1 Servicio Extenda Oportunidades de Proyectos y Licitaciones Internacionales y Multilaterales HONDURAS e-consult: Analysis of Honduras National Education System and the Development of the Strategic Plan of the Education Sector Analysis of Honduras National Education System and the Development of the Strategic Plan of the Education Sector ASSIGNMENT OVERVIEW - Analysis of Honduras National Education System and the Development of the Strategic Plan of the Education Sector Assignment Countries: - Honduras ASSIGNMENT DESCRIPTION To achieve the development and effectiveness of the Honduran education sector, it is necessary that the sector's institutions articulate, complement and create synergies with each other in order to achieve unity of vision, goals, objectives, policies and strategies. As such in mid-2015, Honduras established the Local Education Group (LEG), through active dialogue conducted with various actors who make up the national education system. As a member of the Global Partnership for Education (GPE), with support from the World Bank as managing entity, Honduras submitted a proposal for GPE grant funds, approved in late 2015, which envisages a series of activities of sectorial analysis and long-term planning. Consequently, given the importance of the process, a firm is to be hired to conduct the analysis of information on the education sector in Honduras and develop the Strategic Sector Plan with the Government. The firm will work with the various sector stakeholders. The Consulting Firm will sign a contract with the World Bank, which is the responsible entity for the trustee administration of the process, and will coordinate its actions with the General Government Coordination Secretariat (SCGG) through the

2 General Directorate of Strategic Budget Planning and Public Investment. For these consultancy services, it is anticipated to have a duration of 180 calendar days, starting from the signing of the contract. FUNDING SOURCE The World Bank Group intends to finance the assignment / services described below under the following: - Honduran Education Sector Plan Development ELIGIBILITY Eligibility restrictions apply: National and international firms with comprehensive experience in sectorial diagnosis and assessments as well as the development of strategic sectorial plans in developing countries. Experience with the integration of cross-cutting issues such as gender, governance, analysis of social and environmental issues and job creation. INDIVIDUAL / FIRM PROFILE The consultant will be a firm. SUBMISSION REQUIREMENTS The World Bank Group now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information in English indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Consultants may associate to enhance their qualifications. Interested firms are hereby invited to submit expressions of interest. In order to be considered they must answer the mandatory questions provided in the Qualification Criteria. 3 NOTES Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding. Only those firms which have been shortlisted will receive notification.
