1 Discurso de la Directora general de la UNESCO Irina Bokova, con el motivo de la III Reunión de Ministros de Cultura de la Comunidad de Estados Latinoamericanos y Caribeños (CELAC) La Habana, Cuba, 18 de septiembre de 2015 Señor Julián González, Ministro de Cultura de Cuba, Señor Guillaume Long, Ministro de Cultura de Ecuador y representante de la Presidencia Pro-témpore de la CELAC, Señores ministros, Excelencias, Señoras y Señores, Me siento muy honrada por su amable invitación a participar en esta tercera reunión de Ministros de Cultura de la Comunidad de Estados Latinoamericanos y Caribeños, que se celebra en el marco del 70 aniversario de la UNESCO. En realidad, son más de 70 años que nuestra organización se ha beneficiado de los aportes de América Latina y el Caribe en los sectores de educación, las ciencias naturales y sociales, la cultura, y la comunicación e información. Les hablaré brevemente de algo que sucedió aquí, en esta ciudad, en En un mundo desolado por la guerra, Cuba convocó a intelectuales de todo el continente y a exiliados europeos, que se reunieron durante varios días en la llamada Plática de La Habana. 2 activamente, la libertad de los pueblos, los derechos del ciudadano, y los principios de justicia. Remarcaron además que nadie debía de ser perseguido por razones de raza, ideales políticos, filosóficos o religiosos. El continente americano debía velar por el patrimonio común de la cultura amenazada, y asegurar la continuidad de la obra espiritual colectiva. Estos valores e ideas fueron cruciales para la creación de la UNESCO después de la guerra, y mi visita a América Latina es un poco como un regreso a casa, a la energía fundadora y las aspiraciones originales de la UNESCO... Necesitamos esta energía hoy, para responder a la violencia contra la cultura, para hacer frente al extremismo que destruye nuestra memoria común y persigue los individuos con base en sus creencias y tradiciones, en el Medio Oriente y en otras partes del mundo. Siento hoy esta misma valentía en esta Reunión de Ministros de Cultura de la CELAC, una oportunidad única de defender con orgullo los valores humanísticos y el poder de la cultura para garantizar el desarrollo y la justicia. Dear Friends, Earlier this year, as you know, the Heads of States of the Community of Latin American and Caribbean States met in San José, Costa Rica, to address pressing issues of the destruction of cultural heritage, the intentional targeting of culture, as well as discrimination and persecution on cultural grounds. The Heads of State reaffirmed this region s commitment to sustainable development, to democracy, to human rights, to the eradication of poverty, to the fight against all forms of discrimination and racism. They renewed their commitment to this region as one of peace, as a region of inclusion and tolerance. DG/2015/155 - Page 2

El continente americano debía velar por el patrimonio común de la cultura amenazada, y asegurar la continuidad de la obra espiritual colectiva.

3 To these ends, culture and respect for cultural diversity are vital, holding key solutions to design more inclusive and sustainable approaches to development, based on identities, on values, on the needs and skills of communities. This is the message we must all bring forward to the United Nations in New York. In less than two weeks, Governments will adopt a new sustainable development agenda and 17 Sustainable Development Goals that will guide the action over the next fifteen years. Countries of CELAC were at the forefront of this effort. Cuba submitted the resolution on Culture and Development in 2010 and we already have three UN resolutions by now. Peru is chairing the group of friends on Culture and Development. Ecuador held the national consultation on culture within the process of preparing the Post 2015 Agenda. The importance of culture as a driver and an enabler is recognized in this new agenda, and this is a major step forward, given its absence from the Millennium Declaration. This is a major step, because there cannot be true human development without building on what makes us human -- and this is culture. The proposed goal on sustainable and inclusive human settlements highlights the importance of urban cultural landscapes, and I can hardly think of a better place than La Havana, to underline the importance of urban heritage in fostering inclusion, belonging and more sustainable cities. I know the entire region is deeply committed to this message, with a view also to the 3 rd Conference on Sustainable Urban Development (Habitat III) that will be held in October 2016 in Quito, Ecuador, with a strong focus on culture and urban heritage. In less than two weeks, Governments will adopt a new sustainable development agenda and 17 Sustainable Development Goals that will guide the action over the next fifteen years.

4 Today, in La Havana, we must seize this opportunity to raise the profile of culture ever higher, for all members of the Community of Latin American and Caribbean States to build culture and cultural diversity into all development efforts. Ministers of the Community of Latin American and Caribbean States are on the frontline of this global mobilization. Last year, you adopted a special declaration on culture as a promoter of human development, highlighting its importance in Latin America and the Caribbean as a source of identity, as a catalyst for regional integration processes. You are meeting now in Havana to strengthen cultural cooperation, to deepen the culture of peace in this region and further afield. UNESCO is committed to supporting all your efforts, to explore all ways to integrate culture into development strategies. This is the goal of the UNESCO Work Plan for Culture, which is based on priorities for action you have identified, to strengthen our cooperation even further. Culture is a force to fight poverty, to provide decent jobs, to foster new skills, rooted in local economies. Culture is a force to achieve gender equality, to strengthen inclusive societies, because culture and heritage have the power to bring people together. Culture and cultural diversity are drivers for innovation, catalyzing new ideas, new approaches, and this is precisely what we need to advance towards more meaningful and more sustainable development. 5 Depuis plus de 10 ans, nous agissons ensemble pour faire de la créativité un puissant levier de transformation sociale. Le Fonds international pour la diversité culturelle (FIDC), conçu pour renforcer les industries culturelles dans les pays en développement, a déjà financé plus de 80 projets dans 50 pays. Nous avons créé une Banque d expertise en 2011 avec l appui de l Union Européenne, pour renforcer les politiques culturelles dans 13 pays comme le Honduras, l Argentine, la Barbade, Haïti Grâce au financement de l'agence suédoise de développement international, nous lançons dès cette année un projet mondial de collecte de statistiques culturelles dans 12 pays, dont Cuba, où le travail va commencer dès l automne. L UNESCO a soutenu le travail de la CELAC pendant toutes ces années, dont nous assurons depuis 15 ans le Secrétariat du Forum des ministres de la Culture. Tout cela souligne assez le rôle de l UNESCO comme plate-forme de coopération et le rôle de la culture comme un pont entre les peuples et les nations. La Plática de La Havane est une nouvelle étape sur cette route, une étape importante, qui nous engage à travailler encore davantage, et tenais à venir ici, pour vous exprimer l engagement de l UNESCO à vos côtés, et pour longtemps.
