3 3 WELCOME TO THE CONFERENCE Welcome to the capital city of Ecuador, Quito, for the seventh installment of the International Perspectives on Water Resources & the Environment conference (IPWE 2014), organized by the Environmental & Water Resources Institute of the American Society of Civil Engineers (ASCE-EWRI). As a participant in this conference, you will be attending presentations on a wide variety of topics related to water resources and the environment. Among the many anticipated items at IPWE 2014, attendees have access to tremendous keynote speakers, a multitude of diverse and interesting technical sessions, social and networking events, and the opportunity to interact with your colleagues on an international level. While sessions will include topics on both developed and developing countries, much of the focus of this conference will be on water resources and the environment in developing countries, especially in the Middle East, Europe, and Asia. The technical program includes engineers, scientists, planners, and legislative and academic professionals from around the globe. We encourage you to share insights and experiences with your fellow professionals on a myriad of challenging issues on water resources and the environment. We hope that this technical exchange of ideas and perspectives will contribute towards finding solutions to some of the challenges facing us today. 4 4 Conference Keynote Speakers Wednesday, January 8, 2014 Ecuadorian Water Policies and Multi-purpose Projects being Implemented in Ecuador Ing. Walter Solis Valarezo Secretary of Water- Ecuador (SENAGUA), College of Civil Engineers of Guayas (CICG) Ing. Walter Solis Valarezo attended the Universidad Guayaquil, where he graduated with a Civil Engineering degree. He continued his education at the Fundación Universitaria Iberoamericana where he received his Masters in Environmental Management. Ing. Solis spent his career serving in both the private and public sector. Ing. Carlos Bernal - Project Manager, SENAGUA Ing. Carlos Bernal Alvarado s career with SENAGUA has advanced to being Manager of MEGA Projects for SENAGUA. Prior to this position he has served as the Water Resources Director of SENAGUA, and also as a Technical Hydraulic Analyst. Thursday, January 9, 2014 Panama Canal Expansion Ing. Ilya R. E. de Marotta Executive VP for Engineering and Programs Management The Panama Canal Authority (ACP) Ms. Marotta obtained her Marine Engineer degree from Texas A&M, in Galveston, Texas, U.S.A., and her Master in Economic Engineer from the Universidad Santa María La Antigua (The Old Saint Mary University in Panama City, Republic of Panama. She has over 27 years of experience with the Panama Canal Commission/ Panama Canal Authority in various positions including Design Engineer and Valuation Engineer. Ms. Morotta is currently the Executive Vice President for Engineering and Programs Management. She is in charge of preparing the designs and specifications for all Panama Canal Projects, including managing all the construction contracts for the Panama Canal and heading the execution of the Panama Canal Expansion Program. In the development and execution of her responsibilities, she has been recognized several times with awards of excellence for her contribution to various programs.

5 5 Friday, January 10, 2014 Assessing the Impact of Climate Change on High Mountain Glacial Watersheds of the Cordillera Blanca in Peru Daene McKinney, Ph.D. W.A. Cunningham Professor, Associate Chair for Administration and Planning & Professor Civil, Architectural and Environmental Engineering, Cockrell School of Engineering Daene McKinney is the W.A. Cunningham Professor and Associate Chair in the Department of Civil, Architectural and Environmental Engineering at The University of Texas at Austin. He is currently the co-manager of the USAID High Mountains Adaptation Partnership Program to broaden understanding of high mountain environments while supporting communities who rely on the mountains and glacial watershed systems to sustain their lives. Dr. McKinney was the technical lead on the Physical Assessment Project, a decade-long bi-national US-Mexico effort to develop improved management strategies for the Rio Grande basin, including GIS database development, water allocation modeling, water policy assessment, water quality modeling, hydrologic model development and climate change adaptation. Dr. McKinney s research interests include sustainable management of water resources, especially the integration of engineering, economic, environmental and political considerations in transboundary basins. Dr. McKinney has served as the Chief Editor for the ASCE Journal of Water Resources Planning and Management and he is a current Governor (alternate) of the World Water Council. He has completed various technical assignments in Russia, Eastern Europe, Central Asia, the Middle East, Africa, the Caucasus, Mexico, Central and South America and Asia.

We provide technical expertise to projects on behalf of society. The public desires us to provide safe water for drinking, adequate protection from flooding, smart environmental solutions and to plan generations out into the future. Engineers make ethical decisions almost on a daily basis. Its critical to society that engineers uphold high ethical standards. A variety of case studies will be presented and discussed. Teal, P.E., P.H., D.WRE, F.ASCE; West Consultants, Inc. Agenda 1. HEC-RAS for Managers and Reviewers 2. Hydraulic Modeling Techniques 3. Example Applications of the Model This 4-hour interactive course is aimed at professionals with very limited or no knowledge of the hydraulic model HEC-RAS. HEC-RAS (River Analysis System) is a one-dimensional hydraulic model produced by the U.S. Army Corps of Engineers, available at no cost, and used throughout the world to analyze river systems. The course will be taught in Spanish by Mr. Martin Teal. Mr. Teal has over 20 years working with numerical models of for hydraulics and hydrology. He earned his civil engineering degree at the University of California, Berkeley and his MSc in hydraulic engineering at the University of Iowa. He currently serves as vice president and project manager at WEST Consultants, San Diego, California, USA. Since 1997 he has taught HEC-RAS courses in the U.S. and Latin America.
