a traves de financiamiento proporcionado por AID de conformidad con la Casilla 3 de este Convenio deber6 estar a nombre del Donatario, o al de la agencia p6blica o privada que 46ste haya autorizado. The procurement of commodities and services to he financed in whole or in part by AID may (where so required by AID procedures) be undertaken only pursuant to Project Implementation Orders (PIOs) issued by AID. F. Unless otherwise specified in the applicable PIO or Project Implementation Letter (PIL), the procurement of commodities imported specifically for the Project and financed with the AID contributions referred to in Block 3 of this Agreement shall be subject to the provisions of AID Regulation 1. G. Unless otherwise agreed by the parties or otherwise specified in the applicable PIO, title to all propert.y procured through financing by AID pursuant to Block 3 of this Agreement shall be in the Grantee, or such public or private agency as it may authorize.

(3) Any interest or other earnings on funds provided by AID to the

(2) If any personnel (other than citizens and residents of the cooperating country), whether United States Government employees, or employees of public or pri,,ate organizations under contract with, or individuals under contract with AID, the Grantee or any agency authorized by the

If funds provided by AID are introduced into the cooperat. ing country by AID or any public or private agency for purposes of carrying out obligations of AID hereunder, the Grantee will make such arrangements as may be necessary so that such funds shal be convertible into currency of the cooperating country at the highest rate which, at the time the conversion is made, is not unlawful in the cooperating country. K. AID shall expend funds and carry on operations pursuant to this Agreement only in acdordance with the applicable laws and regulations of the Uited States Government. L. The two parties shall have the right at any time to observe operations carried out under this Agreement. Either party during the term of the Project and for three years after the completion of the Project shall further have

Cada una de las partes, al hacer arreglos para la disposici6n de cualquiera de las propiedades adluiridas a trav's de financiamiento proporcionado por la otra parte den tro de este Convenio, se asegurar5 que los derechos de examen, inspecci6n y auditorl'a descritos en la oraci6n que antecede sean reservados a la parte que propotcion6 el financiamiento. AID y el Donatario proporcionara cada uno al otro tal informaci6n que sea necesaria para determinar la naturaleza y alcance de las operaciones llevadas a cabo dentro de este Convenio y para evaluar la efectividad de tales operaciones. the right (1) to examine any property procured through financing by that party under this Agreement, property wherever is such located, and (2) to inspect and audit any records and accounts with respect to funds provided by, or any properties and contract services procured through financing by, that party under this Agreement wherever such records may be located and maintained. Each party, in arranging for any disposition of any property procured through financing by the other party under this Agreement, shall assure that the rights of examination inspection and audit described.in the preceding sentence and reserved to the party which did the financing. M. AID and the Grantee shall each furnish the other with such information as may be needed to determine the nature and scope of operations under this Agreement and to evaluate the effectiveness of such operations.
