1 BASES in ENGLISH from FICMARC - International Film Festival of the Caribbean Sea (VENEZUELA) The International Film Festival of the Caribbean Sea will celebrate its 2nd Edition from 10 to 15 January 2017 on the island of Margarita, Nueva Esparta, Venezuela. It is a festival to screen films of the world-wide cinematography, largometrajes and shorts, as well as video-clips. It is also a platform for dozens of festival sponsors to study the projects of new filmmakers to finance them. REQUIREMENTS OF THE FESTIVAL Extension of films: FICMARC entries are open for feature films and short films of fiction, animation, documentary and experimental, as well as video-art and video clips, national and international. Date of Production: All cinematographic works must have been completed after January 1, Responsible for the film: Any natural or legal person of any nationality can participate. Number of films per representative: each artist can submit an unlimited number of films. Registration form: The registration of films to the Festival takes place through the CLICK FOR FESTIVALS platform (which also supports Vimeo and YouTube links). FICMARC must receive confirmation of participation through this platform, which includes an online link. The participant must ensure that the password does not change until the Festival ends. Registration other than ONLINE will not be accepted through this platform. Deadline: The director or producer who holds the rights must register the film before January 3, 2017 Language: For the selection the films will be presented in the original version and copies with subtitles in Spanish or English can be sent. If they turn out to be OFFICIAL SELECTION of the festival (which, will be projected) should have subtitles in Spanish when this is not the language of the film. Double presentation: The film can not have been inscribed in previous editions of the festival. Enrollment Rights: Once the film is registered, it can not be withdrawn from the Festival's programming.

2 SECTIONS FICMARC considers a feature film when the film lasts more than 41 minutes and for a short film up to a maximum of 40 minutes. The competitive sections are as follows: A- International Competition for Feature Films: -Drama -Comedy -Fantastic (terror, gore, suspense, etc.) -LGBT -Experimental -Documentary film -Animation B- International competition for short films: -Drama -Comedy -Fantastic (terror, gore, suspense, etc.) -LGBT -Experimental -Documentary film -Animation C.- Other: -Videoarte -VideoClips REGISTRATION FEE The registration fee for the works is: Feature Films: 10 Dollars Short Films: 4 Dollars

3 Videoclips: 3 Dollars SELECTION OF WORKS Curatorship: The Pre-Selection Committee will be made up of FICMARC members, who will carry out their work according to the parameters of quality and creativity previously set by the Festival Management, to choose the OFFICIAL SELECTION OF THE FESTIVAL. Official Selection: The responsible for the selected film will be notified via . Jury: A qualified jury will evaluate the films of the OFFICIAL SELECTION to choose the winners for each category. PROJECTION The selected films will be screened on film during the festival, a program to be published in advance in social networks and in various media. EXHIBIT RIGHTS During the celebration of the festival, the organization reserves the right to exhibit the selected films in as many public sessions as it deems convenient, at no cost to the festival. AWARDS - Best International Feature Film in each of the sections: FICMARC Statuette - Best International Short Film Award in each of the sections: FICMARC Statuette -Public Prize: The winning movie will be the one that gets the best score in the audience votes for the projections. None of the prizes can be declared ex-aequo. It can be considered deserted if there is no quorum required for films for the section (at least three in competition). All decisions made by the Festival and by the jury are final.

