1 **ENGLISH BELOW** LLAMADO A PROPUESTAS PARA SEDE DE LA QUINTA REUNIÓN DE AMERICA LATINA Y EL CARIBE PREPARATORIA PARA EL FORO DE GOBERNANZA DE INTERNET (IGF) Agosto, septiembre u octubre de 2012 La Asociación para el Progreso de las Comunicaciones (APC), el Instituto NUPEF, la Internet Society (ISOC) y el Registro de Direcciones de Internet para América Latina y el Caribe (LACNIC) se complacen de anunciar la realización de la quinta Reunión regional preparatoria para el Foro de gobernanza de internet, a ser celebrada entre los meses de agosto, septiembre u octubre de Al igual que en las ediciones anteriores, el motivo de la reunión es brindar un espacio para el diálogo político multisectorial en el que actores de gobiernos, sector privado, comunidad técnica, academia y organizaciones de la sociedad civil presenten y discutan sus perspectivas. La región ha avanzado en la comprensión de los desafíos actuales de la gobernanza de internet y la continuación del debate coadyuvará a profundizar en la identificación de las prioridades regionales y a ampliar la participación de la región en el Foro de gobernanza de internet (FGI) de 2012, a efectuarse en Baku, Azerbaijan. Adicionalmente, el encuentro se propone, como en las oportunidades anteriores, informar a los actores de la región sobre los temas y tendencias del debate y discusión del FGI global. El proceso de regionalización de la discusión en torno a la agenda planteada por el FGI ha venido tomando forma desde 2008, cuando LACNIC, APC y NUPEF convocaron a la primera reunión preparatoria de América Latina y el Caribe en Montevideo, Uruguay. La segunda reunión preparatoria se llevó a cabo en Río de Janeiro, Brasil, la tercera en Quito, Ecuador y la cuarta en Puerto España, Trinidad y Tobago, en Para la edición 2012 de este evento, el Comité de programa (cuya lista de miembros será ampliada en el corto plazo) se encuentra buscando una organización para oficiar como sede de la quinta Reunión regional preparatoria para el Foro de gobernanza de internet, que deberá celebrarse entre los meses de agosto o septiembre.

Descripción del proceso La edición previa de la reunión regional de América Latina y el Caribe preparatoria para el Foro de gobernanza de internet reunió a un promedio de 150 participantes y tuvo una duración de 3 días. Desde 2011, la agenda de la reunión se determina mediante una modalidad abierta, basada en una consulta/encuesta pública. Este año esperamos continuar con los esfuerzos para delinear la agenda de debate a través de un proceso abierto de consultas públicas, con la participación de la comunidad de internet y los diferentes grupos de interés. El Comité de programa es responsable de estructurar la consulta pública para la consolidación de la agenda, así como invitar a panelistas y moderadores/as. La organización anfitriona es responsable de los aspectos logísticos de la reunión, entre los que se encuentran elegir la sede, coordinar el alojamiento de los participantes en hoteles, organizar el transporte, el catering y apoyar la difusión del evento. La organización anfitriona deberá, además, preparar y mantener actualizado el presupuesto del evento. El presupuesto del evento se confecciona a lo largo de la preparación del mismo, y el Comité de programa se compromete en un esfuerzo conjunto de levantamiento de fondos. Parte del presupuesto se encuentra garantizada desde el inicio del proceso, pero la cantidad total de recursos disponibles entre todas las organizaciones involucradas en el evento es provisional, lo que justifica la necesidad de un compromiso común entre todas las partes para tomar decisiones basadas en la optimización de los recursos. Según lo expuesto, se espera que la organización anfitriona se involucre en esa dinámica facilitando un uso eficiente de los recursos financieros y humanos. 2. Tareas a llevar a cabo por parte de la organización anfitriona Desarrollar un presupuesto preliminar. Trabajar con el Comité de programa en la elección de la sede del evento. Desarrollar potenciales colaboraciones locales y buscar posibles fuentes locales de financiamiento, celebrando contratos a este efecto. Establecer enlace con hoteles cercanos a la sede y negociar paquetes para el alojamiento de participantes. Asistir a los/as participantes en la obtención de visas, preparando cartas de invitación y ofreciendo toda la información necesaria para el proceso de aplicación. Contratar servicios de catering, alquilar equipamiento, contratar servicios de traducción e interpretación, comprar materiales de oficina. Coordinar producción gráfica e impresión de materiales de difusión. Supervisar la logística antes y durante el evento. Presentar una detallada rendición de cuentas sobre los gastos efectuados y las actividades realizadas luego del evento.

