4 1-NAVEGACIÓN, UN CONCEPTO A DEFINIR The four principal techniques of navigation include dead reckoning, piloting, celestial navigation, and radio navigation. Dead reckoning determines the position simply by coarse and speed. This is the least accurate but a very good approximation. Piloting requires plotting with geological land marks indicated on charts. The method uses some simple geometric principles combined with the position of known objects such as buoys and landmarks in relation to a compass. Celestial navigation: a) The angle of elevation of the sun or a particular star above the horizon, as measured by a cross-staff or other navigational instrument. b) The position of that particular celestial body on any given day of the year. Radionavigation: Radionavigation systems allow users to determine their position, velocity and time from knowledge of the propagationof electromagnetic radio waves 4

12 - EL NUEVO ESCENARIO GNSS Alternative means of navigation may be provided at various levels, fully redundant, backup and contingency. A truly redundant system provides the same functionality as the primary system, allowing a seamless transition with no change in procedures. A backup system ensures continued operation, but not necessarily with the full functionality of the primary system and may necessitate some change in procedures by the user. A contingency system allows safe completion of a manoeuvre, but may not be adequate for long-term use. 1

13 GALILEO LA APUESTA EUROPEA EN 3.- EGNOS and GALILEO The European Geostationary Navigation Overlay Service (EGNOS) is Europe s first venture into satellite navigation. It will augment the two military satellite navigation systems now operating, the US GPS and Russian GLONASS systems, and make them suitable for safety critical applications such as flying aircraft or navigating ships through narrow channels. 13

The three satellites will send out a ranging signal similar to those transmitted by the GPS and GLONASS satellites. However, the signals will be more than another opportunity for users to fix a position. They will also provide information about the accuracy of position measurements delivered by GPS and GLONASS Telemetry-Integrity-Accuracy 14

15 GALILEO LA APUESTA EUROPEA EN 3.- EGNOS and GALILEO The elements that make up the EGNOS system include: RIMS (Ranging and Integrity Monitoring Stations) which pick up GPS signals, MCCs (Master Control Centres) to process the data delivered by the RIMS and uplink stations which send the signal to three geostationary satellites to then relay it back to users on the ground. Deployments so far include 7 RIMS, MCC (Langen - D and Torrejon - SP) and 4 NLESs (Navigation Land Earth Station) ( in Italy and in the UK). 15

18 GALILEO LA APUESTA EUROPEA EN 3.- EGNOS and GALILEO The Open Service (OS) results from a combination of open signals, free of user charge, provides position and timing performances competitive with other GNSS systems. The Safety of Life Service (SoL) improves the open service performances providing timely warnings to the user when it fails to meet certain margins of accuracy (integrity). It is envisaged that a service guarantee will be provided for this service. The Commercial Service (CS) provides access to two additional signals, to allow for a higher data rate throughput and to enable users to improve accuracy. It is envisaged that a service guarantee will be provided for this service. This service also provides a limited broadcasting capacity for messages from service centres to users (in the order of 500 bits per second). The Public Regulated Service (PRS) provides position and timing to specific users requiring a high continuity of service, with controlled access. Two PRS navigation signals with encrypted ranging codes and data will be available. The Search and Rescue Service (SAR) broadcast globally the alert messages received from distress emitting beacons. It will contribute to enhance the performances of the international COSPAS-SARSAT Search and Rescue system. 18

19 GALILEO LA APUESTA EUROPEA EN 3.- EGNOS and GALILEO Search and Rescue The Galileo system will contribute to the international Search And Rescue service, enhancing the world-wide the performance of the current COSPAR- SARSAT system. The positioning accuracy of today's system is very poor (typically a few kilometres) and the alert is not always issued in real-time. The GALILEO SAR service will drastically reduce the time to alert, and the position of the distress beacon will be determined to within a few metres. The GALILEO SAR service foresees the rescue centre acknowledging the distress message. This will enhance victim survivability and reduce the number of false alarms that dog the current system 19

20 GALILEO LA APUESTA EUROPEA EN 3.- EGNOS and GALILEO Para la fase de desarrollo (00-005), ya está programada en el presupuesto comunitario la contribución de la Unión Europea, 550 millones de euros, y la Agencia Espacial Europea dispone ya de la misma suma. Para la fase de despliegue ( ), la Comisión incluirá en su programación una financiación pública también con cargo al presupuesto comunitario, a la que se añadirá una financiación privada a cargo de las empresas que han decidido participar en el proyecto. Para la fase de explotación, que se inicia en el 008, el estudio depricewaterhousecoopers prevé una participación pública decreciente hasta el015; se tratará de un anticipo sobre el presupuesto comunitario y no de una subvención, pues podrá compensarse mediante unas cuotas módicas por la utilización del sistema. 0

22 GALILEO LA APUESTA EUROPEA EN 3.- EGNOS and GALILEO The core of the Galileo system is the global constellation of 30 satellites in medium Earth orbit, three planesinclined at 56 to the equator at km altitude. Ten satellites will be spread evenly around each plane,with each taking about 14 hours to orbit the Earth. The launch mass will be ~ 700 kg each.after the initial constellation is established, further launches will replace failed satellites and replenish the system as the original satellites reach their ends of life. The baseline for creating the constellation is to carry multiple satellites on a single rocket, with a dispenser able to deliver up to eight spacecraft simultaneously into medium Earth orbit. Smaller launchers will be used for the early in-orbit validation missions and for replenish-ments. The launchers satisfying these requirements include Ariane-5, Soyuz,Proton and Zenith.

25 GALILEO LA APUESTA EUROPEA EN 5.- CONCLUSIONS There is a significant risk of losing GNSS for limited periods and in limited areas. The consequences of losing GNSS will become greater as reliance on it increases. Galileo will provide a fully redundant system, but with similar vulnerabilities as GPS. Vulnerability of future GNSS will be reduced by additional signals and higher powers. An effective, compatible backup to GNSS will be needed to support dependent systems (AIS, ECDIS, GMDSS, VDR ). A sinergy of positioning, communication and geoinformation is paramount for a safety and security navigation 5

26 5.- CONCLUSIONS The stability and robustness of the current EU radionavigation service environment would be improved by the availability of Galileo, EGNOS and Loran-C services The safety and security levels must take into account also the communication and geoinformations performances and risks. How is in charge in case of a navigation incident done by a malfunctioning of navigation satellites performances?. OACI recommendation: A severe monitoring and surveillance of possible GNSS signal interferences in order to check integrity, but no words about how. 6
