2 Dallas County Code Sec Meetings. Citizens and other visitors attending commissioners court meetings shall preserve order and decorum and shall neither, by conversation or otherwise, delay or interrupt the proceedings nor refuse to obey the orders of the presiding officer or rules of the commissioners court. Any person making personal, impertinent, profane or slanderous remarks or who becomes boisterous while addressing and/or attending the commissioners court meeting shall be removed from the commissioners' courtroom if security is so directed by the presiding officer. If the presiding officer fails to act, any member of the commissioners court may move to require enforcement of the rules, and the affinnative vote of a majority of the commissioners court shall require the presiding officer to act. Unauthorized remarks from the audience, stamping of feet, whistles, yells, and similar demonstrations shall not be permitted. The presiding officer may direct security to remove offenders from the courtroom. If the presiding officer fails to act, any member of the commissioners court may move to require enforcement of the rules, and the affinnative vote of a majority of the commissioners court shall require the presiding officer to act. No placards, banners, or signs will be permitted in the commissioners! courtroom or in any other room in which the commissioners court is meeting. This does not prohibit displays and visual aids used in connection with a presentation to the commissioners court, Any person ordered to be removed from a commissioners court meeting under the provisions of this section shall be barred from further attendance of that session of the commissioners court meeting. Any person ordered to be removed from any commissioners court meeting may be barred from addressing andlor attending any commissioners court meeting for up to a six-month period. Any second violation within a year of the first shall result in a one-year suspension from attendance. A person that is found to be in violation of these rules by order of the presiding officer or an affinnative vote of the commissioners court may be held in contempt as allowed by V.T.C.A., Local Govermnent Code, The punishment for contempt is a $25.00 fine or 24 hours in jail. For an individual's first time to be held in contempt they shall be fined and far all additional times they will be subject to confinement injail. Persons removed from a commissioners court meeting for failure to adhere to these rules shall be subject to arrest and prosecution for violation of the V.T.C.A., Penal Code 38.l3, or (Admin. COURT ORDER: Approving the Resolution and Order to name new members of Dallas County's Dispute Resolution System Board (DRS) for COURT ORDER: Authorizing the creation of a common DDA account for the Civil District Courts and the redistribution of the 162nd District Court DDA funds as follows: $1, to the 68th District Court; $2,764 to the 116th District Court; $3,000 to the 134th District Court; $2,936 to the 160th District Court; $2,981 to the 192nd District Court; and $12, to the common DDA account.

COURT ORDER: Creating, effective immediately, Dallas County Reinvestment Zone No. 1 (hereinafter also to be known as the Loop 9 tax increment finance district); that said reinvestment zone shall have the boundaries and contain the area as generally described in the outlined map and list of real property tax accounts; that the necessary tax increment fund for the zone is established; and that the zone shall terminate no later than December 31, 2037, if not before by formal action of the Commissioners Court; that the purpose of the zone shall be to provide funding for the development of Loop 9 and the support of 1-45 which intersects the zone; that the zone shall not be authorized to provide assistance for other forms of infrastructure or for other transportation projects; that the zone shall have an advisory board of five (5) directors who shall be responsible for developing and recommending the zone's final financial/project plan and to review any future boundary modifications or revisions to the final financial/project plan with each Commissioners Court member appointing one (1) board member for a term of two (2) years; and that the County shall begin providing 25% of any generated increment to the zone when the first construction contract for Loop 9 within the zone is awarded or in 2018 (whichever occurs first) and that it shall continue to do so for either twenty (20) years or until the County's total increment reaches $6 million (whichever occurs first). 19. COURT ORDER: Approving the extension of the Personal Services Contract with Austin Ribbon & Computer (ARC) for the services of Acanthia Norman, and authorizing the County Judge to sign Amendment No.1 on behalf of Dallas County. 20. COURT ORDER: Approving refunds to taxpayers, as listed, for the period ending June 26, 2012, in amounts over $5, for erroneous or excessive tax payments. 21.
