ThewhitepaperdescribesthehistoricalandlegalunderpinningsofMINUSTAH smandateand itspoliticalcontext,whilethoroughlyreviewingitshumanrightsrecordsincethe2010 earthquake.humanrightsviolationsperpetratedbytheforceincludesexualviolence,violent responsestopoliticalprotests,andtheintroductionofcholeraintohaitifollowedbythe failuretoacceptresponsibilityorofferadequateresourcesforcholeratreatment,prevention, andcompensationtovictims families.beyondthesedirectabuses,minustahhasalso violateditsmandatethroughfailuretoprotecttheinternallydisplacedfromforcedevictions andgender basedviolence,poorsecuritycoordinationandlackofcommunicationwith Haitiangroups,andsubversionofdemocraticprocessesbyfailingtorespondtosignificant irregularitiesduringtherecentpresidentialelections. Co authordeepapanchangnoted, ThewhitepaperprojectemergedbecauseourHaitian partnerswereangryandfrustratedwithminustah swidespreadhumanrightsviolationsin Haiti,yettheseviolationswerenotbeingdocumentedinasystematicwayandMINUSTAH wasnotbeingheldaccountableforthem.ourgoalforthewhitepaperwastopresentan accessibleandaccuratereporttoinfluencedecision makinggoingforward. 2 ThecholeraepidemichasbeenanentirelymanmadeandpreventabledisasterforHaiti. EspeciallygiventheroleofMINUSTAHinbringingthisepidemictoHaiti,thesignificant allocationoffundingtominustahwhilethecholeraresponseremainsunderfundedis problematictosaytheleast, co authorrishirattanofphysiciansforhaitiadded. Withthisinmind,thewhitepaperseekstoshedlightonthecurrenthumanrightsabuses occurringatthehandsofminustahandsparkcriticaldebateaboutwhetherthe internationalcommunitycancontinuetojustifytheincreasinglyhighhumancostofthe mission. WiththecontinuousstreamofhumanrightsviolationsattributedtoMINUSTAH,ifthe internationalcommunityisseriousabouthelpinghaititheywilldecidethatrespectforhaitian sovereigntyandhumanrightsisincompatiblewithanextensionoftheforce smandate, said co authorkevinedmonds,adoctoralcandidateattheuniversityoftoronto.
