4 EL PROYECTO: EDASN European Digital Art and Science Network(EDASN) La Red Europea de Arte Digital y Ciencia es un proyecto cofinanciado por el programa Europa Creativa de la Unión Europea y tiene como objetivo promover un trabajo en común de artistas y científicos. Es una de las apuestas más importantes en el continente para buscar la interdisciplinariedad entre la ciencia más avanzada y la vanguardia creativa del arte digital, crear un circuito europeo capaz de promover y exhibir obras y proyectos en este campo, y llegar a nuevas audiencias para estas prácticas creativas. La Unión Europea ha seleccionado este proyecto de gran escala, dentro de su programa Europa Creativa, que destina millones de euros para fortalecer la cooperación transfronteriza de los sectoresculturalycreativodeeuropaduranteelperiodo laredeuropeadeartedigital y Ciencia, de la que forma parte LABoral, recibirá una aportación global de euros, de los que se destinarán al desarrollo de actividades en LABoral a lo largo de los tres próximos años. Entre los 21 proyectos seleccionados por la UE, LABoral es el único centro de arte de España que recibe financiación europea en este programa. 4

5 OBJETIVOS LaincorporacióndeLABoralalaRedEuropeadeArteDigitalyCienciasuponeapuntalarestalíneade trabajo y sumarse, como socio, a un proyecto de investigación trasnacional cuyo objetivo es promover un trabajo en común de artistas y científicos bajo las premisas de interdisciplinariedad, el intercambio intercultural europeo y el desarrollo de nuevas audiencias. La Red Europea de Arte Digital y Ciencia pretende combinar los aspectos y conceptos científicos con los planteamientos utilizados en el arte digital, fomentando el trabajo interdisciplinar y el intercambio entre culturas. También hace hincapié en el papel del arte como catalizador en procesos de renovación social. Mediante la creación de imágenes y narrativas sobre los potenciales riesgos y beneficios que van necesariamente ligados al desarrollo tecnológico y científico, los artistas influyen considerablemente en la manera en la que la sociedad asume y acepta estos avances. 5

6 LA RED En esta iniciativa participan el ESO y el CERN, como instituciones científicas, y ocho instituciones culturales europeas, entre los que además de LABoral y Ars Electronica Linz, se encuentran el Center for the Promotion of Science, Serbia; DIG Gallery, Eslovaquia; Science Gallery, Irlanda; Fundación Zaragoza Ciudad del Conocimiento, España; Zavod k6&4, Eslovenia; y GV Art, Reino Unido. 6

18 ACTIVIDADES La Red Europea de Arte Digital y Ciencia incluye convocatoria de residencias en Ars Electronica FutureLab y las sedes científicas el CERN y ESO, la producción y comisariado de exposiciones itinerantes y la organización de un conjunto de actividades en red entre todos los socios participantes. Ingeniería y ciencia, generados en las instituciones científicas (como el CERN o ESO), actuarán como la fuente de inspiración para el desarrollo de proyectos artísticos. En los tres años de duración del proyecto se celebrarán 13 exposiciones, ocho talleres y nueve congresos o simposios. 18

20 PRIMERA CONVOCATORIA La artista María Edwards(Chile, 1982) ha ganado la primera convocatoria para una doble residencia artística lanzada por la Red Europea de Arte Digital y Ciencia, de la que forma parte LABoral Centro de Arte y Creación Industrial y en la que participan siete instituciones culturales europeas, con el liderazgo de Ars Electronica. Su proyecto Encuentros/Taller/2015 será desarrollado durante su estancia en las diferentes sedes del Observatorio Europeo Austral (ESO), ubicado en Chile, donde trabajará con sus mentores conceptualizando la parte más científica que la inspirará. En esta primera fase, la artista irá reuniendo el material necesario para construir luego su pieza,(a través de notas, apuntes, cuadernos y pizarras). Posteriormente completará su residencia en el Futurelab de Ars Electronica, donde recibirá asesoramiento para la creación y desarrollo final del trabajo que se mostrará en la próxima edición del Festival Ars Electronica que se celebrará en septiembre en la localidad austríaca de Linz. Encuentros/Taller/2015 será una de las obras centrales de la exposición que sobre arte digital y cienciaseexhibiráenlaboralcentrodearteapartirdel12denoviembre. 20

