1 TECHNOLOGY RESOURCES (REGULATION) DEFINITIONS Technology resources include, but are not limited to electronic communication systems, technology equipment and electronic equipment. Users include District employees, students, and parents of students who are considered minors. The Superintendent or designee and the Director for Instructional Technology will oversee the District s technology resources. The District will develop and implement acceptable use regulations and an Internet safety plan. All users will be provided access to acceptable use guidelines. The District will provide training in proper use of technology resources. All training in the use of the District's technology resources will emphasize the ethical and safe use of the resource. FILTERING The Superintendent will appoint a committee, to be chaired by a designee, to select, implement, and maintain appropriate technology for filtering Internet sites containing material considered inappropriate or harmful to minors. All Internet access will be filtered for minors and adults on technology resources with Internet access provided by the school. The categories of material considered inappropriate and to which access will be blocked will include, but not be limited to: nudity/pornography; images or descriptions of sexual acts; promotion of violence, illegal use of weapons, drug use, discrimination, or participation in hate groups; instructions for performing criminal acts (e.g., bomb making); and on-line gambling. REQUESTS TO DISABLE FILTER ACCESS The committee will consider requests from users who wish to use a blocked site for bona fide research or other lawful purposes. The committee will make recommendation to the Superintendent regarding approval or disapproval of disabling the filter for the requested use. Access to the District's technology resources will be governed as follows: 1. A student and the students parent (if the student is considered a minor) will be required to agree to the Student Code of Conduct for issuance or renewal of district technology resources and/or technology resource accounts. 2. Students will be assigned individual technology resources and/or technology resource accounts, as appropriate and with approval of the DATE ISSUED: 09/20/12 (REGULATION) 1 of 1

Employees will be assigned individual technology resources and/or technology resource accounts, as appropriate with approval of the their immediate supervisor. 4. A teacher may apply for a technology resource class account or class set and in doing so will be ultimately responsible for use of the account or set. 5. The District will require that all passwords be changed every 180 days. 6. Users identified as a security risk or as having violated District policies, regulations, or the Student Code of Conduct may be denied access to district technology resources. INSTRUCTIONAL TECHNOLOGY DIRECTOR RESPONSIBILITIES NETWORK COORDINATOR RESPONSIBILITIES ACCEPTABLE USE The instructional technology director for the District's technology resources (or campus designee) will: 1. Be responsible for disseminating and enforcing applicable District policies and regulations for the District's technology resources. 2. Ensure that student users of the District's technology resources agree to the Student Code of Conduct to abide by District policies and regulations regarding such use. Ensure that employees supervising students who use technology resources are provided training emphasizing the appropriate use of the resource. 3. Be authorized to disable a filtering device on the system for bona fide research or another lawful purpose, with approval from the Superintendent. The network coordinator for the District's technology resources (or campus designee) will: 1. Ensure that all software loaded on computers in the District is consistent with District network standards and is properly licensed. 2. Be authorized to monitor or examine all system activities, including electronic mail transmissions, as deemed appropriate to ensure student safety on-line and proper use of the system. 3. Be authorized to establish a retention schedule for messages on any electronic bulletin board and to remove messages posted locally that are deemed to be inappropriate. 4. Set limits for data storage within the District's system, as needed. The acceptable use of technology resources must be in support of education and research and consistent with the educational objectives of the District. DATE ISSUED: 09/20/12 (REGULATION) 1. 3 TECHNOLOGY RESOURCES (REGULATION) 2. A user in whose name a technology resource or technology resource account is issued will be responsible at all times for its proper use. The following rules will apply to all users of the District's technology resources. 1. Allowable times for use of technology resources include before and after school, during class if permitted by the teacher, and at other times designated by the campus administrator. 2. Technology resources may not be used for illegal purposes, in support of illegal activities, or for any other activity prohibited by District policy, regulations, or the Student Code of Conduct. 3. Users are restricted from coaching, helping, observing or joining any unauthorized activity on the network. 4. Users may not disable, or attempt to disable, a filtering device on any District technology resource. 