3 Se espera que la organización anfitriona asigne un punto focal o líder de equipo que pueda interactuar regularmente con el Comité de programa, participando en la coordinación y planificando reuniones regularmente. 3. Requisitos La organización anfitriona debe estar formalmente registrada bajo la legislación de alguno de los países de la región de América Latina y el Caribe. La organización anfitriona debe estar preparada para excepcionalmente gestionar transferencias directas de recursos por parte de los auspiciantes o donantes, para servicios contratados u otros beneficiarios tales como becas, viáticos, etc. - y de acuerdo con lo establecido por el Comité de programa. La organización anfitriona debe tener una experiencia probada en organización de eventos y trabajo con diferentes actores (gobiernos, sociedad civil y sector privado). La organización anfitriona debe tener probada familiaridad con la materia de la gobernanza de internet. 4. Instrucciones para envío de solicitudes Las organizaciones interesadas deben remitir sus aplicaciones hasta el 20 de abril de 2012, incluyendo: Carta de expresión de interés y descripción de las calificaciones de la organización o del equipo de trabajo para efectuar las tareas involucradas en la organización del evento regional. Un estimado del costo que el Comité de programa debería asignar para cubrir el tiempo de trabajo de la organización anfitriona. El curriculum vitae del punto focal o líder de equipo que estará involucrado en el proyecto. Sitio web de la organización y correos electrónicos, direcciones y números de teléfono de las personas de contacto. Nombres y contactos de tres organizaciones que puedan proveer referencias, en caso de ser necesario. Las entrevistas con las organizaciones finalistas serán llevadas a cabo durante la semana del 23 de abril. 4 CALL FOR PROPOSALS FOR THE HOSTING OF THE FIFTH REGIONAL LATIN AMERICAN AND THE CARIBBEAN PREPARATORY MEETING FOR THE INTERNET GOVERNANCE FORUM (IGF) August, September or October, 2012 The Association for the Progress of Communications (APC), the NUPEF Institute, the Internet Society (ISOC) and the Regional Internet Address Registry for Latin America and the Caribbean (LACNIC) are pleased to announce the realization of the Fifth Regional Preparatory Meeting for the Internet Governance Forum (IGF) to be held in August, September or October, As in the four previous editions, the purpose of the meeting is to provide a space for multi-stakeholder political dialogue between governments, the private sector, the technical community, the academia, and civil society organizations. The region has made progress in understanding the challenges currently posed by internet governance and further debate will contribute to consolidate agendas, initiatives and policies to respond to regional priorities. The regional meeting on internet governance also points to broaden the region's participation at the 2012 Internet Governance Forum (IGF), which will be held in Baku, Azerbaijan. Likewise, as in previous editions, one of the meeting's goals is to inform the region's stakeholders on the issues and trends observed in the debates and discussions of the global IGF. The process of regionalizing the discussion around the agenda established by the IGF has been taking shape since 2008, when LACNIC, APC and NUPEF summoned the first preparatory meeting for Latin America and the Caribbean in Montevideo, Uruguay. The second preparatory meeting was held in Rio de Janeiro, Brazil and the third in Quito, Ecuador. In 2011, the preparatory meeting was held in Port Prince, in Trinidad y Tobago. For the 2012 edition of this event, the group of organizers (a list that would increase its number) is seeking an organization able to host the Regional Preparatory Meeting for the Internet Governance Forum, which should happen in August or September. 1. Description of the process The previous Latin American and the Caribbean Regional Preparatory Meetings for the Internet Governance Forum have gathered an average of 150 participants, and had the duration of 3 days. Since 2011 the agenda of the event is built openly, based on a public survey. The year, we expect to continue the efforts to shape the discussion agenda through open and public consultation and participation of the internet community and stakeholders. The group of organizers is responsible for the structuring of the open consultation, for the consolidation of the agenda and for the invitations of the panelists and moderators. The hosting organization is responsible for the logistical aspects of the meeting among them, choosing the venue, facilitating the hosting of participants in hotels, organizing translation, organizing the catering and producing the support and dissemination material for the meeting, in close articulation with the group of organizers. The hosting organization should also prepare and keep updated the event budget proposal. The budget of the event is built along the preparation for the meeting, and the group of organizers engage in a coordinated effort of fundraising. Part of the budget is

5 already guaranteed in the beginning of the process, but the total amount of resources available for the meeting is provisional this leads to the need of a common commitment among all the organizations involved in the process to make decisions based on the optimization of available resources. The host organization is expected, therefore, for engaging in this process with this perspective of making the most effective use of financial and human assets. 2. Tasks to be accomplished Develop a budget projection. Work with the organizers in the election of the venue of the meeting. Search for possible local funding sources and partnerships for supporting the event and making contacts in this regard. Liaise with hotels near to the venue to negotiate hosting packages for the accommodation of participants. Assist participants in the visa application process by preparing invitation letters and offering all the necessary information for the application process. Contract catering services; rent equipment; contract translating facilities and services; buy or rent office materials. Coordinate the graphic production (printing) of support and dissemination material. Supervise the logistics before and during the meeting. Present a detailed accountability of expenditures and a report of activities after the event. The hosting organization is expected to appoint a focal point or team leader who should interact regularly with the group of organizers and participate in coordination and planning meetings regularly. 3. Requisites The host organization should be formally registered accordingly to any country's legislation of Latin America and the Caribbean. The host organization should be prepared to excepcially deal with the direct transfer of resources by the funder to contracted services or other beneficiaries such as scholarships, per diems, etc. -, according to the funders' and the organizers' designations. The host organization should have a proven experience in organizing events and working with different stakeholders (governments; civil society organizations; private sector).

6 The host organization should have a proven familiarity with the issue of internet governance. 4. How to submit a proposal Interested organizations should submit the following, no later than 20 April, 2012: A letter of expression of interest and a description of your qualifications (or the qualifications of the team of consultants) and how the tasks described above would be carried out. A firm estimate of fees to be charged for organising the event. A resume of the team leader who would be involved in the project. Organizational website, s, address and phone numbers. Names and contacts of three organizations that can provide references, if needed. Interviews with finalists will be held during the week of April 26 th. The proposals should be submitted in a PDF document to llamados@lacigf.org
