4 1 INTRODUCTION The EU-LAC ICT & e-infrastructures Conference for R&D cooperation was organized by the AMERICAS project and the Mexican National Research and Education Network (NREN) CUDI (Corporación Universitaria para el Desarrollo de Internet), in the framework of the CUDI s Autumn Meeting. The conference took place at the Convention Center of Campeche (Mexico) on 3-4 October The AMERICAS project has been promoting e-infrastructures for e-science collaboration to spread the benefits and power of world-class ICT-based infrastructures for R&D cooperation between Europe and Latin America. The EU-LAC ICT & e-infrastructures Conference were organised to show the impact of e- Infrastructures used in different e-science domains in Latin America: Life Sciences, Earth Sciences, Engineering, Computer Science and Mathematics, Data Access & Preservation, Astronomy & Astrophysics, and to strengthen networking between ICT and e-infrastructures communities, to exchange views, share information and identify new opportunities for R&D collaboration. The Conference brought together over 200 participants from 10 countries: Mexico, Colombia, Costa Rica, Brazil, Chile, Argentina, USA, Spain, and also speakers from UK, Italy and the European Commission in Brussels that participated via videoconference. It was attended by delegates from RedCLARA and GEANT, Latin America s NRENs (CUDI, RENATA, RedCONARE, RNP and REUNA), EU-LAC projects funded by the European Commission (AMERICAS, RISC, ELCIRA, CHAIN, M.- Inclusion) and other advanced computing initiatives, as well as researchers from Universities and industry (CISCO, NOKIA). The event showed the advance of ICT and e-infrastructures research in Latin America and its potential for cooperation with Europe under Horizon It was organised around four topics: - EU-LAC cooperation in ICT & e-infrastructures - e-infrastructures in the EU-LAC political dialogue - ICT and e-infrastructures priorities in Latin America - e-infrastructures and Innovation in Latin America: Panel on Industry and Academia cooperation WP5_D5.2_ INMARK_ V.1.0 AMERICAS Page 4 of 38

5 2 ORGANISATION OF THE CONFERENCE 2.1 Engagement with ICT and e-infrastructures collaboration As part of the WP5 activities for ICT & e-infrastructures collaboration described in DoW, the AMERICAS project were committed to holding a Conference for R&D international cooperation bringing together ICT and e-infrastructures researchers and key players from Latin America and Europe. The concrete objectives of EU-LAC ICT & e-infrastructures Conference for R&D cooperation were to: - Raise awareness of the power and opportunities of e-infrastructures for EU-LAC cooperation in ICT R&D. - Show the impact of e-infrastructures used in different e-science domains (Life Sciences, Earth Sciences, Engineering, Computer Science and Mathematics, Data Access & Preservation, Astronomy & Astrophysics). - Strengthen networking between ICT and e-infrastructures communities, to exchange views, share information and identify new opportunities for R&D collaboration for the benefit of e-science. The project decided to join forces with the Mexican NREN CUDI and jointly organise and schedule the Conference simultaneously to the CUDI s Autumn Meeting in Campeche (Mexico). CUDI has become an important and strategic partner for AMERICAS, being part of the Advisory Board and the Mexican Task Force for ICT-e-Infrastructures collaboration. Since the beginning of the project, the Mexican partners of AMERICAS at Tecnológico de Monterrey and CUDI have been collaborating in different activities and events, in particular the CUDI s spring meeting in Ensenada, Baja California in May 2012, and the AMERICA s workshop on e-infrastructures held during the CUDI s spring meeting in Queretaro in April CUDI is building and operating the Mexican high-performance backbone network for research and education, Internet-2 Mexico and their members involve about 260 corporate and affiliate institutions (universities and R&D-institutions) all over the Mexican territory participating in Red-CUDI. These institutions represent almost 70% of all Mexican students of the higher education system and the same percentage of ICT-researchers registered in the National Research System (SNI). Along with the AMERICAS partners from Tecnologico de Monterrey, the event was also supported by the liaison office with the European Union UEMEXCYT and the National Council on Science and Technology CONACYT. Also ICT and e- Infrastructures projects collaborated in the elaboration of the Conference programme. The Programme and links to presentations can be seen in Annex Profile of the participants The Conference was attended by over 200 participants from 10 countries: Mexico, Colombia, Costa Rica, Brazil, Chile, Argentina, USA, Spain, and also speakers from UK, Italy and the European Commission in Brussels that participated via videoconference. In addition, the Conference was live streaming by CUDI and thus online viewers also followed the event. The event attracted researchers from academia and industry, ICT industry, ICT and e-infrastructures project managers and partners, policy makers, government WP5_D5.2_ INMARK_ V.1.0 AMERICAS Page 6 of 38

