2 The Forest Resources Assessment Programme Forests are crucial for the well-being of humanity. They provide foundations for life on earth through ecological functions, by regulating the climate and water resources, and by serving as habitats for plants and animals. Forests also furnish a wide range of essential goods such as wood, food, fodder and medicines, in addition to opportunities for recreation, spiritual renewal and other services. Today, forests are under pressure from expanding human populations, which frequently leads to the conversion or degradation of forests into unsustainable forms of land use. When forests are lost or severely degraded, their capacity to function as regulators of the environment is also lost, increasing flood and erosion hazards, reducing soil fertility, and contributing to the loss of plant and animal life. As a result, the sustainable provision of goods and services from forests is jeopardized. FAO, at the request of the member nations and the world community, regularly monitors the world s forests through the Forest Resources Assessment Programme. The next report, the Global Forest Resources Assessment 2000 (FRA 2000), will review the forest situation by the end of the millennium. FRA 2000 will include country-level information based on existing forest inventory data, regional investigations of land-cover change processes, and a number of global studies focusing on the interaction between people and forests. The FRA 2000 report will be made public and distributed on the world wide web in the year The Forest Resources Assessment Programme is organized under the Forest Resources Division (FOR) at FAO headquarters in Rome. 5 1 Introduction In the framework of the FRA 2000 and based upon a letter of agreement between FAO and University of Tuscia, a training period (as provided for by the rules of the Faculty of Forestry) has been carried out at FAO HQ as given in the following Terms of References. 1.1 Terms of References: Training at FAO-Forest Resources Assessment for Ms. Monica Garzuglia and Ms. Federica Urbani, Forestry students at the University of Tuscia, Viterbo Under the overall supervision of the Senior Forestry Officer, Resources Monitoring and Appraisal, the direct supervision of the Forestry Officer, Forest Resources Assessment and the Consultant at FRA 2000, the trainees will: Assist in reorganizing the FRA documentation room and in particular they will: - sort out FRA country information by three main categories (FORIS, other forest information and non-forest information); - contribute to the data entry in FORIS of all the useful sources found. Document/describe vegetation and forest types available in above documentation. Make a study of relationship between vegetation types, ecofloristic zones and geographic subregions. 7 2 Global overview on the Forest Resources Assessment The Global Forest Resources Assessment (FRA 2000) will report on the state of the world s forests by the year The framework for the FRA 2000 was set by the Expert Consultation held in Kotka, Finland (Kotka III) in June The objectives of the meeting were to agree on the FRA 2000 agenda and on how to respond to new information requirements for the year 2000 assessment. The process began in the Kotka III meeting, were a preliminary set of definitions was reviewed and edited by 32 experts from both developing and industrialised countries; and continued in the Team of Specialists meetings intended to harmonise definitions at the global level. In some case compromises between, or adjustments of, existing terms has been necessary. The FRA 2000 information content are sorted by three main categories: - LAND CLASSIFICATIONS: Land cover (forest and other wooded land), Protected areas, Land ownership, Ecological zones, Forest area for wood supply - FOREST PARAMETERS: Volume, Biomass, Felling and removals, Non-wood forest products and forest services. - CHANGES: Forest cover, Forest degradation and forest fires. 7

8 3 Reorganization of the FRA documentation room 3.1 Brief description of the doc-room; contents, aims The Documentation room (doc-room) has been created to collect all the information available on the state of the world s forest. Documents stored in the room refer to 20, 30 years of history of Forest Resources Assessment and mainly refer to forest inventories and land cover assessments coming from most of all the developing countries. The FRA Programme will use the most updated information that came in during the past 3 years to release forestry statistics for the year In the doc-room it is possible to find books and reports: books refer to general topics, while reports refer to specific topics as forest inventories and land use. As mentioned before at the beginning of the present report part of the duty was the reorganization of the doc-room and the first step consisted into defining the main subjects to sort al the available books and reports. Therefore information has been sorted in two different groups: world subjects, containing general documents and reports and country subjects containing specific information related to the three developing country regions: Africa, Asia and Latin America. 