4 INTRODUCTION The National Television of Chile (tvn) and France s National Audiovisual Institute (ina) hold a regional seminar on audiovisual archiving, targeting South-American professionals working in the field of audiovisual content management. The program will offer key players in the sector an opportunity to develop professional, commercial, cultural and educational uses of archives and reinforce knowledge and techniques related to the management of television and film archives in the digital age. The seminar is supported by the International Federation of Television Archives (fiat/ifta), Tedial, the regional cooperation delegation for the Andean countries and the regional cooperation delegation for countries in the Southern Cone and Brazil (French Ministry of Foreign Affairs). The Embassy of France in Chile and the Cineteca Nacional of Chile are also supporting the event. The seminar will last three days and will take place from 19 th to 21 st of november 2013 in santiago de chile, at the Auditorium of tvn, located in Bellavista Focusing on the challenges of preservation of audiovisual materials and the access to audiovisual digital content, the objective of this seminar is to provide information, experience feedback and practical solutions and to encourage knowledge sharing and partnerships development between professionals. The program is structured into four main parts: The industrial and institutional context, The professional, cultural and academic use of archive content, The management of audiovisual archives in a phase of transition digitization, management of digital archives, metadata, workflow, The public policies, the projects and initiatives regarding the management of Latin American audiovisual archives. An important part of the seminar will be dedicated to practical cases, highlighting local initiatives, opportunities for cooperation and challenges faced by institutions. ina & ina expert ina and ina expert are involved in raising awareness with respect to the need to preserve the world s audiovisual heritage. To that end, ina has been organizing seminars in partnership with foreign institutions since These seminars are aimed at organizations responsible for archives, and at decision-makers within television and radio broadcasters. They address the following issues: The challenges involved in the preservation and digitization of the audiovisual heritage, The available practices, technologies and strategies, The methodology applicable to archiving. The main purpose of these seminars is to raise the interest and reinforce capacities of local actors in the different steps of setting up preservation and digitization plan and providing access to digital content, taking into account the specific needs 4

5 and situations of each area or country. Since 2011, such seminars have been organized, with the active support of the public and private sectors, in san antonio de los baños (cuba), moscow (russia), zagreb (croatia), tirana (albania), and cape town (south africa). tvn tvn is a public media company created in It benefits from an autonomous status, although the Chilean government is contributing to the funding of its programming. tvn is implementing a model based on the fundamental value that this television should serve every Chilean, it should reflect Chile in its diversity, strengthen its national identity and connect with the Chilean people anytime and everywhere. tvn has one of the most significant and largest audiovisual archive in Latin America, reflecting the political, social and cultural history of Chile. The Documentation Centre stores this heritage and administers its resources. Its main mission is to preserve this audiovisual heritage. As a public broadcaster, tvn makes the material available for the different audiences, as well as for tvn internal users. The Documentation Center is serving every production areas of tvn and contributes directly to the making of new programs that require its assistance. Its holdings include programs and news, originals and masters available in various formats 16mm film, 2 videotapes, U-Matic, Betacam, as well as the most recent ones, i.e. the digital cards. Thanks to the advances in information technology, and to an institutional effort, tvn has developed an infrastructure that facilitates the creation, production, edition and archiving of programs in a totally digital environment. This changes the old paradigm of the analogue world that dominated our television from the beginning. It is intended to share experience among Latin American Archives, to discuss practices, problems and solutions. The images we preserve and which constitute our audiovisual