7 What is the vision and educational philosophy of the District School Board of Pasco County? Our vision is to create a community which works together so all Pasco County students will reach their highest potential. This means that all teachers and administrators look for ways to help students grow, learn, and succeed academically and socially. To do this, we have three central elements for the design of Pasco s schools. A Continuous Progress system Students learn differently, and students become ready for new concepts at different times. So Pasco s teachers group and regroup students so that they can be challenged at a level that matches them academically and socially. Continuous Progress is seeing where students are and helping to get them to higher levels of understanding. For English Language Learners, this means building English language proficiency alongside academic success. Continuity of Caring for all students As members of a community, Pasco educators take care of the needs of students from a whole child point of view. We are partners with families in helping to raise children to be happy, successful, productive citizens. In providing ESOL services, we recognize and value the cultural contributions of all students. Ensuring Equity and Excellence We have high expectations of learning and citizenship for all students and we provide education to help them get there. We believe that all students are able to learn about the world, understand challenging ideas, and do new and special things with their knowledge. For English Language Learners, teachers and schools give all that is necessary to help students become strong in using English to demonstrate what they are learning. 9 What do all of the different abbreviations mean? There are many abbreviations that you will see associated with ESOL services. Here are a few of the more common ones. ELL English Language Learner (also ELLs). The students who are new to English or who are improving their use of spoken and written English are English Language Learners. We use this to refer to other things associated with them such as the District ELL Plan, the document that gives information on how Pasco County delivers services to ELLs. ESOL English for Speakers of Other Languages. This refers to the services we provide, the students, or other people who work with the students. Examples are ESOL services, ESOL student, and ESOL resource teacher. LEP Limited English Proficient. In the past, we used this instead of ELL. LEP and ELL are used in the same way. We stopped using LEP because we do not see our multilingual students as limited. IA Instructional Assistant. In schools with 15 or more ESOL students who speak the same language, there is an ESOL bilingual instructional assistant who provides heritage language support to students, and works with them in the classroom. CELLA Comprehensive English Language Learning Assessment. This is the test that ELLs take every spring (April or May). It help teachers and families to see students growth and improvement using English. It is used to make decisions about continuing ESOL services. FCAT Florida Comprehensive Assessment Test. These are state tests given in the second half of the school year. There are tests in Writing, Reading, Mathematics and Science. Students have different tests in different grades. LFS Learning Focused Strategies. These are a collection of strategies that teachers use to plan lessons. LFS lessons have four parts: The Essential Question (to give the purpose), the Activation Strategy (to introduce the lesson), Teaching (and practice), and Summarizing. To extend the lesson, students do projects are different sizes.

11 What are ESOL services? ESOL is a collection of services to support students English language proficiency development and academic achievement. We also help students feel comfortable in new or unfamiliar social and cultural situations. The services provided are: ESOL-trained classroom teachers who give instruction to students in a way to help them understand. They use ESOL strategies to help students learn. Bilingual instructional assistants who support students and teachers at schools. ESOL bilingual instructional assistants are available at schools that have 15 or more ESOL students who speak the same language. They use the students heritage language to help them to learn in the classroom. ESOL resource teachers who identify and monitor students, advise and coach teachers, work with administrators, and keep schools in compliance with state and federal laws. Equal access to curriculum and special programs needed by students. Examples of these are Gifted, Advanced Placement (AP courses for college credit), International Baccalaureate (IB four-year program for college credit), Exceptional Student Education (ESE). There are many others. We work with students, families, teachers, principals, guidance counselors and anyone else interested in the success and education of ELLs. Our goal is to bring everyone together to support our students growth and development as citizens in our schools, communities, and nation

