4 HSE Policy Statement Within the framework of its commitment to sustainable development and of its will to share its experiences with it s partners in Argentina, TOTAL AUSTRAL develops it s Hydrocarbon Exploration & Production activities considering Safety, the Hygiene of work areas, the Protection of it s Employee s and Contractor s Health, and the respect for the Environment as fundamental values. The HSE Responsibility is an integral and permanent part of the operational responsibility. It is exercised following the chain of command from the General Manager towards each employee, whatever his/her level of responsibility. The HSE Management, under direct control of the General Manager, is in charge of steering a continual improvement process according to the HSE Management System of the Company. It is our commitment: To comply with the requirement of the Argentine s Republic laws in force in, with the endorsement of TOTAL Group standards. To maintain a good relationship with the encompassing community, and ensure that the present POLICY is made available to the public. To count on the availability of adequate procedures and resources to allow a periodical monitoring of our operations aiming to identify, control and prevent any possibility of damage to people and environment, thus reducing the impact of our activities. To maintain in all our activities a focus on permanent evaluation of the risks for people, the hygiene and environment, in order to systematically take appropriate control measures, minimizing the effects in case of incident occurrence. To prevent contamination and seek the progressive reduction of emissions and discharges, and to have a rational use of the energy, resources and materials as a way to achieve continuous improvement in environmental management through the establishment of objectives and environmental goals of periodical revision. To monitor the health of all our employees to ensure the fitness of each one of them for the assigned task and promote the care for health by divulgating good health practices, physical activity and recreation, assisting those who have to fight against any kind of addiction. To choose our contractors having in mind their abilities to adhere to our HSE standards and their capabilities to develop their own improvement processes. To ensure that our employees, contractors and partners are qualified, acquaint and accomplish HSE requirements and support the contribution of each one of them to the improvement of the HSE management system. To develop, maintain and periodically evaluate the emergency response plans with the objective of assuring their effectiveness, moreover, controlling the condition of the required equipment for intervening. To analyze accidents, incidents and anomalies thus capitalizing the committed errors in order to avoid reoccurrence. To perform internal controls and periodical audits to verify the accomplishment to HSE management system guiding principles, detecting and correcting deviations and possible improvement items. To constantly analyze the results in HSE matters to improve the performance of individual behaviour and the production facilities. The respect for these principles should be everyone s commitment, as constituent part of their professionalism. 5 PURPOSE PROPÓSITO The purpose of this manual is to provide GENERAL GUIDANCE about TOTAL AUSTRAL operational steps and regulations for all tanker loading and associated operations taking place at Río Cullen SBM Maritime Terminal Loading buoy within the geographical limits of Hidra Field. It is not the intention to adopt these instructions as a comprehensive manual covering all situations. El propósito del presente manual es el proveer Lineamiento Generales acerca de las operaciones y regulaciones para todas las operaciones de carga de buques tanque y demás operaciones conexas que toman lugar en el Terminal Marítimo Río Cullen SBM dentro de los límites geográficos del Area Hidra. No es el espíritu del mismo adoptar estas instrucciones y/o lineamientos como un manual detallado que cubra todas las posibles situaciones. This booklet is intended to acquaint VESSEL OWNERS, CHARTERERS, CONTRACTOR REPRESENTATIVES and VESSEL MASTERS engaged in the aforementioned OPERATIONS within the RIO CULLEN SBM TERMINAL with general conditions and facilities. El espíritu de este Manual es el de entregar información relativa a las condiciones generales e instalaciones a Armadores, Charteadores, Representantes de Contratistas y Capitanes de buques involucrados en las operaciones antes mencionadas dentro del Terminal Marítimo Río Cullen SBM. 7 SCOPE ALCANCE The scope of this Río Cullen SBM Terminal Port Regulations includes guidelines related to areas such as responsibilities, safety and communications along with operational steps for specific tasks for a wide variety of vessels which are found in the offshore terminal s frame of work. Se refiere a el área del permiso de explotación del bloque CMA-1 y CAM-2B costa afuera de Tierra del Fuego, Argentina, en las cuáles la Compañía tiene el derecho de conducir operaciones de extracción relacionadas con el petróleo. RESTRICTED AREA Área restringida Means the area designated on the Argentine Navy Hydrography Service marine chart N H-424 as Hydrocarbon Exploitation & Platform Operation Area (ZONA DE EXPLOTACIÓN DE HIDROCARBUROS Y OPERACIÓN DE