heritage, are the ones that, in a certain way, when they are shown, inform some, affect others and take a lot on a journey through time. fiat/ifta The International Federation of Television Archives (fiat/ifta) is an international association of archives holding radio and television programs and production material. Formed in 1977, it was initially made up of the archives of major broadcasting organizations, but grew to encompass national archives, technology companies, academic institutions and others. Its main aim is information exchange and cooperation amongst its members, which it achieves through annual conferences, regional seminars, publications and its website. It co-operates with other international associations in its field and with UNEsco and attempts to draw attention to the historic importance of the audiovisual heritage throughout the world and to the dangers to its continued preservation. The growth of digital technologies and outlets is revolutionizing the possibilities for media archives and brought a host of new concerns to fiat/ ifta s agenda. fiat/ifta is pleased to contribute to the success of the seminar by inviting a few Latin American archivists. fiat/ifta is chaired by Jan Müller, ceo of the Netherlands Institute of Image and Sound. Amira Arratia, head of tvn archives, represents the Latin American community in the fiat/ifta Executive Council. For tvn, it is very important to organize a regional seminar focused on audiovisual archives, its new challenges and issues. 5

In many countries, the responsibility of the public authorities has been acknowledged. It is often shared with private organisms, but there is not one single model. All heritage institutions are facing similar problems, but each institution will choose its own solutions, with regards to its strategy, its technological environment, uses, budgets, etc. Jean Varra will describe the required methodology for the design, the management and the implementation of a preservation and digitization plan. Which are the practices and tools that enable the archive to enhance the metadata and, therefore, to increase the value of a collection? In addition, the cataloguing data that document the historical heritage materials must incorporate the new dam/mam systems. 9 Tools for automatic indexing, discovery and social interaction There are now a set of automatic tools and practices that enable to relieve the work of the librarians, to complete it and, sometimes, to substitute for it. Some of these tools are already incorporated in metadata production and information retrieval systems. Which are they and how useful are they? 20 introducción La Televisión Nacional de Chile (tvn) y el Instituto Nacional del Audiovisual (ina) organizan un seminario regional sobre archivos audiovisuales, destinado a profesionales latinoamericanos que trabajan en el ámbito de la gestión de contenidos audiovisuales. Centrado en los países de Latinoamérica, el programa ofrecerá a los principales representantes del sector una oportunidad única para estimular el uso profesional, comercial, cultural y educativo de los archivos, y reforzar sus conocimientos en las técnicas y procesos necesarios para gestionar un acervo en la era digital. El seminario cuenta con el apoyo inestimable de la Federación Internacional de Archivos de Televisión (fiat/ifta), de Tedial, de la Delegación regional de cooperación para los países Andino y de la Delegación regional de cooperación para los países del Cono Sur y Brasil (ministerio francés de Asuntos exteriores). La Embajada de Francia en Chile y la Cineteca Nacional prestan su concurso al evento. El seminario se realizará los días 19, 20 y 21 de noviembre de 2013 en santiago de chile, en el Auditórium de tvn, ubicado en Bellavista Haciendo hincapié en los retos planteados en la gestión de archivos audiovisuales y contenidos digitales, el objetivo de este seminario es proporcionar información, soluciones prácticas, y fomentar el intercambio de ideas y el desarrollo de acuerdos de colaboración entre los distintos profesionales. El programa consta de cuatro partes: el contexto industrial e institucional los usos profesionales, culturales y educativos del archivo la gestión de un acervo en fase de transición digital - digitalización, gestión del archivo digital, metadatos, flujos de trabajo las políticas públicas, los proyectos y avances en la gestión de los archivos latinoamericanos. Una parte importante estará dedicada a casos prácticos, destacando las iniciativas locales, las oportunidades de colaboración, los retos y los problemas a los que se enfrentan las instituciones. ina & ina expert ina & ina expert trabajan en la sensibilización de los