22 PRIMERA CONVOCATORIA Semiconductor(UK) Ruth Jarman and Joe Gerhardt, two English artists collaborating under the name Semiconductor, are this year s recipients of the Collide@CERN Ars Electronica Award. In the coming months, they will begin a two-month residency at CERN, the world s largest particle physics research facility in Geneva. Then,theirnextstopisLinz,wheretheywillspendamonthattheArsElectronicaFuturelab. During their residency, Gerhardt and Jarman aim to create a digital artwork elaborating on the nature of the world and our perception of it, including consideration of how scientific instruments and particle physics discoveries influence our perception of nature. The Collide@CERN Ars Electronica jury, formed by Mónica Bello (ES), Michael Doser (AT), Horst Hörtner (AT), Gerfried Stocker (AT) and Mike Stubbs (UK) has selected the British artist duo Semiconductor (Ruth Jarman and Joe Gerhardt) as the winners of the international competition to provide them with a fully funded 2-months residency at CERN in Geneva and 1-month at Ars Electronica Futurelab in Linz. Kerstin Ergenzinger (DE) and Antje Greie-Ripatti (DE) were chosen as the two Honorary Mentions in this fourth edition of the prize. A good field of 161 projects from 53 countries was reviewed by the jury leading to a great debate, discussing what was of value and who would gain most from the opportunity from the Collide@CERN Ars Electronica Award. The winningartists managed to demonstrate through their previous projects a broad sense of speculation, complexity and wonder, using strategies of analysis and translation of the phenomena into tangible and often beautiful forms. 22

24 INFORME DE EVALUACIÓN PUNTUACIÓN TOTAL: 87/100 Relevancia 31/35 The European Digital Art and Science Network (EDAS) project comprises 8 partners from 7 countries. There is an interesting mix of science, technology and digital experience of working with artists and artspracticespreadacrosstheteam.theleadpartnerisanestablishedleaderinthefieldofartsand technology, with a festival that is recognized by many participants in this field, and a good track record of delivering EU funded projects. Support is provided by 2 scientific mentoring partners, (CERN, CH and ESO, Chile). The aim of the project is important as there is an urgent need to support artists into more interdisciplinary and cross-sectoral working. There are both economic and creative opportunities that are not being fully explored by artists due to lack of knowledge, experience and confidence in working in this way. The project is ambitious and aims to contribute to all of the Creative Europe Sub-programme priorities other than 2.2(which concerns literature). A wide menu of artforms and activities make up the programme, including work from the performing, visual and applied arts as well as heritage, literature, architecture and science based cultural projects. 22 countries from each region of Europe are involved in the programme of work. Ars Electronica Festival will showcase the complete results, thus enhancing the impact. This circle is repeated twice for consolidation. The geographical and interdisciplinary reach of the project is impressive and will lead to real impacts at the European level as well as stimulating future work and innovation in the field. The composition, approach and aims of the project are very strong, but are not matched by the level of detail in the application. 24

