1 Statement of the Permanent Mission of Ecuador to the United Nations on behalf of the Community of Latin American and Caribbean States 5th Session of the Post-2015 Development Agenda Intergovernmental Negotiations: Follow up and Review New York, May 2015 Check against delivery Mr. Co-facilitator, 1. I have the honor to speak on behalf of the Community of Latin American and Caribbean States (CELAC). 2. First of all, CELAC Member States would like to recall the Rio+20 outcome document, The Future We Want, highlighting the importance of the follow up on the implementation of sustainable development commitments. In this regard, we reiterate that follow up and review of the Post-2015 Development Agenda must be universal, inclusive and transparent. 3. We should build a follow-up and review framework, based on the mandates given in Rio+20 and in resolutions 68/1 and 67/290, reaffirming the role of the Economic and Social Council in achieving a balanced integration of the three dimensions of sustainable development, and the mandate of the High Level Political Forum on Sustainable Development to enhance such integration and provide as a political leadership, guidance and recommendations for sustainable development. We highlight the importance of the Forum to become a dynamic platform for regular dialogue with a focused, action-oriented agenda to ensure the appropriate consideration of new and emerging sustainable development challenges and we recognize it as the key forum of the UN system for the follow up and review of the post 2015 development agenda.

2 Mr. Co-facilitator 4. We reiterate that the follow up and review of the Post-2015 Development Agenda should be universal, according to the circumstances, needs and priorities of each country. It should also be voluntary, shall include developed and developing countries, and have the involvement, as appropriate, of relevant United Nations entities and other stakeholders. The UN System must be reformed in conformity with the new universal nature of the Agenda. Mr. Co-facilitator 5. The follow up and review framework must keep coherence with the technical and political balance of the OWS-SDG Report, which was adopted after an open, inclusive and transparent intergovernmental process. It was an exercise that allowed an important level of ownership and commitment for its implementation at the national level. Therefore, we must not alter the delicate balance achieved by the SDGs, which should be the basis for the follow up and review. In this sense, we consider the follow up and review of the Post-2015 Development Agenda must cover all the agreed 17 goals and their targets, in a balanced and integrated manner, including Goal 17 and the specific means of implementation targets. 6. We recognize the importance of the regional dimension of sustainable development and highlight the need to strengthen the cooperation with the United Nations regional commissions and other relevant regional entities, in order to contribute substantially with the work of the follow-up and review framework. In this regard, we highlight the decision of ECLAC Member States to launch a regional consultation process aimed to

3 establish the Forum of the Countries of Latin America and the Caribbean on Sustainable Development, in accordance with the priorities and mechanisms related to sustainable development established by CELAC. 7. We believe that in order to have sustainable development at the heart of the Post-2015 Development Agenda, we will need to translate all sustainable development goals and targets into national policies, taking into account national circumstances, capabilities, levels of development and national priorities. To this end, we stress the need for an enabling environment at the international levels, as well as continued and strengthened international cooperation, particularly in the areas of finance, debt, trade, technology transfer, innovation, entrepreneurship and capacity building. 8. Therefore, we reiterate the need to support the efforts of the developing countries to strengthen their national measurement and statistical capacities, in order to achieve an effective follow up and review framework of the Post-2015 Development Agenda at all levels, to be carried out in a transparent, voluntary and participatory ay and the full use of statistical information on sustainable development for decision-making on a national level. 9. We emphasize that Global indicators of an indicative nature will be developed by the Statistical Commission and could assist us in measuring overall global implementation of Post-2015 Development Agenda. National indicators should be developed in accordance with respective national capacities, institutional capabilities, and development stages, on a voluntary basis. In this regard, the Post-2015 Development Agenda will allow each country the responsibility to develop and apply its own national indicators, for their follow up, while supporting statistic agencies of developing countries to developed adequate indicators. CELAC believes that technology facilitation should support the implementation and the follow up and review of the Post-2015 Development Agenda of all 17 sustainable development goals and targets, not only those related to the environmental dimension of sustainable development. In this regard, we wish to recall that the Rio+20 Conference and its follow-up processes, including the General Assembly Structured Dialogues, have already identified the main functions for a technology facilitation mechanism, providing a concrete basis for our deliberation in the context of the Post-2015 Development Agenda. 11. Finally, we also consider that the follow up and review framework should be consistent with the importance of helping to address the needs, the multiple or aggravated discriminations, so as to allow for a specific focus on women and vulnerable groups, such, indigenous peoples, migrants, afro-descendants, among others. It should be also in line with the need to advance in our efforts against inequality and structural gaps by, inter alia, taking into account the multidimensional nature of poverty, and in that regard, we reiterate our call to continue promoting the establishment of a Comprehensive Action Plan of cooperation with middle-income countries within the framework of the United Nations and to link its objectives with the agreements reached in the Post-2015 Development Agenda. Tengo el honor de hablar a nombre de los Estados Miembros de la Comunidad de Estados Latinoamericanos y del Caribe (CELAC). 2. En primer lugar, los Estados Miembros de la CELAC queremos recordar el documento final de Rio+20,El Futuro que Queremos, destacando la importancia del seguimiento en la implementación de los compromisos sobre desarrollo sostenible. En este sentido, reiteramos que el seguimiento y revisión de la Agenda de Desarrollo Post-2015 deberá ser universal, inclusiva y transparente. 3. Debemos construir un marco de seguimiento y revisión, basado en los mandatos dados en Río+20 y las resoluciones 68/1 y 67/290, reafirmando el rol del Consejo Económico y Social, para alcanzar una integración balanceada de las tres dimensiones del desarrollo sostenible, y el mandato del Foro Político de Alto Nivel sobre Desarrollo Sostenible, para optimizar dicha integración y proporcionar liderazgo político, orientación y recomendaciones para el desarrollo sostenible. Destacamos la importancia de que el Foro se convierta en una plataforma dinámica para un diálogo regular, con una agenda focalizada y orientada a la acción, para asegurar la adecuada consideración de los nuevos y emergentes desafíos del desarrollo sostenible, y lo reconocemos como el Foro principal del Sistema de Naciones Unidas para el seguimiento y revisión de la Agenda de Desarrollo Post Reiteramos que el seguimiento y revisión de la Agenda de Desarrollo Post-2015 deberán ser universales, acorde a las circunstancias, necesidades y prioridades de cada país. Deberán ser voluntarios e incluir a los países desarrollados y en desarrollo, y tener el involucramiento, apropiado de las entidades competentes de las Naciones Unidas y otras partes interesadas. El Sistema de la ONU debe ser reformada de conformidad con la nueva naturaleza universal de la Agenda.

