On August 20th at the Crime Stoppers International training conference in Calgary, local teen Chad Chacon received the Student of the Year Award for his contributions to the Student Crime Stopper program at Lewis Palmer High School. Chacon is a 2005 graduate of Lewis Palmer High School and has recently begun studies in Criminal Justice at the University of Northern Colorado at Greeley. Chad s parents are Pat Chacon of Monument and Richard Chacon of Colorado Springs. His award citation included the following achievements: Serving as Co-Chair for the board of Lewis Palmer High School Student Crime Stoppers. Helping the past two years with the annual Student Crime Stoppers training day for all schools in the Pikes Peak Area. Input and involvement with a Student Crime Stoppers informational video produced by Pikes Peak Area Crime Stoppers in Taking a leadership role to support the Student Crime Stoppers Program at Creekside Middle School. Promoting the Student Crime Stoppers Program at his school through commercials about the program and public announcements about crimes and vandalism throughout the year that aired on Lewis Palmer s in-school television system. Por Javier Arencibia Diaz Salir a pasear en un vehículo normal hoy día es algo que muchas familias de Estados Unidos deben pensar dos veces, especialmente las familias hispanas. El precio de la gasolina está por las nubes y sólo hay una ligera esperanza de que a partir del feriado del Día del Trabajo, a principios de septiembre, esta espiral se detenga. El precio ronda de manera amenazante los tres dólares el galón en muchas ciudades, con el promedio nacional en dos dólares con 50 centavos la gasolina regular, dos con 59 la media y dos con 69 la premium. En la populosa urbe de Los Angeles, en la que un vehículo es una necesidad y no un lujo, los conductores pagaron el viernes 19 de agosto dos dólares con 80 centavos el galón de gasolina regular, lo cual, según el Club de Automovilistas del Sur de California, significa 22 centavos más que el mes pasado y 74 centavos más que en La premium ha estado por encima de los tres dólares. En el área metropolitana de Atlanta, Georgia, en algunas gasolineras el precio del combustible regular sin plomo era de dos dólares con 78 centavos el 18 de agosto, mientras que el de la super premium era de dos dólares con 99 centavos. No Law Enforcement training The Colorado Springs Police Department announced a partnership with Sierra High School and Pikes Peak Community College on Aug 19, in the Police Operations Center. The partnership was established in 2001 and was an endeavor to provide formalized Criminal Justice Education classes to high school students. The Law Enforcement Training Corps (LETC) provided students with practical skills and career exposure, and has increased the minority candidate pool for the Police Department. Mike Rogers, (R-Alabama) chairman of the House Homeland Security subcommittee on management and oversight, said Congress must approve funding for additional Border Patrol agents. Americans would be outraged if they really knew how porous that border is down there and how grossly understaffed the Border Patrol and Customs people are, Rogers told reporters during a conference call. The governors of New México and Arizona are providing special funding to assist their border counties try to maintain normality during this horde of people that are crossing the border. This is not an invasion they come, because the US cannot say no to exploitation. They want people to come here, construct residences, commercial structures plus many other types of work..all at wages that are minimum wage or below. We shall continue this subject at a later time. The Adams State College English major describes herself as shy, and found it difficult to meet new people as an entering freshman. Now in her second year, she decided she is going to help incoming freshmen at Adams State. If you come here, and don t know anybody, you feel really lost, Neuhalfen said. It s important not to feel that way. Neuhalfen is one of several Adams State Students organized to help incoming freshmen feel more at home during this week s freshmen orientation. The orientation began with a good-bye reception for incoming students to say farewell to their families, and plunge into the college experience. We have all come from different areas, different states and different countries, said Miles Valentino with Playfair, an organization that helps incoming college students adapt to campus life. But we all have one thing in common. We are all here doing what millions of people want to do go to college. Several students said the orientation helps to take some of the apprehension out of starting college. It makes it a lot easier, said Chris Fisher, who moved to Alamosa from Colorado Springs to attend school at Adams State. Next week when classes start, we ll already know a lot of people. Sarah Joslin, an incoming student from Colorado Springs, said she agreed. It s good they made the effort to make people feel involved, she said. The orientation events include several workshops to acquaint students with each other and the college. Incoming students at Adams State College participate in activities designed to acquaint them with the school and each other. St. Mary-Corwin receives performance incentive award St. Mary-Corwin Medical Center was recently recognized by Anthem Blue Cross and Blue Shield in Colorado for achievements in incorporating patient safety and positive health outcomes to influence the quality of healthcare. Anthem presented Dr. Stephen