3 Laborers Training Center Partnering to Improve Training El Centro de Capacitación para los Obreros trabaja en Asociación para Mejorar el Entrenamiento The Northern California Laborers Training Center continues to partner with signatory contractors, Laborers-AGC, Training Providers, Laborers Locals and Laborers Departments, and the California Department of Public Health, to improve the level of training offered by our training center, and inform our contractors and members about the training courses we offer. With the assistance of Mr. Ron Myers, our International Representative and a miner, and our Senior Instructor Jerome Williams, the Laborers Training Center was able host the Basic Ventilation and Underground Gases Course, presented by Mr. Gerald R. Fulghum, a Certified Safety Professional and miner. A total of fifteen laborers and instructors attended the two day class, and after receiving the class, our laborers and instructors took the California Gas Tester s Certification Examination and thirteen received their gas tester certificate from the State of California Division of Occupational Health and Safety, Mining and Tunneling Unit. Instructors Nathan Whittom and Frank Corona were among the laborers that received their Gas Tester Certificates. This training will prove invaluable especially with all the tunnel work that is in progress now, and in the future. Our environmental instructors, Nathan Whittom, Rafael Cerda, Alfredo Argandona, have developed a Continuing Education Lead Worker English, and Continuing Education Lead Worker Spanish courseware. Kathleen Hansen from California Department of Health worked closely with our instructors, and with her suggestions and assistance the courseware was approved. We no longer have the need to purchase the curriculum from outside vendors, and our curriculum is approved by the State of California. Lecet Southwest has been conducting Contractor Forums to inform our signatory contractors of the benefits they can use to increase their profits. The Locals, Health and Safety, LECET and the Training Center have been able to make direct contact with our signatory contractors, and open lines of communication that will be to the advantage to our signatory contractors and the Laborers Union. 4 Laborers Training Center Partnering to Improve Training El Centro de Capacitación para los Obreros trabaja en Asociación para Mejorar el Entrenamiento Jeff Armstrong, Instructor Supervisor Jerome Williams and I, have attended these meetings, and we have been able to inform our contractors of the training opportunities available to them at no cost. Local 1130 received a request for a High Scaling class from signatory contractor Bill Holloway of California Drilling and Blasting, in order to start work on a project. The Training Unit was dispatched to the California Drilling and Blasting site, and the Introduction to High Scaling class was presented by Instructor Rick Roath and was a success. There are requests for another class, and Southern California Training is requesting for Rick to teach the class in their area. We continue to receive requests from our Shotcrete Signatory Contractors, and the Laborers Locals for ACI Certification of our shotcrete laborers. We have built a relationship with Examiner Chris Zynda, President of the American Shotcrete Association, and the Training Center hosts the classroom examination and the practical examination for both the vertical and overhead certifications. The Laborers Training Center received a donation of tunneling materials from Mr. Doug Bailey, Project Manager for Michels Pipeline Construction. Mr. Jim Wood, Business Representative for Local 1130, was key in obtaining the tunneling materials, and even assisted in the loading and unloading the equipment. The Training Center is in the process of developing a training program on safe tunneling methods, and the contribution by Michels Pipeline will help in the success of the program. The commitment of Michels Pipeline was expressed in a letter from Mr. Doug Bailey, We at Michels Tunneling desire the ability to obtain trained and qualified miners from the Laborers local labor pool and therefore find that supporting a program such as this as being beneficial to both contractors and the union. We hope to be able to continue to provide assistance in your efforts to provide realistic training in safe tunneling methods. Partnering with our signatory contractors, our Union Locals, LECET Southwest, and training organizations will ensure that The Training Center will continue to keep the lines of communication open, so that the training we offer our members will meet the construction industry demands of the present and future. 