JUSTIFICATION : The promotion of human lactation and breastfeeding, as a necessary strategy for society, makes use of public policies, laws, regulations, and professional standards, as tools for effective promotion of breastfeeding and regulation of the economic forces which sabotage breastfeeding. There are public policies at the international level, suscribed by laws in the United States and in Puerto Rico, which protect efforts carried out to promote breastfeeding. There are, furthermore, official documents from organizations of health professionals who work with the population of mothers and children which have great importance for the public health professional specializing in human lactation and breastfeeding. It behooves this professional to know and fully understand these documents, as well as the processes which led to their creation and adoption by these concerned organizations.

COURSE DESCRIPTION: This course will provide the students of the Professional Certificate on Breastfeeding Management with a study of the policies, legislation, regulations, and professional standards which determine the provision of health services to mothers and breastfeeding infants and children. Emphasis is placed on the formulation of public policies and legislation which promote, protect and support human lactation and breastfeeding as an integral part of the country s planning and development strategies. Course objectives will be met through conferences, group discussions, field visits, and distance education technology. I. COURSE OBJECTIVES: Through active participation in the planned educational activities the students will: 1. Describe the scientific and historical basis of the public policies and clinical practices of human lactation and breastfeeding in Puerto Rico, the United States, and worldwide. 2. Describe the organization and financing of services for the management of human lactation and breastfeeding, within the health care system, and the utilization of specific personnel to provide these services. 3. Discuss the mechanisms useful in the development and promotion of public health policies for mothers and children in Puerto Rico, the United States, and worldwide. 4. Evaluate the effectiveness of national and federal programs, as well as private insurance carriers, for coverage of services rendered to families of limited financial resources. 5. Discuss aspects related to the philosophy, values, and concepts of social justice associated to intercession in favor of children and their mothers, specially those supporting the right to achieving optimal health potential. 6. Apply oral and written communication skills, including interaction with the media, to disseminate information related to human lactation and breastfeeding. 7. Recognize the structure and functioning of legislative and administrative bodies in Puerto Rico, the United States, and at the international level. J. DISTRIBUTION OF CONTENTS AND HOURS:

Intercession and Advocacy 2 TOTAL 24 K. INSTRUCTIONAL STRATEGIES This course will be offered totally by distance learning through the Blackboard platform. Once the student registers for the course, he(she) will receive an electronic message with the access code and the electronic address to enter the course. Group discussions are held through the discussion forum by electronic mail. The student will have availability of lectures and instructional materials through the course page. L. REQUISITES Active participation of the student is required, completion of assigned reading materials, and work in the evaluation exercises. The student must have access to electronic mail and the Internet. Participation in the discussion forum is required. The student must

4 possess computer skills, including the Windows, Word, PowerPoint, Microsoft Explorer and Microsoft Outlook Express. M.