5. Users may not violate copyright laws. 6. Users may not access, store, or install inappropriate content on technology resources including but not limited to materials that do not support the curriculum, are abusive, obscene, pornographic, sexually oriented, threatening, harassing, damaging to another's reputation, or illegal. 7. Users may not gain unauthorized access to resources or information. 8. Users are expected to notify a campus administrator whenever they come across information or messages that are inappropriate, dangerous, threatening, or make them feel uncomfortable. 9. Students who identify or know about a security problem are expected to convey the details to their teacher without discussing it with other students. 10. Users may not use technology resources for financial or commercial gain, advertising, or political lobbying. 11. Users are restricted from intentionally wasting finite resources, i.e., on-line time, real-time music. 12. Users are prohibited from falsifying permission, authorization or identification documents. 13. Users may not obtain copies of, or modify files, data or passwords belonging to other users on the network. 14. Use or possession of hacking software is strictly prohibited and violators will be subject to consequences of the Student Code of Conduct. 15. Users may not inappropriately use a camera, digital camera, digital video camera, scanner, or any image- capturing device. COMMUNICATIONS DATE ISSUED: 09/20/12 (REGULATION) 1. Forgery or attempted forgery of electronic mail messages is prohibited. Attempts to read, delete, copy, or modify the electronic mail of other system users, deliberate interference with the ability of other system users to 3 of 3

4 TECHNOLOGY RESOURCES (REGULATION) send/receive electronic mail, or the use of another person's user ID and/or password is prohibited. 2. Communications may not be encrypted so as to avoid security review. 3. Students are prohibited from distributing personal information about themselves or others by means of technology resources; this includes, but is not limited to, personal addresses and telephone numbers. 4. Students are prohibited from making appointments to meet people whom they meet on-line and must report to a teacher or administrator if they receive any request for such a meeting. 5. Users must purge electronic mail in accordance with established retention guidelines. 6. Users are prohibited from sending or posting messages that are abusive, obscene, pornographic, sexually oriented, threatening, harassing, damaging to another's reputation, or illegal. 7. Users may not waste District resources related to the electronic communications system. Causing congestion on the network or interfering with the work of others, e.g., chain letters or broadcast messages to lists or individuals. 8. Users should avoid actions that are likely to increase the risk of introducing viruses to the system, such as opening messages from unknown senders and loading data from unprotected computers. 9. Users are prohibited from posting anonymous messages or unlawful information on the system. 10. Electronic mail, network usage, and all stored files shall not be considered confidential and may be monitored at any time by district staff to ensure appropriate use. 11. The Texas Open Records Act governs contents of and network communications; proper authorities will be given access to their content. VIOLATIONS VANDALISM PROHIBITED 1. Noncompliance with board policy, regulations, or the Student Code of Conduct may result in suspension or termination of technology resources privileges and disciplinary actions. 2. Violation of applicable state or federal law, including the Texas Penal Code, Computer Crimes, and Chapter 33 will result in criminal prosecution or disciplinary action by the District. 3. The District cooperates fully with local, state or federal officials in any investigation concerning or relating to violations of computer crime laws. Any malicious attempt to harm or destroy District equipment or data or the data of another user of the District's technology resources or of any of the agencies or other networks that are connected to the Internet is prohibited. 5 TECHNOLOGY RESOURCES (REGULATION) degrade or disrupt technology resources performance are violations of District policy and regulations and may constitute criminal activity under applicable state and federal laws. Such prohibited activity includes, but is not limited to, the uploading or creating of computer viruses. Vandalism as defined above will result in the cancellation of technology resources use privileges and will require restitution for costs associated with technology resource restoration, as well as other appropriate consequences. [See DH, FN series, FO series, and the Student Code of Conduct] INFORMATION CONTENT / THIRD- PARTY SUPPLIED INFORMATION The district will repair/replace the technology resource. The associated costs will be assigned to the responsible parties determined in the district s investigation. Users and parents of students with access to the District's technology resources should be aware that, despite the District's use of technology protection measures as required by law, use of the technology resource may provide access to other