actores de los medios de comunicación acerca de la necesidad de preservar el Patrimonio Audiovisual mundial. Desde el año 2005, Ina organiza seminarios en colaboración con instituciones de todo el mundo. Estos seminarios están destinados a instituciones patrimoniales y personal involucrado en la toma de decisiones dentro de organismos de radiotelevisión. Su finalidad es presentar: Los retos que suponen la preservación y la digitalización del patrimonio audiovisual Las prácticas, tecnologías y estrategias de respaldo (back-up) disponibles Las metodologías aplicables al archivo El objetivo principal de estos seminarios es fomentar el interés y reforzar las competencias de los agentes locales en las diferentes etapas que componen los planes de digitalización y preservación, así como facilitar el acceso al contenido digital, teniendo en cuenta las necesidades y circunstancias específicas de cada región o país. Estos seminarios están organizados con el apoyo activo de los sectores público y privado de los 4

21 países correspondientes, como viene ocurriendo desde 2011 en san antonio de los baños (cuba), moscú (rusia), zagreb (croacia), tirana (albania) y ciudad del cabo (sudáfrica). tvn tvn es una empresa pública creada en el año 1969 y su régimen de administración es autónomo respecto del Estado debiendo financiar su programación total o parcialmente. En la actualidad tvn intenta impulsar un modelo de televisión cuyo valor fundamental es servir con criterio pluralista a todos los chilenos. Su misión es reflejar a Chile en toda su diversidad, contribuir a fortalecer su identidad nacional y conectar a los chilenos en todo momento y lugar tvn posee uno de los Archivos Audiovisuales más significativos y extensos de América Latina, donde ha quedado registrada la historia política, social y cultural de nuestro país en imágenes. El Centro de Documentación que alberga este acervo y administra sus recursos, tiene como misión principal preservar este Patrimonio Audiovisual; en función de su rol como televisión pública pone a disposición los contenidos generados, a los distintos estamentos de la sociedad como a sus usuarios internos. Apoya todas las Áreas productivas del Canal y contribuye directamente en el desarrollo y la producción de nuevos productos que requieren de soporte documental. Su acervo audiovisual lo componen distintas colecciones que incluyen Programas, Noticias, Originales, Masters que se encuentran en formatos físicos que van desde Telecine 16mm, Video Tapes de 2, U-Matic, Betacam, llegando al más moderno, las Tarjetas Digitales. El avance en las tecnologías de información y gracias a un esfuerzo institucional, a partir del año 2011, tvn cuenta con programa que facilita la creación, producción, edición y archivo en un ambiente totalmente digital. Esto cambia el paradigma anterior del mundo analógico, que dominó nuestra televisión desde sus inicios. Para tvn es relevante realizar un Seminario Regional enfocado a los Archivos Audiovisuales y sus nuevos desafíos, con la idea de compartir experiencias de cómo los Archivos Latinoamericanos han enfrentado o están enfrentando este proceso, qué problemas, qué soluciones, qué caminos han elegido.. Las imágenes que conservamos y que constituyen nuestro Patrimonio Audiovisual, son aquellas que de alguna forma, cuando se exhiben, informan a unos, impactan a otros y transportan en el tiempo a muchos. fiat/ifta La Federación Internacional de Archivos de Televisión (fiat/ifta) es una asociación internacional de fondos de archivos, radio y programas de televisión y material de producción. Fundada en 1977, estaba compuesta inicialmente por archivos de grandes organismos de radiodifusión, pero creció para abarcar Acervos Nacionales, empresas de tecnología, instituciones académicas y otras. Su objetivo principal es proporcionar cooperación, intercambio de conocimientos y experiencias entre sus miembros, que se alcanza a través de conferencias anuales, seminarios regionales, publicaciones, y su sitio web. La Federación coopera con otras organizaciones internacionales en su ámbito y con la unesco e intenta llamar la atención sobre la importancia histórica del patrimonio audiovisual por todo el mundo y sobre los peligros a los cuales se expone su preservación permanente. El crecimiento de las tecnologías y de los sistemas digitales está revolucionando las posibilidades para los archivos audiovisuales y ha planteado nuevas preocupaciones en la agenda de la fiat/ifta. fiat/ifta está muy honrada de contribuir al éxito de este seminario, invitando a unos archivistas latino americanos. fiat/ifta está dirigida por Jan Müller, ceo del Instituto de la Imagen y del Sonido de los Países Bajos.
