The bill, which was passed by the Oregon House in February and the Oregon Senate in March, allows undocumented youth to pay in-state tuition if they have lived in the U.S. for five years, attended Oregon schools for three years, and graduated from an Oregon high school. They also must demonstrate that they intend to become U.S. citizens. In a release announcing the scheduling of the signing, Kitzhaber said, Young people who work hard in our schools deserve equal access to post-secondary education, and House Bill 2787 opens up that opportunity to them. This will help our state capitalize on the investment we ve made in these students through the K-12 system while giving them their shot at the American dream. I appreciate the hard work of so many Oregonians to make this possible. Also on April 2, eight bipartisan legislators introduced a bill that would grant undocumented immigrants access to short-term Oregon driver licenses. Under Senate Bill 833, applicants would be required to have lived in Oregon for at least a year, and to fulfill all normal requirements for earning a license. The bill s sponsors are Sen. Bill Hansell (R-Pendleton), Sen. Chuck Thomsen (R-Hood River), Sen. Arnie Roblan (D-Coos Bay), Sen. Chip Shields (D-Portland), Rep. Mark Johnson (R-Hood River), Rep. Vic Gilliam (R-Silverton), Rep. All Oregonians, regardless of the documents they have, need the ability to participate in the local economy, Jeff Stone, executive director of the Oregon Association of Nurseries, said in a release from both the OAN and farmworker union PCUN. People need to pass a test [and] obtain a license and insurance to be on the roads. We all need to get to church, the store and work. We have worked hard to craft a bill that allows our law enforcement officials to know when they are looking at a valid driver s license. Senate Bill 833 is a reasonable solution to the problem. This slight change in policy might repair the damage caused by Sheriff Staton s slow action on the ICE program, and by his decision to send Undersheriff Tim Moore to a training last fall sponsored by the Federation for American Immigration Reform, an organization classified as a hate group by the Southern Poverty Law Center, Causa Executive Director Francisco López said in the release. The ACT (Activists Coming Together for Justice and Dignity) Network which includes Causa as well as the Center for Intercultural Organizing (CIO), Jobs with Justice, Oregon Dream Activist, Voz Workers Rights Education Project, the Portland Central America Solidarity Committee (PCASC), and the American Friends Service Committee issued a statement claiming Staton s stance falls short of the change necessary to reestablish real trust and safety in our community, because he will still hold higher-level offenders for ICE. We want nothing short of a complete end to ICE holds in Multnomah County, CIO Executive Director Kayse Jama added. April

4 NOTICIAS EDUCACIÓN LOCALES - EDUCATION - LOCAL NEWS LATINO CANDIDATES SEEK TO INCREASE DIVERSITY ON OREGON SCHOOL BOARDS Martín González 4 Abril 2013 Richard Jones El Hispanic News Portland, OR With a growing number of Latino students in Oregon s public schools and colleges, only a few Latinos hold seats on school boards in the state. On the other hand, Hispanic enrollment has increased from 9.5 percent in 1999 to 17 percent in 2009, according to an ECONorthwest report. A handful of Latinos have registered as candidates for school board seats and won. A few more have entered races for the 2013 elections, for which ballots must be returned by May 21. Most of the Latino candidates face no opponents, giving them an automatic position to help guide the course of education in their districts. BUEL VS. GONZÁLEZ Photo by Richard Jones, El Hispanic News Perhaps the most contested seat falls in Zone 4 of the Portland Public School Board. Former board member Steve Buel is challenging incumbent Martín González. One of the most visible faces is that of González, a longtime civil rights activist. Over the last 20 years González has participated in more social issues than one can count. He currently serves as multicultural programs manager for TriMet, the Portland area public transportation service Buel, no stranger to defending civil rights, served on the Portland School Board from 1979 to During his term, Buel helped draft the district s desegregation program. Throughout his four decades as an educator, he has taught in various Northwest schools. Buel and González also have a little personal history. In a three-way race in 2009, González gathered 50 percent of the vote, with Rita Moore drawing 25 percent and Buel polling 24 percent. Buel has criticized the school board for not having a strong education plan and for a lack of initiative. He advocates putting less importance on standardized tests and concentrating on improving schools. Appointed to the Portland School Board in 2008, González won his seat in His is currently co-chair of the seven-member board. González notes that position has limited power since four members have to agree in order to pass any measure. González emphasizes the need for education to begin in the home, well before a child sets foot inside a school room door. Parents, he says, need to know that they can make a difference in a child