He was constantly forced to give them his money, and beaten up in the toilets. When Johnny's torturers were interrogated about the bullying, they said they abused him because "it was fun". Unfortunately, bullying among schoolchildren is certainly an old phenomenon, and most adults have experienced some form of mild abuse in their schooldays; but this was not considered such a big problem, and therefore authorities did not think that measures had to be taken. It was only in the early 1970s that it began to be made the object of systematic research. A broad definition of bullying is when a student is repeatedly exposed to negative actions on the part of one or more other students. These negative actions can take the form of physical contact, verbal abuse, or making faces and rude gestures. Spreading rumours and excluding the victim from a group are also common forms. A recent survey shows that around 15% of pupils in primary and secondary schools are involved in bully/victim problems with some regularity, and there are indications that the level of bullying is rising every year. Several studies about the characteristics and family backgrounds of victims and bullies suggest that bullying has to be seen as a component of more generally antisocial behaviour; former school bullies are more likely than other pupils to engage in serious crime later in their lives. These studies have identified certain personality characteristics and typical reaction patterns, which usually vary according to the level of physical strength or weakness, especially in the case of boys. An aggressive social environment also influences the extent to which these problems will manifest themselves in schools. Governments and school authorities have an important role to play, and bully/victim problems have gradually been placed on formal school agendas in many countries. Can bullying be stopped? Bullying is a big problem in schools, but most studies suggest that, with a suitable intervention programme, it is possible to reduce it considerably; it is primarily a question of changing attitudes, knowledge, behaviour and habits in school life, rather than using disciplinary measures. 1 Is bullying restricted to physical abuse? Discuss Violence today is commonplace, that is why the school does not seem to be outside this 'trend'. Violence has always existed, but maybe we have never been so aware of it as nowadays. Means of communication saturate us with every possible bit of information. Videogames are full of violence, so is the television and the Internet, and the school is not free from it either. The school seems to be a favourable environment for it because it is the place where, together with the family, children learn to socialize and to adopt and play roles that will teach them later in life how to respond to situations. Maybe violence is a necessary part of life, it makes us react and be alert, it gives us the opportunity to seek alternative ways to cope, it may help us to sharpen our wits and ultimately, to survive. But like most things in life, excesses are dangerous and lead us to unwanted consequences. From some tolerated and even 'normal' degree of violence to an abnormal or excess amount of violence, there may only be one step ahead. Schools are now quite different than they used to be. The relationship teacherstudent used to be more distant and authoritative. Today the lines may seem a bit blurred, with many parents siding with their children, protecting and excusing every single thing they do, plus educational authorities more eager to raise statistics than to achieve a healthier atmosphere in class. And of course, background and environment are important too. The point is, the school cannot be a place to enact a laissez faire policy for kids. On the contrary, it has to teach them to keep violence under control. The school cannot go back to the authoritarian model that used to be applied, but that does not mean that every behaviour and conduct should be tolerated for the sake of it. Some backgrounds make some schools tougher, but it should not be a problem as long as violent conducts are kept at bay by school authorities, parents, teachers and society in general. If the school is respected and valued by society, violence will not have a chance to thrive. No obstante lo dicho, hay que tener en cuenta el tiempo que se le puede dedicar al ejercicio y no ser demasiado ambicioso si no nos queda mucho. Por otro lado, al ser un modelo para el alumno, pretende dar varias ideas que a título ejemplificativo, podrían ser útiles. El léxico empleado es variado y preciso así como las estructuras gramaticales, evitando la repetición (excepto por motivos estilísticos). Recuerda que es muy importante mantener una introducción y una conclusión, y las ideas intermedias con las que se desarrolla el núcleo de la redacción, una por párrafo y ordenadas. Repasa los criterios de evaluación y procura que el ejercicio esté limpio y bien presentado. Planifica bien el tiempo de que dispones para el examen (una hora y media). Calcula grosso modo, el tiempo que puedes dedicar a cada tarea y apartado. Te sugiero una posible distribución: - 10 minutos a la lectura de todo el texto minutos para las preguntas de comprensión minutos para el apartado Use of English minutos para Production minutos para repaso de lo escrito antes de entregar el examen.

Currently, there are over 45 million Americans who lack health insurance, and millions more are at risk of losing their coverage due to rising costs. Rising costs are also a problem for employers, particularly small businesses, which are increasingly unable to provide health insurance coverage through their employees and be competitive at the same time. Nowadays, fewer Americans receive health insurance coverage through their employers compared to eight years ago, and this trend shows no sign of slowing down. Buying insurance directly on the open market is simply too expensive for individuals and families and it is certainly impossible for many people already suffering from some disease. The Obama plan is based on, and an improvement of, the current insurance system which most Americans continue to rely on, and leaves Medicare intact for older and disabled Americans. Under the Obama plan, Americans will be able to maintain their current coverage, have access to new affordable options, and see the quality of their health care improve and their costs go down. The Obama plan intends to provide new, affordable health insurance options by taking a series of steps. For instance, it will require insurance companies to cover any present diseases which the individual may have so that all Americans, no matter their health status or medical history, can get full benefits at fair costs. It will also require all large employers to contribute towards health coverage for their own employees or towards the public plan. Another requirement which this plan will involve concerns children: they all must have health care coverage. However, the American government must revise and prioritize the rest of its policies (including agricultural, educational and environmental policies), to improve their effect on public health in the United States, to ensure a 21st century public health system and a healthy America. 1 What are the effects of more and more expensive health insurance in America today? 2 What will the Obama plan force health insurance companies to do? 3 Can Obama's plan be carried out without taking other policies into account? So, if this is so good, why are there still so many people outside any system of medical insurance, private or public? Since the beginning of the 20th century, and as the decades went by, especially after World War II, universal medical insurance has been an aim, a longing and a dream for many politicians, economists, social thinkers and philosophers. This has been so for many, but not for most thinkers, let alone has there ever been an unanimous consensus on the issue. Universal medical insurance is regarded by many as one of the main pillars of the Welfare System. However, only in European societies, Canada and Japan are we able to watch this dream come true, while the United States of America remains to this day the only developed, industrialized country which does not provide for universal health care for its population. For many Americans this old dream is far from being a reality. How come that one of the richest and most powerful countries (and also one of the countries which spends most in health care) in the world, hasn't cared to cater for the health needs of its entire population? 'Money seems to speak louder than words'. America is known for its competitive and raging capitalism, it is a free market, so the market should regulate all walks of life. Or not? Well, ask the over 45 million Americans who cannot afford basic health benefits and many millions more whose basic coverage excludes them from many health provisions, barely allowing them to have a decent coverage. And then, ask again the health insurance companies whose profits keep skyrocketing year after year. Of course they are not charities, but their profits are more than outrageous and immoral compared to the situation of millions of people. Money making should never be a priority over people's health. And now, ask again, only this time to governments, why do they allow this to happen? Do they not care about the welfare of their own? Is Obama really going to do something about this? And most importantly, despite the slogan of his campaign, 'can he?' There is a difficult balance between money and ideals. If this is such a hard battle in the United States, what hope can we expect to have for those who live in underdeveloped countries? Does really 'money speak louder than words?'
