4 Raul Murrieta, Sub-Secretary for Infrastructure, Secretaria de Comunicaciones y Transportes Obtuvo la Licenciatura en Economía en el Instituto Tecnológico Autónomo de México (ITAM) y la Maestría en Administración en la misma Institución. Actualmente es Subsecretario de In-fraestructura en la Secretaría de Comunicaciones y Transportes del Gobierno de la República. Fue Coordinador de Política Económica en el Equipo de Transición del gobierno entrante. De 2009 a septiembre de 2012, fue Secretario de Finanzas del Gobierno del Estado de México, y antes desempeñó los cargos de Subsecretario de Administración y de Director General de Recur-sos Materiales, en la Secretaría de Finanzas de la misma entidad. Ricardo Díaz de León V.,Infrastructure & Mining Coordinator, Promexico Maestro en Derecho Corporativo Empresarial. Se ha desempeñado tanto en el ámbito público como privado. Ha dirigido, asesorado y coordinado diversos proyectos para el desarrollo de infraestructura en diversos Municipios de mediana y alta marginación del país. Del 2008 al 2013, se desempeñó como Asesor de la Dirección General en la Comisión Nacional de Cultura Física y Deporte desde donde brindó apoyo a Entidades Federativas para la obtención de recursos y asesoría técnica especializada para el desarrollo de infraestructura en el ámbito deportivo. Su labor ha servido de apoyo para fomentar las oportunidades derivadas del Programa Nacional de Infraestructura, enfocado prioritariamente en el esquema de Asociación Público Privada. Pablo Garcia, Chief Financial Officer, ICA Infraestructura Pablo Garcia is the finance director for ICA Infraestrctura, which is the concessions business unit of the Mexican construction company ICA. ICA Infraestructura has more than 40 concessions mostly with the Mexican Federal Government in the sectors of Toll Roads, PPP Roads, Water Treatment Plants, Aqueducts, Ports, PPP Social Infrastructure and Airports. In ICA Infraestructu-ra Mr. Garcia is responsible for the design and execution of project financings for new projects, as well as refinancing of existing ones. He has ample experience in traditional Project Finance bank lending, as well as debt capital markets Project Bonds, and project equity investment vehi-cles such as CKDs.
