In the area of business recruitment, national retail chain stores attracted to the Lake June corridor included T-Mobile, Game Stop, 7-Eleven Convenience Store and Panda Express. Police Chief and City Manager Ed Morris has reported that crime in Balch Springs continues to decline. From 2010 to 2011 aggravated assault has dropped 21%, burglary 6% and motor vehicle theft 15%. Overall crime has dropped 6.25% during the same period. On July 31 and August 20, city staff along with design professionals from Kimley-Horn & Associates held public charrette meetings at the Balch Springs Civic Center to solicit public input on the design of a new 14 acre park to be located in the heart of the city just south of City Hall. Nearly 50 residents attended both meetings combined, providing feedback on the proposed amenities of the new park. A conceptual design of the new park is shown below which captures a summary of the input collected from residents thus far. Feedback is being requested from the citizens before a final design of the park is selected by the Parks & Recreation Board on September 27 and City Council in October. 3 Page 3A, Fall 2012 The City of Balch Springs, Balch Springs EDC and the Balch Springs Chamber of Commerce team up Façade & Infrastructure Improvement Program The City of Balch Springs, Balch Springs Economic Development Corporation and the Balch Springs Chamber of Commerce have joined forces to create a Business Retention & Expansion Program (BREP) for the City. The goal of the program is help the businesses increase their competitiveness in the marketplace and assist them with expansions that add new jobs. According to the International Economic Development Council, over 80% of all new jobs are created by a community s existing businesses. Each month the Mayor or other representative from City Council, a representative from the City Manager s office, the Director of the Balch Springs EDC and the Chamber President visit one of Balch Springs businesses. To date BREP team has visited Kroger, Minyards, Sudden Link, Future Telecom, Texas Truck A/C, Taco Cabana and Peachtree Senior Housing Community. The purpose of the Façade & Infrastructure Program is to improve the visual appearance and economic vitality of Balch Springs by encouraging the exterior improvement of commercial, retail and office structures. The improvements by existing businesses may act as a catalyst for widespread revitalization throughout the community. The program is a matching grant up to $5,000 for Façade & Infrastructure Improve- Taco Mexico, Before ment. Improvements eligible for funding include, but are not limited to, the following items including façade rehabilitation, exterior treatments such as brick, tile, stucco, stone, wood or siding and canopies or window awnings. 4 Page 4A, Fall 2012 Page 5A, Fall 2012 New ramps to provide unprecedented free-flowing access from Interstate Hwy 20 to Interstate Hwy 635 Construction is scheduled to begin October 2, 2012 and be completed by May 27, 2013; Ramps Will Improve Traffic Flow, Safety and Access between IH-20 and IH-635 Construction of the $6.6 M Kleberg Ramps Project on Interstate Hwy 20 is scheduled to begin on October 2, The Texas Department of Transportation (TxDOT)-sponsored project ramps will significantly improve traffic flow and safety from Interstate Hwy 20 to Interstate Hwy 635. It is also expected that the ramps will increase economic development and growth to the City by providing access to the IH-20 corridor. As discussed during various community meetings and visioning charrettes, the ramps will open up prime developable land for future growth envisioned as the City s retail and medical corridors, said Balch Springs Mayor Dr. Carrie Gordon. Each time I drive through the area I see the potential for retail shopping with restaurant patios facing the Hickory Creek & Trails path; a center core water feature to entertain the children as adults relax and socialize with other adults; and as a destination place to create a sense of community. The City of Balch Springs retained Halff Associates to plan and design the project. This work includes preparing a programming assessment to determine the feasibility of the ramps, developing a preliminary schematic and an environmental assessment of the proposed improvements, and preparing construction plans for the proposed improvements. Jeremy McGahan, PE, Civil Engineer for Halff Associates, explains that the new access points to the interstate provided by the ramps will reduce the indirect travel routes that are currently used by many citizens to access the interstate. Currently motorists must either travel on Seagoville Road or Rylie Crest Road to eastbound IH-20. TxDOT is the coordinator of the $6.6M project while Halff Associates is the designer of the project. The US Department of Transportation is funding approximately $4.5M of the cost of the project and the Balch Springs Industrial (Type A) Corporation is providing about $1.3M in right-of-way acquisition, environment engineering and project design. TxDOT is also contributing approximately $800,000 in funding for the project. Long-term Improvements The Kleberg Ramp Project is the first of two ramps to be constructed in the area. Design is already underway for new access ramps at Haymarket Road. Even though these ramps are in the City of Dallas, the City of Balch Springs will benefit from added access to IH-20. Construction of these ramps will begin in May 2014 and is scheduled to be completed in May According to TxDOT, more than 160,000 vehicles travel along IH-635 and more than 74,000 vehicles travel along IH-20 in Balch Springs each day. By 2030, it is expected that travel along these routes will increase to more than 226,000 daily and 104,000 daily on IH-635 and IH-20, respectively. A ground breaking ceremony is scheduled for Tuesday, September 25, 2012 at 11:00 a.m. at the construction site. Go to the com for details.