13 Who is tested for ESOL services? All students are given the Home Language Survey when they register at a District School Board of Pasco County school. A parent, guardian, family member or friend, or the student completes the survey. There are three language questions on the survey. All students meeting any one or more of the following conditions must be assessed for ESOL eligibility: Individuals who were not born in the United States and whose native language is a language other than English. Individuals who come from home environments where a language other than English is spoken at home. Individuals who are American Indian or Alaskan natives and who come from environments where a language other than English has had a significant impact on their level of English language proficiency. Individuals who, by reason thereof, have sufficient difficulty speaking, reading, writing, or listening to the English language. Not every student will qualify for services, but we assess all students who have one or more Yes response on the Home Language Survey questions. Families are notified about eligibility or ineligibility based on the results of our assessments. Families are welcome to meet with the ESOL resource teacher to discuss the determination of services. Please call the school or your school s ESOL resource teacher. You can visit our district web page at to find the names and addresses of ESOL resource teachers serving the different schools. When you complete the Home Language Survey, please use the student s entire legal name. Then, tell the school what first and last name to use for basic records.

14 Quiénes son evaluados para elegibilidad en ESOL? 15 How is a student determined eligible to receive ESOL services? Eligibility is based on English proficiency test scores that are given when a student enrolls in a Pasco public school. Pre-K through Grade 2 Listening and speaking test scores Grades 3 through 12 Listening, speaking, reading, and writing test scores ESOL students can be tested to determine their eligibility for ESOL services at the beginning and/or end of each school year. As well, the Comprehensive English Language Learning Assessment (CELLA) is given every spring to current ELLs and to those who exited from services in the past year. The CELLA: measures a student s English language proficiency, shows us how much a student has grown in using English; helps us in making decisions about continuing ESOL services; gives students, families, and teachers an idea of what a student can do using English; and provides a measure of student language growth to the state and federal offices that support our delivery of services. How long do students receive ESOL services? Students receive ESOL services until: proficiency in English is demonstrated on assessments; or... for a maximum of six years (though we support the student beyond that with whatever is needed to bring about success with language development and academic achievement).

17 How is student progress evaluated? Each year all students who are designated as English Language Learners (ELL) are reassessed to determined progress and current levels of English language proficiency. These tests are in the areas of listening, speaking, reading and writing. Based on the results of these assessments, the student will: continue to receive ESOL services; exit from ESOL services; or be recommended to the ELL Committee for a review of progress and eligibility for continued ESOL services. For all ELLs being considered for a 4 th, 5 th, or 6 th year of services, this reassessment is mandatory. How is the student determined to no longer require ESOL services? Based on the following criteria, a student may be determined to no longer require ESOL services: Scores on the CELLA listening, speaking, reading and writing tests; and/or Scores on the FCAT Reading test; and/or Recommendation of the ELL Committee* based on criteria such as: written recommendations and observations by teachers, level of mastery of basic skills (using several different approved tests), and/or grades from the current school year or past years. *You are an important part of the ELL Committee. The ELL Committee is led by the ESOL resource teacher. The members are the classroom (ESOL Language Arts) teacher, the school principal or assistant principal, the guidance counselor, and the ESOL resource teacher. The family is invited to be a member of the ELL Committee. While you do not have to participate, your ideas are very important to us.

18 Cómo se evalúa el progreso del estudiante? Cada año todos los estudiantes designados como Aprendices del Idioma Inglés (ELL) son reevaluados para determinar su progreso y actuales niveles de dominio del idioma inglés. 19 Are ESOL services optional? The District School Board of Pasco County takes its responsibility to its students very seriously. We are required by state and federal laws and court decisions to establish services to help ELLs become proficient in English. We evaluate every student based upon answers given on the Home Language Survey. We have short tests that we give to help us see what services a student needs. If a student is determined to be eligible for ESOL services, then we provide them. Testing for ESOL services and the providing of these services are not optional. However, parents are invited to meet with the ESOL resource teacher to discuss the individualized level of support given. If needed, is there an opportunity to receive ESOL services in the future? The academic progress of all former ELLs will be monitored for two years. This may include reviews of the student s report card, test scores, and input from teachers and parents/legal guardians. If the student s academic progress is successful, then no further action will be taken. If the student s academic progress is not unsuccessful, or if the student is struggling due to challenges using or understanding the English language, then the ELL Committee may meet to consider services such as ESOL or other things available to help. 21 Who is an ESOL Teacher? Any teacher who teaches an English Language Learner (ELL) is an ESOL teacher. The ESOL teacher uses special strategies to teach English language arts (listening, speaking, reading and writing) and other academic subjects. ESOL strategies must be used consistently throughout the school day. ESOL teachers plan for providing instruction that ELLs can understand and they document this in their lesson plans and on an ESOL Strategies Checklist. This is how schools and principals make sure that students receive instruction in a way that helps them to learn. ESOL teachers teach academic concepts and the English language vocabulary and structures that students need to be able to express new learning. Teachers give instruction in English using ESOL strategies. What are the requirements to teach English Language Learners (ELL)? Every teacher and staff member who interacts with ELLs is required to take ESOL training at various levels. Acceptable ways to become qualified to teach ELLs are: ESOL Endorsement This is a credential that teachers add to their teaching certificate to demonstrate that they are qualified to teach ELLs. Teachers take five courses through District training classes or through an accredited college or university; or... ESOL Certification To become ESOL certified, a teacher may study any two of the five ESOL training classes, and must pass the ESOL subject area exam.

