By Jerry LaMartina Neighborhood opponents of a proposed QuikTrip store that would be built on an empty lot at the southeast corner of 33rd Street and Southwest Trafficway gathered about 1,000 signatures on an opposition petition and passed them to Kansas City Councilman Jim Glover at City Hall last week. Four neighborhood associations Coleman Highlands, Valentine, Roanoke and Volker joined in opposition to the proposed plan, mainly based on their anticipation of an increase in street traffic and noise, and the possibility that having a convenience store so close to residential areas would lower property values. TMC is a not-for-profit two acute-care hospital health system in Kansas City. The TMC Health System includes TMC Hospital Hill, TMC Lakewood, TMC Behavioral Health, the Jackson County Health Department and a number of primary care practices throughout Eastern Jackson County. TMC is the primary teaching hospital for the University of Missouri Kansas City (UMKC) School of Medicine, Nursing, Pharmacy and Dentistry. According to information provided by TMC, the new outpatient center in TMC s Hospital Hill location at 2101 Charlotte Street is due to open in Summer 2015 and will help consolidate outpatient medical and surgical services into one facility on Hospital Hill. Services provided will include: Sabates Eye Centers, UMKC Vision Research Center, Eye Foundation of Kansas City, an ambulatory surgery center, diagnostic imaging center, physical/speech and occupational therapy, plastic surgery center and medi-spa, oral and maxillofacial surgery, orthopedic surgery, urology, podiatry, gastroenterology and ear, nose & throat and audiology. John W. Bluford, current president and CEO of TMC, who retired this week, pointed out that was one of the last official acts of his administration. I am very proud of it, he told Hispanic News after the ceremony. Estoy muy orgulloso de ello, dijo a Hispanic News después to the community as a whole. We call ourselves a downtown hospital and this is yet another physical presence that kind of substantiates that. Bluford explained that, the need is great and the future dictates that this is the kind of facility that needs to be had because the industry is moving away from inpatient care to ambulatory care. With all the technological advances and pharmaceutical advances this is where delivery will be provided more often that not. In his remarks, Bluford noted that the hospital recorded close to 225,000 outpatient visits last year. As the future of healthcare moves toward outpatient and keeping patients out of the hospital, this center positions TMC for the future well. Bluford was quick to point out that the mission of the hospital will stay the same though the new addition signals the strength of the hospital in meeting the needs of all Kansas City residents. We have really prided ourselves in creating a mixed [patient] portfolio, which simply means that people pay from commercial insurers as well as that we continue our mission of serving people who cannot pay, explained Bluford. We kind of have transformed from what has historically been a safety net hospital to that of a quality hospital maintaining de la ceremonia. The new center will be very convenient for our patients, allow our physicians to increase productivity and efficiency, expand services and attract new patients to Hospital Hill, said Dr. Matt Gratton, UPA board chairman. Dr. Nelson Sabates, Sabates Eye Centers president, chairman of the UMKC s School of Medicine s Department of Ophthalmology and Vision Research Foundation president, Dr. Nelson Sabates, was excited by the new center. This is the culmination of many years planning and hopes of building a state of the art outpatient center here on Hospital Hill, he said. Our group has been in partnership with Truman since Truman started. My father was here with the old General Hospital and he was here when the building of the medical school and the Truman Medical Center took place. We are very excited about this prospect and it is something that has been a dream of mine for a long time. The opening of this new center furthers both Sabates Eye Centers and TMC s missions of providing accessible healthcare to all Kansas Citians, said Sabates. 3 kchispanicnews.com I 3 de Julio de 2014 Neighborhood Groups Gather 1,000 Signatures Against Proposed QuikTrip CONT./PAGE 1 The signatures weren t necessarily of residents of the Kansas City area, Burnett said. The location is too small to accommodate a QuikTrip store at that location, he said. And for over 20 years, Kansas City Life has talked to the Valentine neighborhood about doing a mixed-use project, Burnett said. They ve done nothing with the properties they own in the area. They participated in city planning decisions about the plan. The proposed store would be 1,500 square feet larger than the one (at 31st Street and Southwest Boulevard). They say they ll fix the traffic, but no one believes them. I was headed west by Browne s Deli last week, and I approached the Trafficway at 5:15 p.m., and I was the 22nd car in line to turn left, Burnett said. Neighborhoods are not interested in talking about it as an option. It s not part of the Midtown plan. Burnett