4 FINAL CLAUSES Registration to the festival is an affidavit that producers or directors have the rights to exhibit their works, and FICMARC is exempted from any legal, civil or criminal liability. The persons linked to the selected films undertake not to broadcast their participation until the Festival's programming is announced by the Festival's organization by the media. Participation in the Festival implies acceptance of these regulations. Any conflict (of organization or operation) not provided for in these regulations will be resolved by the organization of the Festival. The presentation of the films implies the total acceptance of these bases. The interpretation and application of the same corresponds to the organization of FICMARC. These participation bases may be supplemented or modified, prior to the start date of the Festival, by the FICMARC Organization. The interpretation of the rules and regulations shall be the sole responsibility of the Festival Management. 5 El Festival Internacional de Cine del Mar Caribe celebrará su 2 Edición entre los días 10 al 15 de Enero de 2017 en la Isla de Margarita, Estado de Nueva Esparta, Venezuela. Es un festival para proyectar películas de la cinematografía mundial, largometrajes y cortometrajes, así como video-clips. REQUISITOS DEL FESTIVAL Extensión de las películas: Las inscripciones al FICMARC están abiertas para largometrajes y cortometrajes de ficción, animación, documental y experimental, así como video-art y video clips, nacionales e internacionales. Fecha de Producción: Todas las obras cinematográficas deben haber sido terminadas después del 1 de enero de Responsable de la película: Puede participar cualquier persona física o jurídica, de cualquier nacionalidad. Número de películas por cada representante: cada artista puede presentar un número ilimitado de filmes. Forma de inscripción: La inscripción de películas al Festival se realiza a través de la plataforma FESTHOME (que también admite links de Vimeo y YouTube). FICMARC deberá recibir la confirmación de participación a través de dicha plataforma, que incluye un enlace online. El participante deberá asegurarse de que la contraseña no cambia hasta que acabe el Festival. No se aceptarán inscripciones que no sean ONLINE a través de esta plataforma. Deadline: El director o productor que detente los derechos deberá inscribir el filme, antes del 03 de enero de 2017 Idioma: Para la selección las películas se presentarán en versión original y se podrán enviar copias con subtítulos en castellano o inglés. Si resultan ser SELECCIÓN OFICIAL del festival (las cuales, serán proyectadas) deberán tener subtítulos en español cuando éste no sea el idioma de la película. Doble presentación: La película no puede haber sido inscrita a ediciones anteriores del festival. Derechos de Inscripción: Una vez inscrita la película no podrá ser retirada de la programación del Festival. SECCIONES El FICMARC considera largometraje cuando la película tiene una duración mayor a 41 minutos y para cortometraje hasta un máximo de 40 minutos de duración. Las secciones competitivas son las siguientes: a- Competencia internacional de largometrajes: -Drama

6 -Comedia -Fantástico (terror, gore, suspenso, etc.) -LGBT -Experimental -Documental -Animación b- Competencia internacional de cortometrajes: -Drama -Comedia -Fantástico (terror, gore, suspenso, etc.) -LGBT -Experimental -Documental -Animación c.- Otras: -Videoarte -Videoclips CUOTA DE INSCRIPCIÓN La tasa de inscripción para las obras es de: Largometrajes: 10 Dólares Cortometrajes: 4 Dólares Videoclips: 3 Dólares SELECCIÓN DE LAS OBRAS Curaduría: El Comité de Pre-Selección estará integrado por miembros del FICMARC, quienes llevarán a cabo su trabajo según los parámetros de calidad y creatividad fijados previamente por la Dirección del Festival, para escoger la SELECCIÓN OFICIAL DEL FESTIVAL. Selección oficial: Se notificará vía correo electrónico al responsable de la película seleccionada.

7 Jurado: Un jurado calificado evaluará las películas de la SELECCIÓN OFICIAL para escoger a los ganadores por cada categoría. PROYECCIÓN Las películas seleccionadas se proyectarán en pantalla de cine durante el festival, programación que se publicará con antelación en las redes sociales y en diversos medios de comunicación. DERECHOS DE EXHIBICIÓN Durante la celebración del festival, la organización se reserva el derecho de exhibir las películas seleccionadas en cuantas sesiones públicas estime conveniente, sin coste alguno para el festival. PREMIOS -Premio mejor Largometraje Internacional en cada una de las secciones: Estatuilla FICMARC -Premio Mejor Cortometraje Internacional en cada una de las secciones: Estatuilla FICMARC -Premio del Público: La película ganadora será la que obtenga la mejor puntuación en los votos del público asistente a las proyecciones. Ninguno de los premios podrá ser declarado ex-aequo. Puede ser considerado desierto si no existe el quórum necesario de películas para la sección (al menos tres en competencia). Todas las decisiones tomadas por el Festival y por el jurado son inapelables. CLAÚSULAS FINALES La inscripción al festival es una declaración jurada de que los productores o directores cuentan con los derechos de exhibición de sus obras, quedando eximidos el FICMARC de cualquier responsabilidad jurídica, civil o penal. Las personas vinculadas a las películas seleccionadas se comprometen a no difundir su participación hasta que la programación del Festival sea anunciada por la Organización del mismo por los medios de comunicación. La participación en el Festival supone la aceptación del presente reglamento. Cualquier conflicto (de organización o de funcionamiento) no previsto en el presente reglamento será resuelto por la organización del Festival. La presentación de las películas implica la total aceptación de estas bases. La interpretación y aplicación de las mismas corresponde a la organización del FICMARC. Estas bases de participación podrán ser complementadas o modificadas, con anterioridad a la fecha de inicio del Festival, por la Organización del FICMARC. La interpretación de las bases y reglamentos será competencia exclusiva de la Dirección del Festival.
