2 Ossining Union Free School District All Children Can Learn Diversity is one of the Ossining Union Free School District s greatest strengths as well as one of its greatest challenges. The superintendent, Board of Education, administration, staff, parents and community at large commit themselves to focus on the success of all students as their number one priority. During the past decade, a great deal of attention has been placed upon ensuring the success of all students. As a parent or guardian, you are the school s most important partner in your children s success. You are your children s first teachers. By entrusting your children to the Ossining School District, you have recognized that education involves helping children to become lifelong learners. One of the district s main goals is to prepare students for success. While the Ossining School District is committed to the success of each of the children in the schools, it also recognizes that parents, guardians, families and the community at large are essential to ensure the success of every student. Regardless of the gender, race, ethnicity, religion, socio- economic status, abilities, talents and individual needs of each child, the school district is committed to high standards for all. A number of additional efforts have been initiated to involve staff and community members in the education of the Ossining School District students. It has quickly become one of the District s top information sources, and a tool for those with children in our schools. In addition, the District encourages active participation by the community at all of our regular board meetings. We continue to hold focus groups, community meetings, parent sessions and staff meetings to share ideas within the school and the community. We invite the public to become involved, knowing that the greater the number of individuals within the community who are involved in the school system, the greater the educational benefit to our children. 4 Emergency School Closings Inclement weather may cause school closings, delayed openings or early dismissals during the winter months. If schools are closed, the fire whistle will sound three blasts at 6:45, 7:15 and 7:45 a.m. Radio stations will be contacted by 6:15 a.m. and announcements will be made regularly. One- or two-hour delayed openings will also be announced on the radio. Schools will begin classes either one or two hours later but dismiss at the scheduled times. In the event of a two-hour delay, there will be no a.m. PreKindergarten classes. Please also visit our Web site, for school closing details. 25 Conduct and Discipline The Ossining Board of Education is dedicated to providing a safe educational environment that encourages and guides all children to reach their potential. The district also seeks to help students grow into intelligent, self-directed members of society willing to accept responsibility for their actions and become positive contributors to their community. In order to be most effective in dealing with inappropriate behavior, a variety of preventive behavioral interventions to accomplish a positive change in student behavior, as well as disciplinary consequences as necessary and appropriate, will be implemented. All actions will be governed by the boundaries of State Education Law and in accordance with the SAVE Legislation and Dignity Act requirements. Open communication with the child, parent/guardian, teachers, guidance counselors, administrators, and other school district professionals is viewed as imperative. Support by the home is essential both in avoiding inappropriate behaviors and in helping to resolve them when they do occur. The school and the home must work together in communicating and supporting this philosophy in order to build self-disciplined members of our community and society as a whole. To assure that the Code of Conduct and Philosophy Statement as well as all related policies are carried out consistently, the superintendent directed all building principals to prepare building disciplinary regulations, to serve as administrative regulations. Such regulations now include defined consequences for students demonstrating infractions of the rules and regulations. Further, the Code of Conduct and Philosophy Statement, as well as the building regulations, are reviewed periodically and updated accordingly. Parents and guardians will receive additional information regarding student discipline at each of the schools Back- To-School Nights. Attendance is strongly encouraged at all of the district s Back-to-School Nights, as well as at all activities. Prohibition of Smoking on School Property In accordance with state and federal laws, smoking is prohibited in all school buildings and on school property during school hours, including all school-sponsored events. The law bans smoking, not only during regular school hours and in all school buildings, but also during times when school-sponsored events take place anywhere on school property. This includes outdoor as well as indoor sporting events, PTA functions, school concerts, etc. The law pertains to everyone, not just students. Individuals found smoking in a non-smoking area are in violation of Article 13 of the Public Health Law and/or the federal Pro-Children Act of Admission of Non-Resident Students If you are anticipating moving from the Ossining School District and you would like your child to continue attending Ossining High School, you should become familiar with Board of Education policy #5152 entitled Admission of Non- Resident Students. Following is an outline of this policy as it pertains to families who may be moving out of the Ossining School District: Regularly enrolled children of families who have moved out of the school district after May 1 of the school year may complete that school year. Children of families who have moved out of the school district after the first semester of their junior year and are in good standing may be eligible to complete grades 11 and 12 without payment of tuition under certain circumstances. Parents/guardians requesting such consideration must petition, in writing, the high school principal. Such petition should be received while the parents/ guardians are still residents of the Ossining Union Free School District. The principal will review the student s academic and disciplinary record and thereafter provide a recommendation to the Superintendent as to whether or not the student should be allowed to remain at Ossining High School. The Superintendent will thereby make a determination as to the continued enrollment of the student. Parents/guardians may appeal the decision of the Superintendent to the Board of Education. Such appeal must be in writing and received by the Clerk of the Board within ten (10) business days of the date of the Superintendent s decision. The student s status as a special education student will not be considered by the high school principal or Superintendent of Schools in determining the parent s/guardian s request for the continued enrollment of their child. 26 The Healthy, Hunger-Free Kids Act of 2010 signed by President Obama on December 13, 2010 requires many changes to child nutrition programs throughout the country. One of these changes requires us to again increase the price of lunch by five cents. This change is reflected in the lunch prices listed below. Breakfast Program The Ossining public schools are pleased to offer a breakfast program for students. The full price will remain 70 cents for elementary and middle school students and 85 cents for high school students. Students entitled to free lunch are also entitled to free breakfast. Students entitled to reducedprice lunch will be charged 25 cents for breakfast. Lunch Program The Ossining public schools offer a healthy and nutritious lunch program in cooperation with Whitsons Culinary Group. The Board of Education subscribes to the policies and practices of the National School Lunch Program, and as such, makes available on a daily basis a Type A lunch, which includes milk, fruit, vegetable, bread and protein. In addition, there are alternate choices available at each of our schools. These choices are printed on the monthly menu, a copy of which is on our Website: Lunch Prices for will be as follows: Elementary Schools $1.75 Secondary Schools $1.85 Milk.35 Reduced-Price Lunch.25 Prepaid meals are available in each of the schools. You can pre-fund your child s account by sending a check, payable to the Ossining Union Free School District, to your child s school. You can also prepay online through MyNutriKids. com or go to the District website, click on Food Services, and then click on MyNutriKids.com. This online system allows parents/guardians to make secure payments to their children s meal accounts, track current account balances, and monitor recent purchases through the system. Meals must be paid for before a child can receive the meal. All students are entitled to apply to participate in our free and reduced-price lunch programs. Eligibility is based on family income. Applications and information will be distributed through a Districtwide mailing in late summer 2012, are available in the schools, and are available on the District s website: Applications are due by September 28th. Students who have been approved for free or reduced-price meal status in the school year will be granted temporary free or reduced status through September 28th, A new application is required each school year to continue this free or reduced status and must be completed prior to September 28th. No free or reduced-price lunches will be provided after that date without an approved application on file.
