Subtopic(s): Child Care The purpose of this policy bulletin is to inform staff at Job Centers that the How To Continue Your Child Care Notice Of Potential Eligibility For Transitional Child Care (CS-560G) has been revised to reflect the new monthly income limits, which are as follows: Monthly Income Limits Monthly Maximum Family Size Income (August 2008) 2 $2, $2, $3, $4, $4, $5, $5, The Transitional Child Care (TCC) program allows working parents who were in receipt of Cash Assistance (CA) for 3 of the 6 months prior to the closing of their CA case to receive TCC for up to 12 months after the date they became ineligible for CA. Job Center Directors must ensure that all previous versions of form CS-560G are removed from circulation and recycled. A sample of the revised form is attached. 3 CS-560G (FACE) REV. 1/09 HOW TO CONTINUE YOUR CHILD CARE NOTICE OF POTENTIAL ELIGIBILITY FOR TRANSITIONAL CHILD CARE WHAT IS TRANSITIONAL CHILD CARE? The Transitional Child Care (TCC) program provides a child care subsidy to help working parents pay for child care. People who were on cash assistance (CA) in 3 of the 6 months prior to the closing of their CA case may be able to receive transitional child care for up to 12 months after the date they become ineligible for CA. If you are working, you may be eligible to get help paying for your child care. YOU ARE ELIGIBLE IF: You (and your spouse if you are in a two parent household) are working full time. Your cash assistance case is CLOSED. You were getting cash assistance for at least 3 of the 6 months before your case closed. You are income eligible (e.g., a family of 3 can have a maximum gross income of $2,933 per month). Your children are under 13 years old. Children 13 and over who are physically or mentally incapable of caring for themselves are also eligible (documentation must be provided). Your child care arrangements are approved by the TCC program. You cooperate in establishing paternity and enforcement of child care support obligations. MONTHLY INCOME LIMITS FAMILY SIZE MONTHLY MAXIMUM INCOME 2 $2, $2, $3, $4, $4, $5, $5, HOW MUCH WILL YOU HAVE TO PAY? Once you are found eligible for Transitional Child Care, you will have to pay a portion of your child care costs (family share) each week to the provider of the youngest child enrolled. You will be responsible for paying your family share, starting from the date your Cash Assistance case closed until the end of your Transitional year. This fee is based on your earned and unearned gross family income, family size, and whether the children are in care full time or part time. WHAT TYPES OF CHILD CARE CAN TCC PAY FOR? You have the right to choose any type of child care that is legal. This includes licensed day care centers; registered family day care homes; licensed group family day care homes; registered school-age child care programs; caregivers of legallyexempt child care, such as summer day camps; and friends, neighbors, and relatives. You have the option to keep the child care-provider that you have now. If you need a different child care provider, call and request a Child Care Provider Enrollment Form. For help finding child care, speak with your Job Center Worker or a Child Care Resource and Referral Agency by calling For additional information on Transitional Child Care, please call (212)

4 CS-560G (REVERSE) REV. 1/09 HOW DO YOU RECEIVE TRANSITIONAL CHILD CARE? Your eligibility will be automatically determined if your CA case closed for employment reasons. If your case closed for nonemployment reasons, you will have to submit the following forms: CS-925 the Enrollment Form for Child Care Subsidy. LDSS-4699 the Enrollment Form for Legally Exempt Providers (if you select an informal child care provider). CS-274W Child Care Provider Enrollment Supplement. CS-574FF Proof of ID and Residency for your Child Care Provider or Baby Sitter. In order to complete the process, you must return the completed forms along with your most recent pay stubs (or the Proof of Income Form, ACD-1069, if pay stubs are not available), proof of any unearned income, and your work schedule to: NYC Children s Services Transitional Childcare Unit 109 E. 16th Street, 10th Floor New York, NY WHAT ARE YOUR RESPONSIBILITIES UNDER TCC? In order to continue to receive child care benefits, you must: Notify your case worker immediately of any change in family income, household composition or circumstances (i.e. birth of a child, etc.), child care arrangements, or termination of employment. Pay the weekly family share fee to your child care provider as determined by the Transitional Child Care Unit. Cooperate in establishing paternity and enforcement of child care support obligations. WHEN WILL YOU STOP RECEIVING TCC? Your Transitional Child Care will stop: At the end of the twelve (12) month eligibility period. If you quit your job without good cause. If you fail to pay your weekly family share fee to your child care provider, including your family share fee for any retroactive period. If you stop using a legal child care provider. When child care is no longer needed to allow a family member to accept a job or continue to work. If your income exceeds the maximum allowed for your family size. El programa de Cuidado Infantil de Transición (Transitional Child Care TCC) otorga un subsidio de cuidado infantil para ayudar a los padres que trabajan a pagar el cuidado infantil. Aquellas personas que recibieron aistencia en eectivo (CA) durante 3 de los 6 meses anteriores al cierre de su caso de CA pueden recibir cuidado infantil de transición por hasta 12 meses después de la fecha en que pierdan su elegibilidad para CA. Si usted trabaja, puede ser elegible para recibir ayuda para pagar su cuidado infantil. USTED ES ELEGIBLE SI: Usted y su cónyuge, si son un hogar de dos padres, trabajan a tiempo completo Su caso de asistencia en efectivo está CERRADO. Usted recibió asistencia en efectivo durante por lo menos durante 3 de los 6 meses anteriores al cierre de su caso. Usted es elegible dado su ingreso (p.ej., una familia de 3 personas puede ganar un ingreso bruto máximo de $2,933 mensuales). Sus hijos son menores de 13 años de edad. Su elegibilidad será determinada automáticamente si su caso de Asistencia en Efectivo se cerró por razones de empleo. Si su caso se cerró por razones no relacionadas con empleo, usted tendrá que presentar los siguientes formularios: CS-925 Enrollment Form for Child Care Subsidy (Formulario de Inscripción para Subsidio de Cuidado Infantil). LDSS-4699 Enrollment Form for Legally Exempt Providers (Formulario de Inscripción para Proveedores Legalmente-Exentos si selecciona a un proveedor de cuidado infantil informal). Si usted no paga su cuota de porción familiar semanal a su proveedor de cuidado infantil, incluida su cuota de porción familiar de cualquier período retroactivo. Si usted deja de servirse de un proveedor de cuidado infantil legal. Al no necesitarse más cuidado infantil para que un miembro del hogar pueda aceptar un trabajo o siga trabajando.