PLATAFORMAS) within which fishing and anchoring is prohibited. (Also refer to British Admiralty charts N 554, 1692, 3107 and 1373). Se refiere al área designada en la Carta Náutica Argentina Nº H-424 del Servicio de Hidrografía Naval como Zona de Explotación de Hidrocarburos y Operación de Plataformas dentro de la que la pesca y el fondeo se encuentran prohibidos. Prohibited Area Área Prohibida Means a circular area around and centered on each offshore installation of one (1) Nautical Mile in radius within which navigation is prohibited. Boya de cargamento SBM HIDRA PRODUCTION PLATFORMS - Plataformas de Producción Hidra It means and refers to two (2) unmanned production platforms, Hidra Norte and Hidra Centro, (1, 75 nautical miles apart from each other), located in about 30 meters water depth and approximately 7 nautical miles from Tierra del Fuego shore line. Se refiere a 2 (dos) plataformas de producción no tripuladas, Hidra Norte e Hidra Centro (separadas entre sí por 1,75 millas náuticas de distancia9, emplazadas en aproximadamente 30 metros de profundidad y aproximadamente 7 millas náuticas de la línea de costa de Tierra del Fuego. CARINA PRODUCTION PLATFORM Plataforma de Producción Carina It means and refers to an unmanned installation, allocated 35.5 nautical miles and true bearing 082 from HIDRA CENTRO PRODUCTION PLATFORM, in about 90 meters water depth and approximately 45.0 nautical miles from shore. Se refiere a una instalación no tripulada, emplazada a 35,5 millas náuticas y marcación verdadera Mv:082 desde la plataforma de producción Hidra Centro, en aproximadamente 90 metros de profundidad y aproximadamente a 45 millas náuticas de la costa. 16 ARIES PRODUCTION PLATFORM Plataforma de Producción Aries It means and refers to an unmanned installation, allocated 10.6 nautical miles and true bearing 031 from HIDRA CENTRO PRODUCTION PLATFORM, in about 55 meters water depth and approximately 16, 5 nautical miles from shore. Se refiere a una instalación no tripulada, ubicada a 10,6 millas náuticas y marcación verdadera Mv:031 de plataforma de producción Hidra Centro, en aproximadamente 55 metros de profundidad y aproximadamente 16,5 millas náuticas de la costa. ARGO SUBSEA PRODUCTION WELLHEADS ARGO; Cabezas Submarinas de Producción It means two (2) subsea satellite production wellheads, ARGO I and ARGO II, allocated 4, 4 nautical miles bearing 010 true from SPM, in about 70 meters water depth and approximately 9, 8 nautical miles from shore (6,6 nautical miles NNW from Hidra Centro Production platform). Se refiere a dos cabezas satélites submarinas de producción, Argo I y II, ubicadas a 4,4 millas náuticas en una marcación verdadera Mv:010 desde la boya de cargamento, en aproximadamente 70 metros de profundidad, y a aproximadamente 9,8 millas náuticas de la costa (6,6 millas náuticas NNW al NNW de plataforma de producción Hidra Centro). Loading Buoy Boya de cargamento Means a Single Point Mooring (SPM) type, Catenary Anchor Leg Mooring (CALM) buoy, located in 33,5 meters water depth, 1,08 nautical miles NNW from Hidra Norte production platform and approximately 7,3 nautical miles from shore. Se refiere a un Terminal de punto de amarre simple (SPM), boya fija al fondo con anclas y cadenas, localizada en 33,5 metros de profundidad, 1,08 millas náuticas al NNW de la plataforma de producción Hidra Norte y aproximadamente 7,3 millas náuticas de la costa. Rio Cullen Terminal or Terminal Terminal Río Cullen ó Terminal It means the Control Room at the RIO CULLEN PRODUCTION COMPLEX and a set of the transportassociated installations from the onshore storage tanks to the floating hose of the SBM LOADING BUOY. Se refiere a la Sala de Control dentro del Complejo de Producción Río Cullen más un conjunto de instalaciones asociadas desde los tanques de almacenamiento en tierra hasta la manguera flotante de cargamento de la boya SBM. Tanker Vessel or Tanker Buque tanque It means any vessel designed to carry liquid petroleum cargo in bulk. Se refiere cualquier buque diseñado para transportar hidrocarburos líquidos a granel. Tanker Owners Armadores (dueños del buque) It means, the registered TANKER VESSEL S Owner. Se refiere a el o los Armadores registrados del buque. ASSISTING OR SUPPORT VESSEL Buque de asistencia o apoyo It means a AHTS OR SUPPORT type vessel (equipped with fire fighting, rescue and anti-pollution equipment) chartered by COMPANY for the purpose of assisting TANKER mooring operations to the SPM LOADING BUOY, and the safety towing of the moored TANKER in order to keep the VESSEL away from the installation and thus avoiding hull contact (buoy kissing). WORK BOAT Bote de Trabajo It means a small craft, designed for infield manoeuvres, to assist the TANKER; ASSISTING VESSEL and the LOADING BUOY during MOORING TO TERMINAL AND LOADING OPERATIONS. Se refiere a una embarcación menor, diseñada para maniobras dentro del área de operaciones, para asistir al buque Tanque, el Buque de Apoyo y la Boya de Amarre durante las operaciones de amarre y cargamento. MASTER - Capitán It means the Captain of a Vessel, including both the TANKER and/or the ASSISTING OR SUPPORT VESSEL. 