2 Dear Parents and Community Members: At the end of last school year, I shook the hands of thousands of graduates crossing the stage and receiving their diplomas. While I will always remember the outstanding young men and women that made up the Class of 0, our attention is now focused on Monday, August 7 the day the 0-03 school year begins. This past school year was challenging as our district dealt with uncertainty from the state regarding school funding as well as the new State of Texas Assessments of Academic Readiness (STAAR) accountability system that has proven to challenge students and teachers alike throughout Texas. The level of complexity and standards are much higher in this system than they were under the TAKS accountability system. Even though our instructional staff and students weren t provided with much information from the state about what to expect, we know that they worked hard to prepare for the new exams. While we are adapting to a new system, it s also important to remember that a student s success is not limited to just a test score. We are proud that Alief ISD is a Recognized school district and, as a district, met all requirements under the Federal Government s Adequate Yearly Progress (AYP) guidelines. However, we also firmly believe that Alief ISD does an excellent job of preparing students to achieve more in life than just pass a once a year state-mandated test. We believe in providing students a well-rounded education that in some cases is not reflected on a single test. Alief ISD has a long history of providing an excellent education for our students. I have been very impressed with the large number of Alief ISD alumni that want to give back to our fine school district. These individuals come from all professional backgrounds and continually tell me how much they appreciate what Alief ISD did for them. In order to continue preparing students for successful careers and professions, we must never lose sight of our tremendous responsibility of providing a quality, well-rounded education that allows for each student to develop academically and emotionally with confidence. Thank you to the Alief community for your continued support of our students and of our staff who do such an excellent job each and every day in making sure our students enjoy success. I want to encourage parents and community members who are not already involved with our district to get involved. Volunteer, serve as a mentor or become a school/community partner. Your support of our district (students and staff) is needed now more than ever before. Parents, when you are engaged in your children s education, you positively influence their chances for success. Where to register Prekindergarten through eighth grade students register at the school in the attendance zone where their home is located. High school students register at the Alief ISD Enrollment Office, in the Alief ISD Support Facility, 405 Bellaire Boulevard (between Eldridge and Howell Sugar Land Rd). Exception: High school students who have left the district and are returning to re-enroll should go to the registrar s office at their former high school campus. Eligibility Kindergarten through th grade: Children who reside in Alief ISD and as of Sept., 0, are at least five years old and under years of age, may attend Alief schools. High school students at least years of age and under 6 years of age may be admitted by the district to complete the requirements for a high school diploma for the year. Prekindergarten Enrollment: To enroll in Alief ISD s prekindergarten program, a child must be four years old on or before September, 0, and meet at least one of the following requirements: - be unable to speak or comprehend the English language (testing will take place at registration) - is educationally disadvantaged - is homeless - is the child of an active duty member of the armed forces of the United States - is the child of a member of the armed forces injured or killed while on active duty - is or ever has been in the conservatorship of the Department of Family and Protective Services following an adversary hearing - has a household income that is at or is below the subsistence level as defined by the State Board of Education (Documentation of all sources of income to all members of the household must be submitted at the time of registration. Bilingual program registration Parents interested in enrolling their children in the district s Spanish-English Bilingual Program, available for qualifying students in prekindergarten through sixth grade, must first register at their home school (the school in their attendance zone) before going to the assigned bilingual campus. High school assignments Students receive their assignments to Elsik, Hastings or Taylor High School by means of a computerized random-draw system. Following the draw assignment, those who are interested in attending Kerr High School may apply for admission. Kerr is a smaller school with approximately 700 students who pursue personalized academic plans and work independently or in small groups with teacher support. 