1 YOUR SCHOOLS Galena Park ISD Volume 11, Number 1 Back to School 2008 Trustees vote to rename Freedom Elementary in honor of Dr. Shirley J. Williamson Random drug testing policy in place for Galena Park ISD is enacting random student drug testing for all students in grades 9-12 who participate or intend to participate in schoolsponsored competitive extracurricular activities beginning in the school year. GPISD trustees unanimously adopted the policy during the July 14 Board of Trustees meeting. The district was previously notified that it received a Safe and Drug-Free Schools and Communities grant from the U.S. Department of Education. Dr. Mark Henry, superintendent of schools, said trustees felt that this policy is a proactive measure to help maintain a drug-free environment for all students. The use of illegal drugs poses serious health and safety risks to our students, Henry said. This policy is not intended to be punitive in nature, but it should serve as a deterrent to the use of illegal drugs and to provide students with yet another reason to resist peer pressure. The policy states that a written parent consent form, including both parent and student signatures, is required before a student is eligible to participate in school-sponsored competitive extracurricular activities. Participation in schoolsponsored competitive extracurricular activities is a privilege and not a right; refusal to consent to random drug testing will result in the denial of participation in the identified extracurricular activity. Participation is defined to include practice, competition, and involvement in events. at Green Valley Elementary in 1984 and moved to the Administration Building as director of elementary education in She became astor or superintendent. The 1966 graduate of Galena Park High School began her educational career at Pyburn Elementary in 1954 before moving on to Woodland Acres Middle School. Williamson was heavily involved in all aspects of her high school career and was even part of the prestigious Jacketeer dance team. Williamson couldn t stay away from education for long as she began her career as a first grade teacher at Richey Elementary in Pasadena ISD in The University of Houston graduate soon began feeling the tug of the emotional ties to GPISD and returned to the district as a teacher at MacArthur Elementary in Dr. Gerald Cobb was Superintendent of Schools at the time and the two formed a strong friendship that has lasted until today. Williamson s leadership skills were quickly evident and she became assistant principal in 1977 and was named principal of Mac- Arthur in Williamson was named principal Students will be chosen for testing by a computer generated random selection process conducted by a contracted drug-testing vendor. Any student identified for random testing for a given date but whom, because of illness or any other legitimate reason, leaves school before the test is performed shall be included in the next random screen. Refusal on the part of any student to participate in a scheduled or random test shall be considered as a positive result. Students who are not involved in extracurricular activities but would still like to be tested may volunteer to be placed in the random drug-testing pool with a signed parental consent form. Williamson (Neeley) by renaming Freedom Elementary in her honor. The name change will be in effect for the school year. Even though the name of the school will change, the colors and mascot will remain. The mascot will be the Freedom Lions and the colors are still purple and gold. Freedom Elementary, which opened in 2005, earned the title of Exemplary status from the Texas Education Agency for the school year. The Board felt that it was time to honor a person who has spent the majority of her life in Galena Park ISD, said Wayne Oquin, president of the Board of Trustees. Shirley Williamson grew up in this community. She attended school in this community and spent 30 years working in this community. She more than deserves this honor. Thanks to your commitment to providing the very best for our students Galena Park ISD has indeed achieved the status of Recognized. In fact, GPISD is one of the largest Recognized school districts in the entire state and that status would not be possible without YOU. Students, you are to be commended for your efforts on the statemandated tests. Thank you for your good attendance and for doing your best in the classroom. Parents thank you for your support of your students and of our incredible family of educators. Let me also thank our wonderful staff for keeping the education of our students first and foremost. I hope all of you took time this summer to spend time with family members, friends and loved ones. The rising price of gasoline may have impacted some of our plans but I truly hope that you enjoyed safe travel and most importantly got some well-deserved rest. The new school year will bring many changes to our district. The Board of Trustees decided to rename Freedom Elementary, which opened in 2005, in honor of Dr. Shirley J. (Neeley) Williamson, former GPISD Superintendent and Commissioner of Education for the state of Texas. You can read more about the Board s decision and Dr. Williamson s incredible career in this issue of Your Schools. Another change this school year is that 10th grade students on the north side of the district will attend the renovated North Shore Senior High School. Thanks to the addition of a new classroom wing, an expanded cafeteria, new band hall and new administrative offices, North Shore Senior High has added 130,000 square feet to its campus. Ninth grade students on the north side of the district will attend the North Shore Senior High School Ninth Grade Center on Holly Park. While we are extremely proud of the Recognized rating, we always feel that there is room for improvement. We made great strides in student attendance during and I would like to see that figure continue to increase. It s no secret that one of the keys to continued learning is for students to show up to class and be ready and willing to learn. Students cannot learn as well if they are not at school. I am asking all parents and GPISD community members to continue to make good student attendance a priority. Making sure each student is at school every day is a powerful way to ensure success in school and beyond. Enjoy the remaining days of your summer break! It certainly won t be long at all until more than 