16 ABSTRACTS for Workshops, Oral Presentations, Symposia and Discussions 1. WORKSHOP: WESTERN HEMISPHERE NETWORK OF BIRD BANDING PROGRAMS. Antonio Celis Murillo, Bird Banding Laboratory, IAP/Patuxent Wildlife Research Center, Beech Forest Road, Laurel, MD , USA, Purpose: To promote collaboration among banding programs in the Americas. Introduction: Bird banding and marking provide indispensable tools for ornithological research, management, and conservation of migratory birds on migratory routes, breeding and non-breeding grounds. Many countries and organizations in Latin America and the Caribbean are in the process of developing or have expressed interest in developing national banding schemes and databases to support their research and management programs. Coordination of developing and existing banding programs is essential for effective data management, reporting, archiving and security, and most importantly, for gaining a fuller understanding of migratory bird conservation issues and how the banding data can help. Currently, there is a well established bird-banding program in the U.S.A. and Canada, and programs in other countries are being developed as well. Ornithologists in many Latin American countries and the Caribbean are interested in using banding and marking in their research programs. Many in the ornithological community are interested in establishing banding schemes and some countries have recently initiated independent banding programs. With the number of long term collaborative and international initiatives increasing, the time is ripe to discuss and explore opportunities for international collaboration, coordination, and administration of bird banding programs in the Western Hemisphere. We propose the second Western Hemisphere Network of Bird Banding Programs workshop, in association with the SCSCB, to be an essential step in the progress to strengthen international partnerships and support migratory bird conservation in the Americas and beyond. This will be the second multi-national meeting to promote collaboration among banding programs in the Americas (the first meeting was held in October 8-9, 2006 in La Mancha, Veracruz, Mexico). The Second Western Hemisphere Network of Bird Banding Programs workshop will continue addressing issues surrounding the coordination of an Americas approach to bird banding and will review in detail the advances made on the first workshop such as, coordination of bands and markers, coordination in recovery reporting, permit issues, data management and data sharing and archiving, data security, training, etc. Workshop Goals: Build on accomplishments of the network s first workshop (Oct 8-9, 2006). Identify and explore new opportunities for data sharing, data archiving, data access, training, etc. Initiate strategies to support international collaboration and coordination amongst bird banding programs in the Western Hemisphere Workshop structure: One day workshop of guided discussions. Participants: Representatives of government agencies, program managers and NGOs. 15

17 1. RED DE TRABAJO DEL HEMISFERIO ORIENTE PARA LOS PROGRAMAS DE ANILLAMIENTO DE AVES. Propósito: promover colaboraciones entre programas de anillamiento de aves. Introducción: El anillado y el marcaje de las aves son herramientas indispensables para la investigación ornitológica, el manejo y la conservación de las aves migratorias y sus habitats en las rutas migratorias y sus áreas de reproducción e invierno. Muchos países y organizaciones de Latinoamérica y el Caribe están en el proceso de desarrollo, o han expresado interés en el desarrollo, de programas de anillamiento nacionales y bases de información que sirvan de apoyo para la investigación y los programas de manejo. La coordinación entre los programas en desarrollo y los programas ya desarrollados es esencial para un efectivo manejo de información, reportes, archivos y seguridad y lo más importante, para lograr un completo entendimiento de los problemas de conservación de las aves migratorias y como la información de anillamiento puede ayudar. Actualmente, existen programas de anillamiento bien establecidos en los EE.UU. y Canadá, y en otros países, también están siendo desarrollados. Ornitólogos en muchos países de Latinoamérica y el Caribe están interesados en utilizar el anillamiento y el marcaje de aves en sus programas de investigación. Muchos en la comunidad ornitológica, están interesados en establecer esquemas de anillamiento y algunos países han desarrollado su propio programa de anillamiento. Debido al incremento del número de iniciativas de colaboraciones científicas internacionales, es tiempo