3 RIGHTS AND PROCEDURES RELATED TO SECTION 504 THE REHABILITATION ACT The purpose of this article is to provide you with information about Section 504 of the Rehabilitation Act of 973 and the rights/protections you are entitled to under its provisions. Students who are eligible for services under 504 are not necessarily also covered under the provisions of Individuals with Disabilities Education Act (IDEA) which calls for the provision of special education services. Section 504 procedures may not be used to resolve disagreements with admission, review and dismissal committee decisions. Eligible students with disabilities have the right to participate in and benefit from public education programs without discrimination on the basis of a disability. They have the right to equal opportunity to participate in school programs and extracurricular activities. The law states that an eligible person with a disability is one who has, has a record of having, or is regarded as having, a physical or mental impairment which substantially limits a major life activity such as learning, self-care, walking, seeing, hearing, speaking, breathing, working, major bodily functions (immune system, normal cell growth), sleeping, standing, lifting, bending, reading, concentrating, thinking, communicating and working. In the school setting, a substantial limitation on learning may include evidence on success with school work, serious behavior problems or any other physical or mental impairment that interferes with learning. The principal of each building has designated a Campus Section 504 Coordinator who will be the person responsible for implementing eligibility procedures and the provision of educational services. The Department of State Health Services (DSHS) is granted authority to set immunization requirements by the Texas Education Code, Chapter 38, Health & Safety, Subchapter A, General Provisions. IMMUNIZATION REQUIREMENTS A student shall show acceptable evidence of vaccination prior to entry, attendance, or transfer to a child-care facility or public or private elementary or secondary school in Texas. Serologic confirmation of immunity to measles, mumps, rubella, hepatitis B, hepatitis A, or varicella or serologic evidence of infection is acceptable in place of vaccine. 3 Previous illness may be documented with a written statement from a physician, school nurse, or the child s parent or guardian containing wording such as: This is to verify that (name of student) had varicella disease (chickenpox) on or about (date) and does not need varicella vaccine. Alief ISD program admission procedures, facilities and graduation requirements are designed to eliminate discrimination. 4 School Meals Program Students purchasing breakfast and lunch in Alief school cafeterias receive a nutritionally balanced meal planned by a registered dietitian. Meals include a meat or a meat alternative, a vegetable and/or fruit, bread, and a choice of reduced-fat, white or chocolate milk. A vegetarian entree is also available, and students may purchase traditional and reduced-fat a la carte and snack items. Breakfast items and lunches are affordably priced. Please note: Nutrition Services does not accept checks. Breakfast Lunch Students (paid) $0.50 $0.75 Students (reduced) $0.0 $0.0 Staff $.50 $3.00 Visitors $.50 $3.5 General Texas Department of Agriculture Food Guidelines The Alief ISD Nutrition Services Department is regulated by the Texas Department of Agriculture (TDA) and the City/County Health Departments. In order to comply with these agencies, the District has the following procedures in place in regards to food being provided to students: Parents may not bring food or drinks to school for anyone other than their own children. However, TDA does make an exception to this rule for birthdays. Parents may bring birthday cake/cupcakes for the class to celebrate with the birthday child. However, the Health Department requires that these cakes must come from an approved source a bakery or grocery store inspected by the Health Department. To insure this safety issue, cake must be brought in the original box in which purchased. Cupcakes may also be purchased from the school cafeteria with advance notice. Cakes prepared in a private home cannot be brought to share with students. Approved birthday cakes will be served after the celebrating class has finished lunch. Application forms for free and reduced-price meals are available for pick up at each campus, or can now be filled out online for faster processing. Use the link. Additionally, each student enrolled in elementary school will receive an application to take home on the first day of school. Note, please complete only one () application per family. Parents of students who do not qualify for free meals may now go to to pay for their child s meals in advance. Applications:. Applications that are not complete or are filled out incorrectly cannot be processed.. Use black ink only. 3. Submit only one () application per family. Submitting more than one application often delays the approval process. 4. If you do not fill out an application online, you may take the completed application to the cafeteria of a school that one of your children attends OR to the Alief ISD Nutrition Meals Application office at 0 High Star, OR mail it to Nutrition Services, PO Box 68, Alief, Texas Once the completed application is received in the meals application office, processing the application takes up to 0 working days. Until a notice of approval is received, parents of new students must plan to send food or money for meals to school with their children. Prior Qualification. Parents whose children qualified for free or reduced-price meals in Alief ISD for the 0-0 school year MUST reapply.. Eligibility from the previous year will be honored (or carried over) for the first 30 days of the new school year while applications are being processed. 