said that a QuikTrip on that site also would mar the area s aesthetics and decrease property values in nearby neighborhoods. Kerry Browne, owner of Browne s Deli, which is on 33rd Street just east of the proposed site for the QuikTrip store, also opposes the store. Browne lives in Coleman Highlands. Browne s Deli has been in business for 127 years and at its current location for 113 years, she said. I have no trouble with QuikTrip, just not here, she told Hispanic News. Opposition to the proposed store isn t a matter of its distance from the neighborhoods that don t want it there but of where that distance is, Browne said. Glover, who holds the City Council s 4th District s atlarge seat, said that he wasn t surprised at the opposition to the proposed store and that he thinks it s not a good plan for that location. Jan Marcason, who holds the 4th District s in-district seat, said that a zoning change would be required in order for the store to be built at the location. QuikTrip or Kansas City Life would have to get a permit to sell alcohol. Marcason said the normal process the city requires for a development would occur. It would be very difficult to get it rezoned if the neighborhoods don t want it, she told Hispanic News. When the QuikTrip people first came to talk to Jim Glover and me, we said we wouldn t proceed until they talked to the neighborhood associations and residents. QuikTrip Corp., based in Tulsa, Okla., has 82 stores in the Kansas City area, 56 of which are in Missouri and 26 in Kansas, according to Mike Thornbrugh, the company s manager of public and government affairs. He told Hispanic News that the type of store proposed for the site is called a third-generation store Kansas City s 4th District At-Large Councilman Jim Glover (center) talked with members of the Coleman Highlands, Valentine, Roanoke and Volker neighborhood associations at City Hall on June 26. The members presented Glover a petition with about 1,000 signatures opposing a proposed QuikTrip store on the southeast corner of 33rd Street and Southwest Trafficway. The big difference from the old QuikTrip stores is that we sell fresh foods, explained Thornbrugh. The newer stores and older ones have the same number of gas pumps. the proposed store to the city or county governments, he said. QuikTrip has placed the project on hold and according to Thornbrugh, the company has submitted nothing about We look at sites constantly, regardless of where they are, he said. We always go out and try to talk to neighbors about a proposed store. explicó Thornbrugh. 4 3 de Julio de 2014 I kchispanicnews.com Our Crime Statistics Are Frightening CONT./PAGE 1 Those leaders including current seat-holder Theresa Garza Ruiz in particular endorsed Smith s plan to foster women s equality countywide. The future of our county government is not a game, Barnes said at a news conference June 25 at Ilus W. Davis Park in downtown Kansas City. Now, families headed by women with children are the most economically challenged. The number of mothers living in poverty represents the number of children also living in poverty. If we re ever going to provide them the opportunity to realize the American dream, then efforts such as what Sherwood is proposing will be necessary. Smith s plan for women s equality includes the creation of the Jackson County Women s Empowerment Task Force, which would determine feasible time periods, budgets and financing for the following: Childcare provision; county government diversification that would ensure at least half of all county employees are women; diversification that would ensure at least half of all county boards and commissions are populated by women, and that at least half of all new appointments are of women; movement toward the goal that the county would do business only with contractors whose governing boards comprise 40 percent to 60 percent women; support of living wages for workers; increased small business lending; and increased financial literacy. Of Jackson County s total number of employees excluding the Department of Corrections men currently constitute 51 percent and women 49 percent, according to the county s human resources department. The corrections department is excluded from the calculation because employees in men s facilities are mostly men, by design, and those in women s facilities are mostly women, according to the department. Of the county s total number of board and commission members, women constitute 51 percent and men 49 percent. I m glad that the county is that diverse, Smith told Kansas City Hispanic News. I want to ensure that we have a system in place to keep the numbers in balance. We have a duty to try to ensure that women, minorities and all walks of life are represented. You can demand equality from the government, but you can t legislate thoughts and feelings. I would like to take that goal to the private sector and to every domain. Ironically one of the target areas for Smith s initiative would be his own fire department. According to a May 25 story that appeared on The Topeka Capital-Journal s website, the KCMO and KCK departments as well as fire departments across the nation have problems filling jobs with women and