Héctor Raúl González Diez Pdtes. de Delegaciones Provinciales RECPAT 2012 X Congreso Nacional de Reconocimiento de Patrones de noviembre del 2012, Universidad de Camagüey Tercer Llamado Estamos cada vez más cerca de la celebración del X Congreso Nacional de Reconocimiento de Patrones, que se celebrará del 22 al 24 de noviembre del presente año donde los especialistas de todo el país, intercambiarán experiencias y resultados obtenidos en el trabajo investigativo en el Reconocimiento de Patrones y la Minería de Datos. El programa del evento se circulará próximo a la fecha de su celebración e incluirá debates y presentación de trabajos de profesionales y de estudiantes relacionados con el área. Su Historia INSIDE the IAPR...continuación Tomado del Newsletter Volumen 34 No. 2 enero 2012 del boletín anterior Q&A on C&M (Almost) everything you would like to know about IAPR support of Workshops and conferences Complete the online form. The form should be completed by the person submitting the application and will be signed with that person s name and address. This person is considered the contact point for the event. Make note of the reference number generated when the form is submitted. This number will be used to identify the application in future correspondence with the C&M Chair. Q. What are the requirements to have the request approved? A. The general rule states: Endorsement or sponsorship will be granted to applicants who demonstrate that there is a strong likelihood that the meeting will have an international scope and significant contribution to topics central to the study of pattern recognition and its applications. International scope: We consider that an event has an international scope on the basis of venues and of organizers. At least half of people on the Program Committee should be from countries different from the hosting country. In general, the different editions of the event should take place in different countries. Conferences organized by member societies are one exception, and in this case, the event is always organized in the same country; however, the committees should be international and different editions should take place in different locations in the country. Q. How long does it take to get feedback from the C&M? A. The approval process can be completed in a few days or it can take several weeks. It depends on several factors: completeness of the application, availability of the members of the C&M, availability of the organizers. This is why we recommend: apply as soon as you can! Factors that can cause delay: The application is related to a new event or to an event that has not yet been supported by IAPR. The application is incomplete (e.g., names of people on the Organizing or Program Committees are missing). Some C&M members are not available due to other business. The decision to grant IAPR support to an event is not made by a single person. The C&M Chair is the point of contact for applicants, but the entire committee must agree to approve an application for IAPR support. There is some aspect that requires additional consultation with local members of IAPR Governing Board or with the IAPR Executive Committee. The timing of the application conflicts with the schedules of those involved. The worst times to apply are around holidays or at times when most people are attending conferences. Another period to avoid is around ICPR (during ICPR a new committee is appointed and there will be some transition between committees).

The C&M Chair will notify the contact person for the event that IAPR has approved sponsorship/ endorsement of the event. In addition, the IAPR Secretariat will contact you to officially open the event s account with IAPR. The IAPR Secretariat has responsibility for sending invoices for conference/ workshop levies. Q. Why should the event pay a levy to IAPR? A. The levy is paid to IAPR as a fee for the services provided by IAPR (use the logo, advertisement, etc.). It is possible to use (part of) the levy for activities in the name of IAPR (see below). The levy for sponsored events is 10% of the gross registration fee or US$20 per participant, whichever is smaller. The levy for endorsed events is US$4 per participant with a minimum of US$150. Q. How can I apply to use (part of) the levy for activities in name of IAPR? A. With the agreement of the C&M Chair and the Treasurer, part of the levy may be applied towards specifically identified activities in the name of IAPR, such as IAPR Travel Stipends, IAPR Distinguished Speakers, IAPR Best Paper Prizes, etc. In the time period after an event has been granted IAPR support and before any arrangements have been made, a separate application with specific details of the proposed activities in the name of the IAPR (including an estimate of the cost to be deducted from the IAPR levy) must be submitted to the C&M Chair. Requests made after the event will not be considered. Q. Can I use the IAPR name in the conference title? A. Only in case of Sponsorship, but the name and logo should not be used before the IAPR support is granted. Questions about roles and responsibilities: Q. What are the responsibilities to IAPR of conference organizers? A. Organizers of conferences have few obligations with respect to IAPR, but they should be respected. Before the event: prepare and submit the application in due time and with the required information. After support has been granted and before the event has taken place: send the correct advertisement information to both the IAPR webmaster and the IAPR Secretariat. use the IAPR logo and name on material related to the event. be sure that the declarations about reduced fees, multiple papers presented by one author, and no restrictions on attendance are made and respected in the conference organization. if desired, make a request of the C&M Chair and the Treasurer to use part of the levy funds for activities in the name of IAPR and advertise them on the advertisements, at the website, and during the event. After the event: send information to the IAPR Secretariat that is needed to prepare the invoice for any applicable levy (gross registration, number of participants). promptly pay any applicable levy. prepare a report for publication in the IAPR Newsletter. Q. What are IAPR s responsibilities to the event? A. IAPR grants use of its logo and will advertise the event at the IAPR website and in the Calls for Papers and Conference Planner sections of the IAPR Newsletter.