s education. He urges parents of 3- or 4-year-old children to introduce their youngsters to books in the home. Unfortunately, he says, many homes have fewer than 10 books in their houses. Children should feel comfortable with and have respect for books, González insists. If family finances do not allow buying books, González suggests taking young children to the nearest library. Portland has, he says, a great library system with a great staff. González commends librarians for buying children s books in a variety of languages. Moreover, many provide reading circles for children. We need to build stronger links with libraries, González says. THE SCHOOLS ROLE Educational patterns affect future learning results, González says. Children who perform well in the early grades will usually out do better in later grade, he observes. Therefore, he reasons, the first few years in school will largely determine a student s future as an adult. If we don t catch [students who fall behind early in school], he says, then the battle is half lost. The next step is to prepare students in middle schools to get by in high school. If they re not on track by the ninth grade, he says, they re in trouble. Again, parents can help their children or not. The more [parents] learn, the better that their children learn, González says. Parents should take an interest in their children s schooling. If nothing else, they should work out a plan to insure that their children finish their homework assignments. González praises parents who, on their own, organize groups of fellow parents to share ideas about helping their children to learn more. Every kid from every school should graduate, he says. One challenge, according to González, who earned a bachelor s degree in education, is that colleges are not teaching [future] teachers to do their jobs. If they were doing that, we would have different outcomes. That said, We have great teachers in the schools, González insists, adding that they need to mentors younger teachers to improve their skills. OTHER BOARD CANDIDATES In Hillsboro, Jaime Rodríguez is running for position 2 on the Hillsboro School Board. Miklosch Sander and Glenn D. Miller oppose him. According to Rodriguez s Facebook campaign page, he is a career specialist at Portland Community College s Workforce Development Department. There he has helped hundreds of job seekers and students since Rodriguez believes that all students deserve to learn using modern textbooks in an environment that fosters their intellectual development. In 1985, at Fresno College, Rodriquez earned an associates degree in liberal arts. Three years later he earned a bachelor of arts degree in public administration and political science at California State University, Fresno. After serving eight years in the U.S. Army National Guard, he served on the Ladd Acres Elementary site council, the Hillsboro School District Citizen s Advisory Curriculum Committee, and was a founding member of the Latino Leadership Agenda and of the Oregon chapter of the Labor Council for Latin American Advancement. In the Woodburn School District, incumbent Gemma Punzo has no challengers for Seat 2. Punzo was selected to fill an open seat in 2008, then ran for that seat and won in Punzo, a wedding consultant, is the only Hispanic member of the Woodburn school board, though about 60 percent of Woodburn s population is Latino. In Portland, Consuelo Saragoza had filed to fill Trudy Sargent s seat. As a Multnomah County advisor and TriMet board member, Saragoza has been a visible and active member of the community. Unfortunately, a death in the family altered her plans. In a message to her supporters, Saragoza wrote, I have decided to drop out of the race. My father passed away unexpectedly and I need to make my mother who lives out of state [a priority]. Colleges also have education boards. Erick Flores, a teacher at David Douglas schools from 2006 to 2012, is currently running for a seat on the Mount Hood Community College school board Zone 3. My experience as a resident of East County, former Mt. Hood Community College student and public educator of East County, Flores points out in his voters pamphlet statement, allow me to bring a unique perspective as to how experience and vision can promote better opportunities for all. Flores adds, As an educator, I strive for excellence in all students while acknowledging the unique challenges that economics and family involvement bring. A vote for me would provide an experienced educator s perspective to the college s leadership and direction as well as bringing a progressive voice to the decision making process. A vote for me would also promote greater partnerships in East County and more opportunities to more residents of our cities. RULES OF THE GAME Running for a seat on a school board, a candidate must be at least 18 years old and file their candidacy by the last day of April. A candidate must have lived in their district for a year immediately before the election date in this case, by May 21, 2013, and, if elected, may not hold a job with their school system during their term. The deadline for filing this year was March 13. To have their name and comments listed in the voters pamphlet, a candidate must have registered their personal information by March 25.

