1 PUBLIC NOTICE City of Pasadena Proposed Five Year Consolidated Plan ( ) Proposed Annual Action Plan ( ) Citizen Review Public Hearings Annual Action Plan The City of Pasadena is expected to receive $2,184, in federal grants for program year 2013: Community Development Block Grant (CDBG) $1,634,463.00, HOME Investment Partnerships Program (HOME) $434, and Emergency Solutions Grant (ESG) Program $115, The City is projecting to receive $140, in Program Income; $75, through loan repayments under the HOME Housing Rehabilitation Program and $65, through Demolition/Board-Up/Clearance CDBG activities. Five year Consolidated plan The purpose of the five year Consolidated Plan ( ) is to analyze the needs within Pasadena s jurisdiction and then propose strategies to meet those needs. First, the needs assessment and market analysis outline levels of relative need in the areas of affordable housing, homelessness, special needs, public improvements and community development. This information is gathered through a number of methods, including consultation with local agencies, public outreach, a review of demographic and economic data sets, and a housing market analysis. Once finished, the needs assessment portion of the Consolidated Plan forms the basis of the Strategic Plan. The Strategic Plan details how the City of Pasadena will address its priority needs. The strategies must reflect the current condition of the market, expected availability of funds, and local capacity to administer the City s Annual Action Plan. Community Development Objectives For Five Year Consolidated Plan 1. To provide and expand the supply of safe, decent, energy efficient and affordable housing through the rehabilitation of existing residential property and the development of new residential property for low-moderate income persons; 2. To revitalize low-moderate neighborhoods; 3. Promote the health and well-being of city residents through the provision of public and supportive services where the majority of the beneficiaries are low-moderate income persons. These services may include: youth activities, recreational activities, education, employment training, health services, homeless assistance, child care services, senior adult programs, and transportation; 4. Upgrading the desirability and accessibility of neighborhoods through code enforcement in low-moderate income areas; 5. To provide and expand homeownership opportunities for low-moderate homebuyers; 6. To improve the City s economic base and expand job opportunities for low-moderate income residents; 7. To provide essential infrastructure improvements to public facilities, neighborhood centers and recreation centers in eligible low-moderate incomes areas; 8. To promote Fair Housing Choice throughout the City of Pasadena. The following specific projects and activities are proposed to be funded which will address the community needs identified above.