6 Señor Co-facilitador, 5. El marco de seguimiento y revisión deberá mantener la coherencia con el balance técnico y político del Informe del Grupo de Trabajo Abierto de los ODS, adoptado después de un proceso intergubernamental abierto, inclusivo y transparente. Dicho ejercicio permitió un importante nivel de pertenencia y compromiso para su aplicación a nivel nacional. No debemos alterar el delicado equilibrio alcanzado y deberá ser la base para el seguimiento y revisión. Consideramos que el seguimiento y revisión de la Agenda de Desarrollo Post-2015 deberá cubrir todos los 17 objetivos y sus metas, en una manera balanceada e integradora, incluyendo el objetivo 17 y las metas específicas de medios de implementación. 6. Reconocemos la importancia de la dimensión regional del desarrollo sostenible, y destacamos la necesidad de fortalecer la cooperación con las comisiones regionales de las Naciones Unidas y otras entidades regionales pertinentes, con el fin de contribuir sustancialmente con el trabajo de seguimiento y revisión. En este sentido, destacamos la decisión de los Miembros de Estado de la CEPAL de poner en marcha un proceso de consultas regionales para establecer el Foro de los Países de América Latina y el Caribe sobre el Desarrollo Sostenible, de conformidad con las prioridades y mecanismos relacionados con el desarrollo sostenible establecidos por la CELAC. 7. Creemos que para situar al desarrollo sostenible en el centro de la Agenda de Desarrollo Post-2015, tendremos que convertir todos los objetivos y metas de desarrollo sostenible en políticas nacionales, las cuales deben tener en cuenta las circunstancias nacionales, capacidades, niveles de desarrollo y las prioridades nacionales. Para ello, hacemos hincapié en la necesidad de un entorno propicio a nivel nacional e internacional, así como una cooperación internacional continua y reforzada, particularmente en las áreas de finanzas, deuda, comercio, transferencia tecnológica, innovación, emprendimiento y creación de capacidades. 8. Además, reiteráramos la necesidad de apoyar los esfuerzos de los países en desarrollo en el fortaleciendo sus capacidades de medición y estadísticas nacionales, con el fin de lograr un efectivo marco de seguimiento y revisión de la Agenda de Desarrollo Post 2015 en todos los niveles, a realizarse de forma transparente, voluntaria y participativa y en pleno aprovechamiento de la información estadística sobre desarrollo sostenible para la toma de decisiones a nivel nacional.

Enfatizamos que los Indicadores Globales de carácter indicativo deberán ser desarrollados por la Comisión de Estadística y podrán ayudarnos a evaluar la aplicación general global de la implementación de la Agenda de Desarrollo Post Los indicadores nacionales deben desarrollarse de acuerdo con las respectivas capacidades nacionales, las capacidades institucionales, y las etapas de desarrollo, sobre una base voluntaria. En este sentido, la Agenda de Desarrollo Post-2015 permitirá a cada país la responsabilidad de desarrollar y aplicar sus propios indicadores nacionales, apoyando a sus organismos de estadística a desarrollar indicadores adecuados. Señor Co-facilitador, 10. La CELAC cree que la facilitación de la tecnología debe apoyar la implementación y el seguimiento y revisión de la Agenda de Desarrollo Post-2015 de todos los 17 objetivos de desarrollo sostenible y sus metas, pero no sólo los relacionados con la dimensión ambiental del desarrollo sostenible. En este sentido, deseamos recordar la Conferencia de Río+20 y sus procesos de seguimiento, incluyendo los Diálogos Estructurados de la Asamblea General, que ya han identificado las funciones principales de un mecanismo de facilitación de tecnología, proporcionando una base concreta para nuestras deliberaciones en el marco de la Agenda de Desarrollo Post Finalmente, también consideramos que el marco de seguimiento y revisión deben ser coherentes con la importancia de ayudar a hacer frente a las necesidades, las múltiples o agravadas discriminaciones, a fin de permitir concentrarse específicamente en las mujeres y los grupos vulnerables, los pueblos indígenas, los migrantes, afro-descendientes, entre otros. También tienen que estar en consonancia con la necesidad de avanzar en nuestros esfuerzos contra la desigualdad y brechas estructurales teniendo en cuenta la naturaleza multidimensional de la pobreza y, en ese sentido, reiteramos nuestro llamado de seguir promoviendo el establecimiento de un Plan de Acción Integral de la cooperación con los Países de Ingresos Medios en el marco de las Naciones Unidas, para vincular sus objetivos con los acuerdos alcanzados en la Agenda de Desarrollo Post Muchas Gracias Sr. Co-facilitador.