para discutir y explorar las oportunidades de colaboración internacional, coordinación, y administración de los programas de anillamiento en el Hemisferio Oriente. Proponemos que el segundo taller de la Red de trabajo del Hemisferio Oriente para los Programas de Anillamiento de Aves, en asociación con el SCSCB, sea un paso esencial para progresar en la consolidación de las colaboraciones internacionales y apoyen a la conservación de las Aves Migratorias en las América y más allá. Esta será la segunda reunión multinacional para promover la colaboración entre programas de anillamiento en América (la primera reunión fue llevada a cabo el 8 y el 9 de Octubre, 2006 en La Mancha, Veracruz, México). El Segundo taller de la Red de trabajo del Hemisferio Oriente para los Programas de Anillamiento de Aves continuara tratando los temas relacionados a la coordinación del anillamiento de aves en América y revisara en detalle los avances hechos en el primer taller, como son la coordinación de anillos y marcas en aves, coordinación en los reportes de recuperación de anillos, permisos, manejo de información, intercambio y archivo de datos, seguridad de los archivos, entrenamiento, etc. Metas del taller: Revisar los resultados obtenidos del primer taller (Oct 8 y 9, 2006). Identificar y explorar nuevas oportunidades para el intercambio de información, acceso de datos, entrenamiento, etc. Iniciar estrategias para mejorar colaboraciones internacionales y coordinación entre programas de anillamiento en el Hemisferio Oriente. Estructura del taller: El taller durara un solo día y se propone realizar discusiones. Participantes: Representantes de agencias gubernamentales, encargados de proyectos y Organizaciones No- Gubernamentales. 16

18 1. RÉSEAU DE TRAVAIL DE L'HÉMISPHÈRE EST POUR LES PROGRAMMES DE BAGUAGE DESOISEAUX. But: promouvoir des collaborations entre les programmes de baguages des oiseaux. Introduction: Le baguage et le marquage des oiseaux sont des outils indispensables pour la recherche ornithologique, la gestion et la conservation des oiseaux migrateurs et de leurs habitats sur les routes migratrices et leurs zones de reproduction et d hivernage. De nombreux pays et organisations d'amérique Latine et des Caraïbes sont dans le processus de développement, ou ont exprimé un intérêt dans le développement, des programmes de baguage nationaux et des bases d'informations qui servent d'appui pour la recherche et les programmes de gestion. La coordination entre les programmes en développement et les programmes déjà développés est essentielle pour une gestion effective d'informations, de rapports, de fichiers et de sécurité et est la plus importante, pour obtenir une compréhension complète des problèmes de conservation des oiseaux migrateurs et connaître comment l'information par le baguage peut y contribuer. Actuellement, il existe des programmes de baguage bien établis aux USA et au Canada, et dans d'autres pays, ils sont aussi développés. Des ornithologues dans de nombreux pays d'amérique Latine et des Caraïbes souhaitent utiliser le baguage et le marquage d'oiseaux dans leurs programmes de recherche. Nombreux sont ceux qui, dans la communauté ornithologique, souhaitent établir des schémas de baguage et quelques pays ont développé leur propre programme de baguage. Étant donné l'accroissement du nombre d'initiatives de collaborations scientifiques internationales, le temps est venu d examiner et d explorer les opportunités de collaboration internationale, de coordination, et d administration des programmes de baguage dans l'hémisphère Est. Nous proposons que le second atelier "du Réseau de travail de l'hémisphère Est pour les Programmes de Baguage d'oiseaux", en association avec la SCSCB, soit un passage essentiel pour progresser dans la consolidation des collaborations internationales et soutienne la conservation des Oiseaux Migrateurs en Amérique et au delà. Celle-ci sera la seconde réunion multinationale afin de promouvoir la collaboration entre les programmes de baguage en Amérique (la première réunion a été menée à bien les 8 et le 9 octobre2006 dans La Mancha, Veracruz, Mexique). Le Second atelier "du Réseau de travail de l'hémisphère Est pour les Programmes de Baguage des Oiseaux" continuera à traiter les sujets en rapport avec la coordination de Baguage des oiseaux en Amérique et révisera en détail les avancées faites dans le premier atelier, comme la coordination des bagues et le marquage des oiseaux, la coordination dans les rapports de récupération des bagues, des autorisations, la gestion des informations, l échange et le fichier des données, la sécurité des fichiers, la formation, etc.. Objectifs de l'atelier: Réviser les résultats obtenus lors du premier atelier (8 et 9 Oct, 2006). Identifier et explorer de nouvelles opportunités pour l'échange d informations, l accès aux données, la formation, etc. Mettre en place des stratégies pour améliorer les collaborations internationales et la coordination entre des programmes de Baguage dans l'hémisphère Est. Structure de l'atelier: L'atelier durera un seul jour et se propose d'effectuer des débats. Participants: Des représentants d agences gouvernementales, des chargés de projets et des Organisations Non- Gouvernementales. 17

