COMMITTEE ADMINISTRATIVE AND BUDGETARY MATTERS STATEMENT OF THE PERMANENT MISSION OF ECUADOR TO THE UNITED NATIONS ON BEHALF OF THE COMMUNITY OF LATIN AMERICAN AND CARIBBEAN STATES (CELAC)

2 Cotejar con la alocución 1. Tengo el honor de intervenir en nombre de la Comunidad de Estados Latinoamericanos y Caribeños, CELAC. 2. Antes de empezar, me gustaría aprovechar esta oportunidad para expresar el apoyo de nuestra Comunidad a su Presidencia. Extendemos nuestro agradecimiento por su dedicación y hábil desempeño durante la sesión principal de nuestra comisión, lo cual contribuyó a la superación de los obstáculos en las negociaciones y la obtención de resultados aceptables para todos los Estados Miembros. Usted y los demás miembros de la Mesa pueden contar con el apoyo decidido de nuestra Comunidad para la conclusión con éxito de nuestros trabajos. 3. El programa de trabajo presentado incluye cuestiones de gran importancia para la CELAC, tales como: Rendición de cuentas, Adquisiciones, Plan maestro de mejoras de infraestructura, Gestión de los Recursos Humanos, Sistema de planificación de los recursos institucionales (UMOJA); y, Arreglos operacionales y condiciones de servicio de la Comisión Consultiva en Asuntos Administrativos y de Presupuesto. 4. Vamos a considerar a fondo los informes del Secretario General y los informes conexos de la Dependencia Común de Inspección y la Comisión Consultiva en Asuntos Administrativos y de Presupuesto, en función de su relevancia. 5. Algunos de los temas a considerarse, han sido diferidos a esta primera sesión reanudada. Nosotros creemos que debemos trabajar 866 UN PLAZA, SUITE 516., NY TEL: +1 (212) / FAX: +1 (212)

Extendemos nuestro agradecimiento por su dedicación y hábil desempeño durante la sesión principal de nuestra comisión, lo cual contribuyó a la superación de los obstáculos en las negociaciones y la

3 sobre la base de un enfoque inclusivo, transparente y constructivo, a fin de tratar de finalizar estas cuestiones pendientes. 6. Sobre Adquisiciones, la CELAC subraya la importancia de mejorar el sistema de contratación pública de la Organización, especialmente con respecto al aumento de transparencia, rendición de cuentas y ampliación de las oportunidades para los proveedores de países en desarrollo. 7. La CELAC reitera su preocupación por el retraso en la presentación de los informes a los Estados Miembros, lo cual tiene un impacto negativo en nuestros debates, la eficiencia en el trabajo de la Comisión y el proceso de negociación. En nuestra opinión, es imprescindible que la Secretaría tome las medidas correctivas necesarias para responder a las demandas sucesivas efectuadas por los Estados Miembros, tal como se refleja en varias resoluciones adoptadas. 8. La CELAC reitera que la Secretaría debe abordar este problema y hacer todos los esfuerzos necesarios para presentar los informes dentro de los plazos establecidos, de conformidad con las Reglas de Procedimiento de la Asamblea General, a menudo mencionadas. 9. La publicación a tiempo de documentos cruciales es un hecho que debe ser enfatizado por el Grupo, ya que es una cuestión que tiene una relación directa con la calidad de nuestros procedimientos, así como la fecha prevista de finalización de la sesión. Esperamos que la presentación fuera del plazo, no enerve a ésta Comisión, durante este período de sesiones. 10. ampliación de las oportunidades para los proveedores de países en desarrollo. 7.