26 INFORME DE EVALUACIÓN PUNTUACIÓN TOTAL: 87/100 Calidad de los contenidos y actividades 20/25 The activities are well organized to fulfill the main object of the proposal selection via open call resulting in 4 selected projects circulating to 6 residencies (at the mentor institutions and partner organizations). The evaluation criteria are made clear. A jury from all participating partners and a network will be formed, providing guarantees of objectivity and quality. Work will be subsequently showcased in a major festival. A residency on tour approach will then be adopted so 4 selected projects will be in residence at 8 host organisations. This results in outputs of 13 exhibitions, 8 workshops and 9 conferences. Some of Europe s most exciting arts and science developments and organisations are involved in the project and it is likely that activities will generate impact at the artistic, scientific and research levels, as well as capturing the interest of the wider public. The ambitious spread of activities and disciplines places a particular onus on the project team s expertise and experience of interdisciplinary working. The CVs and supporting materials suggest this is the case and the team is very strong, and in some cases outstanding, with academic or working experience not only in the cultural and creative fields, but also in science and technologies(including 10 years of experience of the Leading coordinator in organisation of the Ars Electronica Festival and theprixarselectronica).thekeychallengeoftheprojectistomakeacoherentwholeoutofsuchan extensive array of disciplines and activities, and particularly in areas where professional demarcations have tended to be a problem, such as between heritage and contemporary arts. 26

27 INFORME DE EVALUACIÓN PUNTUACIÓN TOTAL: 87/100 Calidad de los contenidos y actividades 20/25 The budget is appropriate for the project and reflects the balance of Priorities described in the application. This means that resources for communication and dissemination are a modest proportion of expenditure. Each partner receives a significant budget allocation for their contribution, but the lead partner takes a quarter of the overall EU funds as administration and coordination represents over half of the total budget. A project manager and dedicated staff in the partner organisations are provided for. Two of the primary residency hosts are donating their facilities and services at no cost to the project. The audience impacts related to Priorities 2 of the Sub-programme are more restricted than those around Priorities 1. 6 European countries host the residencies whereas participants from 22 take part in the project. Audience strategy includes digital tools, educations, guided tours and direct participation. Evaluation planning is good and comprehensive, however lacking scientific input appropriate to the project theme. While the basic residency model is clearly described more information on how this would be fully developed and implemented was needed to demonstrate how the aims and priorities of the application would be met. That said, timelines and processes are well organised and listed. More information on what outcomes would be generated for the participating artists and the general audience would have strengthened the application. 27

29 INFORME DE EVALUACIÓN PUNTUACIÓN TOTAL: 87/100 Comunicación y difusión 17/20 The communication plan is organised under 4 sections: project identity; communications (including online); public relations; a network strategy. The approach is likely to be effective and is described in detail in the project plan. Long-term impacts are to be delivered using tools like a printed catalogue and an ambitious digital arts and science archive. The Ars Electronica Archive (the biggest public, online archive for digital arts worldwide) is convincingly described in order to guarantee a dissemination of the project outcome beyond the project s duration. This is a strong aspect of the application given the lack of exposure of much interesting work beyond specialist journals and networks. Targeting of migrant communities and disabled and special needs people is also planned. The visibility of the EU is integrated into the planned activities and the impact will be strong given the scale of the existing audience databases of the partners, and the communications planning. The scale of activities is also relevant, with around 100,000 visitors for the exhibition programme is projected in the application. There is an ambition to further scientific engagement and understanding through the work of the project. This will exploit artistic and technological developments as resources for science and communication. However, the model also provides room for artistic expression and freedom through the residency model so the art as well as the science communicates and is communicated. More detail on the specific communication actions, linked to audience projections, would have strengthened the application, as would more detail on the roles of the partners. 29

31 INFORME DE EVALUACIÓN PUNTUACIÓN TOTAL: 87/100 Calidad del partenariado 19/20 The composition of the partnership is excellent in relation to the aims and approach of the project. Partners include some of the most established and innovative organisations in the field of arts and science in Europe, and each partner brings their particular specialisms to discreet project elements. For example: GV Art will link science and the art market: Etopia Centre on citizen engagement with arts, technology and quality of life; and Science Gallery with arts, science and education. The partnership is well-structured in order to achieve the project s goals. The practical aspects of project coordination and communication between partners are explained in sufficient detail, and the approach responds to the prototyping approach of the project. There will be 12 partnership meetings during the project, and activity milestones are tied to meetings to ensure partner participation. The scientific mentoring residency facilities (CERN and ESO) lend additional weight to the partnership s impact, when it comes to attaining the financial synergies the partners areaimingfor,butwhicharenotdescribedindetail. The collegiate approach to the selection process will generate working relationships that are likely to stimulate future work. Studies have shown that innovation and projects develop in this field arise more from inter-disciplinary contacts than strategic funding or programmes. The application is a network proposal and it is very likely that the project will lead on to further collaboration and work. The learning and knowledge exchange outcomes will support this process. Furthermore, the project will expand network membership and participation, as well as extending into new third level institutions at an informal level. 31

