The hearings haven t been scheduled yet, Nixon spokeswoman Channing Ansley said. The process of updating the training which hasn t been done since 1996 will focus on three key areas, Nixon said: tactical training to better prepare officers to deescalate charged situations with citizens, correctly assess threats and more effectively interact with people with mental health problems or who are in domestic crisis; fair and impartial policing; and heightened attention to the physical and mental wellbeing of officers and their families. Nixon praised the KCPD for its community policing and said that building trust between law enforcement personnel and the public is vitally important in policing. The updated training standards will be tailored to the needs of local areas. Law enforcement officers are heroes, Nixon said. They ve dedicated their lives to helping others, but they re also people. Kansas City Police Chief Darryl Forte said the city was already ahead of the curve on all three (of Nixon s focus areas), partly from my strategic plan, which I submitted to the board more than four years ago. Mercedes Mora, who has lived in the Old Northeast Indian Mound neighborhood for 25 years, works at the Guadalupe Centers Inc. and volunteers in the city s Community Backed Anti-Drug Tax (COMBAT) program. She praised Nixon s decision to update law enforcement training. Any improvement on training for law enforcement is always going to be good, Mora told Kansas City Hispanic News. Where I live, I m content with how things are calm, but I know it s just pockets of areas in any community that cause an entire area to be viewed as a high-risk area. I think it s improved greatly since we moved in 25 years ago. There was a lot more graffiti (and other crime). It s not just law enforcement s responsibility; it takes the residents to be proactive. Once graffiti goes up, the next day I m painting over it. And that s what COMBAT tries to do: Don t just sit by and let things happen. But there s only so much they can do if (residents are) going to turn away. As part of the updated training, Nixon appointed five new members to the POST Commission: Rev. Emanuel Cleaver III, pastor of St. James United Methodist Church in Kansas City, as the commission s public member; Jeffery Hughley, a supervisor for the KCPD s street crimes unit/gang squad; Paul F. Williams, the Springfield Police Department s chief; Charles Drew Juden III, the Sikeston Department of Public Safety s director and Edward Clark, a St. Louis Metropolitan Police Department detective. The appointees are subject to the Missouri Senate s confirmation. As the public person on the commission, my job is to represent the community, Cleaver told Hispanic News. I don t have a background in law enforcement, but I do have a background in connecting with the community and working in the community, particularly in the minority community. Rev. Emanuel Cleaver III Cleaver believes the KCPD has improved its community policy but that there s still some work to be done. There s still distrust in the minority community of police, he said. I think there has to be intentionality (and) cultural awareness and training, and I think that s one of the areas this commission has been tasked with and that s where the training comes in. Asked about his role as the commission s public member, Cleaver said he assumed that my vote and voice will be heard as any other member s will. I want to make sure there s fair treatment for everyone, fair policing, he said. Nixon said today s law enforcement is more demanding than ever and more important than ever to the safety of our communities and our nation. They re called to handle crimes and crisis fueled by severe mental illness, domestic violence, drug addiction and child abuse, he said. They must confront the harrowing phenomenon of active shooters who indiscriminately harm others. They are also members of their communities, actively involved and engaged and living there with the very folks they police. Those who answer this high calling must have a diverse set of skills. On any given day, they face challenges that demand toughness, discipline and courage, but also the compassion of a counselor, the legal acumen of a lawyer and the discernment of a negotiator. Nixon said the shooting death of Brown in Ferguson and its aftermath began a national discussion and an introspective time for all of us, on a number of levels. Other similar incidents in the past year, including those in New York City, Cincinnati and Tallahassee, Fla., also contributed to his decision Bryan Stalder Bryan Stalder, president of the Indian Mound Neighborhood Association, said he thought updated training policies for the state s law enforcement officers was what s needed not only in Missouri but all over the country. Burglaries have increased in Indian Mound the past few months, he said, and the police have been very active in trying to track them down. The approach to policing nationally over the past couple of years maybe hasn t gotten the desired outcome, Stalder told Hispanic News. I ve been protective of the police department because they re there to protect us, but after seeing the negative outcomes around the country, there s definitely a need for updated tactics. I ve also looked at it that police officers need to develop better customer service, so to speak, when they interact with us. The