Brown, chief medical officer and vice president of medical affairs at St. Mary-Corwin, with a check totaling nearly $22,000 as part of the Promoting Healthcare Quality program, a pay-for-performance incentive program implemented by Anthem last year. This recognition from an insurance carrier truly demonstrates the value and importance of quality care initiatives, said Dr. P. Terrence O Rourke, senior vice president and chief medical officer for Centura Health. We are honored to receive these Anthem funds, which are earmarked for each hospital s quality department to further enhance efforts in providing excellence in patient care. The Promoting Healthcare Quality program offers incentives to hospitals to improve quality outcomes, in effort to positively influence the quality of care hospitals deliver. As part of a three-year pilot program, hospitals are rewarded for achieving measurable improvements in the areas of patient safety, health outcomes and patient satisfaction. St. Mary-Corwin is one of nine Centura Health hospitals participating in the initiative to have achieved measurable improvements. Overall, the Centura Health system earned nearly $200,000. Success was measured quantitatively by assigning values for compliance with recommended patient safety standards, the implementation of or progress toward systems and processes that meet such standards, improvements in clinical outcomes when compared to national and regional benchmarks and improvements in patient satisfaction. Anthem is paying a differential for quality performance with the belief that this approach, over the long term, will improve health outcomes and quality of life for entire communities. Anthem intends for the program to help facilities optimize utilization of healthcare resources while stabilizing healthcare costs, and to provide a basis for change in the relationships between health plans, physicians and patients. 4 Page 4 24 de agosto de agosto 2005 NOTICIAS EN ESPANOL Los Estadounidenses opinan sobre la educación El miércoles 24 de agosto de 2005, la Alliance difundirá los resultados de la primera encuesta integral de opinión pública sobre escuelas secundarias realizada luego del anuncio efectuado por el presidente y varios gobernadores a principios de este año respecto de las principales iniciativas para mejorar la experiencia educativa y los resultados de los estudiantes secundarios de EE.UU. Los resultados de la encuesta son concluyentes: la opinión pública estadounidense percibe problemas en las escuelas secundarias y desea que sus funcionarios electos presten mayor atención a estos problemas. En realidad, por primera vez, el público siente una mayor urgencia en el mejoramiento del nivel educativo de las escuelas secundarias que en el de las escuelas primarias. En Colorado, solamente el 72 por ciento de los estudiantes termina la escuela secundaria graduándose dentro del período de cuatro años que va desde su ingreso en noveno grado. Si el estado pudiera reducir la cantidad de deserción estudiantil al 50 por ciento, podría obtener un beneficio de $59 millones aplicable a salarios más altos. En muchas escuelas urbanas de todo el país, el porcentaje de niños que abandonan la escuela es cercano al 50 por ciento. La tasa nacional del nivel de aptitud de lectura y escritura es abismal, y su mejoramiento es la clave para mejorar otras áreas del desempeño favorable de los estudiantes. Demasiados estudiantes abandonan los estudios antes de obtener un diploma de estudios secundarios, y como resultado de esta deserción, sufren ellos y también el país. Cuando los estudiantes con bajo rendimiento escolar ingresan a la escuela secundaria, no es demasiado tarde para ayudarlos. El liderazgo es importante, pero los encuestados manifestaron poco conocimiento sobre las iniciativas lanzadas por el presidente o gobernadores respecto del mejoramiento de la escuela secundaria. La inversión en el mejoramiento de la escuela secundaria es de tal importancia que los encuestados podrían estar dispuestos a pagar más impuestos para apoyar los esfuerzos de una reforma efectiva. Wise dijo: La encuesta es importante, porque manifiesta claramente que por primera vez, los estadounidenses expresan con claridad que las escuelas secundarias deberían ser una prioridad primordial para nuestros funcionarios federales y estatales, como así también para los negocios y los líderes comunitarios. La encuesta demuestra también que el mero hecho de mejorar la escuela primaria no es suficiente; el compromiso debe hacerse y ser mantenido a cada nivel. Desde dramas contemporáneos a comedias y programas de deportes, HBO Latino ofrecerá una programación singular de riguroso estreno durante los meses de septiembre y octubre dirigida a los hogares bilingües y multigeneracionales hispanos de hoy en día. Las celebraciones del mes dedicado al patrimonio hispano se centrarán entorno a cuatro programas clave, originales o exclusivos de HBO Latino: EPITAFIOS - Esta serie de 13 episodios que ha disfrutado de un gran éxito de crítica llega desde el servicio de HBO LATIN AMERICA. Understanding this cycle and the complicated mechanisms that have been created to raise state and local government revenue and deliver public services are critically important if we want to strategically position Colorado to compete in the global economy. Yet the last comprehensive analysis of Colorado s system for financing state and local government s occurred nearly 50 years ago. Our ability to adapt to ever-changing economic circumstances and developments is a key factor in Colorado s future success. The complexity