After expressing appreciation for this explanation, Dr. Herrera made the stock Dominican assertion (which has been made in substance on several previous occasions by Dominican spokesmen) that "Cuba invented very offensive charges against the Dominican Republic" and that Cuba took the initiative in giving false importance to the situation by invokinr. the intervention therein of the lapc. He also alluded to the cooperation and forthrightness which have marked the Dominican dealings with the APC in this case, as contrasted with the recalcitrance and dilatory tacties employed by Cuba. He therefore said, in effect, that ~he APC should take the bit in its teeth and issue its declaration without awaiting definitive word from Cuba as to the nature of its response thereto. He further averred that the delay of the APC in taking such action, for the reason in question, tends to impair its dignity and prestige. HOLLAND and Ambassador John C. DREER by conferring decorations on them at the conclusion of the r ecent Ciudad Tru jillo Conference on the Continental Shelf et cetera. That the Cuban newspaper also took Ambassador Dreier to task for attending that Conference while the APC deliberations on the Cuban-Dow.inican case were in progress, and alleged, in substance, that he thereby forsook his duties as a member of the APC. The ll:inister alluded to the f ac:t that the Chairman of the Brazilian Delegation to the Ciudad Trujillo Conference is also a member of the APC and, moreover, that the Dominican Republic did not single out Messrs. Holland and Dreier for the bestowing of decorations as evidenced by the fact t hat the Chairmen of all Delegations to the Conference were similarly decorated. He further asserted that the owner, or editor, of the newspaper in which these canards appeared, is one of the members of the Cuban Senate who have been urging that diplomatic relations with the Dominican Republic be severed.