electronic communications systems in the global electronic network that may contain inaccurate and/or objectionable material. A student who gains access to such material is expected to discontinue the access as quickly as possible and to report the incident to the supervising teacher. A student knowingly bringing prohibited materials into the school's electronic environment will be subject to suspension of access and/or revocation of privileges of the District technology resources and will be subject to disciplinary action in accordance with the Student Code of Conduct. DISTRICT WEB SITE An employee knowingly bringing prohibited materials into the school's electronic environment will be subject to disciplinary action in accordance with District policies. [See DH] The District will maintain a District Web site for the purpose of informing employees, students, parents, and members of the community of District programs, policies, and practices. Requests for publication of information on the District Web site must be directed to the designated Campus Webmaster. The technology coordinator and the District Webmaster will establish guidelines for the development and format of Web pages controlled by the District. No personally identifiable information regarding a student will be published on a Web site controlled by the District without written permission from the student's parent. The Family Educational Rights and Privacy Act and District policy may make an exception for directory information as allowed. [See FL Legal, Local] DATE ISSUED: 09/20/12 (REGULATION) 5 of 5

6 TECHNOLOGY RESOURCES (REGULATION) Commercial advertising will be permitted on a Web site controlled by the District upon approval from the Community Information Department. SCHOOL OR CLASS WEB PAGES STUDENT WEB PAGES EXTRA- CURRICULAR ORGANIZATION WEB PAGES PERSONAL WEB PAGES TERMINATION / REVOCATION OF SYSTEM USER ACCOUNT Schools or classes may publish and link to the District's site Web pages that present information about the school or class activities, subject to approval from the District Webmaster. The campus principal will designate the staff member responsible for managing the campus's Web page under the supervision of the District's Webmaster. Teachers will be responsible for compliance with District rules in maintaining their class Web pages. Any links from a school or class Web page to sites outside the District's computer system must receive approval from a campus administrator. With the approval of the District technology coordinator, students may establish individual Web pages linked to a campus or District Web site; however, all material presented on a student's Web page must be related to the student's educational activities. Student Web pages must include the following notice: "This is a student Web page. Opinions expressed on this page shall not be attributed to the District." Any links from a student's Web page to sites outside the District's computer system must receive approval from the District Webmaster. With the approval of the District Webmaster, extracurricular organizations may establish Web pages linked to a campus or District Web site; however, all material presented on the Web page must relate specifically to organization activities and include only student-produced material. The sponsor of the organization will be responsible for compliance with District rules for maintaining the Web page. Web pages of extracurricular organizations must include the following notice: "This is a student extracurricular organization Web page. Opinions expressed on this page shall not be attributed to the District." Any links from the Web page of an extracurricular organization to sites outside the District's computer system must receive approval from the District Webmaster. District employees, Trustees, and members of the public will not be permitted to publish personal Web pages using District resources. Termination of an employee's or a student's access for violation of District policies or regulations will be effective on the date the principal or District administrator receives notice of student withdrawal or of revocation of system privileges, or on a future date if so specified in the notice. 7 TECHNOLOGY RESOURCES (REGULATION) COMPLAINTS REGARDING COPYRIGHT COMPLIANCE TRANSFER OF EQUIPMENT TO STUDENTS The District Coordinator for Library Services will receive any complaints that copyrighted material is improperly contained in the District network. The following rules will apply regarding transfer of computer equipment to students under provisions of law cited at (LEGAL): 1. Proposed projects to distribute electronic equipment to students must be submitted to the Superintendent for initial approval. 2. Proposed project must have clearly outlined: a. A process to determine eligibility of students; b. A process that identifies the responsibility of the student regarding home placement and use of the equipment; c. A process to distribute and initially train students in the setup and care of the equipment; d. A process to provide ongoing technical assistance for students using the equipment; e. A process to determine ongoing student use of the equipment; f. A process to determine any impact on student achievement the use of this equipment may provide; and g. A process for retrieval of the equipment from a student, as necessary. DISTRICT-ISSUED MOBILE DEVICES Instructional Impact. User will be issued a technology resource to support the curriculum and student achievement to include, but not limed to mastery of the TEKS, Technology Application TEKS, 21st Century skills, and Challenge Based Learning and Mobile Learning concepts. 