5 EDUCACIÓN - EDUCATION CANDIDATOS LATINOS BUSCAN AUMENTAR DIVERSIDAD EN JUNTAS ESCOLARES DE OREGÓN Richard Jones El Hispanic News Portland, OR Con un número de estudiantes latinos cada día más grande en las escuelas públicas y universidades de Oregón, sólo unos cuantos latinos tienen puestos en las juntas escolares del estado. Por otra parte, la inscripción de hispanos ha aumentado de un 9.5 por ciento en 1999 a un 17 por ciento en 2009, según un informe de ECONorthwest. Un puñado de latinos se ha registrado como candidatos para puestos de juntas escolares y han ganado. 6 EDUCACIÓN - EDUCATION PODRÁN LAS ESCUELAS DE WOODBURN LOGRAR LAS METAS EDUCACIONALES DE OREGÓN DEL ? imentando con un truco encontrado en YouTube. Mientras estaban jugando con algunos productos químicos, empezaron un incendio en el aula de computadoras de la escuela, causando cerca de $6 millones de dólares en daños. En Woodburn, $6 millones de dólares es muchísimo dinero. Y luego sucedió algo especial. Como lo dijo Gemma Punzo, Me sorprendí de la manera en que todos ayudaron. El puesto que tiene Punzo en la Junta de Educación del Distrito de Woodburn le dio una gran perspectiva. Los ciudadanos de Woodburn ofrecieron materiales y labor para ayudar a limpiar lo ocurrido. Aquellos que no podían levantar cosas pesadas ofrecieron comida para aquellos que sí podían hacerlo. Punzo se impresionó de cuántas personas ofrecieron sus servicios cuando Woodburn más lo necesitaba. En marzo, Punzo ofreció una gira no intrusiva a través de tres escuelas en Woodburn. La gira ofreció un poco de entendimiento de cómo un pueblo activo puede afectar a las escuelas y, de manera más importante, a los estudiantes. Los niños en las tres aulas de segundo, séptimo y octavo grados nunca alzaron la vista de lo que estaban haciendo para ver a los visitantes. Todos los maestros parecían tener una relación casual y amigable con Punzo. En la clase de historia para el séptimo grado de Jesús Sandoval, 29 estudiantes tenían los ojos enfocados en 29 pequeñas computadoras portátiles. En el aula de ruso de Lisa Wolf, cerca de dos docenas de niños y niñas del primero y segundo grados estaban sentados en una alfombra poniéndole atención a su maestra. Wolf dijo que las clases del primer grado eran llevadas a cabo con un porcentaje de cerca del 65 por ciento en ruso y 35 por ciento en inglés. En el segundo grado, las clases se convierten a un 45 por ciento en inglés. Punzo dijo que algunos padres ambiciosos tienen a sus niños trabajando en ser elocuentes en español, ruso, e inglés. 7 EDUCACIÓN - EDUCATION WILL WOODBURN SCHOOLS MEET THE STATE S EDUCATION GOALS? Richard Jones El Hispanic News Woodburn, OR Oregon s educators have a goal for the year 2025: 40 percent of adults will have a four year college degree or higher, another 40 percent will have two years of-post secondary preparation a two year college degree and the remaining 20 percent will have a high school diploma or the equivalent. A chart published by Western Oregon University showed that in 2005 the state s adults, 25 years old or above, had a long way to go to reach the plan s goal. At that point Oregon s numbers were 28, 33, 26, with 13 percent of adults not graduating from high school. The noble goal of a more educated world conjures images of more health care providers, of better means of transportation, politicians aware of and able to avoid the blunders of the past, and, for the public s schools, playwrights and musicians whose works can survive for centuries to generate the heights of human beauty. Unfortunately, a number of barriers block the paths to more effective education. Moreover, no single tactic can solve every problem. Under-funded schools in low income neighborhoods have their problems. In school systems, such as the David Douglas District in Portland, some 55 different languages are spoken. The Woodburn School District s 25,000 residents include 59 percent Latinos from several ethnic and cultural backgrounds. Moreover, an estimated five percent of Woodburn s students come from families that observe Russian traditions. This would seem to present a problem of trying to teach students both subject matter and the English language simultaneously. Surprisingly, this handicap might actually prove to be a great advantage in Woodburn. FINDING THE RIGHT PATH Last May, three Woodburn High School teens were experimenting with a YouTube trick. While messing around with chemicals, they set fire to a school computer room, causing about $6 million in damages. In Woodburn, $6 million is serious money. And then something special happened. As Gemma Punzo put it, I was surprised how everyone helped out. Punzo s seat on the Woodburn District School Board gave her a great perspective. Woodburn citizens provided materials and labor to help clean up the mess. Those who couldn t handle heavy lifting provided food for those who could. Punzo was impressed how many people stepped up in Woodburn s time of need. In March, Punzo provided a non-intrusive tour through three Woodburn schools. The tour provided some insights on how an active town can affect schools and, more importantly, students. The