Destacó la importancia de que los diputados estén empapados de toda la problemática y de los aspectos en los que los empresarios están interesados, para realizar iniciativas y cabildeo entre dependencias federales, con el propósito de que estén conscientes del panorama y la importancia que tiene aquella región fronteriza. En tanto, la diputada Martha Beatriz Córdova Bernal (MC), secretaria de la Comisión de Relaciones Exteriores, comentó que en México se han logrado reformas constitucionales y estructurales que abren una amplia gama de oportunidades para la inversión que, sobre todo, generen empleos para los mexicanos y una estabilidad económica a la población de México, que es lo que más estamos fomentando y necesitando. Afirmó que somos un país plural en donde tenemos hoy más que nunca la oportunidad para una gran inversión económica y ustedes (los empresarios) pueden ser parte de este detonante económico que México necesita. Por su parte, el diputado Adán David Ruíz Gutiérrez (PRI), integrante de la Comisión de Protección Civil, explicó que el país, en dos décadas, no había tenido cambios significativos que llamaran la atención a nivel mundial. Sin embargo, en los últimos dos años se logró cambiar el marco jurídico y las 11 reformas constitucionales representan la oportunidad en los aspectos económico, político y social, para que el país avance a una transformación diferente y sea más competitivo. Subrayó que las reformas estructurales propician la coyuntura para inversiones e intercambios políticos y democráticos. Hoy se puede dar cuenta de la enorme posibilidad de incrementar las opciones del futuro de los jóvenes, para que tengan mejores oportunidades en educación y empleo. En esta reunión podemos proporcionar a ustedes lleven a su país la información adecuada de cómo pueden invertir aquí, subrayó. Ejemplificó que en telecomunicaciones, ya hay importantes opciones de negocios, la oportunidad de que la inversión extranjera pueda ser al 100 por ciento y el marco jurídico que da la oportunidad de abrir espacios para que México pueda crecer. La reforma de telecomunicaciones, agregó, fortaleció a México al desaparecer, por ejemplo, el cobro de larga distancia telefónica. En el tema de conectividad, el objetivo es
5 que en el 2018 se llegue a 250 mil puntos y se logre que el 80 por ciento de los mexicanos tengan acceso a Internet. Sostuvo que antes de esta reforma, México perdió 140 mil millones de dólares, por carecer del marco jurídico necesario para que se invirtiera en áreas de telecomunicaciones ni la apertura al 100 por ciento de inversión extranjera; así, la oportunidad de venir a invertir a nuestro país es muy grande, expresó. El presidente de la Cámara de Comercio de San Diego, Jerry Sanders, expresó su agradecimiento a los diputados por compartir los temas en los que se pudieran interesar para impulsar el intercambio comercial. A su vez, la vicepresidenta de la misma agrupación, Paola Ávila, destacó la importancia de la reunión para conocer más sobre las reformas aprobadas en el Congreso de México y las áreas de oportunidad como los cruces fronterizos y la infraestructura en la zona, educación y capacitación, y cómo mejorar el comercio entre México y California, conectando a los empresarios de ambos lados. 7 SAN DIEGO.- La Cámara Regional de Comercio de San Diego aplaudió la reforma hecha por el Senado de México a la Ley de Armas de Fuego y Explosivos del vecino país, que permitirá a funcionarios y agentes oficiales extranjeros portar armas en el país azteca sin ser penalizados. Durante una visita de una delegación local a la Ciudad de México, Paola Avila, vicepresidente de Asuntos de Negocios Internacionales para esta cámara, consideró que esto se traducirá en agilización del comercio fronterizo. Avila, quien acompañó a la Ciudad de México a una delegación de San Diego que participó en la Décima Reunió Anual de la Iniciativa México-California encabezada por el presidente de esa cámara Jerry Sanders, se mostró entusiasmada por el voto del congreso mexicano. La votación del Congreso mexicano al aprobar reformas a la ley de armas de fuego y explosivos por los funcionarios encargados de hacer cumplir la ley de otros países es un momento histórico, dijo.
8 La entrevistada agregó que esta ley del Congreso permitirá México y Estados Unidos trabajen en instalaciones conjuntas de pre-inspección, que es un componente fundamental para el diseño y construcción de los puertos de entrada del siglo 21. Indicó que la aplicación de pre-operaciones en cooperación con varios países aumentará la eficiencia, una mayor seguridad, y reducir los costos de transacción para el tránsito mutuo de mercancías y viajeros por sentar las bases de las costumbres pre-autorización. 10 SAN DIEGO, 18 de abril.- Miembros de un nuevo liderazgo de políticos de la frontera de California, con relación con México, viajan este fin de semana al Distrito Federal, con el objeto de estrechar vínculos y reunirse con funcionarios.