3. An accurately completed renewal application must be received by Nutrition Services by 4 p.m. on Sept. 4 to allow time for processing before the 30-day period, which is Oct. 8, 0. If notice of approval of renewed benefits for 003 has not been received by Oct. 8, 0, parents will need to send either food or money for meals to school with their children until the parent receives the notice of approval. For more information regarding the National School Breakfast and Lunch Programs, call , or visit the Alief ISD web site and under District Directories select Departments and choose the Nutrition link. 4 Special Diets (Refer to Student Handbook) Per USDA regulations, and physician s order, the Alief Nutrition Services Department will make food substitutions or modifications for students with disabilities. As defined under ADA (Americans with Disabilities Act), a person with a disability means any person with physical or mental impairment that substantially limits one or more major life activities. Substitutions will be made for children whose disabilities restrict their diets as supported by a statement signed by a licensed physician. The physician s statement is required and must include: the child s disability, an explanation of why the disability restricts the child s diet, the major life activity affected by the disability, and the food or foods to be omitted from the diet and the food that must be substituted. Procedure. The student and parent are to make an appointment with the school s nurse and bring a physician s statement. Also, bring all special dietary information provided by the physician and/or dietitian.. The nurse will provide a copy of the school s menu to the parent. The parent and student will choose foods from the menu that the student can eat. 3. Parents will be responsible to teach their child about their diet. 4. The student must be responsible for choosing correct food items. 5. Please encourage your child not to eat food from another student s tray. These foods may not be allowed on your child s diet. Food Allergy Generally, children with food allergies or intolerances do not have a disability as defined under either Section 504 of the Rehabilitation Act or Part B of IDEA (Individuals with Disabilities Education Act). In most cases, the child s dietary needs can be met in the school s cafeteria where a variety of nutritious foods is available for individual choice. (Menus may be viewed on the District s website). In addition, USDA s offer versus serve program allows students the option to decline one or two foods in the normal school meal. This procedure will assist in accommodating an individual s particular diet. However, when the physician s statement includes that the specified food allergy may result in severe, life-threatening (anaphylactic) reactions, the child s condition would meet the definition of disability. The parent will present this physician s statement to the school nurse and appropriate food substitutions will be made. In accordance with Federal law and U.S. Department of Agriculture policy, this institution is prohibited from discriminating on the basis of race, color, national origin, sex, age, or disability. Notifying the Campus Clinic for Food Allergies The district requests to be notified when a student has been diagnosed with a food allergy, especially those allergies that could result in dangerous or lifethreatening reactions. It is important to contact the school nurse and disclose the food to which the student is allergic, as well as the nature of the reaction. Additionally, upon enrollment, an allergy form is provided on which you can disclose this information. (SB 7, HB 74) Review of Student Code of Conduct, Student/Parent Handbook During the first week of school, every student will receive a handbook that includes the District Code of Student Conduct. To ensure that instruction takes place in a safe and positive environment, Alief ISD requests the support of students, staff and parents in upholding the code. Parents are asked to review and discuss code provisions with their children, then sign and return the Parent Acknowledgment/Consent Form promptly to the school principal. Failure to do so does not exempt students from complying with the Code of Conduct. Updates will be posted online and can be viewed at

5 Career and Technical Education opportunities offered in Alief ISD With more than 65 individual courses offered in the Career and Technical Education program, middle school and high school students can determine a plan of study to include a wide array of courses from within the 4 career clusters offered in Alief ISD. Many of the high school courses qualify for articulated college credit. Free Health and Civic Resources Fair on August 4 The 0 Alief Community Health and Civic Resources Fair will be held on Saturday, Aug. 4, at Alief Hastings Ninth Grade Center located at 6750 Cook Road. Doors open at 9 a.m. and the event lasts until p.m. Children from one to 8 can receive free immunizations. A parent/guardian must be present and have the child s current shot records. Free medical screenings will be available and