AIC A02/09 C02/09 12 MAR 2009 NOTAM GNSS GNSS NOTAM FECHA DE EFECTIVIDAD 09 ABRIL 2009 EFECTIVENESS DATE 09 APRIL 2009 OBJETIVO OBJECTIVE Esta AIC tiene por Objetivo describir los NOTAM GNSS colocados a disposiciones de los explotadores aéreos por el servicio de información aeronáutica para la preparación de los vuelos con destino a aeródromos en los cuales estén publicados procedimientos GNSS NPA. La Unidad Administrativa Especial de Aeronáutica Civil de Colombia informa los lineamientos, el programa, los métodos, y las herramientas que utilizará para generar y publicar NOTAMS GNSS predictivos en cuanto a la integridad (RAIM) de la señal proveniente de la constelación de satélites GPS, para los aeropuertos con procedimientos GNSS NPA en el país. INTRODUCCIÓN This AIC has as objective to describe the GNSS NOTAM putting in consideration for aircraft operators by the aeronautical information service for the preparation of the flights to aerodromes in which procedures GNSS NPA are published. The Special Administrative Unit of Civil Aeronautics of Colombia informs the guidelines, program, methods and tools to be used to generate and to publish predictive NOTAMS GNSS regarding the integrity (RAIM) of the signal coming from the GPS satellite constellation, for the airports with GNSS NPA procedures in the country. INTRODUCTION En la planeación del vuelo, las tripulaciones deben disponer de la información necesaria para el buen desarrollo de las operaciones, resulta de importancia el poder conocer la predicción del estado de funcionamiento de una valiosa herramienta para la navegación como es el GPS, este aporte se obtiene de la consulta de los NOTAM GNSS La UAEAC para enfrentar el reto que representa la transición hacia navegación basada en performance (PBN), con sistemas GNSS, y cumpliendo con las normas y métodos recomendados que establecen los Reglamentos Aeronáuticos de Colombia (Partes cuarta, sexta y décimo quinta), los cuales están armonizados con lo dispuesto internacionalmente por la OACI; ha dispuesto de Coordenadas WGS84, diseño y publicación de procedimientos RNAV en ruta y aproximaciones GNSS NPA, adquisición e implementación de herramientas para Monitoreo de datos, generación de Notam y PIB GNSS predictivos. 2 GENERALIDADES Las especificaciones, normas y métodos recomendados para el GNSS, al igual que para las demás ayudas a la navegación aérea, se encuentran establecidas en el anexo 10 Volumen 1 de la Organización de Aviación Civil Internacional OACI; y lo relacionado con sus aplicaciones están dispuesto en los RAC parte cuarta, sexta y décimo quinta. El RAC, en su parte Sexta, Utilización del GNSS, indique que: La Unidad Administrativa Especial de Aeronáutica Civil (UAEAC) autoriza la utilización del sistema GNSS en el espacio aéreo colombiano, sin embargo, la UAEAC no adquiere responsabilidad alguna por los efectos derivados de errores o falta de exactitud, integridad, disponibilidad y continuidad de las emisiones satelitales que pudieran traducirse en un mal funcionamiento de los equipos receptores RNAV (GNSS), del uso inadecuado de éstos y al incumplimiento de la normativa internacional dispuesta para este fin. Es obligatorio para todas las tripulaciones el comprobar que se cuenta con la certificación expedida por la Secretaria de Seguridad Aérea para este tipo de operación según la parte cuarta de los reglamentos aeronáuticos. GENERAL The specifications, standards and recommended practices for GNSS, like for the other air navigation aids, are set out by International Civil Aviation Organization ICAO in the Annex 10, Volume 1 and the related subjects to their applications is arranged in the RAC parts fourth, sixth and fifteenth. The RAC, in its Sixth part, , Use of GNSS, indicate that: The Unidad Administrativa Especial de Aeronáutica Civil (UAEAC) authorizes the use of GNSS system in Colombian airspace, however, the UAEAC does not acquire any responsibility by the effects derived from errors or lack of accuracy, integrity, availability and continuity of the satellite emissions that could be translated in a malfunction of RNAV (GNSS) receivers, the inadequate use of those and the contravene with the international standard issue with this intention. It is mandatory for all the crew members to verify that it is gotten a certification issued by the Secretary of Aviation Safety for this type of operation according to the aeronautical regulations fourth part LAS FUENTES DE LOS ERRORES DE SEÑAL GPS Los factores que pueden deteriorar la señal GPS y afectar