children in all three rooms second, seventh, and eighth grades never looked up from their tasks to scan the outsiders. All the teachers were on a casual, friendly basis with Punzo. In Lisa Wolf s Russian room, about two-dozen first and second grade boys and girls sat on a carpet paying attention to their teacher. Wolf said that first grade classes were conducted in a ratio of about 65 percent Russian to 35 percent English. By second grade, classes become 45 percent English. Punzo says a few ambitious parents have their children working on becoming fluent in Spanish, Russian, and English. Before being appointed to the school board in 2008, Punzo, served as an interpreter in the Keizer school district and in Portland. She soon grasped the importance of her post on the school board, encouraging her to run for election in Now, with five years of experience, she is running unopposed for re-election in Punzo sees her role as communicating with teachers, identifying their problems, and sharing information with the four other school board members. With five minds at work, problems usually find solutions. In her spare time she is a notary and at other times she writes and leads wedding ceremonies. A NEW CAPTAIN AT THE HELM Early in 2013 David Bautista was doing an exceptional job as superintendent of Woodburn School District. Someone in Salem thought Bautista was ready for Oregon s big leagues, and in April he officially dusted off his desk in the Oregon Department of Education and became a state assistant superintendent. Back in Woodburn, Charles Chuck Ransom filled in as interim superintendent of the school district. In the meantime the school board is conducting a search for a permanent replacement. Ransom says he intends to apply. If selected, he can erase the interim tag and become superintendent of Woodburn schools. Punzo has nothing but praise for Ransom, who was prin- cipal where her two children went to school. Chuck was a very good principal, she says. Kids relate to him. He can communicate with the kids. In early March Ransom, while in the midst of rearranging his world, took time to explain the game plan for making Oregon s goal a reality. Not unlike a baseball slugger, Ransom has his eye on the fences. Not only does he see the plan as within reach, he foresees students from our system [being] the best in the nation. He aims for Woodburn schools to deliver a world-class education. Considering the percentage of kindergarten students coming in speaking only Spanish or Russian, how does he expect these youngsters to catch up, let alone excel? Rushing English is not as effective in the long term, Ransom says. They should learn [subjects] in their native language first, while they learn English. Therefore he opposes immediately immersing non-english speaking children into an English-only context. He sees that as overloading them. He plans to first emphasize basic reading and writing skills in their family s language. As they learn how to learn during the first four years kindergarten through third they can increase to a dual language model where English becomes one of their two languages. We re confident in our model, Ransom says. We re just trying to polish it. Some schools in the Salem-Keizer district and Westside Elementary School in Hood River, Ransom says, use similar programs. We ve studied Ysleta [School District] in El Paso, Texas. They re ahead of everybody, Ransom says. We re learning from them. education goals page 13 April

8 OPINIÓN- OPINION FLUORIZACIÓN DE AGUA: LA OPCIÓN COMPASIVA PARA BUENA SALUD Carmen Rubio Latino Network Carmen Rubio El año pasado, la junta directiva y el personal de Latino Network decidimos apoyar la fluorización de agua porque nosotros la vemos como un servicio básico de salud pública y un asunto de justicia social. Cerca del 100 por ciento de las familias con las que nosotros trabajamos viven en pobreza. Acceso a servicios humanos básicos tales como cuidado dental no es algo que se da por hecho por las comunidades con las que trabajamos. Nearly 100 percent of the families we work with live in poverty. Access to basic human services such as dental care is not something ever taken for granted by the communities we work with. We regularly see the result of this disparity in our work with youth young people with severe dental decay and loss, who end up missing school due to dental pain, trips to the emergency room, or who end up feeling embarrassment and shame because of visible dental decay. Over the years our staff would take several youth to free dental care services that were offered annually, which often would require follow up work or visits. In one of our programs working with adjudicated youth and families, we have paid hundreds into thousands of dollars over the years for youth or their family members to receive urgent dental services, costs that could have been prevented through preventive care like water fluoridation. I understand this is a charged issue for many people. However, I doubt that many of the detractors know the people we know - the family of the little girl with capped teeth, the young man trying to stay out of trouble, but