7 institutions and ICT stakeholders from Europe and Latin America. The speakers come from a wide variety of organisations and projects: RedCLARA, d GEANT, Latin America s NRENs (CUDI, RENATA, RedCONARE, RNP and REUNA), EU-LAC projects funded by the European Commission (AMERICAS, RISC, ELCIRA, CHAIN, M.- Inclusion) and other advanced computing initiatives, as well as researchers from Universities and industry (CISCO, NOKIA). 8 3 OUTCOMES FROM THE CONFERENCE 3.1 Opening Session The opening session was chaired by Miguel González, of Tecnológico de Monterrey, and the Conference began with welcome addresses from Sergio Gabriel Matheos, Argentina s Subsecretary of Institutional Coordination of the Ministry of Science, Technology and Productive Innovation (MINCYT) and e-infrastructures NCP; followed by Carlos Casasús, Director General of CUDI, Yolanda Ursa, the AMERICAS coordinator; Moira Karosuo of CONACYT and Neil Hernández, of Tecnológico de Monterrey and ICT NCP. The speakers outlined the purpose of the AMERICAS conference to encourage cooperation in ICT and e-infrastructures between Latin America and Europe and emphasized the importance of collaborative research for economic and social development. Also the Latin American NRENs challenges and political support to research in e-infrastructures were addressed in the opening session. Participants were encouraged to actively take part in the discussions and share their experiences and research outcomes. 3.2 Session 1: EU-LAC Cooperation in ICT & e-infrastructures The first session was focused on EU-LAC cooperation in ICT & e-infrastructures. Yolanda Ursa spoke about the Cooperation Opportunities on ICT Research & Innovation and shared the views of the AMERICAS project. One of her observations was about Latin America s ICT potential and the fact that Latin America has an important participation on joint initiatives for ICT and e-infrastructures research with the European Union. Yolanda presented the Mapping e-infrastructures in LAC, with the main e-science Domains, Communities & Application fields, and also the current e-infrastructures projects funded by FP7. She also mentioned the need to strengthen R&I cooperation in areas of mutual benefit to LAC and Europe. Four initiatives in e-science were also discussed in this first session. Federico Ruggiero, the CHAINREDS Project coordinator, talked about the Cooperation in Computer sciences and Mathematics. He explained the many faces of e- Infrastructures and the opportunities that they provide to the collaboration in research. One of the most important reasons to he give to use the e-infrastructures was that they stimulate scientific and technical development of countries. CHAINREDS focus on six action lines: Distributed Computing Infrastructure, Regional Operation Centres, Clouds for Research and Education, Infrastructures and Repositories, Science Gateways and Federations of Identity Providers. Raul Ramos from Universidad Internacional de Santander (Colombia) talked about Challenges and Opportunities of Big Data. In his presentation he indicated that key points about Big Data are the integration of different data sources, continuous prediction models from historical to real time data and (Semi) automatic knowledge discovery is now possible. Big Data also provides two benefits for industry and academia: the business intelligence (managing existing data for monitoring management concerns) and the Data Science (discovering knowledge). Bertha Márquez from Universidad de Guadalajara (Mexico) gave a presentation about GPS and the TlalocNet Meteorological Observation Network and its relevance in the earth sciences domain. The versatility of GPS observations have applications in the study of earthquakes, magmatic processes and volcanic WP5_D5.2_ INMARK_ V.1.0 AMERICAS Page 8 of 38

9 eruptions, tropical cyclones and in the long term in the study of climate change impact. A key component of the TlalocNet project is the to development of a Open Access Data Center in Mexico to store and distribute data from GPS stations, including real time data necessary for positioning applications, monitoring systems and early alert as volcanic alerts and meteorological events. LA REFERENCIA project was presented by Ricardo Agudelo from RENATA as a successful example of data access and preservation in Latin America. The project, funded by IDB, is led by CLARA, with the participation of Argentina, Brazil, Chile, Colombia, Ecuador, Mexico, Peru, Venezuela and El Salvador. The main purpose is to create a common strategy for the construction and maintenance of a Federated Network of Institutional Repositories of Scientific Publications for storing, sharing, giving visibility and open access to scientific production in Latin America. 3.3 Session 2: e-infrastructures in the EU-LAC Political Dialogue Neil Hernández, as ICT NCP, introduced the session about e-infrastructures in the EU-LAC Political Dialogue and pointed out the potential of ICT research in Mexico and the need to include ICT and e-infrastructures as a priority of the EU-LAC dialogue for cooperation. In this way, it is necessary to coordinate and support the effort of a critical mass of Mexican and LAC e-infrastructures for research and education to collaborate with Europe addressing their interoperability and interoperation. The NCP office is ready to provide input for future strategies and decision making regarding collaboration in e-infrastructures deployment and availability of related data, but raising the importance of the visibility of e- Infrastructures towards EU-LA audiences. Moira Karosuo from CONACYT-UEMEXCYT explained the Challenges to foster collaboration with Europe. Actually as result of the SOM - Senior Office Meetings for the EU and Latin America and Caribbean countries are five thematic working groups for the implementation of the Joint Initiative for Research and Innovation (JIRI): ICT, Energy, Biodiversity Climate, Bioeconomy and Health. She indicated that ICT is a horizontal tool to address a very wide range of societal challenges. Today one of the challenges to foster cooperation with EU is to strength