1 San Gabriel Unified School District 408 Junipero Serra Dr. San Gabriel, CA (626) MINUTES of ELAC DAC/DELAC Meeting Meeting Date: September 24, 2012 MEMBERS PRESENT: Allison Chan, Yoshi Chioffi, Patty Cheadle, Christiane Elhabr, Karina Flores, Flora Hernandez, Li Liu, Lixiao Liu, Anna Navarro, Yolanda Palom, Lon Sellers, Wenxiaoshon Sui, Lisa Villanueva, Haidi Yu, Ailin Zhang and Mayra Perez (Check Agenda Items covered at this meeting and reflected in minutes.) Consolidated Application Information Dissemination I. Welcome & Introductions Dr. Mayra Perez welcomed parents and staff to the DELAC Committee meeting. She reviewed the meeting agenda and asked committee if they had any questions. She thanked members for changing the meeting date from September 18 th to September 25 th to accommodate high school representatives of DAC/DELAC. II. III. Consolidated Application Mrs. Elhabr reviewed and explained the following sections of the consolidated application: Certification of Assurances, Protected Prayer Certification, Title III, Part A LEP Proposed Obligations, Application of Funding, Other ESEA Nonprofit Private School Participation, Title I, Part A Nonprofit School Participation, Economic Impact Aid School Funding Plan, Title I, Part A Planned School Allocations. Mrs. Flora Hernandez made a motion for SGUSD to submit the consolidated application for categorical funding and Yolanda Palom seconded the motion. The motion was passed unanimously by members of the DAC/DELAC. Approval of Minutes The minutes of the meeting held on June ---, 2012 were not approved because they were not available for review. The meeting minutes will be brought forth at the November 6, 2012 meeting for approval.

2 IV. Roles & Responsibilities of the DELAC Members Dr. Perez explained the difference between the ELAC and DELAC. The criteria of an effective DELAC were identified and presented to parents. DELAC members received a list of the required training of the DAC/DELAC Committee. DAC/DELAC roles and responsibilities were presented and included the following: 1. Attend all DAC/DELAC meetings 2. Advise the district governing board regarding the programs and services for English learners (EL) and at-risk students in compensatory education programs 3. Present information received at the school level ELAC or SSC or SAC meetings 4. Bring recommendations/ comments/questions from ELAC or SSC meetings 5. Assist the district in planning and organizing the DAC/DELAC meetings. DAC/DELAC meeting requirements were also discussed. V. DAC/DELAC Bylaws Dr. Perez reviewed the Articles I-V of the San Gabriel Unified School District (SGUSD) DAC/DELAC Bylaws. Mrs. Karina Flores made a motion to approve the DAC/DELAC Bylaws as presented and Mrs. Flora Hernandez seconded the motion. The DAC/DELAC Bylaws were unanimously approved. VI. VII. Other- Future Meetings DAC/DELAC Meeting for the school year are schedule for the following dates: November 6, 2012 January 22, 2013 April 16, 2013 May 21, 2013 SES Vendors for Program Improvement Schools Mrs. Karina Flores expressed a concern about the reliability of the SES Vendors utilized to provide tutoring services for Roosevelt students. Mrs. Flores stated that several parents had difficulty getting their child assigned to a tutor. She asked if it would be possible for the funding to be used for another purpose. Dr. Perez explained that the SES providers are on a state list and must be invited to submit an application. SES is provided to low income students as part of the requirements of the No Child Left Behind legislation. VIII. Adjournment Mrs. Flora Hernandez made a motion that the DAC/DELAC meeting be adjourned and Mrs.Yoshi Chioffi seconded the motion. The DAC/DELAC Meeting was adjourned at 4:22pm. Aplicación Consolidada Diseminación de Información I. Bienvenida & Presentaciones La Dra. Mayra Perez dio la bienvenida a los padres y el personal a la junta del Comité DELAC. Ella repasó la agenda de la junta y preguntó al comité si tenían preguntas. Ella agradeció a los miembros de por cambiar la fecha de la junta del 18 de septiembre al 25 de septiembre para poder acomodar a los representantes de la preparatoria de DAC/DELAC. II. III. Aplicación Consolidada La Sra. Elhabr revisó y explicó las secciones siguientes de la aplicación consolidada: Certificación de Garantías, Certificación de Oración Protegida, Titulo III , Parte A Obligaciones Propuestas LEP, Solicitud de Fondos, Participación No Lucrativa de Escuelas Privadas , Titulo I , Parte A Participación Escolar No Lucrativa, Plan de Fondos de Asistencia Escolar por Impacto Económico , Parte A Alocaciones Escolares Planeadas. La Sra. Flora Hernandez hizo la moción para que SGUSD entregue la aplicación consolidada para fondos categóricos y Yolanda Palom segundó la moción. La moción fue pasada unánimemente por miembros de DAC/DELAC. Aprobación de los Minutos Los minutos de la junta de junio 2012 no fueron aprobados porque no estaban disponibles para ser revisados. Los minutos de la junta se traerán en la próxima junta del 6 de noviembre, 2012 para se aprobados.

4 IV. Papel & Responsabilidades de los Miembros de DELAC La Dra. Perez explicó la diferencia entre ELAC y DELAC. Los criterios de un DELAC efectivo fueron identificados y presentados a los padres. Los miembros de DELAC recibieron una lista del entrenamiento requerido para el Comité DAC/DELAC. El papel y las responsabilidades de DAC/DELAC fueron presentados e incluyeron lo siguiente: 1. Asistir a todas las juntas DAC/DELAC 2. Aconsejar a la mesa directiva del distrito referente a programas y servicios para los aprendices del inglés (EL) y estudiantes a riesgo en programas educativos compensatorios 3. Presentar información recibida al nivel escolar en juntas de ELAC, SSC, O SAC 4. Traer recomendaciones/comentarios/preguntas de juntas ELAC O SSC 5. Asistir al distrito en planear y organizar las juntas DAC/DELAC Los requisitos para juntas DAC/DELAC también fueron discutidos. V. Estatutos DAC/DELAC La Dra. Perez revisó los Artículos I-V de los Estatutos DAC/DELAC del Distrito Escolar Unificado de San Gabriel. La Sra. Karina Flores hizo la moción de aprobar los Estatutos DAC/DELAC tales como fueron presentados y la Sra. Flora Hernandez segundó la moción. Los Estatutos de DAC/DELAC fueron aprobados unánimemente. VI. VII. Otro- Juntas Futuras Las juntas DAC/DELAC para el año escolar son las siguientes: 6 de noviembre, de enero, de abril, de mayo, 2013 Vendedores SES para las Escuelas en Mejoramiento de Programas La Sra. Karina Flores expresó su preocupación sobre la confiabilidad de los Vendedores SES utilizados para proveer servicios de tutoría a los estudiantes de Roosevelt. La Sra. Flores declaró que varios padres tuvieron dificultad en conseguir un tutor para sus hijos. Ella preguntó si era posible usar esos fondos para otro propósito. La Dra. Perez explicó que los proveedores SES son de una lista del estado y deben ser invitados a entregar una solicitud. Los servicios SES son provistos a estudiantes de bajos recursos como parte de los requisitos de la ley No Child Left Behind. VIII. Cierre de Sesión La Sra. Flora Hernandez hizo la moción de cerrar la junta DAC/DELAC y la Sra. Yoshi Chioffi segundó la moción. La junta DAC/DELAC fue cerrada a las 4:22pm.