whose missing teeth create false impressions in others about his personal potential, or the young girl who is too embarrassed to smile. If you have experienced poverty firsthand like several of us at Latino Network it would be hard not to be a supporter of water fluoridation. I personally care about this issue because I have several family members who, to this day, experience the cumulative effects of poor dental preventative care and poverty. My cousin, whom I ll call Miguel, was born and raised here in Oregon, is in his early 30s. He had five teeth pulled or capped by the time he was 7 years old. He s had some troubles in his life, but he s now worked hard to get to a place where he can support his four children as a single dad. He gets them ready for school, prepares their meals, and rides TriMet with them to go school clothes shopping. When you talk to Miguel, he doesn t smile very much and laughs with his hand over his mouth, probably because of the several teeth he no longer has. Miguel s dental issues have at least once resulted in a trip to the emergency room or caused him to miss work or things that a single dad of four children living in poverty must do to keep the household running. And now, three of his children have the same decay issues that he grew up with. Miguel is not alone. Many Portlanders, and too many kids, suffer from preventable dental pain. One in five kids in Portland suffer from decay. While all kids are affected, low-income and youth of color are disproportionately impacted. We see this every day. In a city that has publicly stated its commitment to equity in our community, we need to ensure that this inequity ends today. We need water fluoridation today. Last August, the Centers for Disease Control and Prevention released a report on oral health disparities. The report pointed out a number of ways that communities of color and low-income populations have less access to the prevention and treatment of dental diseases. Adults living in poverty or from communities of color are more likely to have lost their teeth. Employed Latino adults are twice as likely to have untreated decay as whites. Oregon Latino children suffer from 35 percent more untreated decay as whites. Water fluoridation would help with this. Children who are lower income and from communities of color are less likely to have dental sealants. That leads to greater cavities. Water fluoridation would help with this. Water fluoridation protects all of our teeth. But, when people do not have access to dental healthcare, it is even more important. Not having fluoridated water makes water fluoridation page 9

Julie Cortez El Hispanic News Robin Castro and John Halseth were married once for a very short time. The brevity of their union was not caused by infidelity, or youthful haste, or disregard for the hard work needed to make a marriage last. Together almost 18 years, Castro and Halseth are, in fact, still very much in love. But after becoming legally wed when Multnomah County briefly granted marriage licenses to same-sex couples in 2004, their marriage was taken away by a voter-backed amendment to the Oregon Constitution and by the Oregon Supreme Court. After that, when it became that close, we decided we were going to wait and we re gonna fight for that right, Castro said of the couple s decision not to register as domestic partners after their marriage license was invalidated. We re waiting for marriage to be legal right here in Oregon, Halseth said, and we re working hard for that. The couple spoke to El Hispanic News during the Portland Rally for the Freedom to Marry, held downtown on March 26 to coincide with the U.S. Supreme Court s consideration of the constitutionality of the Defense of Marriage Act (DOMA) and California s Proposition 8. When Measure 36 passed in 2004, amending the Oregon Constitution to limit marriage to one man and one woman, Thalia Zepatos then a local activist and now director of public engagement for the national Freedom to Marry campaign recalls thinking it could take another 20 or 30 years for Oregon to be ready to seriously consider extending the right to marry to samesex couples. Just 10 years later, in 2014, marriage equality will once again be put before Oregon voters and this time supporters are optimistic, both about the state s chances and the likelihood that the U.S. Supreme Court will rule in their favor come June. I m very, very hopeful after the oral arguments in the cases, Zepatos said. It was something that we never thought would happen in our lifetime, Castro said, barely audible above the approving honks from drivers passing the rally. To see the support that we have now, versus what we had when we were in our 20s it s a totally different world. Much of Zepatos work in recent years has been centered on rallying that level of support on changing hearts and minds and letting less vocal supporters know they aren t alone in their opinions. People were not talking about it too much. In response, she helped develop Familia es Familia, a partnership of over 20 national Latino civil rights organizations that has produced a website and bilingual