11 Dos alcaldes de la frontera y un regidor, que representan los puntos más ligados a México en California, forman parte de una delegación que estará en México del 19 al 22 de abril. El regidor por el distrito 8 de San Diego, David Álvarez, representa a San Ysidro, donde se encuentra la garita más transitada de las 42 que unen a México con Estados Unidos, y a Otay, la principal entrada de camiones comerciales de México a California. Mary Casillas Salas, la nueva alcaldesa de Chula Vista, gobierna la segunda mayor ciudad del condado, donde un número de residentes son inmigrantes mexicanos y sus hijos nacidos en California, en una primera generación, como la propia alcaldesa. Serge Dedina es el nuevo alcalde de Imperial Beach, donde California colinda con el Pacífico y con México. Antes de eso fue salvavidas por más de 20 años, rescató a unas 500 personas, entre ellas mexicanos. Los miembros de la delegación tienen un sentido binacional. Son muchos los temas que nos unen a México pero ahora es nuestra prioridad agilizar los cruces fronterizos, dijo el regidor Álvarez, hijo de un trabajador de Jalisco, quien es residente desde siempre del representativo barrio latino Logan de San Diego. El regidor David Álvarez manifestó que entre los argumentos que ha presentado para mejorar la frontera se encuentra el turismo y los beneficios que éste conlleva. La alcaldesa Mary Casillas dijo que regularizar a los indocumentados es un asunto humanitario. El cabildo de gobierno de su ciudad, Chula Vista, aprobó este jueves una resolución de la alcaldesa para expresar su apoyo a la orden ejecutiva del alivio a deportaciones del presidente Barack Obama, que regularizaría la condición migratoria de unos cinco millones 300 mil indocumentados. En tanto, el alcalde Serge Dedina consideró que los vínculos en la frontera no se limitan a la política, pues señaló que la comunidad empresarial de los dos lados de la frontera mantiene un diálogo directo y constante para mejorar la región.
12 Ciudad de México.- Integrantes del Consejo de Desarrollo Económico de Tijuana (CDT) y de la Cámara Regional de Comercio de San Diego, así como funcionarios de ambos lados de la frontera que representan la Mega Región Cali-Baja, iniciaron el lunes 20 de abril una misión comercial a la Ciudad de México.
13 El presidente del CDT, Humberto Inzunza Fonseca, refirió que se trata del décimo viaje anual que realizan para sostener una serie de encuentros con senadores, diputados y funcionarios federales para tratar asuntos que tiene que ver con mejorar la economía fronteriza. Estas acciones nos ofrecen la oportunidad de hacer un cabildeo con las autoridades mexicanas en los temas que nos aquejan como una sola región, así como, las áreas de oportunidad que se tienen para realizar nuevos proyectos de infraestructura, expresó. Busca estrechar vínculos y aprovechar la apertura derivada de las reformas estructurales del Gobierno Federal, especialmente, la energética. Las reformas del presidente Enrique Peña Nieto, requirieron un gran valor. Aprovecharemos estas reformas por que va a ser una gran oportunidad para el comercio y para los empresarios de ambos lados de la frontera, detalló Jerry Sanders, presidente de la Cámara Regional de Comercio de San Diego en Estados Unidos. Actualmente, la delegación analiza el proyecto de traer a México electricidad generada en el sur de California y mantiene su propósito de que la inversión en energías limpias contribuya a la integración energética de América del Norte. Además de este rubro, la delegación tratará temas de intercambios educativos y comercio. Estamos hablando comercialmente, económicamente como una región, como una mega región, se llama "Cali-baja", pero para nosotros, para gozar y aprovechar de todo lo que puede ofrecer la mega región, es muy importante que los gobiernos y que la gente que hace negocios estén en la misma página, y esa es la meta de nuestra visita, explicó Aron Davidson del departamento de Comercio de EU. Hacer más eficientes los cruces en la frontera común, es otro de los objetivos. En ese sentido estamos trabajando en una segunda garita de Otay y una tercera garita en la ciudad de Tijuana porque creemos que en ese sentido, vamos a poder resolver el problema de lento cruce, bueno el proyecto ya está. Ya hay el compromiso del gobierno del Presidente de la República, concluyó Martha Leticia Castañeda, presidenta de la Comisión de Asuntos Fronterizos de Tijuana. La delegación se reunió este lunes con representantes de las secretarías de Relaciones Exteriores, de Educación Pública, de Comunicaciones y Transportes, de Economía, así como de la Bolsa Mexicana de Valores y el Conacyt. Este martes 21 de abril tienen previsto encuentros con representantes de las secretarías de Turismo y Medio Ambiente, y del Instituto Nacional de Bellas Artes. La visita terminará el miércoles, luego de reunirse con legisladores de la Cámara de Diputados.