5 Refinery Expansion Project Provides Opportunities for Apprentices El Proyecto de Expanción de la Refineria Provee Oportunidades I make it a point not to talk about myself in the articles I write on behalf of the apprenticeship department, but I have to say that it s a great day for me when I get the opportunity to catch up with a number of apprentices on a high profile project and see them not only enjoy and take pride in their work but to excel at it too. I had such an opportunity last October when I stopped by the Conoco- Phillips refinery in Rodeo and let me tell you, it was time well spent. Allow me to share my experience. As you can imagine, security at a site such as this is very tight; there is no walking around by yourself. I was, therefore, met at the front gate by Jeff Belvin, General Foreman for Harder Mechanical, who served as my escort. Harder Mechanical is responsible for installing all of the off plot piping which is basically the pipes that connect units with other units or tanks. Jeff is a 23-year member of the Laborers Union and has 46 Laborers under his supervision. After a quick visit to the trailer we were off to meet up with his apprentices. As he drove me around the site, he gave me his take on apprenticeship. I think apprenticeship is a good thing because of all the skills the apprentices have when they turn out. My apprentices are dependable. They show up on time and come to work every day which makes my job easier because out here I need everyone to be here when they re supposed to be. After a short drive, we met up with apprentices Shelia Banks and Karen Blacknell for a quick interview so as to not disrupt their work. Both have been on this project with Harder Mechanical since last May and perform duties such as fire watch, hole watch and flagging. When asked about their thoughts on apprenticeship and working at the refinery, Sheila said I enjoy the work and appreciate working around Laborers who do so many different things such as pouring concrete and torch cutting because it gives me an opportunity to learn so much. Karen, who had some previous refinery experience, stated that she also enjoys the work and likes being a union member because of the stability and opportunities it provides. She also mentioned she appreciates all the benefits. 6 Refinery Expansion Project Provides Opportunities for Apprentices El Proyecto de Expanción de la Refineria Provee Oportunidades (Continued ) Upon wrapping up the interview, Jeff gave me a ride to the other side of the refinery for the second stop of my visit. As he returned to his duties, he left me in the capable hands of Ron Valdez. Ron is a Senior General Foreman with Fluor, who is the general contractor on the project. Ron is a 27-year member of the Laborers Union and has 100 laborers under his supervision. Included in that number are 5 apprentices J.D. Flaherty, Bobby Mitchell, Jeff Harris, Henry Williams and Darrion Bratton. Among the many duties performed by these 5 are fire blanketing, flagging, fire watch, vehicle spotting and doing whatever else is asked of them. I asked them if what they learned at the training center was helping them out in the real world and all responded with a resounding yes. Henry said he remembered what his instructor Ollie Hurd told him. Ollie said 80% of your success will be based on your attitude. J.D. attributed his success so far on all of the safety awareness training he received at the school. Bobby remembered his safety training OSHA in particular and said of his initial training It makes you ready to do the job. As we discussed the importance of safety, Darrion added We re using everything we learned in class our certifications and everything. Apprenticeship is the best way to go. Jeff, who spends much of his days chipping columns, credited the concrete experience he received while he was at the Laborers Training Center with his success. He wrapped up our time together nicely by adding that he s recommending the apprenticeship program to all his friends. As the apprentices returned to work, Ron turned to me and told me they we all doing a great job and that he was proud of each one of them. I told you it was time well spent. I want to give a special thanks to everyone at Fluor and Harder Mechanical for allowing me the opportunity to tour the jobsite and catch up with the apprentices. I might have felt like a country boy in the big city, but everyone treated me very well. I also would like to thank Willie Hicks, President of Local 324 for arranging the visit and Randy LeMoine, Business Manager of Local 324, for being such a strong advocate of apprenticeship. 7 Apprenticeship Program - Programa de Aprendizaje New Disciplinary System - No More Demerits Nuevo Sistema De Disciplina - No Más Demeritos Apprentices who fail to turn in work processes, receive unsatisfactory reports from their employers or instructors, fail to accept work assignments, initiate or participate in any activity that is intended to harm or discredit the Program or Union, commit acts of violence (including threats) or fail to follow the rules listed in this Policy will be subject to disciplinary action at the discretion of a sub Joint Apprenticeship Committee. Once informed of one or more infractions, the sub JAC may send the apprentice a formal written warning and place the apprentice on active probation. Apprentices may also be required to appear before their regional sub Joint Apprenticeship Committee where upon review of the apprentice s infraction, the apprentice may be placed on disciplinary probation. Failure to attend a sub JAC meeting when summoned will result in an automatic written warning or immediate termination. After two written warnings for disciplinary action, the next offense will result in automatic termination from the apprenticeship program. Active & Disciplinary Probation Upon receiving a written warning, the apprentice will be placed on active probation and monitored for an amount as prescribed by the sub committee. If no other infractions occur during this predetermined time, the apprentice will be removed from active probation. If the apprentice fails to take corrective action or upon a second offense or in more severe cases, the sub committee will hear your case and may