21,000 smiling faces burst through our campus doors on August 25 the first day of school. Redding, a 1999 North Shore graduate and starting defensive lineman for the Detroit Lions in the National Football League, recently gave back to the community he grew up in by becoming a sustaining partner of the Galena Park ISD Education Foundation. Back to School District crisis plans in place The beginning of the school year is just around the corner and district officials would like to remind you that there are plans in place to ensure student safety on each and every campus. The district s Crisis Procedures Manual is updated continually to give district employees the most current available information in order to provide safety for students and all staff members. Every employee in the district receives one of these manuals. Two procedures listed in the Crisis Procedures Manual that gather a lot of attention are Shelter In Place and Lockdown. Should the situation arise a campus may activate one of those two procedures to better protect district students, employees and visitors. The emergency procedures are defined below. While the two procedures are somewhat similar they are used for different reasons. SHELTER IN PLACE This procedure is used during chemical releases, fires or other environmental hazards such as a tornado warning or other weather-related situation. SHELTER IN PLACE means all windows and doors are locked and the air conditioning system is shut down. NO ONE is allowed to enter or leave a building that has activated SHELTER IN PLACE procedures. This means parents WILL NOT be able to pick up children from school. To open the doors at any time would jeopardize the health and safety of children and employees. Therefore, it is safer to keep the students inside the building rather than expose them to possible harm by allowing them to leave the building. Once the ALL CLEAR is given, students, teachers and other employees will return to their regular activities. Please note that if you live or work near a school that is sheltering in place, you should also shelter in place at home or at your workplace. LOCKDOWN This procedure is activated when an intruder invades the premises. All doors, windows, classrooms and administrative offices are locked. Students, teachers and employees remain in their classrooms/offices until the ALL CLEAR signal is given. Under lockdown procedures, NO ONE will be allowed to enter or leave the building. The local authorities will provide assistance, if needed. The district asks parents to respect the usage of such procedures and reminds all parents and community members that there are legal ramifications for violating a SHELTER IN PLACE or LOCKDOWN. Individuals who violate a SHELTER IN PLACE or LOCKDOWN situation on a campus may be charged with criminal trespassing or disruption of a campus activity. Those wanting season tickets for the Galena Park Yellowjackets may purchase tickets in the main office of Galena Park High School or at the Galena Park ISD Athletic Office, Wallisville Road. Fans of the North Shore Mustangs may purchase tickets at the Galena Park ISD Athletic Office. All locations will be open from 8 a.m. to 4 p.m. Monday through Friday. Season ticket packages will not be sold after Aug. 22. Previous VIP Ticket holders may pick their tickets up at the same time and at the same location. VIP tickets are $35 per person for the five home games for the team of your choice. Adult season ticket cards will be $25 per person and student season ticket cards will be $15 per person. Season ticket cards are also for the five home games for the team of your choice. Preferred Parking tags will be sold for $5 each and are available to VIP ticket holders and adult season ticket holders only. By hanging the Preferred Parking tag from your mirror, you will be allowed to park in the area north of Galena Park ISD Stadium, which is the closest entrance to the ticket booths and entrance gate. Once the 2008 season begins, pre-sale adult general admission tickets will be $5 per game and pre-sale student general admission tickets will be $3 per game. All tickets at the gate will be $6. Should any VIP seats be available after Aug. 22, they will be sold per game for $7 pre-sale and $8 at the gate. Immunization Requirements Students entering GPISD should have the following immunizations: 1. Hepatitis B (Hep B) 2. Diphtheria, Tetanus, Pertussis (DTaP) 3. H. influenzae Type b (Hib) 4. Inactivated Polio (IPV) 5. Measles, Mumps, Rubella (MMR) 6. Varicella (VAR) 7. Pneumococcal Conjugate (PCV) 2, 4, 6 months; Booster 12 to 15 months 8. Hepatitis A - 2 doses are required aftr the 1st birthday All immunizations should be completed by the first day of attendance. However, if this is not possible, a child may be provisionally enrolled for 30 days and allowed to attend a childcare facility or school, provided at least one immunization in the series has been received. If, at the end of the 30-day period, a student has not received a subsequent dose of vaccine, the student would not be in compliance and the school shall exclude the student from attending until the required dose is administered. For example, Hepatitis B vaccine (HepB) is given in a series. All infants should receive the first dose of Hepatitis B vaccine soon after birth and before hospital discharge. The second dose is recommended at age 1-2 months and the vaccination series should be completed (third or fourth dose) before age 6 months. See a physician to be sure your children have received vaccinations according to schedule. The Almatha Clark Taylor School-Based Health Clinic, located at Cloverleaf Elementary, and the Southside School-Based Health Clinic, located on 16th Street near Main Street in Galena Park, can assist parents in securing early immunizations for their children. Please call before going to either clinic to ensure services. Contact the Almatha Clark Taylor School-Based Health Clinic at or the Southside School-Based Health Clinic at Services are determined by the number of available staff, demand, and space. For additional information about vaccines, vaccine supply and contraindications for immunization, please visit the National Immunization Program website at or call the National Immunization Hotline at (English) or (Spanish). Applications for free and reducedpriced meals are available Galena Park ISD has released its policy for providing free and reducedpriced meals for children served under the