16 A first-of-its-kind study abroad program between the United States and Mexico is expected to grow in popularity this year. It s the same type of relationship that the U.S. has had with many other countries for several years. Right now, at San Diego State University, students enrolled to study English and other subjects come from all over the world including China, Brazil and Japan. At the Language Studies International in downtown San Diego, there s also a mix of students there including ones from Switzerland, South Korea and Saudi Arabia.
17 What s surprising for some is that not one student attending classes at these schools was from Mexico, despite our proximity and close political and trade relations. "If we can do it with other countries, we can certainly do it with our neighboring counties, said Paola Avila, executive director of the San Diego Regional Chamber of Commerce, International Business Affairs. Avila is at a trade conference in Mexico City this week along with the Chamber s president and former San Diego mayor Jerry Sanders. One big topic of discussion is Proyecta 100,000, Mexico s initiative similar to President Obama s 100,000 Strong in the America plan which seeks to send U.S. students to study at Latin American Universities. "It has not been done before and without that effort, the results were we were only receiving 14,000 students from Mexico, said Avila. Mexico is a country of 116 million people. South Korea, with a population of 79 million sends 72,000 students a year. The U.S., in the past, has only sent an average of 4,000 students to take courses in Mexico for academic credit. But the plan, agreed upon by Mexican President Enrique Pena Nieto and President Obama in 2013, is to change that. Proyecta 100,000 is Mexico's plan to send 100,000 students to the U.S. by The U.S. plans to send 50,000 students to Mexico. A few San Diego universities have already begun enrolling Mexican students, including Alliant University, National University and UC San Diego. This year, UCSD has 52 students and 44 faculty members from Mexico attending classes. "The top field that students are coming to study is industrial engineering. And out of those, the majority are female, said Avila. This is a big change for two countries that have long been partners in politics and trade, but only now are realizing each has a lot to offer in the fields of higher education, science and technology.
18 Armed U.S. Customs inspectors soon could be working side-by-side inside Mexican territory with their Mexican counterparts, screening northbound commercial shipments at a Tijuana pre-clearance facility near the Otay Mesa border crossing. Legislation passed in Mexico this week that has opened the way for the precedent-setting collaboration. The final big hurdle for project was overcome Thursday when members of Mexico s Chamber of Deputies voted to allow foreign immigration and customs officials to carry weapons when working in Mexico with permission from the country s Defense Secretariat Secretariat. The reforms to Mexico s firearms law were proposed in February by President Enrique Peña Nieto s administration, and passed the Mexican Senate earlier this month. Their implementation "will increase efficiency, provide greater security, and reduce transaction costs." The pre-clearance facility is seen as a way of increasing the border s efficiency by streamlining the inspections process. The Tijuana station would initially focus on northbound agricultural products, and would be the first in Mexico under the new arrangement. A similar arrangement is planned in Texas at
19 the Laredo International Airport, where armed Mexican customs officers would be able to inspect southbound air shipments of components used in automotive and aeronautics manufacturing. U.S. and Mexican authorities have been negotiating for years to launch the joint inspections, an arrangement that requires consent of several agencies on both sides of the border. The most sensitive question in Mexico has involved allowing U.S. inspectors to carry weapons when working on foreign soil.

22 SAN DIEGO Mayor Kevin Faulconer outlined his request to expedite state assistance for the city of San Diego s Pure Water recycling program. During a tour of the North City Water Reclamation Plant at 4949 Eastgate Mall Monday, Faulconer will called on the state Water Board to set a fair conservation mandate. He will meet with Gov. Jerry Brown in Sacramento Tuesday to discuss the drought and ask for more than $200 million in funding to upgrade a San Diego water treatment facility that can recycle 83 million gallons of water per day. We are going to create a local independent water supply for us here in San Diego and lessen our reliance on Los Angeles, when our pure water program is up and running, we re going to have a third of our water supply right here at our own control, said Mayor Faulconer. Other local members of Congress and elected officials are asking Sacramento to force Northern California water caretakers to share their water with cities like San Diego. The San Diego Regional Chamber of Commerce hosted a luncheon Monday to discuss the issue. It invited lawmakers to share their thoughts on the drought and ideas to help ease the water crunch. Both Congressman Darrell Issa and Juan Vargas pointed the finger at Sacramento saying it holds the key to clear the way for Northern California to share its water with the southern portion of the state.