public needs to feel like they re being treated with respect so it ends up better. By the officers taking the time to have better interactions with citizens, the citizens are going to hopefully be more respectful of police officers. Kansas City Mayor Sly James said that updating law enforcement training was about ensuring that there s uniformity in training that lends itself to officers doing a good job. This is a prime time to look at ways officers can improve how they do their jobs. The new POST Commission members will join existing members Capt. Ronald S. Johnson of the Missouri State Highway Patrol, chairman; Diane Scanga, director of the Jefferson College Law Enforcement Academy; Cass County Sheriff Dwight Diehl; Jefferson County Sheriff Glenn Boyer; Livingston County Sheriff Stephen Cox and Riverside Police Chief Gregory Mills. Ultimately, cops and communities want to be safer, Nixon said, and the best way to get safer is to have a high level of respect from the citizenry for police and a high level of understanding from the police, and the more we can do to train in that area, in the long run where there are confrontational relations, hopefully we can de-escalate those and make our streets safer at the same time. The enhanced training is also intended to take away the (public s) perception of Am I being stopped so they can pay their salary? or Am I being stopped because of the color of my skin or my ethnicity? 3 KCHispanicNews.com I AGOSTO 13 DEL 2015 La huelga fue un catalizador trabajadores agrícolas en la zona de San Quintín, Baja California Norte, han estado participando en paros y huelgas exigiendo un aumento de su salario diario base, de $7.50 a $15 dólares por día. También reclaman mejores condiciones de trabajo, una reducción a una jornada laboral de ocho horas, horas extras y pago de vacaciones y asistencia sanitaria. El objetivo de la huelga es Driscoll Farms, un proveedor bien reconocido en grandes mercados de Estados Unidos, tales como Costco. El boicot a Driscoll es la continuación de una huelga que comenzó originalmente contra Sakuma Brothers Farms, un proveedor con sede en el Estado de Washington. Para evitar las negociaciones con los trabajadores del campo, Sakuma envió sus frutos del bosque bajo envases de Driscoll. Martínez es de raíces mixtecas y es de Oaxaca. Hasta este año no había participado en el movimiento obrero. Eso cambió con el paro laboral del 17 de marzo. El paro fue la culminación de una campaña de organización de un año y medio de los representantes laborales de la Unión de Campesinos Alianza de San Quintín. En realidad, antes de ese momento yo no sabía nada del movimiento agrícola. Vi la necesidad y me uní al movimiento. He estado involucrada con él desde ese momento. Sé de la persecución, las injusticias y cuál es la situación en los campos agrícolas en todo el país, no sólo en San Quintín, explicó Martínez. La huelga inicialmente involucró a aproximadamente 10 mil trabajadores en la zona de San Quintín, pero el llamado se extendió rápidamente a través de Baja California. Estuvimos acampando durante casi dos meses viviendo en las calles, hombres, mujeres y niños para dar visibilidad al movimiento, para que los que viajaban por la carretera peninsular pudieran tomar nota, dijo Martínez. La huelga obtuvo gran publicidad en México y esa atención se ha hecho internacional, según Martínez. Ahora esa atención ha disminuido un poco, pero seguimos trabajando para recuperar los derechos laborales de los trabajadores. Eso es lo que estamos buscando al mantener el interés nacional e internacional. Puedo decir que hemos recibido una buena respuesta y hay un gran interés en relación con el boicot, dijo Martínez. Los organizadores han estado luchando en una campaña para llamar la atención a su causa, así como la lucha contra la desinformación del gobierno mexicano y de las declaraciones hechas a los medios de comunicación de parte de Driscoll, y otras compañías. Martínez señaló, que ha habido algunas propuestas negociadas, tales como incrementos graduales en los salarios, pero las empresas y el gobierno no han respetado esto. Los trabajadores han enfrentado represalias por sus continuos paros. Muchos trabajadores han visto ampliados sus días de trabajo. En algunos lugares, a los trabajadores se les paga la misma cantidad que antes de los acuerdos, mientras que su carga de trabajo ha aumentado. Ha habido amenazas y algunos trabajadores que participaron en los paros han sido despedidos. Martínez señaló, que muchos de los trabajadores en Baja California vinieron de Oaxaca, atraídos a la zona por los salarios prometidos que nunca se materializaron. Trabajadores de reemplazo están siendo traídos de Guerrero, y otros estados en México, con la promesa de salarios más altos de los que se pagan actualmente. De la misma manera que ellos engañaron a los trabajadores de Oaxaca están engañando a los trabajadores de Guerrero, sustituyendo a la gente que, obviamente, no tienen idea de la lucha que se ha estado dando y de las condiciones de trabajo que vemos como muy peligrosas. Hay también amenazas que se están realizando contra las familias y hay que entender que todavía hay 14 trabajadores detenidos en prisión desde el 17 de marzo. Martínez también cita el uso del trabajo infantil en los campos. Ellos son contratados porque están usando los documentos de sus hermanos o la de otros adultos, pero es evidente