cooperation at bilateral and bi-regional level, making use of multilateral funding mechanisms. Also, continuous dialogue with working groups participants and different stakeholders at the national, regional and bi-regional scale, is necessary to build upon a mature relationship and prior cooperation, enhanced by multilateral and bilateral projects. Finally, Enrique Pacheco from the Mexican Space Agency talked about the Challenges for Satellite ICT & e-infrastructure explaining that the priorities for the MSA are to help to solve national problems and needs to jobs creation. For this purpose there are economic and organizational challenges like the time and cost of projects and technical knowledge. He explained that space infrastructure is the backbone that supports and connects satellite space systems for national security applications, disaster management and early warning, connectivity, social benefits, environmental sustainability and scientific and technological research. 10 3.4 Session 3: ICT and e-infrastructures Priorities in Latin America In the third session participants had the opportunity to listen to Leonardo Flores from the European Commission DG CONNECT e-infrastructures Unit who talked about the Perspectives for EU-LAC Cooperation in e-infrastructures in Horizon He gave an overview on Horizon 2020, the new European Research & Innovation funding programme, Horizon 2020 and its clear focus on excellent science, industrial leadership and societal challenges. Also he addressed the EC approach for International Cooperation under Horizon 2020 to strengthening the EU s global position in research, innovation and technology. Finally he advanced some information regarding the next actions for e-infrastructure policy development and international cooperation in upcoming calls for proposals. Tom Fryer from DANTE talked about GÉANT - Enabling Global Research and Education Collaboration. GÉANT connects to 66 countries outside of Europe, reaching all continents through international partners. GEANT provides global collaboration trough the services of Performance Monitoring, Mobility, Authorisation & Authentication and Videoconferencing like collaboration tools. He gave examples of the use of research and education networks in big science, e-health and biomedical sciences, e-learning, telemedicine, arts and earth observation. Mario Miguel Ojeda and Alfredo Cristobal Salas shared with participants their experience in the RISC project. Their main objectives of the project are to evaluate the potential collaboration between EU and LAC around R& in super computing and training experts in high performance computing. They believe that is important the creation of centres of HPC with specialization in life sciences, natural resources exploitation, natural disasters modeling and environment. Jean Carlo Faustino from RNP Brazil focused on Identity Federation: The ELCIRA Project and CAFé Federation for CAPES. ELCIRA project aims to coordinate collaboration tools and services that are being developed in Europe and Latin America to provide an interoperability framework that facilitates the work of EU-LAC research teams. Actually more than 30 countries participate in the federations around the world. This has benefits to facilitate the access to many scientific publications. Jean Carlo pointed out the relevance to promote the creation of federations in LAC as a mechanism to authentication, authorization and identity (AAI) and its integration edugain in Europe. Carlos Casasus presented the CUDI s role to promote e-infrastructure for R&E. CUDI actually has four great projects to guarantee a better connectivity in Mexico: the national network to broadband development, a fund to university connection, 40 urban networks and the IXP-Mx. The benefit of these projects will be a national infrastructure of world class. He also explained the development of RedCLARA in Latin America as a result of the EU-LAC Summit held in Madrid in 2010, following the European model of NRENs associations. The role of RedCLARA in LAC collaboration: the Costa Rica NREN was addressed by Alvaro de la Ossa from RedCONARE. Alvaro explained that RedCLARA has links in different geographic regions and one of its tasks is to coordinate the services development and to be a politic facilitator. RedCLARA join universities, research centres, government institutions, national funding sources, NRENs, collaboration communities and technology companies with the objective to provide scientific computational services. 11 Ricardo Agudelo participated with e-science projects in Colombia: the Colombian NREN. He explained the role of RENATA to promote research collaboration in science, education, innovation, culture and ICT. RENATA optimizes academic and scientific activities through a remote access to distributed resources and with ELCIRA project coordinates tools and services. Raul Monroy from RedTIC CONACYT talked about the view of the ICT R&D in Mexico. First he indicates that RedTIC integrates a community of 292 ICT researchers working in the solution of national problems. Also RedTIC wants to strengthen the scientific and technologic capabilities in national networks through the Mexican talents in ICT. Raul indicated that exist four challenges in innovation: human resources, ICT offer and adoption, innovative process and the entailing to innovation. Finally, Miguel González of Tecnológico de Monterrey closed this session with a presentation about ICT priorities for R&I collaboration in Horizon Taking into account the EU Work Programme in ICT, and the recommendations and priority areas for ICT R&D cooperation between EU-LAC (from FP7 support actions PROIDEAL, PROIDEAL-PLUS, FIRST, FORESTA and, recently, AMERICAS), Miguel presented the top 10 priority areas. At the same time, Miguel presented recommendations and a roadmap proposal taking as the main driver the ICT applications with a scientific-social impact (i.e. science gateways for e-sciences) and, as enabler, the technological impact (i.e. future internet and related technologies). 