The city treasurer is responsible for collecting municipal fees and taxes, as opposed to the finance director, who manages city's budget. I've been a resident of Oxnard since 1966 and I have owned a business for 30 years, said Navas in her opening statement, adding that her daughter and grandchildren were raised in Oxnard as well. Navas was previously assistant city treasurer before running for the office herself. Jones, a longtime vocal critic of Oxnard fiscal policies, wasted no time in going for Navas's jugular. There are several statutes an elected city treasurer is supposed to follow, the current city treasurer is only interested in one of them collecting taxes, said Jones, adding he would protect your taxes, which is not a priority with the current city treasurer. Jones went on to imply Navas could have played a role in stopping several city staff from collecting an unauthorized pay raise granted by City Manager Ed Sotelo, one of the numerous examples documented in the district attorney's April report on malfeasance by Oxnard officials. The statutory duties of the treasurer are to operate under the state code, said Navas, noting the treasurer's office is not in the report. As for Mr. Jones's allegation, that isn't under the city treasurer's perview, the city treasurer doesn't exercise overview of those transactions, nor is it her duty to do so. But Jones was unrelenting, asserting that the treasurer should be attending city council meetings, not making cronies of the council members rich. Navas noted her department as well as other city departments have established task forces, as well as asked for public input, to see where costs can be cut. When Jones brought up the city's bond rating, Navas pointed out that is a matter under the finance director's perview. Jones took one final shot in his closing statement, making the case that for 20 years the city treasurer's office has typically been run as if the treasurer were city staff instead of an elected official. My fiduciary responsibility is to the citizens of Oxnard, that's where the responsibility lies not to the city manager, not to the city council, to the taxpayers, said Jones. If my name is on a check, I want to know what it is for. But Navas remained unperturbed, concluding with a recitation of her accomplishments in office, including elimination of about $18,000 of overtime annually and a 2.37 percent return on city investments, or over $14.7 million annually. "It is interesting that, in order to obtain these benefits of biculturalism, adolescents and parents often need to do the opposite of what their natural tendencies tell them. Parents who are strongly tied to their native cultures must reach out to learn skills in the new culture. Adolescents who quickly soak up new cultural behaviors should slow down and cultivate the richness in their native cultures." Smokowski added: "The burgeoning size of the Latino population and the increasingly important roles that Latino youth will play in American culture are worthy of community attention. Communities can either invest in prevention to nurture Latino youth as a national resource or pay a heavy price later in trying to help these youth address social problems such as substance use, aggression or dropping out of school; all of which often results from the stress of acculturation." Along with Smokowski and Bacallao, Rachel L. Buchanan, Ph.D., assistant professor of social work at Salisbury University in Maryland, was a co-author of the study, titled "Acculturation and Adjustment in Latino Adolescents: How Cultural Risk Factors and Assets Influence Multiple Domains of Adolescent Mental Health." Flores Mejia was presented with a commendation by Oxnard Mayor Tom Holden at the October 2 city council meeting, recognizing his service to the community as he prepares to leave California and return to Mexico. "We have to stay for five years, I've finished my term," explained Flores Mejia after the meeting. "I've finished my work here, now I'll look for a new position." As consul, Flores Mejia has been responsible for helping Mexican nationals observe the U.S. laws for keeping their visas and passports current, but said he is proud of introducing some other innovations during his term in Oxnard. Among his achievements, Flores Mejia mentioned Ventanilla de Salud, a health services program established by the Mexican Consulate in collaboration with the Ventura County Health Department. The services the program provides are key to ensure the health of many low income families, Flores Mejia said, adding that the Mexican government issues $35,0000 annually to help fund such program. During his term, the Oxnard Mexican Consulate also focused on improving the quality of service available for the Mixteco community residing locally, a large sector of Mexican indigenous people from Mexico's Oaxacan region, who mainly speak the Mixteco dialect. "We've taken steps to attend to people from Oaxaca, the Mixteco community," said Flores Mejia. "If you call the consulate, they answer in English, Spanish and Mixteco; we have someone on