33 EL PROYECTO La Red Europea de Creación Audiovisual Contemporánea European Network for Contemporary Audiovisual Creation (ENCAC), según su denominación en inglés- es uno de los 64 proyectos seleccionados por la Comisión Europea de entre las 476 solicitudes que concurrieron a la última convocatoria del programa Europa Creativa. LABoral Centro de Arte y Creación Industrial lidera esta iniciativa y es, además, el único centro de arte de España que recibe financiación europea en esta nueva fase de ayudas europeas. El proyecto se desarrollará desde el mes de mayo de este año hasta septiembre de 2017 y recibirá un total de euros de fondos comunitarios (la mitad del coste total de las actividades previstas por la Red) para el desarrollo de un amplio programa de investigación, producción, educación y divulgación de las nuevas prácticas audiovisuales. 33

34 EL PROYECTO La Red Europea de Creación Audiovisual Contemporánea -European Network for Contemporary Audiovisual Creation (ENCAC), según su denominación en inglés-, es un proyecto de cooperación transnacional de apoyo, soporte, difusión e interacción entre ciudadanos, artistas e investigadores interesados en las artes visuales, la creación sonora y audiovisual y la cultura digital. La Red Europea de Creación Audiovisual Contemporánea pretende impulsar la innovación a partir de la suma del conocimiento, experiencia y recursos de sus integrantes. La diferente naturaleza de los socios añade, además, una visión interdisciplinar y complementaria. Su contribución al proceso de los creadores, en los diferentes ámbitos que se abordarán en el proyecto -investigación, producción, educación y divulgación de las nuevas prácticas audiovisualespropiciará un avance más efectivo en la implementación de soluciones innovadoras exportables, sostenibles y que acerquen la nueva cultura audiovisual al gran público y a la industria. 34

53 PROGRAMA Hasta septiembre de 2017 se abordarán diferentes acciones en las citadas áreas de investigación, producción, educación y difusión, a través de las siguientes iniciativas: Creación de un comité curatorial formado por representantes de los socios que constituyen la red. Lanzamiento de convocatorias abiertas para la selección de proyectos de investigación y producción de artistas europeos en las áreas de interés que se determinen por el comité curatorial en cada caso. Programa de Residencias artísticas que tendrán lugar en varias sedes y que podrán ser compartidas. Presentaciones e itinerancias de los resultados a partir de la creación de una sección específica de la Red Europea de Creación Audiovisual Contemporánea en los diferentes festivales socios. Encuentros de desarrolladores y artistas europeos en diferentes sedes de la red. Programa de formación experta(talleres, charlas, conferencias, mesas redondas). Creación de repositorios y lanzamiento de un sello experimental multimedia. 53

54 ACTIVIDADES Convocatorias ENCAC contempla realizar, desde su puesta en marcha en mayo de 2015 hasta septiembre de 2017, convocatorias para la celebración de 20 residencias de investigación y producción, 12 ciclos de talleres de formación especializada, 2 seminarios de desarrolladores y creadores y 24 presentaciones públicas de los resultados mediante actuaciones, performances, instalaciones y/o exposiciones, además de charlas, congresos y mesas redondas para compartir los procesos y debatir asuntos de importancia para la red y sus públicos. 54