and interrelationships of our federal, state and local tax structures, the wide array of public services provided by state and local governments (often involving complicated programmatic and financial relationships between the federal, state, and local levels of government), Colorado s incredible regional economic and demographic diversity, and our self-imposed financial limitations, such as the Gallagher Amendment, TABOR (Taxpayer s Bill of Rights), the Arveschoug-Bird Limit (6% general fund appropriations limit), and Amendment 23 have combined to result in unexpected and unintended, negative consequences to the long-term financial stability and health of Colorado. Given the fiscal structure we have in place and our active citizen initiative and referendum process, we all must make critical financial policy decisions at the ballot box. A mechanism, outside of the control of state and local government, for ongoing independent research, data collection and analysis is needed to assist in determining the best long-term solutions for future fiscal policy. An innovative public policy research center could play an important role in examining current and future economic challenges. The center could offer an objective and multidisciplinary perspective on public financial issues that are complex and demand an unbiased, systematic examination of the underlying facts and forces that will ultimately shape Colorado s future. 10 Page de agosto de agosto 2005 ENTERTAINMENT State Fair features many kid-friendly activities Kids need to pack up their parents and head to the 2005 Colorado State Fair, Aug 26 - Sep 5, in Pueblo. With activities such as goat ropin, mutton bustin and a pocket pet contest, this year s lineup has many events to entertain and educate the kid in everyone. The fair is a great place to bring your children, said State Fair General Manager Chris Wiseman. Whether they want to be a participant or bystander, we have several competitions and shows that kids will find to maximize their fun while learning about various health and safety issues. Besides milking Bessie the Marvelous Milk Cow or running through the Kids Fun Fountain, there is a lot to see and do each day. Here are just a few of the children s activities. The Kids Day Parade, on Sept. 3, has entertained bystanders for more than 50 years. It is an event for children, 12 years of age and younger, to compete for trophies while they are judged over costumes, creativity and just plain cuteness. Throughout the Fair, the Colorado Agricultural Pavilion will host a variety of activities such as a Farmer for a Day activity, kids coloring area, live critters such as alpacas, a play area with bins of beans and an activity to learn how livestock are identified. Showing three times each day of the Fair, the Cowboys and Kids Pee-Wee Stampede will turn any 3- to 6-year-old into a cowboy or cowgirl. The mock rodeo held on stick horses is designed to open up the excitement of the west to young folks as they rope horses, herd cattle and learn about cowboy etiquette. During the Kids Goat Ropin Contest, Aug 29 - Sep 2, randomly matched teams will compete to see who can rope a goat in the shortest amount of time. Each team has a header and a heeler, who are responsible for roping either the back legs or the head. We ve brought back this event for the second year because it was so popular last year, said Raeana Wadhams, a State Fair Board member who helps organize the event. It s important to remember that this event is more than just an opportunity for young people to test their skill with a lasso. They learn the importance of teamwork and physical activity as they develop more confidence in themselves. For only one day, children, ages 4 to 12 years, can test their pedal power at the Kiddie Tractor Pull. On Aug 28, the contest will be held twice at 10 am and 3 pm. The contestants will be split into nine classes with a maximum of 10 kids in each class. Using little pedal tractors, the kids will pull weights 35 to 40 feet and must keep their feet on the pedals. For at least one contest, participants can let their hamsters and other little critters tag along to the fair this year. On Sep 5, all youngsters and their pint-sized pets are welcome to participate in the Pocket Pet Competition, which has two divisions to accommodate every age. Kids can have fun, showing off their tiny pets and educating others on what it s like to have a frog or other small critter for a friend. On Aug 26, a Princess or Prince of the Kitchen will be crowned. To be eligible for the title, an exhibitor must be under 18 years of age, a resident of Colorado and place in seven of at least nine categories within the Pantry Division. The winner receives a rosette, cash prize and a trophy. A newly released clinical research summary authored at the UCLA School of Dentistry on milk and oral health finds what many dentists have known for years: that milk helps build strong (719) teeth and may help to prevent tooth decay (4). Milk has the right ingredients for promoting dental health, stresses Dr. Dennis W. Hobby, president-elect of the California Dental Association (CDA). Besides calcium, milk contains multiple proteins critical for oral health, like casein which prevents cavity-causing bacteria from sticking to the tooth surface, as well as antibacterials that promote oral health overall. Not everything eaten is created equal when it comes to preventing cavities, say dentists. Consumption of soft drinks, like sodas and popular energy drinks, especially the prolonged contact of these substances with