place you on disciplinary probation for up to 500 OJT hours. During this time, you will continue to accumulate OJT hours but will not be granted any wage advancements until your disciplinary status is lifted. While on disciplinary probation, your participation in the Program may be terminated by the JAC at any time without the formality of a hearing or stated cause. Only apprentices outside of their initial probationary period (first 750 hours worked) may appeal any decision to terminate an apprentice s participation in the Program. Only those appeals received in writing by the administration office within 30 days of receipt of the termination notice shall be considered. Aprendices que no entreguen sus horas de trabajo, reciban reportes insatisfactorios de sus empleadores o instructores, no acepten trabajo asignado, que inicien o participen en cualquier actividad que es intecionada a herir o desacreditar el Programa o la Unión, cometan actos de violencia (incluyendo amenazas) o que no sigan las reglas mencionadas en esta Póliza serán sujetos a acción disciplinaria a la discreción de la sub JAC (Junta del Comité de Aprendizaje). Una vez que el sub JAC es informado de una o más infracciones, se le podrá mandar al apprendiz una advertencia formal por escrito y poner al aprendiz en un periodo de prueba activo. Los Aprendicez también pueden ser requeridos a presentarse ante un sub JAC (Junta del Comité de Aprendizaje) regional, donde se revisará la infracción y el aprendiz podrá ser puesto en un periodo de prueba disciplinaria. Despues de dos advertencias escritas por acción disiplinaria, la siguiente ofensa resultará en una terminación automática del programa de aprendizaje. Si el aprendiz no corrije su comportamiento, comete una segunda ofensa, o en casos bastantes serios, el sub comite escuchará el caso, y podrá ponerlo en prueba diciplinaria hasta 500 horas de OJT (horas de trabajo durante entrenamiento). Durante este tiempo, continuará acumulando horas OJT (horas de trabajo durante entrenamiento), pero no se permitirá aumento salarial hasta que el estatus diciplinario sea removido. Mientras que esté en prueba disiplinaria, su participación en el Programa puede ser terminda por el JAC en cualquier momento sin la formalidad de una audiencia, o sin dar razón por la terminación. Solamente aprendizes fuera de su periodo inicial de prueba (las primeras 750 horas trabajadas) podrán apelar cualquier decisión de terminar la participación de un aprendiz en el Programa. 9 SAFETY CORNER RINCON DE SEGURIDAD By: Richard Rocha CONCRETE CEMENTO Do you know how much concrete weighs? A cubic yard (3 feet by 3 feet by 3 feet) weighs 4000 pounds! That's 2 tons, more than twice the weight of the average small car on the road today. Think about that when a concrete truck is placed next to an excavation. All that weight plus the load shift during mixing will cause a super imposed load on the sides of an excavation or trench and could result in a cavein. Be on guard during any concrete placement. When pouring concrete be sure that you wear the proper personal protective equipment. Rubber boots are a must to prevent you from getting lime burns on your feet and ankles. If you get wet concrete on your socks change them immediately to prevent concrete burns. Your eyes also need protection. Goggles will provide you with excellent coverage. Another area that has potential for serious injury is when a concrete chute is raised or lowered at the rear of a concrete truck. Always keep your fingers out of pinch points. One slip can mean the loss of fingers or even a hand. The same thing applies any time an extra chute is added to the truck. Watch where you put your hands and get help to lift the add-on chute. Pinch points are all around concrete buckets. Never ride a bucket and make sure that no one is working under the load. If the crane or pump truck operator cannot see the pour be sure to use a qualified signal person. When placing concrete with a bucket, know the capacity of the crane, don't overload. A test lift is advisable. Avoid swinging the bucket near power lines. Contact with an energized power line can kill or injure. When applying curing compound to concrete wear the right personal protective equipment. Chemical additives can cause burns. Check the appropriate MSDS sheet with your supervisor. Also remember that wet concrete conducts electricity. All tools and cords must be grounded, and don't allow metal bull float handles to come in contact with electrical wiring or light bulbs. Si el operador de la grúa o el camión no puede ver el derramamiento, asegúrese de asignar a una persona calificada para dar señales. Cuándo esté colocando cemento con una bandeja, debe de saber la capacidad de la grúa, no la sobrecargue. Una prueba de elevación es aconsejable. Evite balancear la bandeja cerca de cables de alto voltaje. El contacto con un cable de alto voltaje puede causar la muerte o lesiones. Cuándo esté aplicando un compuesto de cura al cemento, use el equipo protectivo apropiado. Aditivos químicos pueden causar quemaduras. Verifique el manual apropiado de MSDS con su supervisor. También recuerde que el cemento mojado es conductor de electricidad. Toda la herramienta y cables deben de hacer tierra, y no permita que las agarraderas metálicas hagan contacto con cables elèctricos o focos de luz. KEEP A SAFE DISTANCE FROM MOVING TRUCKS OR EQUIPMENT, ESPECIALLY WHEN THEY ARE BACKING UP. THE OPERATOR MAY HAVE A LIMITED FIELD OF VISION.