1. Eligibility. a. Student and parent of student who is considered a minor are eligible to participate provided the following conditions are met: i. review and agree to the terms outlined in the TLC 3 Parent Orientation, the District s Student Code of Conduct and regulations and agree to abide by their provisions and ii. pay Option 1 Technology Resource Security Deposit or a student may participate in the Option 2 Technology Resource Replacement Benefit Program in lieu of payment of the required Technology Resource Security Deposit (see the Technology Resource Security Deposit and Resource Replacement Benefit Program sections for more DATE ISSUED: 09/20/12 (REGULATION) 7 of 7

8 TECHNOLOGY RESOURCES (REGULATION) information). 1. The option selected cannot be changed for the term of the agreement (term September 1st-August 31st). 2. Payment instructions are located at Payment due on or before April 30 th. iii. Setup and maintain the TLC 3 Student Mobile Device Configuration Specifications on the district issued device. 2. Responsibility. Student must adhere to all district policies, regulations, and the Student Code of Conduct. A user in whose name a technology resource or technology resource account is issued will be responsible at all times for its proper use. The parent has primary responsibility for supervision of the use of the technology resource. 3. Distribution/Training. A unique, individual technology resource will follow the student throughout the students enrollment at McAllen ISD. Student/parent training will be available online and during the school day. 4. Each student, or the student's parent or guardian, is responsible for all technological equipment not returned in an acceptable condition by the student. A student who fails to return in an acceptable condition all technological equipment forfeits the right to free textbooks, including electronic textbooks, and technological equipment until all technological equipment previously issued but not returned in an acceptable condition is paid for by the student, parent, or guardian. If the technological equipment is not returned in an acceptable condition or paid for, the district or school may withhold the student's records. See Texas Education Code Sec for more information. a. Option 1 Technology Resource Security Deposit. A student is required to pay a security deposit of $40 for issuance of a district technology resource; the deposit is refundable upon of the return of the technology resource and accessories, less the cost of any expenses incurred due to the failure of the student to return the technology resource and accessories in an acceptable condition. A student, or the student s parent or guardian must submit a Technology Resource Security Deposit Return Request form within 30 days of returning the technology resource and accessories or forfeit the refund. b. Option 2 Technology Resource Replacement Benefit Program. A student may participate in the Technology Resource Replacement Benefit Program in lieu of payment of the required Technology Resource Security Deposit. The annual $40 participation cost is non-refundable ($30 for students eligible under the National School DATE ISSUED: 09/20/12 (REGULATION) 8 of 8

9 TECHNOLOGY RESOURCES (REGULATION) Lunch and Child Nutrition Program Income Guidelines) A technology resource will be repaired or replaced with the same or similar technology resource. A student is allowed two incidents per agreement term. An incident is defined as an out of warranty repair, lost, or stolen device. Accessories are not covered (i.e. case, cable, adapter). First incident For an out of warranty repair, the district will pay all expenses incurred for repair; for a lost or stolen device, the parent will pay $100. Second incident parent must pay 50% of the expenses incurred to repair/replace device. 5. Technical Assistance. Call , Option 3 for ipad/ipod Touch hardware/software issues. Student will be asked for the device serial number to verify coverage. Instructions on how to locate the serial number are located at the following URL: a. If the technology resource fails to work, is damaged, vandalized, lost or stolen, report incident to the teacher or campus administration by the next school day after the occurrence. Do not attempt to gain access to the internal electronics or repair the technology resource. b. Vandalized/Lost/Stolen/Accidentally Damaged Technology Resources. i. In the event the repair is eligible for warranty service there will be no charge for such warranty service. For more information go to ii. In the event the repair is ineligible for warranty service or the technology resource is lost or stolen, the district will repair or replace the technology resource. The student and the student s parent are required to pay for the cost of the repair or replacement (see Technology Resource Security Deposit or Replacement Benefit Program for more information). iii. In the event the device was vandalized, lost, or stolen the user must provide a copy of a filed police report. iv. The district provides you access to remote management capabilities through the district's mobile device self-service portal. 