Pending full board approval, the San Francisco Municipal Transportation Authority will move ahead with a two-year plan calling for street landscaping in the summer of 2011, followed by a massive sewage reconstruction from November of 2011 to Feb - ruary of The makeover will focus on an area between Hampshire and Guerrero Streets. The first phase, according to the SFMTA, will lead to reducing traffic lanes in each direction from three to two, widening sidewalks, creating a permanent bike lane and establishing a 14-foot wide tree median. The project will also incor - porate bulb-outs to slow traffic and possibly two pedestrian resting zones at Mission Street near Capp Street and at Precita and Bryant Streets. The idea for redeveloping Cesar Chavez Street came by way of a neighborhood petition drive in This is a change in philoso - phy and how we think about the public s right-of-way, said Department of Public Works Direc - tor Ed Reiskin, who noted that approximately 25 percent of public spaces in San Francisco are taken up by streets. Along with the SFMTA, other involved city agencies include the San Francisco Public Utilities Commission (SFPUC) and the San Francisco Planning Department (SFPD). The SFPUC will oversee replacing sewage lines along Cesar Chavez Street, said Idil Bereket, a spokesperson for the SFPUC. He said the sewer project phase is long overdue because some of the pipes are 75 to 100 years old and are buried under the roadway where the Precita Creek runs. Some 6,000 feet of new sewer pipe will be installed. The $28.4 million redevelopment plan is largely funded through the Safe Accountable Flexible Efficient Transportation Equity Act, an initiative that expired in Other funds will come from the Environmental Protection Agency and from local matching funds from wastewater service fees paid by residents. But the proposed plan is seen by some merchants as detrimental to traffic circulation on the busy street. I m sure it s been a tough year eco - nomically for most of us, including. Needed funds have been hard to come by with philanthropy groups and individual donors tightening their money belts. But, I remain hopeful that those of you who cher - ish our newspaper and see its worth will come through with whatever dollars you can afford to help sustain our service to the Mission community. So, with that in mind, let me wish all of you the best in 2011 and do help us keep on track with story ideas that provide an enriching reflection about our neighborhood. I ll be waiting! For the most part I try to maintain an upbeat attitude about life, but when I read a story about the circumstances leading to the Dec. 30 death of a young undocument - ed mother and her three-year-old child I was deeply disturbed. As the story goes, the woman and her child shared an apartment with another woman and a seven-year-old in Oakland. Her husband was facing deportation to El Salvador and both women in the household had lost their jobs. While still trying to survive and failing to pay what they owed, Pacific, Gas & Electric shut off services to their apartment, forcing them to run a series of extension cords from a downstairs apartment to their unit. Well, one of the electrical cords shorted out sparking an early morning fire that engulfed their apartment and resulted in the death of the young mother, her child and a man who attempt - ed to rescue them. I know undocumented immigrants have limited rights, but when you take into account the life or death of a human being and even an innocent child is there recourse to help in any way, like a relief fund to cover a simple PG&E bill? And PG&E is no innocent bystander either. With all the millions they make annually, the company should be more sensitive to this targeted population because most undocumented immigrants pay their bills and even taxes, according to studies. These are tough economic times that create hardships regardless of your legal status. We must not lose sight of remaining humane and caring for those who have most to lose. con Juan Gonzales In case you hadn t heard, there s a petition drive underway to collect 433,971 signatures from registered California voters by April to get an initiative similar to the controversial Arizona immigration law on the 2012 state ballot. Reportedly, the ini - tiative calls for requiring state enforcement agencies to inquire after the immigration status of any one if they are reasonably suspicious. It would also make it a crime for undocumented immigrants to conceal their legal status and for employers to hire them intentionally or unknowingly. Michael Erickson, Belmont Tea Party activist, is orchestrating the campaign. More on this as it develops. Here s some good news The Supreme Court of Georgia recently ruled that defen - dants with limited English proficiency have a Constitutional right to court interpreters in criminal trials. We want to take advantage of the fact that the Focused Growth Zones around the BART stations are transit areas, so we want to help existing businesses and possibly bring in new businesses, Phillips said. She also said the Core Mission Zones will not have the height extended, but the department will try to work within the constraints in order to help business in the area. According to the proposal, 75 percent of collected impact fees from the Mission Street NCT (Neighborhood Commercial Transit District) will go toward affordable housing programs and projects within the Mission Area Plan. The Dymally-Alatorre Bilingual Services Act, signed into law in 1973, was intended to ensure that Californians with limited English-speaking skills are able to access critical government services, such as food assistance, health care and police, fire and other emergency services. The audit is particularly alarming since it shows very little movement towards full compliance in the 11 years since the previous audit in 1999, which found that awareness and implementation of the bilingual services law was practically non-existent.
