2 BIO-EN-AREA Sub-projects La energía es imprescindible en la sociedad actual y constituye un sector condicionado por las decisiones geopolíticas a escala mundial. En Europa el sector energético depende en gran medida de los combustibles fósiles, lo que convierte a las energías renovables en fuentes fundamentales para asegurar y mantener el suministro de energía. En este sentido, la Directiva 2009/28/CE establece unos objetivos globales para la Unión Europea 1 en 2020, así como objetivos para cada uno de los 27 Estados miembros de forma diferenciada. Esta Directiva contempla también la elaboración por parte de cada Estado miembro de planes de acción nacionales de energías renovables, con medidas para alcanzar objetivos nacionales, y donde la bioenergía tiene una importante contribución. El proyecto europeo BIO-EN-AREA tiene como principal objetivo mejorar las políticas regionales sobre bioenergía en seis regiones de la UE, para ello los socios participantes colaborarán en la redacción e implementación de Planes Regionales de Bioenergía. Los subproyectos han de ser elaborados por participantes de, al menos, tres regiones diferentes, entre los que se incluyen organismos públicos con competencias técnicas o institucionales en bioenergía o desarrollo territorial, o con capacidad para trabajar en cooperación interregional. Las actividades desarrolladas en los subproyectos definen uno o más niveles de intensidad de cooperación, con el objetivo final de transferir resultados que beneficien a todas las regiones socias. Los tres niveles de cooperación planteados se identifican con: - El intercambio de experiencias. - La transferencia de buenas prácticas. - El desarrollo conjunto de nuevos enfoques. Cada subproyecto tiene asignado un presupuesto y existe un plazo común para la realización de los trabajos, entre enero de 2011 y septiembre de En el proyecto BIO-EN-AREA se fomenta la transferencia e intercambio de experiencias y buenas prácticas en el aprovechamiento de la biomasa, y su integración en la planificación local y regional. Castilla y León lidera el proyecto. Esta región y la región Sureste de Irlanda, ya han elaborado sus propios planes y aportarán conocimientos al resto de socios. La intensidad de cooperación entre los socios es elevada y el proyecto se gestiona como un mini-programa. Esto implica desarrollar un número limitado de subproyectos o iniciativas comunes entre varios participantes de diferentes regiones. En junio de 2010, se presentaron varias propuestas de subproyectos, seleccionándose siete de las iniciativas para su financiación. Regiones participantes en BIO-EN-AREA 1 Objetivos UE: 20% contribución mínima de energías renovables respecto al consumo final bruto de energía y 10% respecto al consumo final de energía en transporte.

3 BIO-EN-AREA Sub-projects Introduction Energy use in current society is essential and constitutes a sector which is conditioned by the geopolitical decisions worldwide. The energy sector in Europe depends largely on fossil fuels and renewable energies have become important sources in order to ensure and maintain the energy supply. Directive 2009/28/EC sets out overall targets for the EU 1 in 2020, as well as targets for each one of the 27 Member States. The Directive also includes the elaboration of national action plans for renewable energy by each Member State, setting out the actions to achieve national targets, where bioenergy has an important contribution. Thus, the main objective of the European BIO-EN-AREA project is to improve regional policies on bioenergy in six regions of the EU. The partnership will collaborate in the elaboration of Bioenergy Regional Plans drafts and implementation guidelines. Castilla y Leon and the South-East Region of Ireland have already developed their own plans and will provide knowledge to the other regions. The BIO-EN-AREA project promotes the transfer and exchange of experiences and good practices in the use of biomass, and their integration into local and regional planning, contributing to a competitive and sustainable development. 1 Targets EU: 20 % share of final energy consumption from renewable sources in final energy consumption and 10 % share of final energy consumption from renewable sources in transport. Partners from six European regions form the project BIO- EN-AREA project consortium, with the leader partner being from the region of Castilla y Leon, Spain. The BIO-EN-AREA project sets out a high intensity of cooperation between partners and is managed as a miniprogramme. This involves the development of a limited number of sub-projects or common initiatives between several participants from different regions. The choice of these sub-projects emerged as a result of a call for proposals in June The call was open to Public Authorities or bodies governed by public law, having technical o institutional competences in bioenergy or territorial development and capacity to work in interregional cooperation. After an evaluation process completed by the BIO-EN- AREA Steering Committee, seven bioenergy themed subprojects have been selected for funding. Sub-projects are interregional and involve participants from at least three of the project partner regions. Sub-projects include one or more levels of intensity of cooperation across a range of activities with the aim of delivering transferable results that will benefit all the regions. The levels of intensity of cooperation are: - Exchange of experience - Transfer of good practices - Joint development of a new approach The sub-projects will be implemented from January 2011 to September 2012 with specific budget assignments which are described in the following sections.

