"Both will initially start at recently approved by the Florida of the college's School of Sci a bachelor of science in early in English for Speakers ofother North Campus."

3 In the months ahead, she said, there's a lot to be done to get the programs ready for the fall semester. Both programs are undergoing an approval process by the Southern Association ofschools and Colleges, the accreditation body for the college. "Getting accreditation influences financial aid," Dr. Belmont said. "SACS has traditionally been very supportive of our baccalaureate programs. Our outcomes have been extraordinarily positive." In addition to financial aid paperwork, she said, "degree audits need to be loaded into our online system, and classrooms and resources have to be found. This involves so many different teams working together - advisements, financial aid, new student centers, administrative services and so on." Getting state approval, Dr. Belmont said, involved documenting a need in the workforce for graduates ofthese programs. "We had to look to our community to make sure there is a driving community need," she said. "We got strong support from our workforce - in fact, we got more than 40 letters of support from local employers." With the Beacon Council's resurrection of its One Community One Goal initiative targeting job areas this community will focus on in the future, she said, "biotechnology, biopharmaceutical sciences and science education are popping right back up on the radar." Dr. Belmont said a new report from the state Board of Education found that community college graduates are outearning graduates of both state and private universities in Florida ~ and employment rates are also higher. Miami Dade College began offering four-year degree programs in 2003, the same year it changed its name from Miami Dade Community College. The new baccalaureate programs will bring the total offered by the college to nine.

19 i '= MIAMI HER.\LD l"1iamiherald.com WEDNESDA J, ~NIJ/IR {11, 2012 DE. T~S 1JIlL!, c- ig, --. a king D ~C ~ S ~,d.vestigator, ' BY JAY~YER Born in Cuba, Julio La Rosa made his way to Mia..-ni as a teenager in 1979, after living with his family in Spain and New Jersey. His parents ran a laundromat near Little Havana, setting a lifetime example of. '. hard work. ~ ~..~ La Rosa o. completed I. his graduate degree in architecture LA ROSA at the Uni, versi ty of Florida but could not find a steady job because of a re- cession, so he took an improbable detour into a career with the Internal Revenue Service. La Rosa's rapid ascent from cri"nmal investigator in South Florida to senior director at IRS headquarters in Washingto, D.C., suddenly ended last w e whenhe died ofa suspecte heart attack at 47, following a workout. His fune a1 Mass and burial service will be. held Thursday in Miami. "His greatest attribute as a leader was that he made folks better at what they do every day," said Rick Raven, acting chief of the IRS' criminal investigation division in Washington. La Rosa's unexpected death on Jan. 3 was particularly painful for those close to him because he had come so far from his humble roots h, Cuba - driven by dedication to family, country and the IRS. "He had a lot of drive to live the American Dream, to become somebody," said his first cousin, Conchita Grana, who was La Rosa's godmother. Her two grown sons became godfathers to his two boys, Julian, 14, a.'1d Benjamin, 11. As an only child, La Rosa was recognized early as a talented artist, Grana said. He graduated from La Salle High School and obtained an associate of arts degree from Miami Dade College and a bachelor's degree from Florida Intern' tional Univenity. He earned his master's in architecture from UF in With limited job pros-' peets, La Rosa saw a classified ad for a position as a tax auditor for the IRS in South Florida. There, he met his Jutu 'e wife, Penelope. also an auditor. ' La Rosa shined so much on the job tnat he was recrui ted by the IRS for its Criminal Investigation Division.. La Rosa quickly devel?ped ~ rep tat10n as a go-to mvestlgator. ' In , La Rosa played a.major role in helpmg rookie federal prosecu tor Jeffrey Neiman break up an elabm:ate tax-fraud scam at the Hollywood greyhound track. "He took me under his wings and showed ~m e how to put a criminal case to gether,", Neiman said. "What made him so special 'was th.at he wns not only smart; lie was practical. He cut through a lot ofthe nonsense right to the critical issue." La Rosa p ayed an even igger part in the feds' suc cessful prosecution of one of M.iami's original cable cowboys, Charles H~rma nowski, founder of Americable. In 20 07, he pleaded guilty to virious offenses, including a tax-fraud scheme that had sought to avoid paying close to $20 million t the IRS. Veteran federal prost'!c ( tor Michael Davis said La Rosa made the case against Hermanowski, who had fled to Australia. "Julio went through well over 100 boxes of fmancial record lil<e he was going through a map for a hidden treasure," Davis said. "It was a huge case and h e solved it." The honchos inwashington took notice: La Rosa soon rose to sped a. gent in charge of the IRS' field office in St. Paul, Minn. Last fall, La Rosa 'was rt' warde wit a senior IRS position: director of field operations for the eastern United States. Said Raven, the IR ' criminal chief: "He really was 01 future." In addition to his wife and sons, La Rosa is survived by his mother, Maria Elena, ofmiami.. A viewing will be held 5 p.m. Wednesday at the Caballero Rivero Woodlawn Fu n ral Home, 3344 SW Eigh h St. A funeral Mass will be celebrated at 10 a.m. Thursday at Sts. Peter and Paul Catholic Church, Mi- ' ami, followed by the burial. at Woodlawn Park North Cemetery.