brochure focused on spurring conversations in Latino families around LGBTQ issues. The partner organizations among them the League of United Latin American Citizens (LULAC), the U.S. Hispanic Chamber of Commerce, and the National Council of la Raza (NCLR) are actively communicating to their communities, that Gay people are not someone else, Zepatos said. Gay people are part of the Latino community, too. When one group is denied the dignity and the right to marry, it diminishes us all, NCLR President and CEO Janet Murguía said in a press release on the day the Supreme Court began hearing oral arguments on DOMA and Prop. 8. We stand with our LGBT brothers and sisters, mothers and fathers, and sons and daughters, many of whom are Latino, and call upon the Supreme Court to make the right choice and extend the freedom to marry to the LGBT community. The release went on to argue: The Supreme Court decision is particularly important for Latinos in immigrant families because many same-sex binational couples are prohibited from petitioning for a foreign-born partner to receive permanent residence and citizenship. Many spouses have had no choice but to return to their country of origin, often separating not only from their partner, but also from their children. In fact, in nearly one-half of the binational LGBT couples facing separation, one of the partners is Hispanic. Castro and Halseth s more basic motivation for wanting to be legally wed is the desire to ensure they can care for each other as they approach retirement age, but to them it s also about fundamental fairness and they are heartened that so many people seem to be moving toward the same conclusion. I think people are finally realizing not only the reality that same-sex marriage is equality, but also that it s good for society, Castro said. It is so overwhelming sometimes when we see the amount of support we have now. I would just say thank you to everybody, because this is not a gay issue; this is an issue that impacts everybody, he added, tears springing to his eyes. Continued from page 7 Ransom notes that each incoming child needs to be individually assessed. There s no one model that suits all, he cautions. One of Woodburn s advantages, Ransom says, is that 60 percent or more of the town s residents are Latino. This allows schools to fill classes with children of similar backgrounds. On the other hand, with widely varied ethnic groups and classes with only a few students, some schools find it difficult and expensive to provide English Language Learner (ELL) classes. This spreads teachers very thin. In Woodburn s case, with large numbers of Russian and Spanish speaking students, teachers can be deployed much more effectively. Ransom soon found that no leader is ever without critics. One newspaper reader charged that Woodburn s graduation rate was beneath Oregon s average. Nothing could be further from the truth, Ransom responded. The Woodburn Independent supported him by running his rebuttal in its March 6 issue. Although 58.3 percent of students graduated in four years, that was only half the story, Ransom noted in his printed response. He noted that about 20 percent more graduated in five years through various other paths such as Chemeketa Community College, GED tests, the Bridges programs, and other means. By Ransom s calculations, 90.8 percent of Woodburn students earn a diploma or the equivalent. WOODBURN PRIDE One other possible factor might bode well for education in Woodburn. Wearing up-to-the-minute clothes can help anyone feel special. Teenage boys love to impress young women by driving the flashiest (and loudest) automobiles possible. Perhaps the same psychology might also work for towns. Ten years ago, on Front Street along the railroad tracks, downtown Woodburn looked just a bit worn down and maybe just a little hazardous. Today a new concrete sidewalks runs from end to end of Front Street. This not only reduces the risk of pedestrians being hit by cars, but it also looks clean and fresh. Moreover, this ambiance makes the many shops and restaurants look more attractive to customers. Across the railroad tracks, Chemeketa Community College is now open for business. On First Street a public lawn subtly tells people they are wanted and welcome to select one of the many chairs and sit awhile. A fountain invites residents and visitors to stop a while and eavesdrop on bird chatter. The unspoken message is, We want you to realize that you are someone special. On blocks in all directions most of the buildings are freshly painted. The cleanliness suggests that Woodburn is a city on the move. In the handsome, two-floor Woodburn Public Library tri-lingual signs English, Spanish, and Russian announce that everyone is welcome. A few steps from the library young girls practice their pas de deux in the afternoon at the Willamette Ballet Academy. Can the image of a neat, fresh small city do for its citizens what a convertible or new pair of shoes can do for a juvenile? The answer should appear in five or 10 years. In the meantime, keep an eye on Woodburn. QUE PASA? 14 OPINIÓN - OPINION THE FUTURE OF THE DREAM MOVEMENT Young