staff who speaks Mixteco." Establishing a good relationship with police and fire departments has also been a priority of the consulate. "We work together with the police so our community is comfortable with the police and fire departments, and they don't have to be afraid," said Flores Mejia, adding, "I think we have very good communication with Oxnard, this is very important for a city that is 75 percent Mexican-American." Flores Mejia said he is also proud of introducing a mobile consulate that travels up and down the coast, from Santa Barbara to San Francisco. According to Consul Flores Mejia, establishing mobile consulate locations has tremendously improved service for Mexican nationals who reside in areas far from the official Consulate location in Oxnard, primarily residents of the northern territory including Santa Maria, San Luis Obispo, Paso Robles and Morro Bay. "That is really important for people because they don't have to come all the way to Oxnard to get documents," explained Flores Mejia. Oxnard man faces life in Craigslist prision for shooting death Rip-Off Leads to Arrest of Fugitive A Fillmore man, who faced previous criminal charges and had several active warrants for his arrest, was arrested last week after being identified by a victim who he had met through Craigslist, officials said. According to authorities, the victim, a Thousand Oaks resident, placed a personal advertisement on Craigslist last month, seeking male companionship in the unincorporated area of Piru. Police said the victim and the suspect, identified by authorities as James Alvarez Jr., exchanged text messages and s then met in Piru late one evening. At the conclusion of their meeting, Alvarez allegedly stole the victim's cell phone and portable GPS unit and fled. According police, the victim reported the crime to the Ventura County Sheriff's Office. Fillmore Police Department detectives investigated the matter which led to the identification of the suspect. The victim later identified Alvarez from a photo lineup, authorities said. Fillmore Police Department officials said that at the time of the crime, Alvarez was already a fugitive from justice, having an active warrant charging him as a felon in possession of a firearm, in addition to several other misdemeanor warrants. Authorities considered Alvarez, 26, armed and dangerous. Police said based on the Craigslist investigation, Detectives knew Alvarez had returned to the Fillmore area. On October 16, 2012, deputies received a tip regarding the whereabouts of Alvarez. Authorities said deputies responded to a residence, located in the 600 block of Manzanita Drive, where Alvarez was believed to be. Alvarez was located, but he allegedly resisted arresting deputies and fled on foot. Through a coordinated effort of Fillmore patrol deputies and a Sheriff's K9 unit, Alvarez was located a short time later, inside a nearby residence, hiding in a closet, police said. Authorities said initially Alvarez refused to surrender, so the Sheriff's K9 was deployed. He subsequently was taken into custody. Alvarez suffered minor injuries and was transported to Ventura County Medical Center prior to booking, officials said. According to reports, Alvarez was arrested for the warrants, grand theft, resisting arrest, and possession of drug paraphernalia. He was booked into the Ventura County Jail and his bail is set at $250,000, authorities said. Police urge anyone having contact with Alvarez through Craigslist, who was the victim of a crime to call Fillmore Police Department Detective John Fox at (805) An Oxnard man was found guilty of the shooting death of Albino Ramirez, who was murdered in front of his pregnant wife and 3-year-old son, District Attorney Gregory D. Totten announced last week. Victor Chavira, 42, was convicted by a jury Wednesday, October 17, for the August 2008, first-degree murder of Ramirez, officials said. According to authorities, Chavira allegedly shot and killed the victim during a $30,000 drug money rip-off. Police said Chavira repeatedly shot Ramirez in front of his pregnant wife and 3-year-old son. After fatally shooting Ramirez, Chavira then pointed the handgun at the victim's wife and forced her to hand over $30,000 in cash, police said. According to authorities, after securing the cash, Chavira then threatened the victim's wife with retalia- tion and death should she report the crime truthfully, or cooperate with the police. The jury also convicted Chavira of crimes against the victim's wife and child, including robbery, exhibiting a loaded firearm, and witness intimidation. The jury found true the allegation that all of the crimes were committed while Chavira personally used and discharged a firearm, and the jury further found true the special circumstance allegations that the murder was committed during the course of a robbery, and by means of laying in wait, according to reports. Sentencing is set for November 28, 2012, in courtroom 48 of the Ventura County Superior Court. Chavira faces a mandatory sentence of life in prison without the possibility of parole, Totten said.