Sobeganan from former City Councilman Carl DeMaio. We opted for a small ceremony with our immediate family there to support us, DeMaio added. The couple is planning a reception May 9 at Wang s North Park restaurant. Hale, who runs a social marketing business and is president of the Hillcrest Business Association, also publishes the San Diego Gay and Lesbian News, whose staff posted a story about the wedding online Monday. The marriage was officiated by Richard McCullen, a senior pastor of Missiongathering Christian Church. It took place at a rented beach house near the Oceanside Pier on Saturday. The SDGLN article noted, The date has a special place in their hearts, as it is also the sixth anniversary of their meeting. Last Nov. 4, DeMaio held an early Election Day lead in his race for the 52nd Congressional District seat held by Democrat Scott Peters. He addressed the media with Hale at his side. In his campaign, DeMaio had positioned himself as a new generation Republican. One of his ads depicted him holding hands with Hale at a 2012 gay pride parade, and received national notice in The Wall Street Journal and The Huffington Post. He died of esophageal cancer in Stern, who is marketing manager for Commercial Builders, is rappelling down a 24-story building in the hope people SEE DIANE BELL B3 BID TO DELAY DEREGULATION OF TAXI PERMITS REJECTED San Diego judge expected to make final ruling on injunction today DAVID GARRICK U-T SAN DIEGO San Diego s disputed plan to deregulate its taxi industry got a boost on Monday when a judge rejected a request to delay deregulation until an environmental lawsuit over the policy change is resolved. In a tentative ruling posted Monday afternoon, Superior Court Judge Ronald Prager rejected the lawsuit s request for an injunction because, he said, the plaintiffs have a low likelihood of winning the case. City Attorney Jan Goldsmith has argued that the California Environmental Quality Act does not apply to the changes made in the city's policy on taxis. Prager said those who filed the suit last month, a small group of taxi-permit owners, provided only speculative and unsupported evidence that deregulation would have a negative effect on the environment. The lawsuit contends that lifting the city s longtime cap on permits would create pollution that the City Council didn t properly evaluate before making the change last fall. Prager is slated to make his tentative ruling final at a hearing this morning during which lawyers on both sides of the case will be given a chance to make arguments. CITY COUNCIL Concerns raised about 5-year pact with new vendor if Chargers leave DAVID GARRICK U-T SAN DIEGO The City Council approved a five-year concession agreement for Qualcomm Stadium on Monday, despite some members raising concerns about how the potential departure of the Chargers might affect the deal. Councilman Todd Gloria, who cast the only no vote, also complained that city staff rushed the council into making a decision and that the contract wasn t properly vetted. Other council members called the deal a nobrainer that would yield more revenue for the city and dramatically improve the concessions at Qualcomm. SEE CONCESSIONS B4 The California Innocence Project, which started two years ago, held a march from California Western School of Law to Ocean Beach Monday. The route went under an Interstate 5 off-ramp downtown. The project sheds light on cases in which people may have been wrongfully convicted, including a dozen inmates who make up the California 12. The project takes cases with compelling evidence of innocence, from witnesses who have recanted testimony to DNA evidence. Kimberly Long one of the California 12 was convicted of killing her boyfriend, Oswaldo Ozzy Conde, in 2003 based on what many consider questionable evidence. Jerry Brown today for financial and regulatory help with the city s $3.5 billion plan to recycle sewage into drinking water. County congressional representatives discuss incentives, tactics at forum JOSHUA STEWART U-T SAN DIEGO As the state s record-setting drought continues, San Diego s congressional representatives on Monday laid out ways the federal government can help avoid catastrophic water shortfalls in the future. Possibilities range from streamlining regulatory processes to providing incentives to districts to expand their water supply, while encouraging public-private partnerships that find new ways to conserve water. The federal government stands ready to assist. California has to make decisions, Rep. Darrell Issa, R-Vista, said. They ve lost the first round and ultimately they re going to lose this fight. Wesley Hottot Institute for Justice Faulconer, who s scheduled to meet with Brown and several other California mayors in Sacramento, said he will also ask the governor to consider San Diego s past conservation efforts when the state announces new usage reduction mandates for individual water agencies next week. The state should help jump-start SEE TAXIS B3 the city s ambitious water recycling program, dubbed Pure Water San Diego, because the drought makes such efforts particularly important, Faulconer said.