9 3.1.2 Country subjects, sorted as follows: Relevant to FORIS: including the following subjects: land cover area/land use assessment, forest area, aerial photo interpretation, remote sensing, volume and biomass, forest inventory data, plantation data, shifting cultivation. Forest Management and Sylviculture: including the following subjects: management plans, data about sylvics in the country. Forestry General: including the following subjects: forestry statistics released by the government, forestry industries, logging and harvesting, thinning, forest measurements. Other/Non forestry: including the following subjects: remote sensed maps, cartography, GIS methodology, soil maps, ecological maps etc. 3.2 Quality of the work Finally, during the work, a control has been made on the availability of the sources, (especially for Africa and Latin America). Each country box contains copy of the country brief which shows the sources that have been used in the previous estimates (FRAs and SOFOs) and availabilty of documents has been marked with checks on the country brief itself. At the end of this step of the work, a short note has been sent to all the users of FRA, to explain the re-sorting criteria and to show them the better way to use the information contained in the doc. room. 9

10 4 FORIS: concepts and data-entry Part of the relevant information found in the doc-room has been inserted in FORIS. FORIS is a database with a statistical and geo-referenced component that serves to support the work of all of the other modules in their data-processing requirements and to generate final output including maps. The modules of the assessment based on existing information and the remote sensing survey cannot be conducted without FORIS. This component is also concerned with dissemination of results, databases and methodologies of assessment to concerned national and international institutions, worldwide. Data entry in FORIS was also carried out as part of the training. Data were referred, in special way, to the country of the Amazonian: Bolivia, Brazil, Colombia, Ecuador, Guyana, Peru, Suriname and Venezuela. The work referred in special way to insert new references with their vegetation types descriptions, and the related available data. 10

11 5 Review of the main classification systems of vegetation types in the Amazon basin. Later on, when data entry was completed, started the second part of the training. All the vegetation found in the reliable reports were inserted in FORIS in order to create a general classification of the Amazonian vegetation, following the criteria showed in the FRA 2000 Terms and Definitions. The idea to choose the Amazonian Basin was because of its ecological and environmental importance in terms of natural forest area, biodiversity and ecofloristic richness. Amazonian basin includes eight countries, members of the TCA (Tratado de Cooperación Amazonica) wich are: Bolivia, Brazil, Colombia, Ecuador, Guyana, Peru, Suriname, Venezuela, with different topographic features and climatic parameters.tca members countries contain nearly half of the earth s tropical forests.this region withnesses the largest absolute decrease in total forest cover, although the rate of change is not greater than in other developing countries (see Tab.1 and Tab.2). Both land and forest areas are dominated by Brazil (see Fig.1). The review of vegetation types started with the following steps: - extrapolation of data from FORIS - data processing - re-classification of the vegetation types - proposals for the creation of a new subdivision: ideas, comments and problems. 13 For all the reasons discussed above, we have tried to attribute the FAO classification to the vegetation types description of each country: the proposal is to put them together whenever they seem to show the same ecological features, altough they are known with different names. We would remember that the FRA 2000 forest classification has the primary objective to allow standardized and comparable reporting on the world s forests, and it is not meant to replace existing national classifications. The trees should be able to reach a minimum height of 5 meters (m) at maturity in situ. May consist either of closed forest formations where trees of various storeys and undergrowth cover a high proportion of the ground; or open forest formations with a continuous vegetation cover in which tree crown cover exceeds 10 percent. Young natural stands and all plantations established for forestry purposes which have yet to reach a crown density of 10 percent or tree height of 5 m are included under forest, as areas normally forming part of the forest area which are temporarily unstocked as a result of human intervention or natural causes but which are expected to revert to forest. Includes: forest nurseries and seed orchards that constitute an integral part of the forest; forest roads, cleared tracts, firebreaks and other small open areas; forest in national parks, nature reserves and 13