teeth, are major risk factors in the development of cavities. Parents need to mandate milk says Jeff Manning, executive director, California Milk Processor Board (CMPB). Substitute milk for that soda or sports drink and you ll be a lot happier at check up time. While drinking the recommended daily servings of milk may help to prevent cavities, it is not a substitute for regular dental check- ups. And, infants should not drink cow s milk before 12 months of age. The American Academy of Pediatrics and the American Academy of Pediatric Dentistry recommend that every child receive an infant oral exam when their first tooth erupts which is around 6 months of age and have established routine dental care by 12 months of age. Milk is a great drink for teeth, continues Dr. Hobby. Along with brushing and flossing, drinking milk is an easy way of maintaining a healthy, beautiful smile. West Nile Virus Season Peaks Coloradans Urged To Continue Wearing Mosquito Repellent West Nile virus experts from the Colorado Department of Public Health and Environment Thursday urged Coloradans to continue using mosquito repellent containing DEET, or non-deet containing alternatives now on the market, to protect themselves from West Nile virus-carrying mosquitoes, as the state s 2005 season is not over. John Pape, an epidemiologist specializing in animal-related diseases at the Department of Public Health and Environment, said, Although we ve had a late start to the season and a mild year thus far, we have seen a recent surge in positive mosquito pools, horses, birds and human cases around the state. When we start to see this many positive cases come in at once, our experience in the past two years has shown many more cases will follow quickly. We now are at the peak of the season, which will last through Labor Day. We expect to see transmission through the end of September, which is what our experience has been the last few years. Pape explained that the disease s peak season occurs later in the summer when the peak population of mosquitoes is reached and sufficient numbers of mosquitoes have become infected. The reason for the late start and fewer cases thus far is unclear, Pape said, adding that the incidence of West Nile virus will vary throughout regions of the state. Pape said, Our surveillance has shown increasing West Nile virus activity statewide, although no hot spots have shown up as in previous years. He said that of the 37 positive mosquito pools reported in 2005, 30, or 81 percent, were collected in the past two weeks. Fifty-seven percent of the human cases this year have been reported since August 1, which represents people who became ill in late July. No deaths have been reported. Pape said, I expect to see an increasing number of human cases reported in the next few weeks. To date for 2005, positive West Nile virus cases have included 21 human cases; 37 mosquito pools; eight horses; and 14 birds. Pape noted that while the recent increase in activity serves as a reminder that West Nile virus is still here and people still need to take precautions, the surveillance data does not indicate that a 2003-level outbreak is imminent. A total of 291 human cases of West Nile virus, including four deaths, were reported in Colorado in This represented a sharp downturn from the first full season of West Nile virus in Colorado in 2003, when there were 2,947 confirmed cases of the disease and 63 deaths. Douglas H. Benevento, the executive director of the Department of Public Health and Environment, reminded Coloradans that the simplest way to reduce the chances of being bitten by virus-carrying mosquitoes is to remember the four D s during West Nile virus season. He recapped the four D s, which include: Dawn and Dusk is when mosquitoes that transmit West Nile virus are most active. Limit outdoor activities or use precautions at these times. Dress in long-sleeved shirts, pants and other clothing to cover exposed skin if outside during the periods when mosquitoes are active. Use mosquito repellents with DEET or non-deet containing repellents approved by the Centers for Disease Control and Prevention (products contain picaridin and lemon of eucalyptus oil). Products with 10 percent or less DEET are recommended for children. Drain standing water in tires or similar water-holding containers as these may serve as mosquito breeding sites. Change the water in birdbaths at least weekly. Symptoms Benevento explained that most illnesses due to West Nile virus involve fever, headache, body aches, skin rash and muscle weakness. West Nile virus also can cause paralysis, encephalitis (inflammation of the brain), and meningitis. Serious symptoms may include severe headache, high fever, neck stiffness, stupor, disorientation, coma, tremors, muscle weakness or convulsions. Persons with these symptoms should seek medical attention immediately. In rare cases, it can be fatal. Benevento said that further information on West Nile Virus can be found at or by calling the Colorado Health Education Line for the Public at Callers to the hotline will be able to obtain information in English and in Spanish on a wide variety of topics relating to West Nile virus, including: Symptoms of the virus. However, hotline operators will not be able to help diagnose whether a person has contracted West Nile virus. Rather, such individuals will be referred to their personal physician for diagnosis and treatment. Methods of preventing West Nile virus. Information on repellents and how they should be used both on adults and children. How pets might be affected by the virus.