que los productores saben que algunos de los trabajadores están por debajo de la edad legal. Yo puedo decir que hay niños que trabajan allí porque conozco a algunos de los niños menores, y sé que no están estudiando, pero están ahí trabajando en el campo, acusa Martínez. In some places the workers are being paid the same amount as before the agreements as their workload has been increased. There have been threats and some workers that participated in the work stoppages have been dismissed. Martinez pointed out that many of the workers in Baja come from Oaxaca lured to the area by promised wages that never materialized. Replacement workers are being brought from Guerrero and the other states in Mexico with the promise of higher wages than those currently being paid. In the same way that they tricked the workers of Oaxaca they are tricking the workers of Guerrero, substituting in people that obviously have no idea of the struggle that has been going on and the working conditions that we see as very dangerous. There are threats also being made against families and you have to understand that there are still 14 workers in prison detained since March 17. Martinez also cites the use of child labor in the fields. They are hired because they are using their siblings documents or that of other adults, but obviously the growers know that some of the workers are below the legal age. I can tell you that there are kids working there because I know some of the minor kids and I know they are not studying but they are there working in the fields, charged Martinez. Martinez s trip to the United States began as an opportunity to visit relatives in New Jersey. She decided to use the opportunity to advocate as publicly as she could while here. The BNSF railroad in the Argentine community in Kansas City, Kansas has been accused by the KC Diesel Health Project and the Argentine/Turner Good Neighbor committee along with the Kansas Sierra Club, as emitting diesel exhaust pollution into the Argentine neighborhood air, thus putting the residents there at risk for irritation of the eyes and nose, headaches, nausea, asthma, respiratory disease, lung cancer and cardiovascular disease. Bruce Andersen, director of the Department of Air Quality of the Unified Government of Wyandotte County/Kansas City, Kansas, told Hispanic News, that citizens shouldn t be concerned about the quality of air in their community. The air quality in Wyandotte County/Kansas City, Kansas is good. All of us that work in air quality are very concerned about public health and air quality. We have devoted our lives to that, said Andersen. When the KC Diesel Health Project and the Argentine/ Turner Good Neighbor committee released their air quality study stating that residents within 300 meters of the rail yard, especially those near the maintenance shop, are at risk of exposure to dangerous levels of diesel exhaust pollution, Andersen s department received very few calls from the community. His department air quality monitors are not picking up anything that is dangerous for the community to breathe. The Environmental Protection Agency (EPA) has established criteria for how the department monitors the air quality in Wyandotte County. The EPA dictates how many monitors are needed based on the size of the population and where the monitors are placed. It is very expensive to monitor the air quality. The instruments cost between $10,000 to $15,000. We have staff that monitors our systems full time to make sure we are getting good measurements, said Andersen. Discussing the Air Quality report Andersen said, as far as I understand it their main concern has been black carbon. There are no health base standards for black carbon that the EPA has developed. We measure PM10 which is particulate matter 10 microns and smaller. We measure PM 2.5, which are very small particles. Black Carbon would be a subset included in these pollutants that we measure. If we are getting good measures of PM 2.5 it should be fine from the health stand point, he said. Particulate matter (PM) can be influenced by meteorological events. About six weeks ago, the PM readings in Wyandotte County were being influenced by the Canadian wildfires. Our PM levels were high because the winds picked up particles of matter from the fires in Alberta and British Columbia and swept them through Minnesota, Iowa, Missouri and Kansas, said Rollin Sachs, Environmental Supervisor with the UG Department of Air Quality. Meteorological events, industrial companies, semitruck traffic, trash trucks in the neighborhoods and wood burning stoves can all impact particulate matter readings in a community. Leticia DeCaigny, KC Diesel Health Project community organizer, used a portable monitor that she installed around the Argentine neighborhood last year. Portable monitoring stations readings can be influenced by a number of things. You lose some of the stability and statistics in your analysis because you don t know what you introduced when you transport it from place to place. The filter needs to be kept at a constant temperature, you need to know the environment of the lab it is sent to so that the air in the lab doesn t compromise the filter being tested, said Sachs. Sachs does regular inspections at the BNSF rail yard. According to his findings, the railroad is being a good neighbor. The reductions they have made through the changes to