6 Página B6 Personas mayores de minorías son más saludables si viven en zonas con gente de su raza Vivir en vecindarios de su misma raza puede mejorar la salud de las personas mayores de minorías, entre ellos los de origen mexicano, de acuerdo con un estudio recientemente publicado. El informe encontró que las tasas de enfermedades del corazón y cáncer son menores entre quienes viven en barrios de gente de su misma raza que entre aquellos adultos mayores que residen en zonas étnicas mixtas. Encontramos que las personas mayores méxico-americanas y afroamericanas que viven en barrios homogéneos tienen mejores resultados en términos de su salud, dijo Kimberly Alvarez, autora del estudio y profesora de epidemiología y psicología de Yale School of Public Health. Los méxico-americanos que viven en un condado con una densidad étnica del 50 por ciento o más tenían un 33 por ciento menos de posibilidades de reportar enfermedades del corazón y el 62 por ciento menos posibilidades de reportar cáncer, que aquellos que viven en una zona con una concentración de menos del 25 por ciento. Asimismo, la investigación destaca la importancia del factor cultural a la hora de explicar este fenó- Arrestan a fugitivo por internet Viene de la página A1 Detectives del Departamento de Policía de Fillmore estuvieron a cargo de investigar el incidente y pudieron identificar a Alvarez como el presunto sospechoso. El pasado 16 de octubre, tenientes del Departamento de Policía de Fillmore recibieron informes sobre la posible ubicación de Alvarez, una residencia ubicada en la cuadra 600 de Manzanita Drive en Fillmore. Las autoridades lograron localizar a Alvarez, pero él presuntamente resistió ser detenido y pudo escapar del área, segun informes. Debido a los esfuerzos de los tenientes, quienes trabajaron en colaboración con una unidad canina del Departamento del Alguacil del Condado de Ventura, Alvarez pudo ser encontrado en una casa cercana, escondido en un closet, indicaron las autoridades. Una vez más, Alvarez resistió ser detenido, pero con la ayuda de un perro de la policía finalmente pudo ser arrestado, informaron las autoridades. La Secretaría de Seguridad Pública (SSP) informó en un comunicado que agentes de la Policía Federal lograron este lunes la captura de Víctor Landeros Sifuentes, Jorge Tenorio Takajasi (c) y Roberto Clemente Bércenas Cepeda (2-d), gracias a una operación de inteligencia y vigilancia en Saltillo, capital del norteño estado de Coahuila. Hallan 15 inmigrantes escondidos en yate de lujo en bahía del sur California Las autoridades informaron el hallazgo de 15 inmigrantes escondidos en el fondo de un yate en la bahía de Newport, en el condado Orange, un sector que se caracteriza por sus costosas viviendas y botes de lujo. Una patrulla de alguaciles de la bahía en su recorrido de rutina notó un yate desconocido con la línea de flotación muy baja como si estuviera sobrecargado, según informó el Departamento del Alguacil, en un comunicado. Los inmigrantes explicaron a las autoridades que habían navegado durante dos días provenientes de Rosarito y Ensenada (México), sin comida y con muy poca agua y apretujados como sardinas en el casco de la embarcación. El Servicio de Inmigración y Control de Aduanas (ICE, en inglés) está procesando a los indocumentados en la estación de la Patrulla de Fronteras de San Clemente. Según señaló ICE, los trafican- tes de indocumentados están adaptando sus estrategias y han comenzado a utilizar botes de recreación con el fin de poder esconder mejor el contrabando humano. Durante el presente año fiscal las autoridades han detenido 12 embarcaciones con indocumentados en el condado de Orange pero esta es la primera vez que los descubren en la bahía de Newport Beach.