minorities. Smith told Hispanic News that a captain with the fire department is like a front-line supervisor but has no hiring authority. Smith, however, works through his memberships in the International Association of Black Professional Fire Fighters and the International Association of Fire Fighters, Local 42, to recruit women and minorities, he said. I oversee my crew, he said. My crew right now has five people and two of them are women. Women who want to do the job can do the job. Smith s women s equality plan coincides with that of Kansas City Mayor Sly James, who on March 27 revealed a plan for women s empowerment in Kansas City that grew from a five-month collaboration among his office, The Central Exchange, the Women s Foundation of Greater Kansas City and the University of Missouri-Kansas City s Women s Center. Smith said his plan for women s equality grows from the idea that equality is an allhands-on-deck proposition. Segregation, low pay and no union: That s the foundation of inequality. Asked how he would find the money necessary to implement his plan given that the county s budget is tight, Smith said the county will have to make it a priority. Asked why he was focusing on women s issues rather than those that primarily affect minorities, he said that the two groups are somewhat of a holistic subgroup. Having grown up in a singleparent household made him acutely aware of women s struggles to keep their priorities in order, Smith said. You ll be able to see women all over in various businesses, he said. It s when you go to the executive suite that s where the women thin out. Those things need to change. It s just the way America was, but it s not the way America wants to be. Smith said he was focused on running for the legislative seat, not against White. I don t want to oppose any one person, but I want to be an advocate for all of Jackson County, he said. White told Hispanic News that he didn t know why some of the area s women leaders had endorsed Smith. He said he agreed that women should be fairly considered for any and every kind of job, and as a county legislator I will be a strong advocate for women. White said his top priority would be to work with leaders of the Community Backed Anti- Drug Tax (COMBAT) program to reduce drug use among the Frank White told Hispanic News that he didn t know why some of the area s women leaders had endorsed Smith. He said he agreed that women should be fairly considered for any and every kind of job, and as a county legislator I will be a strong advocate for women. Our crime statistics are frightening, White said. They are among the worst in the country. I know how difficult growing up in the city can be. We have to use and promote every resource we have to stop this trend toward violence, and try to make Jackson County a better, safer place to live and raise our families. I know a lot of kids don t see a future. They can t dream about what they want to be. All they can see is today or tomorrow. White said his other priorities would be to increase the use of county parks and the number of programs for the elderly and young people, and to attract more businesses and sports groups to the county, he said. Growing up in a family in which his parents both worked, helped him understand the challenges working families face, he said. I want to make sure that everyone, no matter where they live from the Westside to the suburbs is taxed fairly and has equal access to jobs and county services. White played for the Royals for 18 years, from 1973 through He worked in the club s front office in 2002 and 2003 as special assistant to the general manager. He managed the Peoria, Ill., team in the Arizona Fall League in 2003 and the Royals Wichita Wranglers minor league team from 2004 to He was a broadcaster for Royals games from 2008 to He currently is the firstbase coach for the Kansas City T-Bones minor league team. Smith has been a captain with the Kansas City Fire Department for more than 23 years and is vice president and emeritus president of the Missouri State Council of Fire Fighters. He is the first African-American in the nation to have been elected president of a state firefighters association. He plans to retire in December, after 37 years with the fire department. Yo superviso a mi grupo, dijo.

5 kchispanicnews.com I 3 de Julio de 2014 NCLR Calls For Comprehensive Approach To Humanitarian Plight Of Refugee Children On The U.S. Border WASHINGTON, D.C. Deeming the growing numbers of unaccompanied child refugees in U.S. government custody an international humanitarian situation, NCLR (National Council of La Raza) today endorsed Senator Robert Menendez s (D.