It is not IAPR s policy to send advertisement s to its members. advertisement is a duty of conference organizers. Other questions: Q. My conference is not sponsored or endorsed by IAPR. Can it be included in the list of IAPR conferences? A. Obviously not, but events of interest to the IAPR community can be listed in Conference Planner section of the IAPR Newsletter. Q. Does IAPR check our budget? A. No, but we expect that registration fees are not excessive with respect to other similar events. In general we only support events that are basically non-profit. When planning events, it is preferable to reduce the fixed costs as much as possible and design budgets that could easily adapt to a variable number of accepted papers and attendees. The quality of accepted papers should be the primary goal when drawing a conference program. Therefore the budget should be adaptable to the program and not vice-versa. Q. Is there any preferred publisher for proceedings? A. We do not have a preferred publisher; any of the most common in computer science and engineering (e.g. IEEE, Springer, ACM) are fine. In general, the proceedings should not be too large a part of the overall budget and should be widely available online. In 2010, the C&M made an investigation of the pros and cons of various options. The results of this analysis are available to conference organizers upon request. Q. Any other question? A. Please write to IAPR C&M Chair Simone Marinai. Premio D.L. Massart en Quimiometría, 2012 El premio D.L. Massart ha sido otorgado a Noslen Hernández, de CENATAV, por su tesis "New statistical calibration methods for univariate, multivariate and functional data". Noslen asistió al Simposio de la Sociedad Belga de Quimiometría (BCS) en junio, no solo para recibir el premio, sino también para presentar el trabajo que realizó en su tesis, dejando de esta forma bien en alto la imagen de los investigadores cubanos. La BCS creó este premio en honor del profesor D. L. Massart, una de las autoridades líderes en el mundo en el campo de la quimiometría. El premio bi-anual D.L. Massart es otorgado a la mejor tesis de doctorado defendida en los dos años precedentes a la ceremonia de entrega que tiene lugar en el igualmente bi-anual Simposio de la BCS. Nacionales De las Delegaciones de Base Próximamente nuevo sitio para la ACRP El grupo de afiliados de la ACRP en la UCI nos ha notificado que ya se encuentra en desarrollo una propuesta de portal web para la ACRP. Este sitio aspira a cumplir con las siguientes funcionalidades: Interfaz mejorada, acorde con las nuevas tecnologías de la programación web. Se emplea el CMS Drupal para su desarrollo, garantizando mayor flexibilidad en cuanto a la gestión de los contenidos. Gestión del proceso de solicitud de afiliación de nuevos miembros a la asociación: mediante un formulario, los nuevos afiliados pueden introducir sus datos personales y laborales para realizar la solicitud de afiliación a la ACRP. Mediante una notificación por correo electrónico y visitando el sitio web, el aspirante a afiliado conoce del estado de su solicitud. Gestión de eventos, boletines y noticias de una manera más sencilla e intuitiva, mediante formularios creados para tales propósitos. Gestión de los perfiles de los afiliados (incluye CV y publicaciones científicas). Buscador de afiliados: por delegaciones, por usuario y otros criterios de búsqueda. Generación de reportes sobre el funcionamiento interno de la asociación a partir de la información actualizada por los afiliados. Nueva plataforma para la gestión de las memorias del RECPAT En los últimos meses, el grupo de afiliados de la ACRP en la UCI ha desplegado una plataforma para la gestión del proceso de revisión y publicación de las contribuciones enviadas al Congreso Nacional de Reconocimiento de Patrones (RECPAT). La plataforma está basada en Open Conference System, un software desarrollador por la Public Knowledge Project para la gestión de eventos científicos. La dirección web donde se puede encontrar la plataforma es: /ocs/ Bases para optar por el premio al mejor trabajo Viene de la pág. 1 Se concede al mejor trabajo original, no publicado en ningún otro evento. Pueden optar al premio todos los miembros de la ACRP que hayan presentado trabajo en el REC- PAT El jurado, para la valoración de los trabajos candidatos, estará integrado por el Comité Científico del RECPAT El jurado realizará la valoración de los trabajos conforme a los criterios que se exponen en la tabla mostrada a continuación de las bases. La decisión del jurado será inapelable. El premio no podrá quedar desierto en ningún caso. El resultado del jurado, de conjunto con el premio, será entregado en la sesión de clausura del REC- PAT Difusión del premio: la concesión del premio será publicada en el boletín de la ACRP junto a los autores, así como en la página Web de la ACRP.