4 realizar todos los esfuerzos posibles para no exceder este plazo. Tenemos que tratar de evitar la incómoda situación que enfrentamos el año pasado durante la Reunión Principal del Comité, que nos obligo a negociar casi hasta el final de diciembre, lo cual creemos fue innecesario y es inaceptable. Situaciones como ésta, no son consistentes con la eficiencia y eficacia que los Estados Miembros hemos estado pidiendo desde hace décadas, en sucesivas resoluciones de la Asamblea General. Esta práctica, que se produce en la Quinta Comisión, impacta de manera significativa las actividades y los mandatos que la Organización pretende alcanzar. 11. Nos gustaría enfatizar en la importancia del fortalecimiento de la rendición de cuentas, tanto a nivel institucional como personal; mediante la puesta en marcha de mecanismos eficaces y eficientes, mejorando así el funcionamiento administrativo y presupuestario de la Organización. 12. La CELAC toma nota del Informe de la Dependencia Común de Inspección correspondiente al 2014 y el Programa de Trabajo para el 2015 y, en este sentido, desea felicitar a esta Dependencia por sus esfuerzos de mejora permanente. Damos la bienvenida también al señor Jorge Flores Callejas, President de esta dependencia. 13. El Grupo reitera su compromiso de colaborar en todos los temas del programa y participar de forma activa y constructivamente en las negociaciones formales e informales. Estamos seguros que las negociaciones seguirán realizándose de forma transparente e inclusiva, y nos llevarán a una conclusión satisfactoria para la Organización y todos los Estados Miembros. 5 Check against delivery 1. I have the honor to speak on behalf of the Community of Latin American and Caribbean States, CELAC. 2. Before I begin, I would like to take this opportunity to express our Community s support on your Chairmanship. We extend our gratitude for your dedication and skillful performance during the main session of our committee, which contributed to overcoming the obstacles to negotiations and obtaining results acceptable to all Member States. You and the other members of the Bureau can count on the committed support of our Community for the successful conclusion of our work. 3. The submitted programme of work includes issues of great importance for CELAC, such as: Accountability, Procurement, Capital Master Plan, Human Resources Management, Enterprise resource planning system (UMOJA), and Operational arrangements and conditions of service of the Advisory Committee on Administrative and Budgetary Questions (ACABQ). 4. We will thoroughly consider the reports of the Secretary General and the related reports of the Joint Inspection Unit and the ACABQ, accordingly. 5. Some of the issues under consideration have been deferred to this first resumed session from previous sessions. We believe that we should build on the basis of an inclusive, transparent and constructive approach to try to finalize these outstanding issues. 6. 6 transparency, accountability and expanding opportunities for vendors from developing countries. 7. CELAC reiterates its concern over the delayed submission of reports to Member States, which has a negative impact on our debates, the efficiency in the Committee s work, and the negotiating process. In our view, it is imperative for the Secretariat to take the necessary remedial actions to respond to the successive demands made by Member States, as reflected in various adopted resolutions. 8. CELAC reiterates that the Secretariat must address this problem and make every necessary effort to submit the reports within the set deadlines, in accordance with the Rules of Procedure of the General Assembly, often referred. 9. The timely issuance of crucial documents cannot be stressed enough by the Group as this issue has direct bearing on the quality of our proceedings as well as the set date of completion of the session. We expect that late reporting will not plague the Committee during this session. 10. The Group wishes to emphasize the importance of respecting the date of completion of this session and we encourage all delegations to make efforts for not to go beyond this deadline. We must try to avoid the inconvenient situation we faced last year on the Main session of the Committee, which forced us to negotiate almost until the end of December, which we believe was unnecessary and is unacceptable. Situations like these are not consistent with the efficiency and effectiveness that Member States have been calling for decades in successive resolutions of the General Assembly. This practice, which occurs in the Fifth Committee, significantly impacts the activities and mandates that the Organization seeks to pursue. 866 UN PLAZA, SUITE 516., NY TEL: +1 (212) / FAX: +1 (212)

In our view, it is imperative for the Secretariat to take the necessary remedial actions to respond to the successive demands made by Member States, as reflected in various adopted resolutions. 8.

We will like to emphasize the importance of strengthening accountability at institutional and personal levels by implementing effective and efficient mechanisms, improving thus the administrative and budgetary functioning of the Organization. 12. CELAC takes note of the Joint Inspection Unit's Annual Report for 2014 and the programme of work for 2015 and, in this regard, wishes to congratulate the Unit for its efforts on permanent improvement. We also welcome Mr. Jorge Flores Callejas, President of this Unit. 13. The Group reiterates its commitment to collaborate on all agenda items and to actively and constructively engage in formal and informal negotiations. We are certain that the negotiations will remain transparent and inclusive and lead to a satisfactory conclusion for the Organization and all Member States.