-N.J.) multipoint plan to address the issue and also called for greater financial support of the many humanitarian, legal and children s organizations that have been leading efforts to assist these children. What we re seeing played out here is an urgent international humanitarian issue, said Janet Murguía, President and CEO of NCLR. These are young children fleeing violence and seeking a safe haven. Whether in their own country, in neighboring nations or at the U.S. border, they are refugees and should be treated as such. The idea that some would claim otherwise is a tragic consequence of a needlessly polarized immigration debate. How we address this issue reflects how well we are upholding our values as a nation. While the primary reason for this crisis is abundantly clear, the solution is much more complex and involves not just law enforcement and U.S. domestic policy, but also U.S. foreign policy and the participation of international agencies. We believe that Senator Bob Menendez s thoughtful plan, which was issued late last week, is an important step forward in addressing this crisis. It calls for, among other things, focusing immediately on the welfare of the children, cracking down on smugglers and a renewed emphasis on fostering social and economic development in the region, continued Murguia. In addition, several NCLR Affiliates have been called into action to help provide basic services and support to these children such as Southwest Key in Austin, Texas, the largest provider of child welfare services in the nation. We will open five new shelters in the next month just to serve these child refugees, and we need to remember that they are young children desperate for what most children take for granted: a safe place to live and grow, noted Juan Sanchez, Southwest Key President and CEO. Our hope now is to get the remaining 3,000 or so kids who are still in border patrol offices into shelters or with an appropriate guardian. Right now the most urgent need is to get these children the legal help they need. There are a number of tireless organizations who have long been involved in these issues such as Kids in Need of Defense (KIND) and the National Immigration Law Center (NILC), as well as ProBar, the American Bar Association s immigrant/refugee representation project. We urge attorneys, companies and other individuals to consider donating both critically needed financial and in-kind support such as pro bono assistance to these organizations, as well as supporting other deeply involved charitable organizations such as Church World Service and Catholic Charities, concluded Murguía. NCLR commends the administration for implementing a multiagency response, acknowledging that this is a humanitarian issue, while cautioning against relying on practices, such as extended detentions of families, which have been deemed costly, inefficient and inconsistent with the best interests of the child. Source NCLR Obama On Immigration: A Legacy Of Failure 1 St In A Series Based On a Special Report Detention, Deportation, And Devastation By Guest Writer Juan Andrade, Jr. The views expressed in this series are entirely my own and do not necessarily represent those of the USHLI Board, staff, or our donors. When a Latina leader referred to President Barack Obama as the Deporter in Chief earlier this year in Washington, DC, I felt a great sense of relief and revival. At last, one of our leaders finally said what I am sure many of us had been feeling for years. I for one had had my fill of his reprehensible anti-immigrant policies since the middle of his first term. Those of us who had high hopes for change following the impactful marches of 2006 and the political sea change that followed can only conclude that Obama was ill-advised by his inner circle and ill-served by his staff from Day One on the issue of Comprehensive Immigration Reform. The Mexican American Legal Defense and Educational Fund (MALDEF), and the National Hispanic Leadership Agenda (NHLA), and the National Day Laborer Organizing Network (NDLON) recently released a must read report entitled Detention, Deportation, and Devastation: The Disproportionate Effect of Deportations on the Latino Community. In my view the well-researched report chronicles the failures of a weak President and inept Congress. The only thing the two branches agree on is that the system is broken. Truth be told, they both lack the courage and the inner strength of their convictions to fix the problem. Meanwhile Obama is still telling anyone who will listen that he is the immigration champion! As a candidate he told Latinos everywhere Si Se Puede! Since his election all we ve heard from him is Yo No Puedo and No Se Puede. Obama never will be our immigration champion because real champions don t squander opportunities to win, which he did five years ago. He s a cheerleader, a Supporter in Chief. That s all we have in the White House. This is clearly our fight, which we have to win to save our families from his deportation policies. In the Introduction the report states... the Obama Administration has implemented and pursued immigration enforcement policies and practices that have resulted in historically unprecedented numbers of removals/deportations of immigrants living...in the United States. The Administration s immigration enforcement choices carved swaths of devastation across the Latino community, leaving a humanitarian and moral crisis in its wake. The Latino community, correctly, assigns culpability to the Obama Administration due to the Executive Branch s plenary role in the execution of immigration enforcement. (Part 2 next week) The views expressed in this series are entirely my own and do not necessarily represent those of the USHLI Board, staff, or our donors.