4 BaN Redes y biogás Biogas and networks El aprovechamiento del biogás contribuye a diversificar el sistema energético y a su sostenibilidad. Su facilidad de gestión y generación descentralizada de energía hacen estos proyectos interesantes en el entorno rural. Analizar el uso del biogás, potencial y perspectivas de desarrollo en cada región. Los socios realizarán intercambios de conocimientos y experiencias, debates, proyectos y toma de decisiones. Estas actividades de cooperación servirán de fundamento para crear redes regionales de biogás. Con la información y experiencia adquiridas en su desarrollo, se elaborarán planes de acción para el biogás que se implementarán en cada región, y llevarán asociadas actividades de difusión e integración. Crear redes que involucren a los agentes en la cadena de valor del biogás y favorezcan el intercambio de conocimiento y experiencia. Así como dar comienzo a una cooperación prolongada en el área del biogás. Mejorar el conocimiento de los sustratos disponibles y la viabilidad económica de proyectos. 5 BIOPATH Sistema de trazabilidad y certificación de biomasa y biocombustibles sólidos Biomass and solid biofuels certification and traceability control system BIO-EN-AREA Sub-projects La fragmentación de estándares y la falta de métodos únicos hacen necesarios sistemas normalizados de control de calidad y trazabilidad, con su correspondiente certificación. Analizar el ciclo de vida de los recursos de biomasa, y presentar sistemas para evaluar la calidad de los biocombustibles sólidos y crear una cadena de valor certificada. En primer lugar, se han de definir y estandarizar parámetros de calidad, cantidad y sostenibilidad. En segundo lugar, se analiza el origen, cuantificación, ruta y agentes en la cadena de valor de la biomasa, con atención a: la regulación actual, responsabilidades, agentes y procesos, e inversiones y empleo. Definir cadenas de valor de los biocombustibles sólidos, y obtener un sistema de control de la calidad y trazabilidad, junto a un sistema de certificación de biocombustibles. Dar a conocer los procedimientos anteriores, y formar sobre su utilización. Conocer e intercambiar la experiencia de otras regiones europeas, y establecer contactos internacionales. The project involves the analysis of the life cycle of biomass resources and the development of solid biofuel quality evaluation and certification systems. This includes the definition and development of standardized parameters regarding solid biofuel quality, quantity and sustainability. Secondly, the quantification and analysis of the route and agents/stakeholders involved in the biomass value chain will be undertaken. The project will pay special attention to the current regulatory framework, transmission of responsibility, agents and processes as well as investment and employment opportunities relating to solid biofuel. The definition of value chains for solid biofuels and the design of a quality certification and traceability control system for biofuels. Dissemination of information on the procedures involved in the definition of value chain and the design of the certification and traceability control systems. The provision of training as required to facilitate the above. However, its low density and transport costs restrain its viability. An integral use of biomass resources would increase competitiveness and enhance the use of biomass within the industrial sector. La biomasa proporciona materias primas para elaborar combustibles renovales. Sin embargo, su baja densidad y los elevados costes de transporte, limitan la viabilidad de los proyectos. Un aprovechamiento integral de estos recursos los haría más competitivos y se aportarían más posibilidades a la industria asociada. El proyecto trabaja en la identificación de cultivos energéticos que permitan obtener productos de elevado valor añadido, analizando tanto la extracción de principios activos como la utilización energética de los residuos generados en el proceso. Con los resultados del análisis, se realizarán informes técnicos y económicos, guías metodológicas y acciones de diseminación, orientadas a introducir el aprovechamiento integral de los cultivos energéticos en los Planes de Acción Regionales de Bioenergía. Incentivar la siembra de cultivos energéticos e incrementar el conocimiento sobre su uso integral. 7 BISYPLAN Material didáctico para los responsables de planificación en materia de bioenergía The bioenergy system planners handbook BIO-EN-AREA Sub-projects El desconocimiento sobre bioenergía y la reticencia social hacia esta renovable, hacen necesario divulgar los beneficios asociados a su desarrollo (creación de empleo y actividad económica, mejoras ambientales, etc). Informar sobre la viabilidad de los sistemas de biomasa a pequeña y mediana escala en ámbitos locales resulta fundamental. Abordar los errores de concepto al valorar los usos de la biomasa y la fiabilidad técnica de los equipos, comunes en las regiones con escasa experiencia en bioenergía. Para ello, los participantes recopilarán información relativa a aspectos como la evaluación de recursos, demandas y riesgos en la cadena de valor, tecnologías o valoraciones económicas. Con todo el material se elaborará un manual orientado al público en general, con especial atención a usuarios finales y que finalmente será probado en algún entorno local. Así mismo, se expondrán e intercambiarán experiencias y ejemplos de instalaciones en funcionamiento. Difundir información sobre las posibilidades de la bioenergía, por medio de un manual de contenido no exclusivamente técnico, que estará disponible en internet, y en todos los idiomas de las regiones participantes. Such advantages include employment and business creation, environmental and energy security. It is equally important to disseminate information about small and medium scale biomass systems that are viable at the local scale. To address and correct common misunderstandings usually found in regions where experience of biomass energy systems is lacking or is limited. Project participants will collect relevant data about resources evaluation, demand and value chain risks, technologies or economic assessment. Applications and installation examples will be explained and exchanged. Based on the information gathered, a handbook aimed at end users and the public at large will be produced. The development of bioenergy systems opportunities through a handbook containing not only technical data on bioenergy systems. This will be made available online and in all languages of the participating regions. In the long term, the aim of the project is to improve the quality of bioenergy facilities and to promote a higher uptake. The general public, decision makers and politicians at local and regional level with responsibility for the development of the bioenergy sector.