17 SHIPPING COORDINATOR Coordinador de Embarques Means the person appointed by the COMPANY for the programming of crude oil exports from RIO CULLEN TERMINAL installations. He coordinates between COMPANY S Production Department, COMPANY S Clients and the Agents of TANKER OWNERS in establishing the LAY DAYS for TANKERS at the SBM LOADING BUOY. He is based at TOTAL AUSTRAL S offices in Buenos Aires. Se refiere a la persona designada por La Compañía para la programación de los cargamentos de petróleo crudo desde las instalaciones del Terminal Marítimo Río Cullen. Es el responsable de la coordinación entre el Departamento de Producción de La Compañía, los clientes de La Compañía y los Agentes del Armador del Buque Tanque, para el establecimiento de los días de estadía a la carga de los Buques Tanque en la Boya de cargamento del Terminal. Se encuentra situado en las oficinas centrales de Total Austral en Buenos Aires. Site Operations Manager Jefe de Operaciones del Sitio It means the person acting as the direct authority of the COMPANY in charge of all activities conducted at the RIO CULLEN PRODUCTION COMPLEX (both on shore and off shore) and RESPONSIBLE for all matters concerning HEALTH, SAFETY AND ENVIRONMENT ON SITE (RSES). Se refiere a la persona actuando como la autoridad directa de La Compañía a cargo de todas las actividades llevadas a cabo en el complejo de producción Río Cullen (tanto en tierra como en el mar) y Responsable por todos los aspectos concernientes a Salud, Seguridad Industrial y Medioambiental en el Sitio (RSES). MARINE OPERATIONS SUPERINTENDENT - Superintendente de Operaciones Marinas Means and refers to the person appointed by the COMPANY for the supervision, safe execution and coordination of simultaneous MARINE OPERATIONS. Se refiere a la persona designada por La Compañía para la supervisión, coordinación y ejecución segura de Operaciones Marinas simultáneas. Loading Master Capitán de Cargamento Means and refers to the person appointed by the COMPANY in charge of all TERMINAL OPERATIONS. He is based at the RIO CULLEN TERMINAL onshore facilities. He acts as an advisor to the TANKER S MASTER, with equivalent and similar functions and to be considered as if he is a PILOT. Se refiere a la persona designada por La Compañía a cargo de todas las operaciones en el Terminal, se encuentra basado en las instalaciones de Río Cullen. Desempeña un papel de consejero al Capitán de los Buques Tanque, con funciones similares o equivalentes a las que podría tener un Práctico. MOORING TEAM Equipo de amarre Means a team of four (4) persons under the guidance of the LOADING MASTER assigned to the operation of the LOADING BUOY and to assist the TANKER S crew for mooring/unmooring and cargo hose handling during TERMINAL OPERATIONS. The team may also perform safety duties as required by the LOADING MASTER. Se refiere a un equipo de 4 (cuatro) personas bajo las indicaciones del Capitán de Cargamento, asignadas a la operación de la Boya de Cargamento y para asistir a la tripulación del Buque Tanque para el amarre y desamarre y manipuleo de la manguera de cargamento durante las operaciones en el Terminal. Este grupo de personas puede también realizar tareas de verificación de condiciones de seguridad si fuese requerido por el Capitán de Cargamento. TERMINAL OPERATIONS Operaciones en el Terminal Consist of all operations involving a TANKER within the RESTRICTED AREA and for the purpose of loading liquid petroleum cargo in bulk. Se refiere y consiste de todas las faenas que involucran a un Buque Tanque dentro del área restringida con el solo propósito de la carga de petróleo líquido a granel. MARINE OPERATIONS Operaciones Marinas It means all marine activities taking place within the PERMIT AREA. Se refiere a todas las operaciones marinas que toman lugar dentro del área de explotación WAITING ZONE Zona de Espera Means a location outside of the RESTRICTED AREA where the TANKER shall wait, upon arrival, for further instructions of the LOADING MASTER. The area to be considered as waiting zone will be decided under agreement, between the MASTER OF TANKER and the LOADING MASTER, taking into consideration the prevailing and forecasted weather conditions. 18 Should the waiting period require the safe anchorage of the TANKER, then the locations designated and recommended as anchorage areas, shown in Argentine Navy Hydrography Service Marine chart N H-424(north and south of Hidra Field) are to be considered as Waiting Areas. La intención del presente cuadernillo es familiarizar a los Capitanes de los Buques, Representantes de Compañías y Terceras Partes, y en general a todo el personal involucrado en la ejecución o supervisión de Operaciones Marinas dentro del Área Restringida con las condiciones generales, instalaciones y procedimientos operacionales. Las Regulaciones Portuarias del Terminal Río Cullen compilan lineamientos y fases operacionales requeridas para la operación de Buques Tanque en el Terminal SBM, con el propósito de alcanzar estándares de seguridad, efectividad y cumplimiento de los requerimientos legales de todas las operaciones marinas. Due to the presence of pipelines and other underwater facilities within the RESTRICTED AREA it is necessary to ensure close control over MARINE OPERATIONS in the vicinity of such installations. Therefore these RIO CULLEN SBM TERMINAL PORT REGULATIONS have been written and issued to give as much information as necessary to personnel involved in MARINE OPERATIONS and to eliminate the possibility of an incident that may endanger lives or cause damage to the environment or to the installations.