14 other protected areas such as those of specific scientific, historical, cultural or spiritual interest; windbreaks and shelterbelt of trees with an area of more than 0.5 ha and width of more than 20 m; plantation primarily used for forestry purposes, including rubberwood plantation and cork oak stands. Excludes: land predominantly used for agricultural practices. The general forest definition above refers both to natural forest and forest plantations. In most tropical and subtropical countries a clear distinction is made between these two categories, and for the purpose of the FRA 2000 this distinction is used as a first level of subdivision: Plantation: forest stands established by planting or/and seeding in the process of afforestation or reforestation. Natural forest: are composed of indigenous trees, not planted by man. Or in other words forests excluding plantations. Natural forests are sorted into two main categories as follows: CLOSED FOREST: formations where trees in the various storeys and the undergrowth cover a high proportion (>40 percent) of the ground and do not have a continuous dense grass layer. They are either managed or unmanaged forests, primary or in advanced state of reconstitution and may have been logged-over one more times, having kept their characteristics of forest stands, possibly with modified structure and composition. Typical examples of tropical closed forest formations include tropical rainforest and mangrove forest. OPEN FOREST: formations with discontinuous tree layer but with a coverage of at least 10 percent and less than 40 percent. Generally there is a continuous grass layer allowing grazing and spreading of fires. Examples are various forms of cerrado and chaco in Latin America, wooded savannas and woodlands in Africa. Closed forest are further distinguished according to their composition into the following types: Broadleaved forest: forest with a predominance (more than 75 percent of tree crown cover) of trees of broadleaved species. Coniferous forest: forest with a predominance (more than 75 percent of tree crown cover) of trees of coniferous species. Bamboo/Palms formations: forest on which more than 75 percent of the tree crown cover consists of tree species other than coniferous or broadleaved species (e.g. tree-form species of the bamboo, palm and fern families). Mixed forest (undifferentiated): forest in which neither coniferous, nor broadleaved, nor palms, bamboos, account for more than 75 percent of the tree crown cover. Open forests are distinguished into broadleaved and coniferous and mixed, using the same definitions that are applied to closed forests. We have other four classes as showed below: 14

15 Broadleaved open Coniferous open Open forest (undifferentiated) Open palms Further definitions that we should find are: OTHER WOODED LAND: land either with a crown cover (or equivalent stocking level) of 5-10 percent of trees able to reach a height of 5 m at maturity in situ; or a crown cover (or equivalent stocking level) of more than 10 percent of trees not able to reach a height of 5 m at maturity in situ (e.g. dwarf or stunted trees); or with shrub or bush cover of more than 10 percent. Other land is subdivided in 3 classes: Shrubs: refer to vegetation types where the dominant woody elements are shrubs i.e. woody perennial plants, generally of more than 0.5 m and less than 5 m in height on maturity and without a definite crown. The height limits for trees and shrubs should be interpreted with flexibility, particularly the minimum tree and maximum shrub height, which may vary between 5 and 7 meters approximately. Forest fallow system: refers to all complexes of woody vegetation deriving from the clearing of natural forest for shifting agriculture. It consists of a mosaic of various reconstitution phases and includes patches of uncleared forests and agriculture fields which cannot be ralistically segregated and accounted for area-wise, especially from satellite imagery. Forest fallow system is an intermediate class between forest and non-forest land uses. Part of the area may have the appearance of a secondary forest. Even the part currently under cultivation sometimes has appearance of forest, due to the presence of tree cover. Accurate separation between forest and forest fallow may not always be possible. Other wooded land (undifferentiated) Excludes areas having the tree, shrub or bush cover specified above but of less than 0.5 ha and width of 20 m, which are classed under other land. OTHER LAND: land not classified as forest or other wooded land as defined above. Includes agricultural land, meadows and pastures, built-on areas, barren land, etc. INLAND WATER: area occupied by major rivers, lakes and reservoirs. 15

