19 INTRODUCTION The Stockholm Convention on Persistent Organic Pollutants (POPs) entered into force on 17 May The Convention focuses on eliminating production, use and trade of POPs and thus reducing their negative impact on human health and the environment. One obligation under the Convention is for Parties to eliminate the use of polychlorinated biphenyls (PCBs) in equipment (e.g. transformers and capacitors) by 2025 and to make determined efforts towards the environmentally sound management of waste PCBs by In consideration of the concerted efforts and the necessary infrastructures which will be required to meet those target dates, The Chemicals Branch of UNEP s Division of Technology, Industry and Economics supports numerous activities aimed at increasing countries' capacities to effectively manage their PCBs. More than 100 countries are currently preparing National Implementation Plans (NIPs) for the Convention (some 77 have already been prepared), including inventories and action plans for the elimination of PCBs. As actual implementation work commences, there is likely to be a considerable increase in the demand for financing and commercial services in relation to management and disposal of PCBs. In its Decision 23/9 I of February 2005 the Governing Council of UNEP requested the Executive Director to strengthen support, within available resources, for the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes, the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade and their Disposal and the Stockholm Convention on Persistent Organic Pollutants. It further requested the Executive Director to promote cooperation and synergies between the secretariats of those conventions and, among others, the Chemicals Branch of the UNEP Division of Technology, Industry and Economics. Part II of Annex A of the Stockholm Convention deals exclusively with polychlorinated biphenyls (PCBs). Together with Articles 3 and 6 of the Convention, it indicates, among other things, that each Party to the Convention shall: (a) Make determined efforts to eliminate the use of PCBs in equipment by 2025; (b) Make determined efforts designed to lead to the environmentally sound waste management of liquids containing PCBs and equipment contaminated with PCBs having a PCB content above per cent no later than 2028; (c) Endeavor to identify other articles containing more than per cent PCBs and manage them in accordance with paragraph 1 of Article 6 of the Convention. As a general observation, measures taken to date to identify and remediate PCBs in the Latin American and Caribbean region have revealed that Parties face significant obstacles in their efforts to meet their obligations under the Convention. Consistent difficulties have been observed in developing complete and accurate inventories and in establishing infrastructures to address all aspects of PCBs and PCB-containing wastes such as analysis, handling, transport, storage and disposal. Parties national implementation plans and national action plans have in some cases highlighted priority sectors (e.g. mining, electrical distribution) which hold a considerable percentage of the PCBs in-country. Considerable efforts addressing PCB management have been undertaken to date to identify and eliminate PCBs and PCB-containing equipment in the countries in the region. While significant progress has been made, at the same time those efforts have also 19

20 brought to light the considerable quantities of PCBs which remain to be removed and which still pose a threat to the environment. UNEP organized a series of Workshops on PCB inventories in Central America and many Parties have directed extensive efforts in addressing PCBs. Much has been learned yet much remains to be accomplished if countries are to meet their obligations under the Stockholm Convention. The Chemicals Branch of UNEP organized the current Workshop on Continuing Polychlorinated Biphenyls (PCBs) Management in Latin American and Caribbean Countries in Panama City, Panama on February 11 and the morning of February 12, Financial support for the meeting was received from the United States of America Environmental Protection Agency (EPA) and the Organization of American States (OAS). Significant local logistical assistance was provided by the UNEP regional office for Latin America and the Caribbean (ROLAC). The Workshop builds upon the previous regional activities of many actors. Through building partnerships and sharing stakeholder experience the Workshop will help advance towards the goal of eventually eliminating PCBs in the region. The Workshop took its initial focus from the requirements for PCBs management as outlined by the Stockholm and Basel Conventions, the needs identified through the national implementation plans for the region generated under the Stockholm Convention, the national action plans on PCBs produced during implementation of the project Preparation of National Inventories and National Plans for the Environmentally Sound Management of PCBs and PCB-containing Equipment in Central America and identified needs and objectives from a pre-workshop survey. The Workshop would also serve to facilitate partnerships and progress and focused on three aspects. A. Legislative and institutional measures necessary to ensure a sound framework when addressing PCB problems and management The development of legal instruments and institutional capabilities for the management of PCBrelated wastes, persistent organic pollutants and hazardous wastes in general is one of the identified difficulties in developing countries and countries with economies in transition. The current workshop directly preceded the Workshop on Development of Legal and Institutional Infrastructures on Sound Management of Chemicals and a regional meeting on the Strategic Approach to International Chemicals Management (SAICM), and thus benefitted both from cross-attendee participation as well as materials prepared for those events. B. Identifying obstacles to effective PCB inventory efforts and subsequent management planning The national implementation plans and previous national PCB inventories for the region exhibited a wide range of methodologies employed, assumptions made and results (equipment coverage, ability to identify equipment and equipment owners, access for sampling, etc.). The performance of a PCB inventory on a national scale requires a significant and well-coordinated effort. The many inventory attempts in the region represent a valuable pool of experience on the effectiveness of various inventory practices. The workshop highlighted past experiences and aimed to identify best practices and common assumptions for future inventory work. C. Enacting environmentally-sound PCB management plans - identifying requirements associated with the elimination of PCBs (e.g., handling, transport, storage and disposal). Once PCBs have been identified, their elimination requires a developed infrastructure capable of meeting their special handling needs. A workshop session built on management efforts already 20