activists reflect on the intersection of the LGBTQ and immigrant rights movements Sofía Campos, Catherine Eusebio, and Jorge Gutiérrez New America Media The undocumented immigrant youth movement has gone through a powerful evolution since its genesis. In the beginning, the ever-present risk of deportation forced only the bravest of us to meet in secret as we sought to support each other in our pursuit of higher education. Others among us felt that the risk was too great to even whisper our immigration status outside of our homes. Nearly 10 years later, we are no longer isolated or hiding. On the contrary, we now are highly visible. Dozens of undocumented youth have been featured on the cover of TIME magazine. Dulce Matuz of the Arizona Dream Act Coalition was named one of TIME s most influential people. Benita Veliz became the first undocumented person to address a national political convention. Today, the phrase undocumented and unafraid has become a rallying cry for many of us. Together, we achieved the most significant change in immigration policy in over 20 years Deferred Action for Childhood Arrivals winning a reprieve from deportation for more than 1 million undocumented immigrant youth. Together, we are proving that when affected individuals lead the way and proudly share our stories, we have the power to create positive change and make an impact on a national scale. And we are not done. As our movement continues to blossom, we are also learning to give space to the diverse experiences within it. While many might attempt to depict our movement as uniform, in reality many of us who share the identity of DREAMers exist at the intersection of several movements. From LGBTQ youth, to women, to Asian Americans, we have resisted the status quo by highlighting our varied stories, weaving these different experiences into one colorful tapestry. Perhaps no one moment illustrates this approach better than the one that took place in Memphis, Tenn., in the spring of We were gathered at the second United We Dream National Congress. At the time, we were still grappling with the pain and disillusionment of the failure of the federal DREAM Act. Although the momentum and power gained by immigrant youth could not, in the end, be broken by the failure of any legislation, the movement was shaken. Then, a turning point occurred. Queer, undocumented immigrant youth, or UndocuQueers, stood in front of more than 200 immigrant youth and came out. UndocuQueers undergo a double coming out experience, privately and publicly professing identities as queer and undocumented. Many could no longer bear the pain of negotiating, of having to take off their queer hat and putting on an undocumented one before walking into the immigrant youth movement. The stories of oppression, pain, and struggle of LGBTQ undocumented immigrant youth opened and ignited the hearts of everyone at the Congress, challenging the movement to expand its immigrant youth rights platform and reflect the identities and needs of UndocuQueers. We made a historic commitment to intentionally include and fight for the rights of the LGBTQ community within and outside the immigrant youth movement. Now, the movement has embraced this coming out frame. Community and grassroots organizations such as California s Orange County Dream Team have been leading intersectional organizing work between the immigrant youth movement and the LGBTQ rights movement in California. UndocuQueers have gained national visibility and have begun to organize and mobilize through initiatives such as the Queer Undocumented Immigrant Project. Groups such as the Congressional Hispanic Caucus and United We Dream have included LGBTQ family inclusion in their immigration platforms. Moving forward, our LGBTQ-immigrant intersectional voices, experiences, and organizing work will continue to dismantle the homophobia and racism within both mainstream movements. Ensuring identity-based safe spaces is critical to addressing the nuances of the undocumented experience. Of the 11 million undocumented people living in the U.S., 1.2 million are from Asia. Culture adds significant challenges for undocumented Asian Americans. In Asian American communities, unlawful immigration status is widely stigmatized. Given this need to save face in the community and the added fear of deportation, parents place pressure on their children to keep their status a secret. Thus, many undocumented Asians are invisible, isolated, and often unable to access resources. Undocumented Asian youth who are advocating for immigration reform need the space to connect with one another, and to challenge the cultural attitude that encourages shaming and silences those who deviate from expectations. One pan-asian DREAM youth organization, Asian Students Promoting Immigrant Rights through Education, headquartered in San Francisco, gives undocumented Asian youth the space to do just that. The power of our movement lies in our ability to break down silos and allow for intentional, collaborative, multiracial leadership development and organizing. Similarly, our women members, who understand firsthand the multiple layers that