the switch engines as well as the long haul locomotives, putting auxiliary power units on so the engines don t have to idle as much has reduced emissions. Also helping in the reduction of emissions is the burning of a cleaner fuel, he said. Diesel exhaust is a mixture of gases and particulates produced during the combustion of diesel fuel. According to the KC Diesel Health Project people living and working in urban and industrial areas are more likely to be exposed to the pollutant. The Argentine / Turner Diesel Exhaust Air Pollution Monitoring report indicated that the BNSF locomotive maintenance shop and surrounding outdoor staging and locomotive testing area are the most dangerous source of emissions in the rail yard. Andersen understands the community group s concerns about the railroad but he has seen progress on the railroad part to clean up their operations. They are living next to a railroad switching yard and in the old days, we use to see dirty train engines operating there with the black plumes coming up from the engine. But even back then, we were not picking up any high levels on our monitors, said Andersen. BNSF has partnered with the state of Kansas to repower with cleaner technology three locomotives dedicated to the Argentine yard; each repowered locomotive reduces emissions by 111 tons of carbon dioxide, 21 tons of nitrogen oxides, and 1500 pounds of particulate matter per year and uses 10,000 gallons less fuel for the same operations, said Lovenburg. According to the KDHE, the BNSF locomotives are set to reduce air pollutions by 50 to 60 percent. The project is one of several Bureau of Air has undertaken with the $4 million in federal grant funds KDHE was awarded to improve air quality across Kansas. The Argentine/Turner Good Neighbor Committee acknowledges that the move of the BNSF intermodal facility to Edgerton, Kansas and the overhaul of three switch engines has improved the air quality in some areas around the rail yard. When Andy Williams, communications director for BNSF, was asked about the Good Neighbor Committee s request, he said, zero emission technology does not exist. BNSF is leading the industry in testing new technology that can further reduce emissions including hydrogen fuel cell and liquefied natural gas technologies. Kansas Citian David Chavez, CEO of Integrity, formally known as Latin Pointe and co-producer with his wife Sara, of the event, told Hispanic News that there are several elements that have made the convention a success over the past several years. One, we love the music. Two, it started out more as a hobby and we have been able to build it into more of a business, explained Chavez. We have always advocated for [Tejano] music. We feel like if we can build the industry and have input, help shape the industry in some way, then we can make it successful. This is a meeting ground for fans and artists. According to Chavez, the artists get a big boost from the convention. They are here selling products. They are getting bookings. It is a selling vehicle for advancing the music in all phases. There are a lot of promoters here. It helps artists. For some of the youngest artists, it gives them an opportunity to get known. We want everybody to know who we are. This is our first album and hopefully we get more albums and stay together as we grow as a Tejano group, said Robby Garza, lead singer of Cañonazo. He added, It really gives us a lot of energy up there when you see everybody getting into the music and everybody gathering around to hear us. They don t know who we are. They don t know the music we are playing but they are here to play Tejano music and support Tejano music. Cañonazo female vocalist Erika Santana said, In regards to exposure, we are very grateful for this sus parejas de baile al ritmo del compás de la música en vivo. Raulito Navaira has attended the convention numerous times with his family. His band is Grupo Remedios and they traveled from Texas with hopes of sharing their music with others. The band is a family affair composed of Raulito Navaira, his daughter; vocalist Destiny Navaria and his son and bass player Rigo Navaria. The trio will release a CD in September with Hacienda Records. There is nothing like seeing your kid up there, in front of the people, and enjoying what they do and enjoying what I do. It s beautiful. I m just so very proud and grateful that they love this music. There is nothing like Tejanos, said Raulito Navaira. He added, It s called Tejano music, but it s really music for the whole raza. When we started with David Lee Garza y los Musicales, the accordion was secondary. It wasn t really popular but that s what we were. Now it s more norterño, more accordion, and that goes for both Mexico and Tejanos. It just evolves. Anthony Arce, accordionist, keyboard player and vocalist for the group said, It s a great experience, you can always learn something. Great musicians out here and everybody come here to have a great time. You never know who is going to be there or who is going to walk by that s all you need for your break. It [Tejano] is not dying. It s very strong seeing Tejano and seeing conjuntos here today. We are keeping it going and trying to keep it alive in the Midwest. Even though this year s convention has come to a close, plans for next year s convention are already underway in efforts to keep the spirit of Tejano music alive.