Nacionales Boletín de Reconocimiento de Patrones y Minería de Datos...continuación De las Delegaciones de Base El sistema permite automatizar la mayoría del flujo de trabajo que se realiza en los eventos, desde que los autores envían sus contribuciones hasta que son aceptadas para ser publicadas en las memorias del evento. Los trabajos publicados en la plataforma permanecen online para su posterior consulta. La plataforma está aún en prueba y se pretende hacer un primer examen piloto con los trabajos enviados al RECPAT En caso de no poderse utilizar en dicho RECPAT, el sistema quedará listo para las próximas ediciones del Congreso de Nuestra Asociación. "Espacio de aprendizaje en el marco de la V Escuela de verano en la Universidad de las Ciencias Informáticas" Entre el 9 y el 13 de julio funcionó en la Universidad de las Ciencias Informáticas la V edición de la Escuela de Verano, en donde se impartieron más de 20 cursos de postgrado y varias conferencias de varias personalidades extranjeras y de nuestro país. En el marco de este espacio de conocimiento el Centro Geoinformática y Señales Digitales (GEySED), impartió dos cursos para profesores y especialistas en las temáticas relacionadas con el procesamiento de señales. Estos cursos fueron impartidos por miembros de la delegación de la ACRP de la Habana, el MSc. Héctor Raúl González Diez, Fundamentos del Procesamiento de imágenes y el MSc. Yanio Hernandez Heredia el curso Tecnologías de Interoperabilidad e Interfaces aplicadas a los sistemas de procesamiento audiovisual. La inauguración de los cursos del Centro estuvo a cargo de este último profesor quien impartió una conferencia titulada,"detección de acciones en video aplicada a los sistemas de vigilancia IP. Estado actual". La misma abordó los retos y las características del dominio asociadas a este tipo de problemáticas dentro del campo de la visión por computador, las bases de datos más comunes para el trabajo con los algoritmos y técnicas desarrolladas, las aproximaciones generales con las cuales trabajan los grupos de investigación en el mundo actualmente, así como los modelos de clasificación de acciones de video. Por último se presentó el trabajo realizado por el grupo de investigación VIP y se comparó con resultados a nivel mundial.

Nacionales De las Delegaciones de Base Página 7...continuación Del 19 al 23 de marzo de este año el CENATAV recibió la visita de trabajo del profesor Luis Enrique Sucar. Durante las sesiones de trabajo se discutieron aspectos de interés común, en especial relacionados con la marcha de los proyectos de colaboración conjunta suscritos entre el INAOE, México y el CENATAV, Cuba, en los temas: Métodos para la Recuperación de Imágenes mediante Pirámides Irregulares, Relaciones y Ontología. Algoritmos Paralelos en FPGA. El profesor Sucar impartió una serie de seminarios sobre modelos gráficos probabilísticos, que incluyeron, entre otros temas: Gramática visual y Clasificación de Objetos en Imágenes (Redes Bayesianas). Modelos Ocultos de Markov, Campos de Markov y Campos Aleatorios Condicionales (Anotación de Imágenes). Como colofón de este productivo intercambio, se concluyó un artículo que fue enviado y aprobado para el evento IBERAMIA Del 8 al 13 de julio tuvo lugar la visita del Dr. René Cumplido Parra, especialista del Instituto Nacional de Astrofísica, Óptica y Electrónica, con experiencia profesional en el campo del Cómputo Reconfigurable y Arreglos de Compuertas Lógicas Programables (FPGA), quien tuvo una apretada agenda de trabajo. El trabajo se realizó de forma intensiva en dobles sesiones desarrolladas durante la mañana y la tarde, por lo que se considera que a pesar de que la estancia fue corta el tiempo estuvo bien aprovechado. Entre las tareas que se llevaron a cabo estuvieron: La aplicación de exámenes de ingreso a la Maestría del INAOE. Sesiones de trabajo con varios investigadores. La realización de sesiones de trabajo con otro investigador en función de definir su tema doctoral y proponer la co-asesoría del mismo y su ingreso al programa doctoral del INAOE.