can constitute one identity, have led the immigrant youth movement on all levels, from ground-level organizing to national leadership. As organizers, many young undocumented immigrant women have experienced the subtle sexism in spaces of politics, business, and even activism. Consciously recognizing these realities and acknowledging the contributions of women, Asian Americans, and LGBT leaders within our growing movement has led to a cultivation of intersectional work and a commitment to transformative organizing. In turn, this has strengthened our base, grown our partnerships, and helped us expand our vision and understanding of true social justice. Even more exciting is the fact that this sense of shared strength is preparing us for the next step in our fight. Empowerment is contagious, and our collective empowerment is also having an impact on our families. More and more, our families are stepping out of the shadows and coming out as undocumented. Just recently, in Arizona, DREAMer Erika Andiola s mother, Maria, was released from ICE detention after we mobilized to stop her deportation. Now, Maria appears in a video with Erika, asking other families to share their stories of separation. This movement began because we used our stories to create safe spaces for ourselves. As we connected across state borders and our urgency for change grew, we learned how to use our voices and our bodies, through actions of nonviolent civil disobedience, to motivate this country to listen and to change. Along the journey, we also learned to find the power in our differences, and to create democratic and transformational models of leadership development and organizing. Moving forward as strategic storytellers and skilled organizers, we will use these lessons learned to highlight the larger narrative about immigration in the U.S. and fight the unjust policies tearing our families apart every day. 16 LIBROS - BOOKS BOOK REVIEW: THEY CALL ME A HERO: A MEMOIR OF MY YOUTH Review by Terri Schlichenmeyer The Bookworm They Call Me a Hero: A Memoir of My Youth, by Daniel Hernandez with Susan Goldman Rubin; c.2013, Simon & Schuster; $17.99 / $19.99 Canada; 224 pages For a very large hunk of your life, your heroes came in a comic book. Spiderman, Superman, Wonder Woman, and Batman arrived in living color between the pages of something you got at the grocery store. You were thrilled by their bravery. You loved to watch their crime-fighting skills. You wanted to be brave like them. These days, though, you know it takes more than a cool costume to be a hero. So does Daniel Hernandez, but in his new book They Call Me a Hero (with Susan Goldman Rubin), he says there s nothing heroic about his actions. The event on January 8, 2011, was supposed to be fun and informative. Congresswoman Gabrielle Gifford, who loved interacting with her constituents, had planned a meet-and-greet that Saturday afternoon in Tucson, Ariz. Twenty-year-old Daniel Hernandez, an intern with Gifford s office, was there to help register attendees and to do light crowd control. And everything was going well until he heard explosions and one word: Gun! Almost automatically, Hernandez headed for the stage, with Gifford first on his mind. With barely a pause, he pressed his hand against her wound to slow the bleeding, an action that may have saved her life. He comforted her, and rode with her in the ambulance to the hospital. Years before, as a child, Hernandez had wanted to be a doctor. He was a good student in school and was teased for his bookishness and for being gay. Undaunted, he stayed true to himself and sought classes and training for a future medical career. He blames his obsession with politics on Hillary Clinton. He became fascinated by her run for the White House and volunteered to work for her campaign, a love that extended to his college years, the friends he sought, and, later, to a desire to serve others in a political career that also allowed him to do motivational speaking. On that January day in 2011, though, Hernandez was just an intern. His future, he hoped, would be spent serving others through volunteering. But he was destined to become a hero first. There are a lot of bumps in They Call Me a Hero, starting with the subtitle ( A Memoir of My Youth ). Authors Daniel Hernandez and Susan Goldman Rubin don t include a whole lot about Hernandez s youth; instead, the vast majority of this memoir is about that one day in Tucson, the whirlwind of media attention afterward, and Hernandez s subsequent political activities. There s also an awful lot of back-patting here. To the good, however, this book may loudly urge teens to give of themselves to better their worlds. With an overwhelming record of achievements, Hernandez is a tornado of service to others and he makes volunteerism seem fun, almost like a community in itself. That may spur young readers to mobilize. Indeed, the intended audience for this book is 12-to-18-year-olds, but there s certainly no reason adults can t read it. If you can look beyond the bumps and boasting in They Call Me a Hero, you may find a hunk of inspiration, too. The Bookworm is Terri Schlichenmeyer.
