3 Administration Overview Background of the 2015 Colorado Spanish Language Arts Field Test Assessment Colorado School Law C.R.S (3.5) (a) and (b), allows for a Spanish Language Arts assessment. The previous assessments, Lectura and Escritura, were aligned to the Colorado Model Content Standards. The new Colorado Spanish Language Arts assessments are aligned to the skills and concepts in the Colorado Academic Standards and mirror the PARCC English Language Arts assessment. The new Colorado Spanish Language Arts assessments will be administered as a field test in 2015; no student level scores or reports will be provided. The results will be used to identify items that are suitable for use in operational testing. Although districts will not be receiving student scores or other results from the field test administration, your participation is critical in making the Colorado Spanish Language Arts assessment a valid and reliable operational assessment in Spring The Spanish Language Arts field test is composed of 5 sections, which will support the development of an assessment that mirrors PARCC. 4 Field Test Materials Student Test Materials Required Test Materials Students may have only the following materials on their desks during testing: Pencil, only No. 2 pencils. Paper field test materials. Plain white scratch paper. Used scratch paper must be treated as secure material and may be either securely destroyed locally or returned with not to be scored materials. Approved alternative scratch paper (i.e., specialized writing paper) as indicated in the student s Individualized Education Plan (IEP). Scratch paper must be free of any writing. Accommodations You may have students in your test environment who will receive testing accommodations that are documented in their IEP or 504 Plan. Accommodations are changes to instructional materials, procedures, or techniques that allow students with a disability to participate meaningfully in classroom instruction and testing activities. An accommodated version of the Spanish Language Arts assessment is not available for the 2015 field test. Districts may produce accommodated versions as needed (e.g., large print). The accommodated version of the assessment will need to be treated as secure material. Student responses will need to be transcribed from the accommodated version to the standard form. The standard form will be returned for scoring, and the accommodated form will be returned with not-to-be-scored materials. Under certain circumstances, a student with a disability may be allowed to use certain tools and materials as test accommodations that are otherwise prohibited. However, under no circumstances may any student be allowed access to the Internet or a cell phone. Test accommodations must be listed in or recommended by the student s IEP or 504 Plan. It is the School Assessment Coordinator s (SAC s) responsibility to provide Test Administrators with information and training about the accommodations that a student is to receive on the testing day. 3

5 Prohibited Materials The table below lists materials that may not be used at any time during testing, including after a student has completed testing. Ensure that these, and any related materials, are not in the possession of students, Test Administrators, or any other authorized persons, including in places in the test area (i.e., inside students desks). Materials Prohibited During All Sessions All cell phones, including camera phones and smartphones NOTE: Test Administrators are exempt, should it be needed for assessment administration support or in case of emergency, if no landline is available. Other non-test-related personal electronic equipment Document scanners ebooks Instructional aids related to the content being assessed Reference books Prior to testing, Test Administrators should instruct students to place prohibited materials in their lockers or book bags. If a student is found to have any prohibited material in his or her possession upon arrival for testing, students should be instructed to hand it to the Test Administrator or store it in a backpack. If the prohibited material is an electronic device, instruct the student to turn off the device. If a student is observed with any of the items listed above during testing, collect the student s test materials. The student will then be dismissed from the testing environment. Receive and Distribute Field Test Materials District Assessment Coordinators (DACs) will receive field test materials from Pearson and deliver the assessments to schools in time for SACs to distribute materials to Test Administrators. Secure materials will be sent to the district in a single shipment. The DAC will distribute materials to schools as soon as possible so that Test Administrators are able to review these Test Administrator Instructions. o The District Coordinator Kit contains a packaging memo, UPS return labels, and the Test Administrator Instructions. o Test books will be packaged by school. Material quantities were provided to CDE by the district. Save the Pearson boxes in which materials were shipped. These will be used to return test materials after administration. 4

6 Chain of Custody A documented chain of custody must be maintained for all test materials before, during, and after each test administration. All secure Spanish Language Arts field test materials must be accounted for and stored in a secure and locked location each day before and after testing. The SAC is responsible for the distribution and collection of Spanish Language Arts field test materials to and from Test Administrators on the day of administration, preferably within 15 minutes of the start and end of test administration. Test Administrators are not to have extended access to materials before or after administration. Arrange for Pickup and Shipping of Field Test Materials Materials will be returned at the conclusion of testing DACs will contact UPS at the phone number listed on the UPS shipping label or at to arrange for pickup. Schedule pickup of test materials for no later than one week after the close of the testing window. Materials can be consolidated into as few boxes as possible. NOTE: Pre gridded header sheets have not been not provided for this administration. DACs will apply the UPS labels provided in the DAC Coordinator Kit to the top of the boxes. Ship test materials to Pearson. Only boxes provided by Pearson are to be used to ship test materials. 7 Responsibilities of the Test Administrator Field Test Administration The primary responsibility of the Test Administrator is to provide a standardized administration of the field test. This will ensure that every student has an equal opportunity to demonstrate his or her knowledge and skills within the standard conditions provided to all students in Colorado. Time Limits Policies and Procedures Each Spanish Language Arts field test unit has time limits ranging from 45 to 90 minutes. Refer to the table below for each unit s time limit. The section testing time begins when the Test Administrator tells students to begin working on their tests. The field test is comprised of five units. The units may be administered in separate testing sessions or consecutively. The Test Administrator needs to ensure that students do not go on to the next test unit until that test session begins. Test Administrators are allowed to move at the students testing pace. Students are to respond to test questions directly into the test books. Students participating in the Spanish Language Arts field test should write their responses in the same test book. 6

8 Stops in Testing During testing, only one student is allowed to leave the room at a time for bathroom breaks. Talking among students is not allowed at any time. Students should not have access to cell phones or other prohibited electronic devices during breaks. If a student leaves the testing room for an extended period of time, the Test Administrator must decide whether confidentiality has been breached and if it is appropriate for the student to continue testing. In the event of a schoolwide emergency that causes a disruption in testing, ensuring the safety of students and staff is top priority. Note the time of the disruption so that the remaining time for the test section can be calculated. When possible and feasible, record this information in writing. Leave test books in the assessment room. If time permits, have students close their test books. Collect the test books only if time permits. Follow the school s procedures for the emergency. Completing the Demographic Page Information on completing the student demographic page will be forthcoming via to the DAC. 7