9 septiembre Volumen 7 nº 2 Página 9 Internacionales Getting to know Stefano Levialdi, IAPR Fellow (Italy) Tomado del Newsletter Volume 34, Number 2 April 2012 Stefano Levialdi (aka Esteban Levialdi) obtained his degree in Telecommunications Engineering from the University of Buenos Aires (Argentina) in He won a scholarship to Marconi Wireless (Chelmsford, UK) in 1960 and subsequently, in 1961, was appointed a Lecturer in Electronics at the University of Genoa, Italy. After working for the Italian National Research Council (CNR) for 13 years and leading a research group working on Parallel Image Processing, he became Full Professor of Computer Science in 1981 at the University of Bari, moving to the Sapienza University of Rome in In 1984 he shifted his research interests to visual interaction, interface design and usability evaluation within the larger area of Human- Computer Interaction, together with a small group of researchers in Hiroshima (Japan). S. Levialdi has published over 250 papers (in Journals and Proceedings) co-authored by more than 150 different researchers, has edited more than 20 books, and is Associate Editor of Journals devoted to Pattern Recognition and Image Processing. He is founder and co-editor, together with Prof. Shi-Kuo Chang, of the Journal of Visual Languages and Computing (Elsevier Press), started in He has taught Computer Programming, Computer Architectures, Image Processing and, presently, two courses on Human-Computer Interaction. He became IEEE Fellow in 1988 and IEEE Life Fellow in From 1979 onwards he became actively involved in the organization of a range of scientific meetings (IEEE Visual Language Symposia and the Advanced Visual Interfaces Working Conferences). He was awarded the Catedra de Excelencia for the Carlos III University at Madrid, starting on November 1, He speaks fluent English, Spanish, Italian and French, has given lectures and seminars in over 35 countries and has strong links with Universities in the United States, Japan, Costa Rica, Spain, and Argentina. For his work on Parallel Image Processing he was awarded the IEEE Fellowship (1988), for his overall work in Image Processing he became an IAPR Fellow (1994), and next a VL/HCC Fellow (2008) for his activity in Human/Computer Interaction and Visual Languages. Finally, for his general activity he received the KSI Fellowship in 2011 (2011) at an International Conference. He have wildly travelled' visiting over 45 countries where he have given talks and started collaborations with local researchers. He have published over 250 papers plus a book (2011), together with other two authors, (3C Vision: cues, contexts and channels). His teaching duties at the different universities included the following subjects: Electronics Laboratory, Computer Architectures, Image Processing, Human-Computer Interaction (I and II), all aimed at Computer Science students. Finally, let he mention the Journal of Visual Languages and Computing (Elsevier Press) that he started in 1990 (together with Prof. S.K. Fu Prize The University of Notre Dame is pleased to announce that it will host a series of six seminars during the Fall Semester, presented by previous recipients of the KS Fu Prize. Estos dispositivos de fuerza y retroalimentación se usarán en juegos y en sistemas simuladores de entrenamiento. Los asistentes inteligentes que combinan reconocimiento continuo de voz, comprensión natural del lenguaje, resolución de problemas, y personalidades animadas ayudarán normalmente a encontrar información, responder a preguntas, y conducir transacciones. Estos asistentes se habrán convertido en una interfaz predominante para interactuar con servicios basados en la información, con un amplio rango de opciones disponibles. Los escritores usarán procesamiento de texto activado por la voz; los correctores gramaticales serán ahora útiles; y la distribución de documentos escritos desde artículos a libros normalmente no implicarán papel y tinta. Software de mejora del estilo y de edición automática se usará ampliamente para mejorar la calidad de la escritura. También será de amplio uso el software de traducción idiomática para traducir obras a muchos idiomas. No obstante, el proceso central de creación de lenguaje escrito estará menos afectado por las tecnologías de software inteligente que las artes visuales y musicales. A pesar de ello, empezarán a aparecer autores "cibernéticos". La telemedicina se usará ampliamente. Los médicos podrán examinar a pacientes mediante el examen visual, sonoro y táctil a distancia. Clínicas de salud con equipos relativamente baratos y un sólo técnico proporcionarán cuidados de salud en áreas remotas donde los médicos habían sido anteriormente escasos. El reconocimiento de patrones basado en computadora se usará de forma normal para interpretar datos visuales y otros procedimientos diagnósticos. El uso de tecnologías visuales no invasivas se habrá incrementado sustancialmente. El diagnóstico implicará casi siempre la colaboración entre un médico humano y un sistema experto de reconocimiento de patrones. Los médicos consultarán de forma rutinaria sistemas basados en conocimiento (generalmente por medio de una comunicación bidireccional por voz con imágenes), que proporcionarán una guía automática, acceso a las investigaciones médicas más recientes, y guías de práctica.