10 TECHNOLOGY RESOURCES (REGULATION) a. The campus administrator will determine technology resource replacement options. The User may be issued a device, temporary technology resource or other materials until the technology resource is working properly or replaced. b. District-owned technology resource use may be terminated upon recommendation from a campus administrator for an incident involving damaged, lost, or stolen devices. c. McAllen ISD is committed to a student being able to continue schoolwork when a technology resource is experiencing problems. To assist with this problem the District recommends the following: i. User is recommended to create an Internet file storage account(s) to save important files that can be accessed via the Internet i.e. icloud, DropBox, Google Docs. ii. The District has desktop computers and textbooks in the classroom. iii. Many classes have online assignments posted on the District s Web Hosting Service, which can be accessed via the Internet. Contact student s teachers about the availability of coursework and assignments on the District s Web Hosting Service. 6. Care and Maintenance. a. User is required to bring their technology resource to school, fully charged. Power adapters should remain off campus. b. District-owned technology resources must always be transported in a district-approved case/cover (see ). c. User is required to perform operating system and App updates. d. User is responsible to back up, duplicate, or archive files to an independent storage space. The district is not responsible for damaged or lost files. e. User is prohibited from loaning a technology resource to others. f. User is prohibited from attempting to gain access to the internal electronics or repair your technology resource. g. User is prohibited from jailbreaking the technology resource. Jailbreaking is the process of removing the limitations imposed by the manufacturer on electronic devices. h. User is prohibited from leaving a technology resource unattended. Unattended technology resources will be collected and stored in the school s main office. 11 TECHNOLOGY RESOURCES (REGULATION) i. Students participating in an extra curricular activity must receive permission from the Sponsor to possess technology resources during an event. User must make arrangements to secure technology resources while unattended. j. User is prohibited from exposing a technology resource to long-term temperature extremes or direct sunlight. k. User is prohibited from eating or drinking near a technology resource. l. The technology resource can be cleaned with a soft, slightly waterdampened, lint-free cloth. Do not use window cleaners, household cleaners, aerosol sprays, solvents, alcohol, ammonia, or abrasives to clean the technology resource. m. User is prohibited from using any sharp object(s) on the technology resource. n. User is prohibited from placing weight on the technology resource. o. User is prohibited from throwing or sliding a technology resource. 7. Collection. The User s right to use and possession of the technology resource terminates upon withdrawal from the District. The User must return the technology resource and any other district issued accessories in an acceptable condition to the campus administrator. Failure to timely return the property and the continued use of it for nonschool purposes without the District s consent may be considered unlawful appropriation of the District s property. Each student, or the student's parent or guardian, is responsible for all technological equipment not returned in an acceptable condition by the student. A student who fails to return in an acceptable condition all technological equipment forfeits the right to free textbooks, including electronic textbooks, and technological equipment until all technological equipment previously issued but not returned in an acceptable condition is paid for by the student, parent, or guardian. If the technological equipment is not returned in an acceptable condition or paid for, the district or school may withhold the student's records. See Texas Education Code Sec for more information. 8. For questions regarding district-issued mobile devices please contact a campus administrator. SOCIAL MEDIA/ NETWORKING To report abuse contact or contact a campus administrator. The District allows users to participate in online social media/network activities. Information produced by District users are a reflection on the entire District and are subject to the district's policies and regulations. By accessing, creating or contributing to any blogs, wikis, or other social media or network for classroom or district use, you agree to abide by District policies and regulations. DISCLAIMER The District's technology resources are provided on an "as is, as available" basis. The District does not make any warranties, whether express or implied, including, without limitation, those of merchantability and fitness for a particular purpose with respect to any services provided by the technology resource and any information or software contained therein. The District does not warrant that the functions or services performed by, or that the information or software contained on the technology resource will meet the user's requirements, or that the technology resource will be uninterrupted or error free, or that defects will be corrected. Opinions, advice, services, and all other information expressed by users, information providers, service providers, or other third-party individuals in the technology resource are those of the providers and not the District. The District will cooperate fully with local, state, or federal officials in any investigation concerning or relating to misuse of the District's technology resources. 