Bolivar Boyacá Caldas Displacements continue rising in Nariño department More than 5,000 persons have displaced in the department during 2009 Since 9 August up to date, inhabitants of five villages of Magüi Payán displaced following intense combats between illegal armed groups. According to official data, until 24 August nearly 800 persons mostly members of Afro Colombian communities have arrived in the urban area. This is the fourth mass displacement registered in the municipality in 2009 (see issues No. 10, 16 and 22). According to local authorities, the majority of the new IDPs had just returned on their own from previous displacements, after a difficult stay in the urban area. Humanitarian actors in the region continue raising awareness on the critical situation of IDPs in El Charco and urge national authorities for more effective measures to prevent forced displacement and for an integral assistance for IDPs. El Charco is the third municipality with more IDPs 1 in Colombia (24,705 total IDPs) according to official figures. Only in 2009, OCHA estimates that nearly 3,600 persons have been forced to abandon their homes in the municipality 2. There have been eight mass displacements in Nariño in 2009, totaling some 5,800 people - an average of 700 people per movement -.Armed confrontations are the main cause of forced displacement in the region and continue posing risks for the must vulnerable communities. During the celebration, UNHCHR s Representative in Colombia, Mr. Christian Salazar, on behalf of the Humanitarian Coordinator highlighted that a safe and non-restricted access for humanitarian actors is essential in situations where civilians bear the brunt of the armed conflict and responds to the three basic humanitarian principles: Humanity, Neutrality and Impartiality. Also, the Head of OCHA Office in Colombia, Ms. Maria José Torres read the message of the Secretary General, Mr. Ban Ki-moon. UNICEF supported a number of activities with teenagers to raise awareness on the risk of APM, including a concert by a well-known Colombian band Choquibtown. By commemorating the first WHD in Chocó, the UN System raises awareness on the critical humanitarian situation of the department, which adds to structural deficits and extremely poor socio-economic conditions. Official figures register 8,900 IDPs in the department during During the first semester of 2009, some people, mostly indigenous people have been displaced. The Early Warning System (SAT) reports more than 15,000 persons are at risk in the regions of the Baudó and Atrato Rivers, due to access restrictions and presence of illegal armed groups. Furthermore, malnutrition levels are serious in Chocó -12% 3 - causing a high mortality rate among children 4. 4 Latest humanitarian events 26 August New massacre of Awá indigenous people Twelve more members of the community of Gran Rosario were killed in the municipality of Tumaco (Nariño) According to the National Indigenous Organization (ONIC), there were four children among the massacred persons. A commission of Awá indigenous authorities is currently in the area verifying the situation. On 4 February, 17 Awá indigenous were massacred by the FARC and some 1,500 people displaced afterwards. On 26 August, the Office of the UNHCHR and the UN System in Colombia issued a communiqué to condemn the massacre and urge for protection and prevention measures. UNHCR, UNHCHR and OCHA are assessing the situation in the area as of 27 August. 5 NACIONES UNIDAS EN CONDENA UNA NUEVA MASACRE DE INDÍGENAS AWÁ Bogotá, 26 de agosto de 2009! La Oficina en Colombia del Alto Comisionado de las Naciones Unidas para los Derechos Humanos y el conjunto de organizaciones del Sistema de las Naciones Unidas en Colombia condenan enérgicamente el asesinato de al menos siete personas, entre ellas seis indígenas Awá, el día de hoy, al amanecer, en el resguardo indígena Gran Rosario, municipio de Tumaco (Nariño). De acuerdo con los primeros datos recibidos, un grupo de personas encapuchadas dispararon contra una vivienda ubicada en el resguardo. Entre los fallecidos se encuentran tres niños de 7, 12 y 13 años y una niña de 9 años, así como sus padres. Otros dos menores de edad habrían resultado heridos. Esta es la segunda masacre contra el pueblo Awá en los últimos 6 meses, después de la ocurrida el pasado 4 de febrero. Las Naciones Unidas condenan en los términos más contundentes los homicidios y ataques que están sufriendo los pueblos indígenas, en particular el pueblo Awá. Christian Salazar, Representante del Alto Comisionado en Colombia y Coordinador Residente y Humanitario en funciones, expresó: En nombre de las Naciones Unidas en Colombia quiero manifestar mi extrema preocupación por esta segunda masacre contra el pueblo Awá este año. Veo con especial gravedad y profundo dolor que niños, niñas y mujeres están entre las víctimas. En reiteradas ocasiones las Naciones Unidas y el Alto Comisionado para los Derechos Humanos en Colombia han llamado al gobierno colombiano a proteger la integridad y seguridad física de los pueblos indígenas y de sus líderes. Los pueblos indígenas padecen las consecuencias dramáticas del conflicto armado interno de manera desproporcionada, lo que ha ocasionado situaciones humanitarias de extrema precariedad en salud, nutrición, educación y pérdida de identidad cultural, agravadas por el impacto del desplazamiento forzado. De acuerdo con cifras oficiales, entre enero y julio del 2009, han sido asesinados 62 miembros de pueblos indígenas, cifra que supone un incremento del 72% sobre el mismo período del año anterior. La gravedad de estos hechos exige una respuesta estatal inmediata, inequívoca y efectiva que asegure una protección integral y efectiva de los pueblos indígenas, respetando su identidad cultural. Las autoridades están en la obligación de investigar, juzgar y sancionar a los responsables de esta masacre para que no quede en la impunidad. El Sistema de las Naciones Unidas en Colombia expresa su más sincera solidaridad con las familias de las víctimas, con el pueblo Awá y sus autoridades.