will include blood pressure checks, blood sugar monitoring, eye exams, basic dental check-ups and more. Health and wellness information will be available from numerous fair sponsors and vendors. Educational, safety and community/civic representatives will be in attendance to provide general information about services and programs available to residents in the Alief area. Free school supplies will also be available, while supplies last. What are the Educational Rights of Children and Youth Experiencing Homelessness? Children and youth experiencing homelessness have the right to: Go to school, no matter where they live or how long they have lived there. Stay in the school they were attending when they became homeless. Receive transportation, if feasible, to the school they were attending when they became homeless. Enroll in school without giving a permanent address. Receive the same special programs and services, if needed, as provided to all other children in these programs. 6 Mensaje del Superintendente HD Chambers ANTES DEL INICIO DE LAS CLASES Estimados padres y miembros de la comunidad: Al concluir el año escolar que acaba de terminar, me di la mano con miles de graduados que cruzaban el escenario para recibir sus diplomas. No obstante y si bien, siempre recordaré a aquellos hombres y mujeres jóvenes que conformaron la Clase de 0, nuestra atención ahora está concentrada en el día lunes, 7 de agosto: el día en que comienza el nuevo año escolar. El año escolar que acaba de concluir fue un desafío, porque nuestro distrito debió enfrentar no sólo la incertidumbre generada por el estado en cuanto a los fondos para financiar las escuelas, sino también, el nuevo sistema estatal de responsabilidad académica, el State of Texas Assessment of Academic Readiness STAAR (por sus siglas en inglés) que ha sido todo un reto, tanto para los estudiantes como para los maestros a todo lo largo y ancho de Texas. El nivel de complejidad y los estándares del STAAR son mucho más elevados que los del sistema anterior, el TAKS. Cabe resaltar que si bien el estado no proporcionó mucha información ni a los estudiantes ni al plantel de instrucción en cuanto a lo que se podía esperar, sabemos que trabajaron arduamente para prepararse para estos nuevos exámenes. Sin embargo, mientras nos estamos adaptando a este nuevo sistema, también es importante recordar que el éxito de un estudiante no se puede limitar solamente al puntaje obtenido en un examen. Estamos orgullosos de que Alief ISD sea un distrito escolar «Reconocido» y que como distrito haya satisfecho todos los requisitos establecidos por las normas de Progreso Anual Adecuado (Adequate Yearly Progress AYP por sus siglas en inglés) del gobierno federal. Pero también, sostenemos con firmeza que Alief ISD realiza una labor excepcional al preparar a los estudiantes para lograr mucho más en la vida que aprobar cada año un examen exigido por el estado. Creemos en dotar a cada estudiante de una educación muy completa que en algunos casos, no se refleja en un solo examen. Alief ISD tiene una larga trayectoria de preparar a sus estudiantes con una educación excelente. Me ha causado muy buena impresión el gran número de exalumnos de Alief ISD que quiere contribuir con nuestro magnífico distrito escolar. 7 Derechos y procedimientos relacionados a la Sección 504 de la Ley de Rehabilitación El objetivo de la presente es brindarles información acerca de la Sección 504 de la Ley de Rehabilitación (Rehabilitation Act) de 973 y de los derechos y salvaguardas a los que usted tiene derecho de acuerdo a las disposiciones de dicha ley. No obstante, el hecho que algún estudiante cualifique para recibir los servicios en virtud de la Sección 504 no significa que necesariamente también cumpla con los requisitos para recibir los servicios de Educación Especial en virtud de la Ley de Educación de Personas con Discapacidades (Individuals with Disabilities Education Act IDEA por sus siglas en inglés). No se pueden usar los procedimientos de la Sección 504 para resolver los desacuerdos con respecto a las decisiones de un comité de admisión, revisión y retiro. Todo estudiante con discapacidad, que cualifique, tiene derecho a participar en los programas de educación pública y a beneficiarse de ellos sin sufrir discriminación alguna en base a la discapacidad. 8 Programa de Alimentos Escolares Los estudiantes que compran el desayuno o almuerzo en las cafeterías escolares de Alief reciben alimentos nutritivos y balanceados, planeados por dietistas profesionales. Los alimentos incluyen carne o una alternativa a la carne, una ración de verdura o fruta, pan y leche a elegir entre natural, con chocolate o baja en grasa. También cuentan con platillos vegetarianos y los estudiantes pueden disfrutar del menú tradicional o bajo en grasa, y refrigerios. Los desayunos o almuerzos tienen un precio asequible. Por tanto, el distrito establece los siguientes procedimientos para cumplir con lo estipulado por estas agencias: Ningún padre puede traer o enviar alimentos ni bebidas a la escuela, excepto para sus propios hijos. Sin embargo, TDA hace una excepción a esta regla tratándose de los cumpleaños. Los padres pueden traer a la clase un pastel de cumpleaños o «cupcakes» para celebrar el cumpleaños de su hijo con los compañeros de clase. Pero, el Departamento de Salud exige que este pastel o los «cupcakes» vengan de alguna fuente «aprobada»: una pastelería o tienda de alimentos que cuente con la inspección del Departamento de Salud. Como precaución sanitaria, se exige que se traigan el pastel o los «cupcakes» en su embalaje original: la misma caja en la que se compraron. También se pueden comprar los «cupcakes» de la Cafetería, pidiéndolos con anticipación. No se pueden traer a la escuela pasteles preparados en alguna casa particular. Una vez que la clase que esté de fiesta haya terminado de almorzar, se podrá servir el pastel de cumpleaños «aprobado». Programas Nacionales de Desayunos y Almuerzos Escolares Alief ISD participa en los Programas Nacionales de Desayunos y Almuerzos Escolares. El estudiante y el padre de familia programarán una cita con la enfermera escolar y entregarán el certificado médico, junto con toda información sobre la dieta especial proporcionada por el dietista.. La enfermera les proporcionará una copia con el menú de la escuela. El padre de familia y el alumno elegirán los alimentos del menú que pueda comer el estudiante. 3. Los padres de familia son responsables de enseñar al menor acerca de la dieta. 4. El estudiante es responsable de elegir correctamente los alimentos apropiados. 5. Haga el favor de recomendar encarecidamente a su hijo que no tome alimentos de las bandejas de sus compañeros. Puede que dichos alimentos estén prohibidos en la dieta de su hijo. Alergias relacionadas a los alimentos Generalmente, los niños con alergias o intolerancias a las comidas no padecen de una «discapacidad» según la definición de la Sección 504 de la Ley de Rehabilitación o la Parte B de IDEA (por su sigla en inglés). En la mayoría de los casos, se puede cumplir con las necesidades dietéticas del niño en la propia cafetería de la escuela donde se dispone de una variedad de alimentos nutritivos para elegir. Este procedimiento lo ayudará a acomodar las particularidades de su dieta. Por otro lado, si algún médico hace constar por escrito que una alergia particular del estudiante a algún alimento puede causarle una reacción grave y mortal (anafiláctica), la condición podría definirse como «discapacidad» por cumplir con los requisitos. Thöùc aên thay theá seõ ñöôïc cung caáp cho caùc hoïc sinh maø söï khuyeát taät khieán phaûi coù söï giôùi haïn trong vieäc aên uoáng coù giaáy tôø hoã trôï vaø kyù teân bôûi baùc só coù giaáy pheùp haønh ngheà. Giaáy tôø cuûa baùc só baét buoäc phaûi coù vaø phaûi bao goàm:. söï khuyeát taät cuûa treû. moät söï giaûi thích taïi sao khuyeát taät giôùi haïn veà aên uoáng cuûa ñöùa treû 3. hoaït ñoäng chính trong ñôøi soáng chòu aûnh höôûng bôûi khuyeát taät 4. thöùc aên hoaëc caùc thöùc aên phaûi boû qua trong cheá ñoä aên vaø thöïc phaåm phaûi ñöôïc thay theá Thuû tuïc. Hoïc sinh vaø phuï huynh phaûi laáy heïn vôùi y taù nhaø tröôøng vaø ñem giaáy baùc só tôùi. Ngoaøi ra, phaûi ñem theo moïi thoâng tin veà cheá ñoä aên uoáng ñaëc bieät maø chuyeân vieân aên uoáng ñaõ cung caáp.. Y taù seõ cung caáp cho phuï huynh moät baûn sao thöïc ñôn cuûa nhaø tröôøng. Phuï huynh vaø hoïc sinh seõ choïn thöùc aên töø thöïc ñôn maø hoïc sinh coù theå aên ñöôïc. 3. Phuï huynh seõ chòu traùch nhieäm chæ daãn cho con em hoï veà cheá ñoä aên uoáng cuûa caùc em. 4. Hoïc sinh phaûi chòu traùch nhieäm choïn ñuùng caùc moùn aên. 5. Xin khuyeán khích con em quyù vò ñöøng aên thöùc aên töø khay aên cuûa moät hoïc sinh khaùc. Caùc thöùc aên naøy coù theå khoâng ñöôïc pheùp coù trong cheá ñoä aên uoáng cuûa con em quyù vò. Ngoaøi ra, chöông trình cung caáp so vôùi phuïc vuï cuûa USDA cho pheùp hoïc sinh löïa choïn ñeå khoâng aên moät hoaëc hai loaïi thöïc phaåm trong böõa aên tröôøng hoïc bình thöôøng. Thuû tuïc naøy seõ hoã trôï söùc chöùa cheá ñoä aên uoáng ñaëc bieät cuûa moät caù nhaân. Be prepared for the opening of school so that your child is ready to start on the first day. Plan ahead and purchase all the necessary school supplies, clothing and other items. Check with your child s school to find out what items you need to supply.. Your child s immunizations should be kept current for his/her own well-being and the well-being of others. When you are notified that an immunization is needed, promptly make arrangements with your doctor or an area clinic. You will need to provide the school with the receipt showing proof of the immunization. If you have any further questions, please contact the school nurse. Parents should be aware that state law requires immunizations. 3. Parents need to stay informed and be aware of the school calendar and programs. Parents are encouraged to visit their child s school regularly and meet with teachers as requested. 4. Parents should take the responsibility of setting times for play, homework, household chores, TV viewing and bedtime. These times should be the same every day with few exceptions. Children should be praised or rewarded for cooperative behavior. 5. When your child is absent, it is best to call the school attendance office. This should be followed up within three days with a written excuse/note when your child returns to school. 6. Avoid a repetitive absence pattern, such as Friday-Monday, day before or after school holiday, or every Wednesday. Plan family outings and vacations during weekends or school holidays. 7. Children should not be kept home to babysit other children in the family. It is the parents responsibility to make arrangements for childcare services. 8.