13 RECURSOS TECNOLÓGICOS (REGLAMENTO) DEFINICIÓN Los recursos tecnológicos incluyen, pero no se limitan a los, sistemas de comunicación electrónicos, equipos de tecnología y equipo electrónico. Entre los usuarios se incluyen empleados del distrito, estudiantes y padres de estudiantes que se consideran menores de edad. Las categorías del material considerado inapropiado y del cual se bloqueará el acceso incluirá, entre otras cosas: desnudez y pornografía, imágenes o descripciones de actos sexuales, promoción de violencia, uso ilegal de armas, uso de drogas, discriminación o participación en grupos de odio racial, instrucciones para llevar a cabo actos delictivos (por ejemplo: fabricar una bomba) y juegos de azar o de casino en línea. PETICIONES PARA DESACTIVAR EL FILTRO El comité tomará en cuenta las peticiones de los usuarios que deseen usar un sitio bloqueado para hacer estudios de investigación de buena fe o con algún otro propósito legal. El comité hará la recomendación al superintendente para que apruebe o desapruebe la desactivación del filtro para el uso que fue solicitado. ACCESO RECURSOS TECNOLÓGICOS: 09/20/12 (REGLAMENTO) El acceso a los recursos tecnológicos del distrito será administrado de la siguiente manera: 1. A los estudiantes se les asignarán recursos tecnológicos o cuentas de acceso a dichos aparatos, según sea apropiado, con la aprobación del administrador de la escuela. 3. A los empleados se les asignarán individualmente recursos tecnológicos o cuentas de acceso a dichos aparatos, según sea apropiado, con la aprobación de su supervisor más inmediato. 4. Un maestro podrá solicitar recursos tecnológicos para abrir una cuenta de su clase o de un grupo, y al hacerlo, queda últimamente responsable de su cuenta o de la cuenta del grupo. 5. El distrito requerirá que se cambien todas las contraseñas de acceso cada 180 días. 6. A los usuarios que representen un riesgo a la seguridad, o que estén infringiendo las políticas del distrito, o el código de conducta del estudiante, se les podrá negar el acceso a los recursos tecnológicos del distrito. RESPONSABILIDADES DEL DIRECTOR DE TECNOLOGÍA DE INSTRUCCIÓN RESPONSABILIDADES DEL COORDINADOR DE LA RED El director de tecnología de instrucción para recursos tecnológicos del distrito (o el designado de la escuela) tiene las siguientes responsabilidades: 1. Difundir y poner en vigor las políticas y reglamentos del distrito aplicables al uso de sus recursos tecnológicos. 2. Asegurarse que los estudiantes que usan los recursos tecnológicos del distrito lean, llenen y firmen de conformidad el Código de Conducta del Estudiante para apegarse a las políticas reglamentarias del distrito en cuanto a dicho uso. Cerciorarse de que los empleados que supervisan a los estudiantes que usan recursos tecnológicos se les dé entrenamiento enfatizando el uso apropiado de dichos aparatos. 3. Estar autorizado para desactivar el dispositivo de filtración del sistema con el fin de hacer estudios de investigación de buena fe o con otro propósito legal, con aprobación del superintendente. El coordinador de la red electrónica para los recursos tecnológicos del distrito (o el designado de la escuela) tendrá las siguientes responsabilidades: 1. Estar autorizado para monitorear o inspeccionar todas las actividades del sistema, incluyendo recibos y envíos de correo electrónico, según se estime apropiado, para garantizar la seguridad del estudiante en línea y el uso apropiado del sistema. 3. Estar autorizado para establecer un horario de almacenamiento de mensajes en cualquier mural de anuncios, y eliminar mensajes publicados localmente que se consideren inapropiados. 4. Fijar límites para el archivo de datos dentro del sistema del distrito, según sea necesario. USO ACEPTABLE El uso aceptable de los recursos tecnológicos debe ser en apoyo a la educación y a la investigación y acorde con los objetivos educacionales del distrito. 1. Un miembro del personal podrá restringir a un estudiante de usar los recursos tecnológicos. 2. Un usuario que recibe a su nombre el recurso tecnológico o la cuenta de acceso a dicho aparato, será responsable en todo momento del uso apropiado del mismo. Las siguientes reglas aplicarán a todos los usuarios de los recursos tecnológicos del distrito. 1. Las horas permitidas para el uso de los recursos tecnológicos del distrito incluyen antes y después del día escolar, durante clases, si lo permite el maestro, y en cualquier otro horario que el administrador de la escuela designe. 2. Los recursos tecnológicos no podrán utilizarse con propósitos ilegales, ni para apoyar actividades ilícitas, o cualquier otra actividad prohibida por la política reglamentaria del distrito escolar o del código de conducta del estudiante. 