55 ACTIVIDADES Residencias El Comité Curatorial, formado por representantes de los socios que constituyen la red, será el encargado de seleccionar a los artistas y creadores que participarán en el Programa de Residencias artísticas que tendrán lugar en varias sedes y que podrán ser compartidas 55

56 ACTIVIDADES Educación Todos los socios de ENCAC promoverán un programa de formación experta, a partir de talleres, charlas, conferencias y mesas redondas, en los que participarán desarrolladores y artistas europeos en diferentes sedes. La formación se considera un pilar estratégico en varios niveles. Por un lado, con el objetivo de potenciar las capacidades de los creadores reforzando sus conocimientos y habilidades de manera que se amplíe su contribución a los diferentes sectores creativos y culturales. Por el otro, con la firme intención de aumentar la masa crítica y acercar estas prácticas a una audiencia mayor, apoyándose en la participación colectiva y la reflexión crítica mediante acciones que hagan repensar el entorno que habitamos. 56

63 INFORME DE EVALUACIÓN Relevancia 31/35 PUNTUACIÓN TOTAL: 89/100 This project presents a new network of Private Art s organisations, with experience of delivering over 8 previous European Culture programmes. The network has six European partners from five countries (Spain, France, Serbia, Germany and Austria) and four non-european collaborating partners based in Switzerland, Canada and Mexico and they plan to deliver a 26 month programme specializing in the digital arts but encompassing many more arts areas. This proposal presents a highly developed program structure that clearly initiates several important priorities of the Sub-program. The basic concept of the project is to establishhi a transnational tool for supporting active dissemination and interaction among citizens, artists and researchers interested in visual and performance arts, sound and audiovisual creation and digital culture. The strongest impact regarding objectives of Sub-program is in the domain of reinforcing particular professional skills on international level (digital technologies), development of digital tecnhologies and new business models and creating a sustainable professional network for exchanging new knowledge. This is planned to be realized by on-line tools (interactive web platforms, digital labeling) and physically, through highly established festivals in the field of digital and audiovisual presentations like Ars Electronica, Resonate and Mapping festival. The applicant plans to use existing festival venues for the implementation of new content(activities like workshops, researches, conferences and trainings) for exact targeted group of users(students, artists, digital developers and multimedia experts). 63

64 INFORME DE EVALUACIÓN Relevancia 31/35 PUNTUACIÓN TOTAL: 89/100 The proposal presents the creation of of new professional networks of communication, education, training and dissemination in the fields of dial art and audiovisual culture. It involves 6 highly experienced European partners (Spain, France, Serbia, Germany, Austria) in a collaboration with additional 4 non European professional participants (from three contries; Switzerland, Canada, Mexico). The project supports international cultural activities clearly presented in a timetable of detailed program description, which integrates elaborated list of events in Gijon, Berlin, Nantes, Linz, Belgade, Montpeillier and Geneva. The applicant also presents a clear focus on additional audience development, which plans to be achieved by established media tools (partnership with local, regional and international media distributors) and by initiating direct involvement of citizens interested in this field of creative audiovisual practices(by'open calls' which will be curated by expert committees). The applicant points out the necessity to provide a long term impact that would go beyond the sole interest of the partners through proactive audience development and by additional partnership agreements for further participation in the network. 65 INFORME DE EVALUACIÓN Relevancia 31/35 PUNTUACIÓN TOTAL: 89/100 An impressive and highly experienced range of partners and a substantial range of outputs are planned including 20 research and production residencies & Artist in Residence programmes, plus a series of 12 expert training workshops, 2 developer/creator meetings and 24 public performances, exhibitions, installations, talks, conferences and round table sessions. Each partner that participates in the program has provided an evident track record which proves their involvement on local, national and EU level. This is visible through highly recognized working program that already takes place nationally and internationally(ars Eletronica, Mapping Festival, Resonate). The project is based on the usage of already infrastructure of each partner events in order to create new international network for individuals, groups, new career options and new platforms of dissemination for digital creators. The project partners each have influence and impact at local level but evidence is shown that the project can stimulate added interest through development of the existing networks, working with other projects to encourage interaction and use of new media and promoting a European perspective through work in new technologies. The additional priorities that are presented in this proposal are visible instimulating the interest in new audience for new formof arts. This is visible in the dissemination plan, specially in the development of experimental multimedia labeling. This is an innovative aspect of the proposal which enables new marketing tool in the form of independent distribution dedicated to wider audience that can attract different media outcomes; autonomous electronic for mechanic devices, new software for mobile devices, sound art and audiovisual creation. 65