16 5.1 Analysis and description of amazonian vegetation types found in the available reports. The following pages show, for each country, the vegetation types descriptions and the related sources: BOLIVIA Vegetation types ( Mapa Forestal de Bolivia, Ministerio de desarrollo sostenibile y medio ambiente.) Region Amazonica-Bosque no inundable "Bosque denso mayormemte perennifolio ombrófilo de baja altitud en la llanura plana a ondulada, no inundable". Es seguramente la más extensa en superficie ya que abarca hasta el pie de monte, los suelos son sedimentarios y pertenecen al cuaternario, están conformados por arenas y arcillas recientes, la topografía es plana y poco ondulada. El bosque es denso y en su mayoría está constituído por árboles de más de 30 m bien formados, cubren las alturas o tierras libres de inundación. El aprovechamiento forestal se realiza en forma selectiva de las especies comercialmente maderables por empresas maderaras consecionarias. El área deforestada es dedicada a la agricultura y ganadería itinerante, está localizada principalmente en el pie de monte y otras zonas de colonización. Las especies arbóreas más importantes explotadas en esta área son: mara (Swietenia macrophilla), cedro (Cedrela odorata), masaranduba (Manilkara sp.), soriocó roble (Amburana cearensis). Region Amazonica-Bosque inundable "Bosque denso mayormente perennifolio ombrófilo de baja altitud en llanura plana a ligeramente ondulada, inundable". Está localizado en la llanura de inundación o desborde de los ríos donde el agua se acumula por varios meses. El estrato superior de este tipo de bosque se caracteriza por presentar un marcado número de árboles de copa pequeña, circunstancia que favorece la penetración de luz, dando como resultado mayor número de árboles altos con gran heterogenidad de especies y fisionomía de transición entre la vegetación húmeda tropical de la Amazonia y la vegetación muy húmeda de los bosques andinos y menos húmedos de la Chiquitania. Al igual que en las otras áreas el aprovechamiento forestal se realiza selectivamente por empresas maderearas. El área desforestada se encuentra en las orillas a lo largo de lo ríos, ya que este es todavìa el único medio de transporte y comunicación. Las especies más cotizadas por la explotación forestal son: mara (Swietena macrophilla), ochohó (Hura crepitans), cedro (Cedrela odorata). Region Amazonica-Sabana bosque "Sabana arbórea o arbustiva con islas de bosque dispersas en llanura suavemente ondulada". 16

17 Las sabanas con bosques de galería e islas de bosque dispersas conforman otro paisaje dominante situado sobre los interfluvios de los ríos con topografía plana a ondulada en suelos de origen aluvial o coluvial y generalmente con mal drenaje y anegamiento temporal, contrasta con este paisaje la vegetación de los bosques de galería que crecena lo largo de los ríos y arroyos a manera de fajas y las islas de bosque son masas aisladas. Los árboles comerciales dentro de estos tipos de bosque son escasos sólo se explotan para postes las maderas duras como el cuchi (Astronium graveolens), y palma negra (Copernicia australis), y algunas otras para contrucciones pequeñas. Region Chiquitana-Bosque no inundable "Bosque denso o ralo tropófito de baja altitud no inundable". En esta región los bosques no inundables ocupan los paisajes de relieve ligeramente alto, plano, de moderato o fuertemente ondulado, disectado por drenaje dendrídico, interflujos de formas convexas y valles cóncavos por lo general deficientemente drenados. En la parte norte los bosques presentan afinidades a los bosques amazónicos con predominancia de Leguminosas, Moraceas, Euphorbiaceas, Lauraceas, Bignoniaceas. El uso del bosque es de aprovechamiento maderable selectivo, la presión colonizadora frecuentemente quema el bosque para abrir paso a nuevas áreas agrícolas limitadas a unas pocas cosechas y orientadas posteriormente a la siembra de pastos para establecer ganadería extensiva. Las especies arbóreas buscadas son: mara (Swietenia macrophilla), verdolago (Terminalia oblonga), soriocó (Amburana cearensis), serebó (Schzolobium amazonicum), negrillo (Ocotea guianensis), morado (Peltogyne confertiflora), soto (Schinopsis glabra), S. brasiliensis, cuchi (Astronium urundeuva), curupaú (Adenanthera macrocarpa). Region Chiquitana-Bosque inundable "Bosque denso o ralo tropófito de baja altitud inundable". Los bosques inundables ocupan paisajes de relieve deprimido que conforman llanuras aluviales y de inundación, donde aparecen abundantes palmeras especialmente Euterpe precatoria explotada intensivamente para la preparación del palmito, en base al aprovechamiento del cogollo. Estos bosques aparentemente comparten muchas de las especies con los bosques no inundables, principalmente en áreas aluviales donde el período de inundación es menor. Los bosques que crecen en estos sitios se encuentran muy intervenidos tanto por la estracción de maderas finas como por la colonización, la agricoltura mecanizada y la implantación de pastizales para la ganadería. Region Chiquitana-Pampa monte "Sabana arbolada o Pampa monte (Abajoy)". Las Sabanas o Pampa monte constituyen complejos sobre suelos más o menos drenados y corresponden a la formación del cerrado o abajoy y son utilizados como campos de pastoreo. Region Chiquitana-Palmares Region Chaqueña-Bosque no inundable "Bosque denso o ralo xerofitico de baja altitud no inundable". 17

18 Ocupa paisajes en suelos mejor drenados, es el más extendido en la región principalmente en la parte occidental, alcanza la mayor diversidad y porte en la zona, variando en su composición hacia el Sur según condiciones edáficas así, en suelos arenosos domina el tahuare (Schinopsis cornuta), cuchi blanco (Diplokeleba floribunda), sotillo (Athyana winmannifolia), en tanto que en los arcillosos la cuta (Phillostyllon rhamnoides), palo blanco (Calycophyllum multiflorum), sombra de toro (Acanthosirys falcata). Esta formación esta bastante intervenida por agricultura mecanizada al Norte, al Sud por ganadería de monte y extracción de maderas duras para durmientes y carbón de leña. Region Chaqueña-Bosque inundable "Bosque denso o ralo xerofitico de baja altitud inundable". Los bosques inundables de la región son característicos de los suelos pesados mal drenados y las depresiones y llanura de inundación de los ríos, son bastante ricos en especies entre las que sobresalen el palo santo (Bulnesia sarmientoi), mel chauchachi (Geoffroea striata), asotocosi (Cathormion polianthum), palo ñadipa (Crataeva tapia). El aprovechamiento en esta zona es todavìa bajo aunque existen áreas desboscadas para agricultura. Region Chaqueña-Sabana Chaco "Sabana chaqueña con sinucia arbóreo arbustiva". La sabana chaqueña está intercalada con las otras formaciones en áreas más secas y donde el bosque es más abierto sea en arenales o en lugares donde aflora el Escudo Brasileño. Region Chaqueña-Palmares "Palmares". Los palmares por lo general están en áreas inundadas, o donde el flujo hídrico es más lento o casi nulo y están constituídos por palma caranday (Copernicia alba), sahó (Trithrinax schizophylla), asociadas a vinal (Prosopis ruscifolia), sal de indio (Maytenus vitisidae), cinacina (Parkinsonia aculeata). Region Chaqueña-Chaco Serrano Region Andina (Yungas)-Bosque montano bajo "Bosque denso subhigrófito montano bajo". Está situado entre los 700 y 1500 m.s.n.m. se presentan en dos clases de relieve: uno que varía de plano a superficies poco disectadas con domos redondeados de pendientes suaves y otro de relieve disectado con pendientes pronunciadas y largaso o en algunos casos colinas agrupadas a manera de superposiciones. La composición florística se asimila de alguna manera al de la región Amazónica con ciertas variaciones en la fisonomía y algunos aspectos de porte, causados principalmente por un aumento en la precipitación pluvial. 18

19 El estrato de los árboles dominantes es de 25 m. aunque algunas especies pueden alcanzar algo más, las palmeras son abundantes, en las partes intervenidas existe regeneración o bosque secundario, principalmente con laureles, verdolago, plumero. Las principales especies presentes son: laurel (Ocotea sp.), Nectandra sp., cedro (Cedrela sp.), sangre de toro (Virola sp.), pacay (Inga sp.), palmeras (Iriartea sp.), Socratea exhorriza, Oenocarpus sp. La utilización de estos bosques es la extracción de madera por parte de empresas bajo la modalidad de aprovechamiento único en áreas de colonización, toda el área esta muy intervenida. Region Andina (Yungas)-Bosque montano "Bosque denso subhigrófito montano". Está formado por árboles menos desarrollados cuyos fustes rara vez llegan a registrar diámetros mayores a 1 m. El bosque y su fisionomía da una aparencia de bosque pluvial, esta faja se encuentran entre los 1500 