3. Los usuarios tienen prohibido entrenar, ayudar, observar o unirse a cualquier actividad no autorizada en la red. 4. Los usuarios no podrán inhabilitar o desactivar, o intentar inhabilitar o desactivar, ningún dispositivo de filtración de un recurso tecnológico del distrito. 16 RECURSOS TECNOLÓGICOS (REGLAMENTO) 5. Los usuarios no podrán violar la ley de derecho de autor o derechos reservados. 6. Los usuarios no podrán guardar, instalar o tener acceso a contenido inapropiado en los recursos tecnológicos incluyendo, entre otras cosas, materiales que no apoyan el currículo, que son abusivos, obscenos, pornográficos, orientados al sexo, amenazadores, intimidantes, que dañan la reputación de otra persona o que son ilegales. 7. Los usuarios no podrán obtener acceso no autorizado a los recursos o la información. 8. Se espera que los usuarios avisen al administrador de la escuela cuando se crucen con información o mensajes inapropiados, peligrosos, amenazantes, o que los haga sentir incómodos. 9. Los estudiantes que identifiquen o se den cuenta de un problema de seguridad, deberán darlo a conocer a su maestro con todo detalle, sin comentarlo a otros estudiantes. 10. Los usuarios no podrán usar los recursos tecnológicos para obtener beneficios financieros o comerciales, anunciarse o cabildear políticamente. 11. Los usuarios tienen prohibido malgastar intencionalmente los recursos tecnológicos limitadas, por ejemplo: tiempo real en línea, música en tiempo real. 12. Se prohíbe a los usuarios falsificar intencionalmente permisos, autorizaciones o documentos de identificación. 13. Los usuarios tienen prohibido obtener copias o modificar archivos, datos o contraseñas que pertenecen a otros usuarios de la red. 14. Está estrictamente prohibido el uso o posesión de software de hacking o pirateo (acceso ilegal al sistema de computación), y los que violen este reglamento quedarán a disposición de las consecuencias dictaminadas en el Código de Conducta del Estudiante. 15. Los usuarios tienen prohibido utilizar una cámara, cámara digital, cámara de vídeo digital, escáner o cualquier otro dispositivo de captura de imágenes inapropiadamente. COMUNICACIONES RECURSOS TECNOLÓGICOS: 09/20/12 (REGLAMENTO) 1. Se prohíbe la falsificación o el intento de falsificar mensajes de correo electrónico; el intento de leer, eliminar, copiar o modificar el correo electrónico de los usuarios de otro sistema; interferir deliberadamente con 4 de 15

17 RECURSOS TECNOLÓGICOS (REGLAMENTO) la habilidad de otros usuarios del sistema de enviar y recibir correos electrónicos; y el uso de la identificación o contraseña de acceso de otra persona. 2. Las comunicaciones no podrán ser encriptadas (escritas en código) con el fin de impedir que la seguridad sea inspeccionada. 3. Los estudiantes tienen prohibido distribuir información personal sobre ellos mismos o sobre otras personas usando los recursos tecnológicos; esto incluye, entre otras cosas, direcciones y números de teléfono personales. 4. Se prohíbe a los estudiantes hacer citas para encontrarse con personas que han conocido en línea, y deben reportar estos hechos a un maestro o al administrador si reciben pretensiones para tener un encuentro de esta índole. 5. Los usuarios deben depurar el correo electrónico de acuerdo a las reglas establecidas sobre la retención y eliminación de correos. 6. Se prohíbe a los usuarios enviar o publicar mensajes abusivos, obscenos, pornográficos, orientados al sexo, amenazadores, intimidantes, que dañan la reputación de otros o que son ilícitos. 7. Los usuarios no podrán malgastar los recursos del distrito con relación al sistema de comunicaciones electrónicas, causar congestión en la red o interferir con el trabajo de los demás, por ejemplo: cartas en cadena o publicar mensajes individuales o enviados a listas de personas. 8. Los usuarios deben evitar acciones que posiblemente aumenten el riesgo de infiltrar virus al sistema, tales como abrir mensajes de correo electrónico de remitentes desconocidos y descargar datos de computadoras no protegidas. 9. Se prohíbe a los usuarios poner mensajes anónimos o información ilícita en el sistema. 10. Los correos electrónicos, el uso de la red y todos los archivos guardados no deben considerarse confidenciales y podrán ser monitoreados en cualquier momento por personal del distrito para asegurarse de que se usen apropiadamente. 11. La ley de Texas para archivos abiertos (Texas Open Records Act) rige el contenido del correo y de las comunicaciones en la red; las autoridades apropiadas tendrán acceso a su contenido. 18 RECURSOS TECNOLÓGICOS INFRACCIONES (REGLAMENTO) 1. El incumplimiento a las políticas reglamentarias del consejo escolar o la inobservancia al código de conducta del estudiante podría resultar en suspensión o cese del privilegio de usar los recursos tecnológicos y se tomarán las acciones disciplinarias correspondientes. 2. La violación a la ley estatal o federal aplicable, incluyendo el Código Penal de Texas, los Delitos de Computación, y el Capítulo 33, resultará en un proceso penal o una acción disciplinaria tomada por el distrito. 