It initiates 20 projects (open calls made by curatorial committees,residence programs, traveling exhibitions, festivals, meetings, workshops, talks, conferences, round tables). The project is planned to be finalize with lunching an experimental multimedia label which could eventually provide new possibilities for professionals to interact and distribute their work.this range appropriately covers the objectives of the project and will identify opportunities for the network to develop the programme on an ongoing basis over the 26 month programme. The work and development ideas from the Summer Labs and research and production residencies will be shown throughout the partner countries at various events and opportunities will therefore be provided to adapt new ideas into the growing programme. The time table presents a clear, realistic and fully developed structure of working program. It provides an equal proportion for authors fees, organization staff, travel costs and implementation/ production of activities. It includes project managers, artists, technicians & administrative staff members for each partner, with the non-european partners contributing with their own resources. This shows support for the project and experience of cross regional working. The European Network for Contemporary Audiovisual Creation plans to implement 6 partner meetingsduring the workingprogram;oneasakick-offstarter,oneatthe endoftheprogramasthe final evaluations and four key meetings properly scheduled in the timetable. The meetings are presented as crucial points for establishing ongoing qualitative and quantitative evaluation of the project. The assessment will be measured by the feedback of audience and by achievement reached by participant. The quantitative assessment will be examined by accustomed methods; the number of activities accomplished, audience involved in the process, press impact and costs. Overall the qualitative and quantitative assessment is appropriate and in a direct correlation with the objectives of the proposal. The evaluation meetings will be scheduled in all activities described in the detailed description. It initiates the support for European creators in the field of innovative digital arts and new audio-visual technologies. For this purpose it joins 6 experienced partners that have build their pre-existing audience groups in events that already take place in each partners local community (festivals of new media, digital arts, mapping, audio-visual and sound design). However the application presents several methods for further audience development; by educational activities (workshops, conferences, talks) which will be actively announced in public, by sharing the results of the research on web site, and by active participation in the program (open calls for participants curated by expert committees). The audience development strategy has been well considered and developed creatively with an emphasis on digital technologies. One of the main aims of the project is the network will be a transnational support tool for the development of audiences interested in visual and performing arts, sound, audio-visual creation and Digital culture. Providing the public with new experiences is a priority for the project and is emphasized in the stakeholder group the audience development plan hopes to reach, such as national and international artist collectives, general public, the media, students, teachers and young developing audiences, gallery owners, art critics, curators, the creative industries& cultural organisations. 69

It integrates three group of implementation; branding (the identity design), media tool (website, social networks, blogs, local and national media channels), public relation activities (press conferences, informal presentations, mailings and press releases) and networking(shared database and communication channels) The applicant clearly identifies its targeted groups of users; national and international artist collectives, specialized mass media, students, educators critics, gallery owners, curators, public and private institutions interested in audiovisual creative industries and society in general. The dissemination plan which presents the methods of spreading the infractions, knowledge and the experience of the project outcomes is well developed in the proposal. It includes design development, development of online interfaces for publishing the data, development of experimental independent multimedia label. Development of the experimental label presents a significant innovation regarding the additional value in dissemination strategy. This surface could provide an opportunity for new business models and strainghtening professional careers. Documentation such as print, audio-visual & digital material will be archived by each partner and used to develop further collaboration to ensure an on-going duration of the project.