19 2. WORKSHOP: TECHNIQUES OF CAPTURE, MARKING AND MONITORING RALLIDS (RALLIDAE). Juan Carlos Fernández-Ordóñez, Av. del Pintor Mir, 29, TERRASSA (ESPAÑA), Tel , Proposal: To show the different systems of capture and marking of rallids focused on the monitoring of these birds. Introduction: Rallids (Aves: Gruiformes: Rallidae), including coots, gallinules, moorhens and rails, are one of the least known and least studied waterbird groups worldwide. Their nocturnal and crepuscular habits, or evasive and discreet behavior are the reason for their not being well known among ornithologists nor a species targeted by birdwatchers. The conventional marking system of birds, the metallic curtain rings with alphanumeric inscription, are not effective in controls and recoveries of these birds because they spend a great part of their life in the water (where their legs are difficult to see) or hidden in dense aquatic vegetation (reedbed, cattail and sedge). This workshop proposes diverse methods of capture and marking widely used in Europe, where it was successfully developed and verified, to be applied in Caribbean and Central American aquatic habitats and rallid. This workshop will serve to prove the effectiveness of these methods of capture and marking to help establish the study of this unknown group of birds in the region (migratory routes, stepping and winter zones, and nest building areas, etc.). Workshop Objectives: To teach specific capture and marking systems for this group of birds. To share information and methodology with banders and ornithologists interested in the study of these birds. To contribute to the knowledge of the ecology of the different rallid species present in the region, through monitoring of marked birds. Workshop Structure: A theoretical-practical workshop is proposed for one day of duration. Although it is advised, if possible, to make an extra practical day. Participants: Bird banders, biology students, professional ornithologists, technicians in management of fauna. 18

20 2. TALLER PROPUESTO: TÉCNICAS DE CAPTURA, MARCAJE Y SEGUIMIENTO DE RÁLIDOS (RALLIDAE). Propuesta: Mostrar los diferentes sistemas de captura y marcaje de rálidos enfocados en el seguimiento de estas aves. Introducción: Los rálidos (Aves: Gruiformes: Rallidae), llamados en español fochas, polluelas, gallinetas y rascones, pertenecen, excepto por unas pocas especies, a uno de los grupos de aves acuáticas menos conocidos y estudiados a nivel mundial. Sus hábitos crepusculares y nocturnos en muchas especies, o huidizos y discretos en otras hacen que no figuren entre las aves más conocidas y favoritas de ornitólogos y aficionados a la observación de aves. El sistema de marcaje convencional de aves, las anillas metálicas con inscripción alfanumérica, no resulta demasiado efectivo para realizar controles y recuperaciones de estas aves ya que gran parte de su vida la pasan bien en el agua (donde las patas no son nada visibles) o bien escondidos entre la densa vegetación acuática (cañizares, eneales y junqueras). Se proponen, en este taller, diversos métodos de captura y marcaje, ampliamente utilizados en Europa, y con éxito comprobado y reconocido, para ser aplicados en hábitats acuáticos y a rálidos caribeños y centroamericanos. Este taller servirá tanto para probar la efectividad de estos métodos de captura y marcaje como ayudar al establecimiento del estudio de este desconocido grupo de aves en la región (rutas migratorias, zonas de paso e invernada, áreas de nidificación, etc.). Objetivos del Taller: Dar a conocer sistemas de captura y marcaje específicos para este grupo de aves. Facilitar información y metodología a anilladores y ornitólogos interesados en el estudio de estas aves. Contribuir al conocimiento de la situación de las diferentes especies de rálidos, presentes en la región, mediante el seguimiento de ejemplares marcados. Estructura del Taller: Se propone un taller teórico-práctico de un día de duración. Aunque se aconseja, si es posible, realizar alguna jornada práctica extra.