3. El distrito coopera íntegramente con los oficiales locales, estatales y federales sobre cualquier investigación que atañe o tiene relación con las infracciones a las leyes de delitos computacionales. PROHIBICIÓN DE VANDALISMO Queda prohibida cualquier mala intención de dañar o destruir el equipo o los datos de otro usuario de los recursos tecnológicos del distrito, o de cualquier agencia u otras redes que están conectadas a Internet. Los intentos deliberados por degradar o interrumpir el funcionamiento de los recursos tecnológicos son violaciones a la política reglamentaria del distrito y podría constituir una actividad delictiva bajo las leyes estatales y federales aplicables. Dichas actividades prohibidas incluyen, entre otras cosas, el subir al sistema o crear virus computacionales. El vandalismo según lo definido en el párrafo anterior, resultará en la cancelación del uso de los recursos tecnológicos y requerirán la restitución de los costos relacionados con la restauración de dichos recursos, así como otras consecuencias apropiadas. [Ver la serie DH, FN, la serie FO y el Código de Conducta del Estudiante] CONTENIDO DE LA INFORMACIÓN / INFORMACION APORTADA POR TERCERAS PERSONAS El distrito se compromete a reparar / reemplazar el recurso de la tecnología. Los costos asociados serán asignados a los responsables determinados en la investigación del distrito. Los usuarios y los padres de los estudiantes con acceso a los recursos tecnológicos del distrito deben saber que, a pesar de las medidas de protección de dichos aparatos de acuerdo a lo que la ley requiere, el uso del recurso tecnológico puede proveer acceso a otros sistemas de comunicación electrónica en la red electrónica global que podría contener material impropio o que cause objeción. Un estudiante que obtiene acceso a dicho material se espera que descontinúe el acceso tan pronto como sea posible y que reporte el incidente al maestro supervisor. 19 RECURSOS TECNOLÓGICOS (REGLAMENTO) Un estudiante que conscientemente trae materiales prohibidos al ambiente electrónico de la escuela quedará a disposición de una suspensión a su acceso y, o revocación de los privilegios de usar los recursos tecnológicos del distrito, además de quedar a disposición de una acción disciplinaria de acuerdo con el código de conducta del estudiante. SITIO WEB DEL DISTRITO Un empleado que conscientemente trae materiales prohibidos al ambiente electrónico de la escuela quedará a disposición de acciones disciplinarias de acuerdo a las políticas del distrito. [Ver DH] El distrito mantendrá un sitio web con el propósito de informar a los empleados, estudiantes, padres de familia, y miembros de la comunidad sobre los programas, políticas y prácticas del distrito. Las solicitudes para publicar información en la web del distrito deben ser dirigidas al administrador de sistemas o de la web que haya designado la escuela. La coordinadora de tecnología y el administrador de la web del distrito establecerán pautas para la creación y el formato de las páginas web controladas por el distrito. No se publicará en el sitio web controlado por el distrito ninguna información que identifique personalmente a un estudiante sin el permiso escrito del padre del estudiante. Las políticas de privacidad y derechos educacionales de la familia así como las políticas del distrito podrán hacer una excepción para información directoria según sea permitido. [Ver FL Legal, Local] Se permitirán los anuncios publicitarios de tipo comercial en el sitio web controlado por el distrito con aprobación del Departamento de Información a la Comunidad. PÁGINAS WEB DE LA ESCUELA O DE LA CLASE Las escuelas o clases pueden publicar en las páginas del sitio web del distrito un enlace que presente información sobre las actividades de la escuela o de la clase, sujeto a la aprobación del administrador de la web. El director de la escuela designará un miembro del personal que sea responsable de manejar la página web de ese plantel bajo la supervisión del administrador de la web del distrito. Los maestros serán responsables de cumplir con las reglas del distrito en cuanto a mantener las páginas web de sus respectivas clases. Cualquier enlace de la página web de la escuela o de la clase a sitios web fuera del sistema computacional del distrito debe recibir aprobación del administrador del plantel. 20 RECURSOS TECNOLÓGICOS (REGLAMENTO) PÁGINAS WEB DEL ESTUDIANTE PÁGINA WEB DE UNA ORGANIZACIÓN EXTRA-CURRICULAR PÁGINAS WEB PERSONALES TERMINACIÓN O REVOCACIÓN DE LA CUENTA DE UN USUARIO DEL SISTEMA QUEJAS SOBRE CUMPLIMIENTO DE LEYES DE DERECHO DE AUTOR Con la aprobación de la coordinadora de tecnología del distrito, los estudiantes pueden crear páginas web individuales ligadas al sitio web de una escuela o distrito; sin embargo, todo el material presentado en una página web del estudiante debe ser relacionado a sus actividades educacionales. Las páginas web deben incluir el siguiente aviso: "Esta es la página web de un estudiante. Las opiniones expresadas en esta página no deberán ser atribuidas al distrito. Cualquier enlace de una página web de un estudiante hacia otros sitios fuera del sistema computacional del distrito debe recibir la aprobación del administrador de la web del distrito. La coordinadora de servicios bibliotecarios del distrito recibirá cualquier queja sobre materiales con derecho de autor que estén siendo incluidos ilícitamente en la red del distrito.
