2 Introduction The protection of human rights offered by the procedures before the European Court of Human Rights relies in particular on the mechanism of individual applications. Since the entry into force of Protocol 11, natural and legal persons claiming to be the victim of a violation of the rights set forth in the Convention have direct access to the Court. The training of practitioners with regard to this procedure before the Court and more particularly with regard to the strict criteria of admissibility is therefore essential to give individual applications every chance. Today, 90 to 95 % of applications submitted to the Court are declared inadmissible.a high failure rate may be understandable when petitions are brought without legal support but is unacceptable when applicants are advised by lawyers. Beyond the admissibility stage, the outcome of the case will be likewise influenced by the quality of legal representation before the Court. This seminar will primarily focus on the practical aspects of the individual application procedure before the European Court of Human Rights.The programme will be at an advanced level since basic training sessions have been organized previously. It will be interactive and offer time for a broad range of questions. Two judges and a member of the registry will illustrate and discuss the main aspects of the proceeding before the Court. En efecto, a partir de la entrada en vigor del Protocolo 11 (1998) del Convenio Europeo para la Protección de los Derechos Humanos y de las Libertades Fundamentales (CEDH), cualquier persona física, organización no gubernamental o grupo de particulares que se considere víctima de una violación de los derechos reconocidos en el CEDH o sus Protocolos, pueden acudir directamente ante el Tribunal. La formación de expertos en el procedimiento a seguir ante el Tribunal, sobre todo en la fase de admisibilidad de la demanda, es esencial para que el derecho al recurso individual adquiera toda su relevancia. Es un hecho conocido que entre el 90 y 95 % de las demandas individuales que se presentan ante el Tribunal son declaradas inadmisibles. Esta situación que pudiera ser comprensible en los supuestos de demandas presentadas directamente por particulares, no es aceptable cuando los demandantes son asesorados por un abogado.además, la calidad de las sentencias depende en gran medida de la calidad de los representantes de los demandantes ante el Tribunal. Este seminario quiere incidir sobre todo en los aspectos prácticos del procedimiento ante el Tribunal Europeo de Derechos Humanos. Será de un nivel avanzado en la medida en la que se da por supuesto que ya se tienen conocimientos básicos en este tema. Por lo tanto, será interactivo y ofrecerá suficiente tiempo a los participantes para plantear preguntas. Dos jueces y una letrada, todos ellos miembros deltribunal, ilustrarán y debatirán los diferentes aspectos del procedimiento ante el mismo.
