The Texas Department of Transportation (TxDOT) welcomes you. Today's Public Scoping Meeting is about the Loop 375 Border Highway West Extension Project. The proposed project is dedicated to improving regional mobility and safety as well as providing improved connectivity on Loop 375. The purpose of this meeting is to provide an opportunity for you to review & comment on the proposed project and project documents, including: Updated Project Coordination Plan Updated Need and Purpose Statement The updated proposed solutions, or Alternatives, to address project needs The Alternatives Evaluation Process Since the last public scoping meeting was held in December 2011, some project elements have changed. 3 Loop 375 Border Highway West Extension Project WHAT S NEW? Comments received through ongoing coordination with agencies and the public indicated the need for improved access from the proposed facility into the central business district of Downtown El Paso. Both residents and businesses in the southern portion of the central business district utilize the existing Loop 375 Cesar Chavez Highway as a connection to the regional transportation network. TxDOT studied various options to improve access and proposes to extend the eastern project limits to US 54, approximately 1 mile, to include a new interchange at Coles Street. The Coles Street interchange would allow for much needed direct access from the east. This connection would provide a new, non-toll access point between US 54 and Santa Fe Street. TxDOT has determined a need to revise the alternatives near the western terminus at US 85 and Racetrack Drive due to Information regarding a proposed levee project, railroad easements, and potential historic structures that became available following the December 2011 Public Scoping Meeting. While the revised alternatives provide improved access between the Border Highway West facility and US 85, Racetrack Drive, and Doniphan Drive, it also will require a short reroute between New Mexico 273 (McNutt Road) and the Border Highway West facility.