3.5 Session 4: e-infrastructures initiatives and applications: Panel on Industry and Academia cooperation The fourth session was dedicated to show collaborative initiatives and applications between the industry and academia. Jesus Cruz Guzman from UNAM started talking about Science Gateways: Towards a Long Term e-science Infrastructure in LAC. Science gateway is necessary for advanced research and HPC and Cloud services are key to give e-science access. He also pointed out the importance of the organization of virtual research communities and mentioned four VRC identified at UNAM: bioinformatics, industry, earth science and cultural heritage. Carlos Jaime Barrios from UIS, Colombia presented the SCALAC Initiative as a successful case in Advanced Computing. This initiative has the challenge of integrate a collaboration culture, sustainability, impact and continual training to make possible a real high performance computing. SCALAC integrates national HPC systems and isolated resources centres all over Latin America, such as SINAPAD (Brazil), SINACAD (Argentina), CNCA (Costa Rica), CSCUR (Uruguay), SCUC (Chile), CEDIA (Ecuador), UCP (Peru). Interaction is facilitated by the NRENs. Francisco Beu from Nokia Institute of Technology gave a presentation about the M- Inclusion community and showed how industry and academia are working together to reduce the digital gap in Latin America. He highlighted the potential of the mobile industry for inclusion in LAC where more than 1,5 million applications have been developed to the smartphones market (AppStore, Android, WindowsPhone e Blackberry). The last presentation of the panel was given by Javier Liendo from CISCO who shared a vision about the Network programmability, Innovation at the speed of Software. He explained the concept of Software Defined Network (SDN) and network programmability as a way to programmatically and in real-time, modify traffic forwarding behavior of the network. 12 era and a new networking industry where barriers to network application development are much lower, and there are new markets (HW/SW separation) and new network applications so huge opportunities for academia and industry joint ventures. WP5_D5.2_ INMARK_ V.1.0 AMERICAS Page 12 of 38

13 4 CONCLUSIONS The Conference was an international forum to networking between ICT and e- Infrastructures communities, to exchange views, share information and identify new opportunities for R&D collaboration. Speakers and participants agreed that e- Infrastructures facilitate a new way of e-science collaboration and have a great potential for international cooperation. Also they considered that virtual research communities are the best option to strengthen the benefits of cooperation projects between EU and LAC. The discussions showed the advance of ICT and e-infrastructures research in Latin America and its impact on different e-science domains, like Computer Science and Mathematics, Big Data, Earth Sciences and Data Access & Preservation among others. Also e-infrastructures are becoming crucial to address societal challenges, and there are an increasing use of ICT and e-infrastructures to environmental disaster monitoring, telemedicine and biomedical sciences, arts and culture. Nevertheless, it is necessary to establish a common agenda between different actors in Mexico, identifying the ICT R&D key priority areas and e-infrastructures development. This national agenda must be extended to coordinate cooperation agendas within Latin America and the H ICT Work programme. Certainly, this stage should define a common general vision in the ICT R&D areas and e- Infrastructures development as both EU and LAC regions intend a particular global position in the ICT field and have the necessary conditions to design policies and programs to accomplish this common vision. Cooperation with Europe under FP7 has boosted the development of e- Infrastructures in Latin America over recent years, through a number of projects bringing together Latin American and European world-class researchers and industries in the field of HPC, grid, cloud, big data, astronomy and life sciences. Even more, this cooperation could be reinforced by the identification of necessary conditions to profit the opportunities of collaboration in ICT and e-infrastructures. Thus, it is important to note the need to establish national and regional maps in terms of Institutional coordination (policy makers and stakeholders, programmes and funding instruments), talent pool and capability development, as well as Infrastructure development, in order to evaluate the impact of the current and potential capacities. This is crucial in order to establish a feasible action plan to reinforce the drivers for ICT research collaboration and thus, to diminish the associated gaps in these structural elements. Participants in the conference expect that cooperation with Europe continue under Horizon 2020 but also they are aware of the new challenges for international cooperation and the need to mobilise complementary funding mechanisms to support cooperation with Europe. In this new scenario, it is necessary to reinforce the EU-LAC political dialogue towards new research and innovation priorities in ICT and e-infrastructures, and the Latin America NREN can play a key role.