8 EBIMUN Evaluación de recursos de la biomasa a nivel municipal Evaluation of biomass resources for municipalities To enhance the uptake of bioenergy systems, it is necessary to facilitate access to relevant information and raise awareness amongst local people, businesses and local authorities about the potentials of the biomass resources available in an area. Existe la necesidad de disponer de información accesible y de concienciar a la población, las empresas y autoridades locales, sobre el potencial de aprovechamiento asociado a los recursos de biomasa existentes en su entorno cercano. Preparar protocolos destinados a mejorar las estrategias y planes de acción relacionados con la gestión de la biomasa residual (residuos ganaderos, urbanos, industriales y de cultivos) en municipios. En los protocolos se identificarán vías de desarrollo adecuadas para diferentes entornos y desde tres perspectivas: municipios en el medio rural, ciudades pequeñas y grandes. Por último, se realizará un estudio de las Mejores Técnicas Disponibles que puedan aplicarse a proyectos de bioenergía, para una mayor eficiencia energética, y considerando otros factores de influencia (energéticos y no energéticos). Incrementar el conocimiento y la experiencia sobre recursos biomásicos y actividades bioenergéticas dentro de áreas rurales, gracias a la cooperación entre regiones europeas, así como aumentar la contribución de las energías renovables. 9 POLI-BIOMASS Desarrollo de políticas locales para fomentar el uso de la biomasa Development of local policies among local governments that encourage the use of biomass BIO-EN-AREA Sub-projects En el desarrollo de las aplicaciones de la bioenergía aparecen problemas como la falta de apoyo por parte de ayuntamientos y entidades locales, la lentitud en los procesos administrativos y la dificultad en la gestión de los recursos de biomasa. Estudiar las políticas locales que promueven el uso de la biomasa con más éxito en Europa. Se realizará una valoración de sus puntos fuertes y de los problemas surgidos durante su aplicación. De dicho estudio se extraerán las cinco medidas más apropiadas para desarrollar la biomasa en municipios de menos de habitantes. A partir de estas medidas se generarán Planes de acción para la biomasa en áreas locales. Finalmente, el proyecto se centrará en la implementación de dichos micro-planes en tres municipios piloto. Promover medidas para impulsar el uso de biomasa, abordando aspectos como la financiación de los proyectos, la reducción de impuestos, la valoración positiva del uso de biomasa en nuevas licitaciones, o la reducción del consumo de energía, entre otros. The project involves a study of the most successful policies implemented in Europe to promote the use of biomass. From the policy review, a total of five measures which are considered to be the most appropriate in promoting the use of biomass in municipalities with a population of less than inhabitants will be identified. These measures will be used to develop the Micro-local action plans for Biomass in local areas. The project will focus on the implementation of these plans in three pilot municipalities. Promotion of measures to boost biomass use - financing, tax cuts, reduction in energy consumption, encouraging the use of biomass in tenders, etc. Raising awareness, training local technicians, as well as building a network of exemplary municipalities. 10 BIO-EN-AREA Sub-projects RBBD Desarrollo empresarial del sector de la bioenergía Regional bioenergy business development The RBBD project is important in that it will address a range of issues which have hindered the development of the bioenergy sector through the production of a range of guidelines and analysis tools. Las políticas y planes regionales relacionados con la bioenergía son necesarios debido a la falta de conocimiento de la cantidad de recursos, de cohesión entre los productores y de confianza en la cadena de suministro. Además, se perciben problemas en la calidad de las instalaciones y del combustible por parte de los consumidores finales. La mejora y desarrollo de empresas a lo largo de la cadena de valor de la bioenergía, centrando el estudio principalmente en el sector forestal privado y los grandes proyectos de calefacción. Se realizarán aportaciones a normativas regionales o locales para tener en cuenta los intereses de productores de biomasa, instaladores y usuarios finales. Por otro lado se analizarán especificaciones técnicas y estándares de calidad de biocombustibles y equipos, se propondrán herramientas de análisis y pautas de actuación, y se realizarán estudios de viabilidad para proyectos concretos en zonas estratégicas. Mejorar e incrementar tanto los negocios relacionados con la producción y suministro de biocombustibles, como los conocimientos técnicos de los instaladores y la calidad final de las instalaciones térmicas con biomasa. Promover sistemas de calefacción centralizada en las áreas estudiadas y optimizar su funcionamiento.