29 What is the difference between the ESOL Teacher, the ESOL Resource Teacher and the ESOL bilingual instructional assistant? An ESOL Teacher is any teacher who teaches an ELL. In the elementary school, the teacher of English language arts is the student s main ESOL teacher. Reading teachers are important to the process of learning English, so they are considered ESOL teachers, too. In middle and high school, students have specific classes called Language Arts, English, Developmental Language Arts through ESOL, or Intensive Reading. The teachers of these classes are considered ESOL teachers. They are required to add the ESOL endorsement or certification area. All teachers who teach academic classes science, mathematics, social studies, and computer literacy are ESOL teachers but they are not required to add ESOL endorsement or certification area. ESOL teachers hold a Florida teaching certificate in one or more subject areas. ESOL Resource Teachers are assigned to every elementary, middle and high school in Pasco County. These professionals serve various roles, but most importantly, they are advocates for students. They give advice, coaching and instruction to classroom teachers in order to assure appropriate learning experiences for ELLs. ESOL resource teachers work with school principals and district administrators to design and support the full range of ESOL services delivered in Pasco s public schools. Many ESOL resource teachers serve as the instructors in the twelve different ESOL courses that we offer to school personnel. ESOL resource teachers hold a Florida teaching certificate in one or more subject areas. The ESOL Bilingual Instructional Assistant (ESOL IA) assists the ESOL teachers and work directly with the students. The ESOL IA spends most of the day in academic classrooms alongside ELLs. They offer heritage language support to students and they translate and interpret for families. The ESOL IA is an instructional partner with the classroom teacher and the ESOL resource teacher. ESOL IAs have specific qualifications recognized by the District School Board of Pasco County and the state of Florida. This allows them to work with students.

31 What is a routine day for an ESOL student in elementary school? Language Arts (ESOL English language instruction) Reading (ESOL English language reading instruction) Mathematics Science Themes Social Studies Themes Music Physical Education (Gym class and other physical activities) Art Elementary school teachers divide their lessons into several parts. They deliver a presentation to the whole class about a concept, story, or theme. Then, they arrange the students into small groups where the children work together to explore what was taught in the whole-class presentation, find new information, and solve problems. Later, children may work independently to get a deeper understanding of how to use the new ideas and skills and to strengthen their ability to think about new concepts. Children use many different resources during the lesson. They read books, view video presentations, search for information on the Internet, practice new skills on the computer, and design their own projects. During a typical day, students may be regrouped to work with different teachers. The idea is for students to be challenged with schoolwork that is correct for each one s level of strength and development. A student may work with one group of classmates and teacher for math, and a different group of classmates and teacher for reading. All children have 90-minutes of reading time every day. As a student s strengths grow and change, so will the groups in which the student works. This regrouping is part of the District s philosophy of continuous progress. In some elementary schools, students learn some lessons in Spanish and in English. The goal is for ELLs to learn English and to value another language for academic learning. For non-ells, this is an opportunity to see learning through the eyes and language of their friends who are Spanish-speakers. The students have a lunch time built in to the middle of the day.