así la exactitud incluyen: La Ionosfera y la troposfera: La señal satélite se retrasa cuando cruza la atmósfera. El sistema GPS emplea un modelo integrado que calcula una cantidad media de plazos para corregir parcialmente este tipo de error. La Señal por trayectos múltiples: Esto se produce cuando la señal GPS es reflejada por objetos como los grandes edificios o las grandes superficies de roca antes de alcanzar el receptor. Errores del reloj del receptor: El reloj integrado de un receptor puede no ser tan preciso como los relojes atómicos a bordo de los satélites GPS, por lo que se pueden presentar errores muy ligeros de sincronización. Errores orbitales: Son inexactitudes de localización del satélite. El Número de satélites visibles: la precisión será mejor cuanto mas numeroso sea el número de satélite que un receptor GPS puede ver. SOURCES OF ERRORS OF GPS SIGNAL Factors that can degrade the GPS signal and thus affect accuracy include: The ionosphere and the troposphere: The satellite signal is delayed when it crosses the atmosphere. The GPS system uses an integrated model that calculates an average amount of time to partially correct this error. The signal multipath: This occurs when the GPS signal is reflected by objects such as large buildings or large rock surfaces before reaching the receiver. Receiver Clock Errors: The integrated receiver clock may not be as accurate as the atomic clocks aboard the GPS satellites, which may have very slight timing errors. Orbital errors: They are inaccuracies of the satellite location. The number of visible satellites: the accuracy will be better at the most numerous is the number of GPS satellites that a receiver can see.

3 La Geometría del Satélite: La geometría satelital ideal existe cuando los satélites se sitúan a ángulos amplios entre ellos. La geometría escasa resulta cuando los satélites se alinean o están muy cerca. PLANEACIÓN DEL VUELO En la preparación de un vuelo con destino a un aeródromo dotado con un procedimiento RNAV GNSS, la disponibilidad de la función RAIM (o algoritmo equivalente) debe ser comprobada por el explotador, para ello puede contar con: Utilizar una herramienta de predicción del equipo de abordo o un software equivalente. En ese caso, la información sobre la posible no disponibilidad de satélites debe haber sido ingresada correctamente a este sistema partiendo de los NOTAM que proveen esta información, los cuales son emitidos por la Estación del Guarda Costa de los Estados Unidos, U.S Coast Guard Station en Washington D.C. (Indicador OACI KNMH), estos pueden ser obtenidos por interrogación directa del banco de Notams de los Estados Unidos, utilizando el mensaje de servicio siguiente SVC RQ INT LOC=KNMH direccionado a KDZZNAXX, o disponibles en la dirección de Internet ctivenanu.aspx. Las predicciones calculadas por herramientas disponibles en Internet de proveedores de servicios de navegación aérea, como el Augur, desarrollado por Eurocontrol ( Las previsiones se proponen para sistemas dotados con hibridación barométrica o no. Las predicciones contenidas en los NOTAM GNSS elaborados por el servicio de información aeronáutica de la UAEAC. Estos NOTAM con carácter predictivos pueden contener el caso de no disponibilidad prevista del RAIM o, más general, del GNSS en un Aeropuerto especifico; en este caso la tripulación deberá utilizar otros medios de navegación, elegir otro destino o retrasar el vuelo. The Geometry of Satellite: The ideal satellite geometry exists when the satellites are located at large angles between them. The geometry is limited when the satellites are aligned or are very close. FLIGHT PLANNING In preparation for a flight with destiny to an airfield with a GNSS RNAV procedure, the availability of the RAIM function (or equivalent algorithm) must be verified by the operator, therefore it may have: Use a predicting tool into equipment onboard or equivalent software. 