y 2800 m.s.n.m. En la composición floristica las especies más abundantes son: urupi (Clarisa racemosa), tachore (Paulsenia armata), quina (Cinchona sp.), murure (Brosinum gaudichaudi), en esta región se aprovecha la extracción de: cascarilla, copal, incienso y otros: es una de la zonas más degradadas y la amenaza más seria es la agricultura. Region Andina (Yungas)- Bosque altimontano "Bosque denso subhigrófito altimontano". Ubicado entre los 2800 y 3300 m.s.n.m. se conoce col nombre de Ceja de Monte, presenta árboles de porte bajo a mediano, generalmente cubiertos por innumerables epífitos, entre musgos, líquenes, helechos, tillandsias, que cubren desde el suelo hasta la copa de los árboles. Las especies características son: waicha (Weinmania sp.), incienso (Clusia sp.), cedrillo (Brunelia sp.). Por las condiciones fisiográficas, pendientes pronunciadas, el régimen pluviométrico y las condiciones del suelo susceptibles a la erosión, se producen con bastante frecuencia deslizamientos de alguna magnitud. Esta zona debe declararse de protección permanente ya que tiene una función importante en la regulación de cuencas. Region Andina (Yungas)-Pajonal húmedo nuboso "Pajonal húmedo nuboso". Ubicado por encima del límite del bosque 3300 a 4500 m.s.n.m., en esta formación se encuentran algunos árboles enanos y arbustos que crecen en medio de pajonales graminosos Region Andina (Perichaqueña)-Bosque montano bajo "Bosque denso o ralo tropófito de altura montano bajo". Los bosque crecen en las laderas inferiores y tienen una característica fisionómica que les imprime los factores climáticos y corresponden a una faja transicional con especies proprias como el palo barroso (Blefarocalix salcifolius), laurel de lafalda (Cynnamomum porphyria), cedro (Cedrela lilloi), mato (Myrcianthes pseudo mato), nogal (Juglans australis). 19

20 El uso del bosque es la extracción de madera en conseciones otorgadas a empresas maderaras, la actividad agricola y ganadera está bastante desarrollada y es la mayor causa de la degradación de la tierra y fragmentación de los ecosistemas. Region Andina (Perichaqueña)-Bosque montano "Bosque denso o ralo tropófito de altura montano". Es una faja intermedia en la que dominan especies como el pino de cerro (Podocarpus parlatorei), aliso (Alnus acuminata), sauco (Sambucus australis), lanza amarilla (Terminalia triflora). En esta formación, se ha fomentado la colonización y tradicionalmente la agricultura se pratica en el fondo de los valles y a lo largo de los ríos, estos bosques son todavía fuente de extracción de maderas. Region Andina (Perichaqueña)-Bosque altimontano "Bosque denso o ralo tropófito de altura altimontano". En la faja altimontana crece un bosque bajo abierto donde dominan especies como quewiña (Polylepis besseri), aliso rojo (Myrica pubescens), jantarqui (Escallonia hypoglauca), estos bosques alternan con matorrales junto a pastizales de altura. R.Andina (Valles Intermontano)-Bosque montano "Bosque denso o ralo submesofitico a xerofitico de altura montás o menos abierta con un estrato de 10 a 15 m. de alto". Su composición florística se asemeja a las del Chaco serrano con especies como: soto (Schinopsis hankeana), cacha cacha (Aspidosperma quebraco blanco), cuchi (Astronium urundeuva), huironko (Ceiba mandonii). Por debajo del estrato arbóreo se organiza un estrato arbustivo más o menos denso de gran diversidad, caracterizado por especies de los géneros Aloysia. Bouganvillea, Celtis, Cnichotamunus, Tecoma. En los claros de estos bosques o en áreas alteradas se hacen frecuentes matorrales espinosos de menor talla que constituyen la primera etapa de sustitución. El uso de estos bosques es principalmente el ramoneo por ganado bovino y caprino, agricultura, extracción de madera y leña, existen con frecuencia grandes áreas de suelo desnudo con procesos erosivos intensos, en general estos bosques se encuentran muy modificados y degradados. R.Andina (Valles Intermontano)-Bosque altimontano "Bosque denso o ralo submesofitico a xerofitico de altura altimontano". Se presenta en una faja superior y se halla marcada por la ausencia del soto que es desplazado por matorrales de chacatea, con escasos árboles aislados, protegidos en quebradas algo más húmedas se presentan manchones de aliso (Alnus acuminata), pino de monte (Podocarpus parlatorei), chachacoma (Escallonia resinosa), a altura un poco mayores se encuentran formaciones de kewiña (Polylepis besseri), (P. tomentella). El área cubierta por estos bosques se encuentra muy alterada debido al uso agrícola, pastoril, y forestal que soporta, solo en algunos enclaves poco accesibles o con pendientes mui fuertes resulta notoria su presencia subrayando el aparente carácter disyunto y relictual de los mismos. 20
