2 Que es? es una iniciativa conjunta entre el gobierno americano y el sector privado cuyo objetivo es construir relaciones de cooperación que fortalezcan la seguridad de toda la cadena de suministro y la seguridad en las fronteras. reconoce que la Aduana puede proveer un mayor grado de seguridad a través de una cercana cooperación entre los propietarios de la cadena de suministro: Importadores Transportistas Agentes aduanales Almacenes de depósito Empresas de manufactura. A través de esta iniciativa, las Aduanas le están solicitando a las empresas importadoras en los Estados Unidos, que fortalezcan sus prácticas de seguridad y comuniquen a sus socios de negocios a lo largo de la cadena de suministro, sus lineamientos con respecto a la seguridad.

3 Que tipos de empresas mexicanas pueden participar en? Actualmente el programa permite a empresas mexicanas de los siguientes tipos: * Empresas de manufactura * Transportistas * Operadores logísticos (A partir de enero de 2009) * Transfer Si mi tipo de empresa no aplica para Que puedo hacer? Si desea fortalecer la seguridad de su empresa, puede buscar la certificación BASC y esperar que en un futuro se abra la invitación para pertenecer a

4 Que beneficios obtengo de afiliarme a? ofrece la oportunidad de jugar un rol verdaderamente activo contra el terrorismo y el comercio ilícito, al participar las compañías aseguran una cadena de suministro segura para sus empleados, proveedores y clientes. Adicionalmente, CBP ofrece los siguientes beneficios a los miembros del programa: * Reducción en el número de inspecciones y espera en la línea * Acceso a miembros de utilizando el SVI (Status verification Interface) * Monitoreo y políticas de seguridad autónomas * Elegibilidad para accesar por el carril FAST * Los transportistas certificados en son beneficiados al realizar de forma expedita el proceso de análisis de la carga en el carril FAST * Como miembro del programa eres elegible para asistir a los seminarios de CTPAT organizados por CBP * Al mantener su sistema funcionando, las compañías previenen pérdidas por robo y reducen la posibilidad de ser utilizados por el comercio ilícito para introducir ilegalmente mercancía a los Estados Unidos * Pertenecer a representa un valor agregado a su servicio incrementándose el número de clientes.

5 Las compañías que solicitan la certificación de deben determinar los riesgo de la seguridad de la cadena logística y comunicar los resultados a CBP. Asimismo, las compañías certificadas en también deben determinar y comunicar los riesgo anualmente. CBP recientemente ha definido un método para conducir los análisis de riesgo, a esto lo ha llamado ANALISIS DE RIESGO DE CINCO PASOS. Aunque no esperan que estos pasos sean seguidos al pie de la letra debido a que entienden que hay muchso modelos de negocio. Las compañías que se aplican a debens ser lo basteantre intgeligentes como para seguir tan cerca como sea posible a los cinco pasos para aumentar posibilidades de ser certificadas y las compañías ya certificadas en tambien lo deben de hacer para evitar de poner su certificación a riesgo.

6 Que es un análisis de riesgo de la cadena logística internacional? Es una evaluación de aquellas amenazas y vulnerabilidades asociadas con los participantes de la cadena logística internacional, desde el punto de origen en donde los productos son empacados y embarcados hasta eo punto de desembarque final para su distribución El análisis de riego es una parte fundamental de los programas de seguridad de las empresas.

7 Q: When should an International Supply Chain Security Risk Assessment take place? A: Prior to applying to the program, applicants must conduct a comprehensive assessment of their international supply chain(s) in order to meet the minimum security criteria for the program. members must conduct a comprehensive assessment at least annually in order to remain in the program

8 Q: What guidance does the C- TPAT program offer members to assist companies in conducting an International Supply Chain Security Risk Assessment? A: The program has developed a basic 5 Step Risk Assessment Process Guide to assist members in conducting an international security risk assessment of their international supply chain(s). The guide can be found in the web portal Public Document Library.

9 The 5 Step Risk Assessment Process includes: 1. Mapping Cargo Flow and Identifying Business Partners (directly or indirectly contracted) 2. Conducting a Threat Assessment focusing on: Terrorism, Contraband Smuggling, Human Smuggling, Organized Crime, and conditions in a country/region which may foster such threats and rate threat High, Medium, Low Note: A Score of 3 in any of the following areas would deem the supply chain High Risk Terrorism Contraband Smuggling Human Smuggling Organized Crime 3. 12 Organized Crime 2 Since Felipe Calderón began his presidency in 2006 with a renewed effort against the drugs cartels, more than 28,000 people have been killed. Mr. Calderón has deployed 50,000 soldiers to fight the gangsters, whose inventories now include rocket-propelled grenades, helicopters and semi-submersible vessels. Pitched battles between the army and the traffickers have caused some of these casualties; more still have been caused by fighting among Mexico s half-dozen main trafficking organizations, engaged in a bloody struggle for the trade. The official murder rate in Mexico remains lower than in much of Latin America. In 2009 it was 14 per 100,000 people, compared with 25 in Brazil and around 70 in parts of Central America. The violence is localized: 80% of the gang-related murders since 2006 have been committed in just 7% of Mexico s towns, according to the government. A third of Mexico s 31 states have murder rates hovering around five per 100,000, about the same as the United States. Yucatán, where tourists snorkel with whale sharks, sees fewer killings per person than Canada. Organized crime in Mexico POLITICAL RISK - PAN Suffering Internal Rifts During the governing Partido Acción Nacional (PAN)'s 71st anniversary celebrations, President Felipe Calderón was at the receiving end of criticism that he has been responsible for the party's loss of direction since taking power. The comments from a former federal deputy appear to be directed at the PANs' pact with left wing parties during the recent gubernatorial and municipal elections, which at the time we argued would have a negative impact on both the PAN's national standing and internal party cohesion, and bode ill for a party unity heading into the 2012 general elections. Mexico scores a healthy 67.3 in our short-term political risk ratings. ECONOMIC RISK - Reserve Accumulation To Continue Conditions within a country which may foster any of the aforementioned threats (e.g. poverty, social unrest, political instability). 1 Mexico continues to bolster its ammunition against deterioration in the country's balance of payments accounts, with international reserves standing at a record US$107bn in August, according to central bank data. 15 Step 5 - Documenting Step 5 Risk Assessment Process (Policy & Procedures) A company s documented risk assessment process (e.g. policies and procedures) should contain at minimum the following information: 1) Date Risk Assessment Process established 2) Identify parties responsible for keeping the process up-to-date, including back-up persons 3) When risk assessments must be conducted (e.g. new supplier or service provider overseas) 4) How often risk assessments must be conducted (e.g. as circumstances dictate or at a minimum annually for most partners (quarterly basis highway carriers) Step 5 Docum enting

16 It is understood that some members may have numerous supply chains which may present a monumental task when conducting a comprehensive security risk assessment of their international supply chains. Therefore, it is recommended for members to identify their High Risk supply chains by conducting a threat assessment at the point of origin/region and where the cargo is routed/transshipped, and then conduct a comprehensive security vulnerability assessment of those supply chains. Conversely, if supply chains involve a limited number of business partners or related business partners, their supply chain security risk assessment may not require such extensive efforts.