4 NOTAM GNSS PREDICTIVO BASADO EN MONITOREO AUTÓNOMO DE ESTADO DE SEÑAL EN EL ESPACIO GPS PROVEIDO POR LA UAEAC El NOTAM GNSS proveído por la UAEAC utilizando el sistema adquirido, será emitido bajo las series A y C y operará y emitirá el NOTAM de la siguiente manera: Para aquellas aeronaves equipadas con receptores que mejoran la integridad del servicio GPS a través de métodos RAIM (Monitoreo Autónomo de Integridad en el Receptor) y FDE (Detección y Exclusión de Falla) que se basan en la redundancia de recepción de satélites GPS para determinar la salud de los satélites e integridad del servicio, se contempla el suministro y publicación de información NOTAM de disponibilidad RAIM con una periodicidad de 24 horas para aeropuertos con procedimientos publicados NPA GNSS. El periodo de generación de análisis será cada (24 horas) El análisis predictivo RAIM se realizará teniendo como punto para la generación del análisis la coordenada del ARP del respectivo aeropuerto, que cuente con procedimiento GNSS para aproximaciones de no precisión (NPA); o aquellos aeropuertos que indique la Dirección de Servicios a la Navegación Aérea en donde el GNSS se utilice como medio de navegación. Se tendrá en cuenta para el análisis la información provista por los datos del Almanaque GPS y los documentos Notice Advisory to Navstar Users (NANU) tomados de la página El Angulo de enmascaramiento será de 5 grados para garantizar un mínimo de 6 satélites. Se seguirán los lineamientos para hacer las predicciones de DOP (Dilution Of Precision) utilizada por la geomática para describir la fuerza geométrica de la configuración de los satélites en exactitud del GPS. Cuando los satélites visibles del GPS están cercanos o juntos, la geometría es débil y el valor del DOP es alto; cuando están lejos y separados, la geometría es fuerte y el valor del DOP es bajo. Así un valor bajo del DOP representa una mejor exactitud posicional del GPS debido a la separación angular más amplia entre los satélites usados; igualmente, otros factores que pueden aumentar el DOP son los obstáculos como montañas o edificios próximos a una determinada ubicación geográfica de un aeropuerto. It will be followed the guidelines to make DOP predictions (Dilution Of Precision) used by the geomatics to describe the geometric force of the configuration of the of the satellites in GPS accuracy.. When the GPS visible satellites are near or together, geometry is weak and the value of the DOP is high; and when they are far apart, the geometry is strong and the DOP value is low. Thus a low value of the DOP is a better GPS positional accuracy due to larger angular separation between used satellites; also other factors that may increase the DOP are obstacles such as mountains or buildings next to a particular geographic location of an airport.

PROGRAMA DE IMPLEMENTACIÓN La UAEAC procederá a implementar este servicio a la comunidad de usuarios a través de tres fases que se describen así: IN-FLIGHT During the flight, the effective use of the procedures should be based on the information of availability of GNSS signal verified on board, in real time, regardless of RAIM predictions received in the stage of preparation of the flight. Fase de pruebas NOTAM GNSS A partir del 1 Noviembre de 2008 y hasta el 31 de Marzo de 2009 se estarán desarrollando pruebas de los sistemas con el fin de definir detalles con respecto al formato NOTAM GNSS y procedimiento de suministro de información y publicación de NOTAM. 2. Fase preoperacional NOTAM GNSS A partir del 1 de Junio de 2009 y hasta el 31 de Julio de 2009 se efectuarán las primeras publicaciones NOTAM GNSS para información de usuarios (aerolíneas, pilotos, operadores, etc.). Se solicitará retroalimentación de información a usuarios frente al servicio para corrección y ajustes finales. 3. Fase operacional NOTAM GNSS A partir del 1 de Agosto de 2009 entrará en servicio la generación de NOTAM de disponibilidad de servicio GNSS para aproximaciones NPA en aeropuertos donde se tengan publicados procedimientos GNSS NPA. Durante las fases de prueba y preoperacional se invita a los operadores a realizar sus comentarios y la retroalimentación que consideren oportuna a la Oficina de AIS publicaciones. 1. Testing GNSS NOTAM Beginning from November 1st, 2008 and until March 31st., 2009, it will be developing tests of the systems in order to define details regarding the GNSS NOTAM format and NOTAM procedures for information and publication. 2. Preoperational stage GNSS NOTAM Beginning from June 1st, 2009 and until July 31st, 2009, it will be done the firsts GNSS NOTAM publications to inform users (airlines, pilots, operators, etc.). It will be asked to users feedback information about the service in order to do final adjustments and corrections. 3. Operational stage GNSS NOTAM Beginning August 1 st., 2009, it will enter into service the delivery of NOTAM GNSS with the service availability for NPA approaches at airports where it has been published procedures GNSS NPA. During the test and preoperational stage operators are invited to make their appropriated comments and feedback to AIS publications office.