National School Lunch Program and School Breakfast Program. Each campus and the administration building has a copy of the policy, which may be reviewed by any interested party. Application forms will be distributed to all households with a letter informing households of the availability of free and reduced-price meals for their children. Applications also are available at the principal s office and cafeteria in each school. To apply for free and reduced-price meals, households must fill out the application and return it to the school, cafeteria or Student Nutrition Office at Administration building. Applications may be submitted anytime during the school year. The information households provide on the application will be used for the purpose of determining eligibility and verification of data. Applications may be verified by the school officials at any time during the school year. Under the provisions of the free and reduced-price meal policy, the secretary of Student Nutrition will review applications and determine eligibility based on household size and income. Neeley, her contagious energy and enthusiasm combined with an unrelenting desire to ensure that every student in Galena Park ISD achieved their highest potential led the district to unprecedented academic achievement. The district earned an Exemplary rating from the Texas Education Agency the largest district in the state to earn that honor from Williamson Elementary is located at 6720 New Forest Parkway right next to Dr. Gerald D. Cobb Sixth Grade Campus. Dr. Cobb was a mentor to Dr. Williamson throughout her career and it seems fitting that their schools named in their honor are almost side-by-side. Another piece of GPISD history that ties the two together is that Bobbie Cobb, wife of Dr. Cobb, taught shorthand to Williamson at Galena Park High School. A formal dedication of Williamson Elementary is scheduled for September 23. RANDOM DRUG TESTING continued from Page 1 restroom or other private facility in a closed stall. Neither the supervising official nor the testing representative will directly observe the student providing a urine sample. The urine sample will be collected in a sealed specimen collection container. The student will provide the collected sample to the testing representative. The urine sample will then be divided into two parts in the student s presence. Sample A will be used for the initial testing while Sample B will be frozen and reserved for outside testing in the event of a challenge of the positive test result by the student or parent/guardian. All costs associated with testing the second half of the sample will be the responsibility of the student and parent/guardian. Students who receive a first time positive result will be suspended from participating in extracurricular activities for two weeks from the date of the positive test. Those students will be referred for substance abuse counseling and will also be required to test again at biweekly intervals. These counseling sessions will provide an opportunity for parents to intervene and obtain any help that may be needed for their child. Students who test positive a second time will be suspended from participating in extracurricular activities for four weeks from the date of the positive test. Those students will be referred for substance abuse counseling and will also be required to test again. Students who receive a positive result for the third time will be suspended from participating in extracurricular activities for the remainder of the year and possibly the next school term. Wellness Plan developed by district Jonathan Zalamea, valedictorian of North Shore Senior High School brings greetings during graduation ceremonies at the Toyota Center on June 1. He will attend the University of St.Thomas this fall. Each campus in Galena Park ISD has developed a specific Wellness Plan with their students best interest and health in mind. This plan encourages all students to eat healthy and participate in physical activities such as walking, roller skating, playing group sports or swimming, in order to reduce childhood obesity and prepare students to become healthy, productive citizens and life-long learners. All elementary and middle school campuses will continue to promote healthy lifestyles for students through the CATCH program (Coordinated Approach to Child Health). CATCH teaches students how to eat healthy as well as the importance of physical activity. These are values that will last a lifetime. We invite all families to also become involved in this health initiative. Why not begin this school year by planning regular physical activities, whether it is taking an evening walk or bike ride together, playing kickball, volleyball or soccer in the yard, or practicing throwing a baseball? Sugar and Our Health In general, people eat too much sugar choosing soft drinks, candy and sugary snacks instead of healthy foods. The result is often unhealthy weight gain, which can cause or contribute to a number of serious health conditions. While dairy and fruit products have sugar and can lead to excess calories, they seldom contribute to weight gain. 7 SUS ESCUELAS Galena Park ISD Vol. 11, No. 1 Regreso a la Escuela 2008 Los Miembros de la Mesa Directiva votaron para dar un nuevo nombre a la Primaria Freedom en honor a la Dra. Shirley J. 8 Sus Escuelas Mensaje del Superintendente Galena Park ISD Un Distrito Escolar Reconocido por la Agencia de Educación de Texas (TEA por sus siglas en inglés)! A caso esto no suena grandioso? Gracias al compromiso de proporcionar lo mejor para nuestros estudiantes, Galena Park ISD actualmente ha alcanzado el estatus de Reconocido. De hecho, GPISD es uno de los distritos escolares más grandes en ser Reconocido en todo el estado y este estatus no sería posible sin USTED. A continuación se definen los procedimientos de emergencia. Aunque los dos procedimientos son similares se utilizan por diferentes razones. REFUGIO EN EL LUGAR Este procedimiento es utilizado durante escapes de químicos, incendios u otros peligros para el medio ambiente tales como, advertencia de tornado u otra situación relacionada con el clima. REFUGIO EN EL LUGAR significa que todas las ventanas y puertas son cerradas con llave y el sistema de aire acondicionado es apagado. A NADIE se le permite entrar o dejar el edificio en el que se han activado los procedimientos de REFUGIO EN EL LUGAR. Esto significa que los padres NO pueden recoger a sus hijos de la escuela.
