In fact, administrators at the El Cajon Boulevard campus are now helping families learn about the process of choicing into, instead of out of, the school. 2 COVER STORY P2 COLLEGE, from P1 State for the fall 2014 semester and with the college s acceptance rate hovering at less than 32 percent guaranteed admission has become a critical asset, school officials say. College Avenue Compact requirements include enrolling at Hoover as a freshman, maintaining good grades, completing the so-called `A-G courses, passing the California High School Exit Exam, taking the ACT or SAT, and taking the Entry Level Math exam and English Placement Test. Guaranteed SDSU admission is only one piece of what College Avenue Compact offers, said Lillian Garcia, interim director for the City Heights Educational Collaborative, which administers the program. She says that Compact is more about providing an array of academic support services that will help students make it to any college or university. Students from three Hoover graduating classes have used such services to attend other colleges and universities of their choice. Melissa Naranjo, the student director for the College Avenue Compact, says Hoover cultivates a family-friendly environment and offers many language and culturally appropriate services that other schools don t. These programs can be especially critical for low-income, first-generation students who have no experience attending college. They do not have the cultural and social capital (at home) that they need in order to make college a reality, Naranjo said. She said one City Heights family she s been working with attended Serra High School last year but is now at Hoover and is thrilled to participate in the college prep programs. Naranjo also said she helped a student who is a refugee apply to various four-year universities, something that wouldn t have happened if she had to rely only on her non-english speaking family. Among the myriad services provided through the Compact in cooperation with Hoover staff are: free SAT preparation classes (valued at $699); scholarship and personal statement workshops; mentoring from current SDSU students; financial aid workshops; after-school tutoring; California State University placement exam workshops; family education classes on preparing for college; and tours of SDSU. Hoover is not the only neighborhood campus receiving special attention. This year for the first time Wilson Middle School was added to the City Heights Educational Collaborative as a school receiving college preparation services. Giovana Leyva-Garcia works with counselors at Wilson and Clark middle schools to let students and families know that college can be a reality and that they must start working hard early to take advantage of the College Avenue Compact. At Rosa Parks Elementary School, meanwhile, students and families participate in the I m Going to College program, which exposes fourth-graders to the college experience. Seeing parents send their kids to college inspires people such as Laura Angel- Zavala, the family director for the College Avenue Compact. I love seeing that hope (fulfilled); that they came to this country for a better life for their kids. 3 NEIGHBORHOODNEWS P3 Teralta Park improvement effort secures funding for another year By David Ogul City Heights Life An effort at cleaning up Teralta Park while making it and its surrounding areas safer has secured funding for another year. The nonprofit Global Institute for Public Strategies obtained the $200,000 grant from the California Endowment to build upon improvements made since the Teralta Area Community Safety Initiative was launched in the fall of Families, SDPD-Mid City and Park & Recreation officials have begun noticing a reduction in gang and homeless-related loitering and overall negative activity within the Park, states a grant application to the California Endowment. Organizers promised to continue its efforts at building support and encouraging various groups to adopt different areas to improve and maintain. Teralta Park was created more than a decade ago when Interstate 15 was extended through City Heights. The 5-acre site sits atop the freeway and includes basketball courts, a children s playground and a landscaped picnic area. But overgrown trees and shrubs quickly made it a haven for gang members and the homeless. Global Institute for Public Strategies secured a $200,000 California Endowment grant in the fall of 2012 in partnership with the City Heights Community Development Corp. to help improve the area. Key to the groups strategy was involving parents, staff and administrators at Central Elementary and Wilson Middle schools, along with residents at the nearby Metro Villa Apartments. Organizers set up monthly neighborhood cleanups throughout the area and trimmed back trees and bushes at the park itself. Teachers from Central Elementary School have been taking their students to the greenbelt for play and outdoor learning experiences, and several hundred people turned out for a National Night Out event last August. In fact, several Movies in the Park screenings drew about 175 people each last summer and four Saturday park cleanups were followed by family-friendly activities that included picnics and YMCA-led Zumba classes. Lee Gabriel got involved with the Teralta initiative through the Dads Club at Central Elementary School. It started out with just four dads and their kids, then the next thing you know more people are starting to show up, he said. Pretty soon, there were a hundred people or more taking part in the cleanups. We have these shindigs after we get done and it has created a great sense of community. People are hanging out together. It has spurred a sense of ownership in the community. But those behind the effort are seeking more than temporary fixes. Our big challenge right now is sustainability, to keep these successes going, said Dan Tomsky, senior project manager with the Global Institute for Public Strategies. The Teralta Area Community Safety Initiative is closely tied with the California Endowment s 10- year, Building Healthy Communities effort in City Heights. Part of the California Endowment s goal is to create healthy alternatives to gangs while providing neighborhoods with more room to walk, run, and play without fear of violence. In its grant application, the Global Institute for Public Strategies says it will continue working closely with Central Elementary and Wilson Middle schools, in addition to America s Finest Charter School (AFCS) down the street. First year relationships with these schools have set the stage for more structured partnerships that advance neighborhood safety and quality of life, states the application. Eco Clubs, Chavistas groups, Wilson s (student government) and AFCS students are being prepared to take ownership in different parts of the Park for planting, art and other learning/recreational opportunities we ll coordinate. Organizers also are aiming to resurrect a neighborhood alliance among residents of the Corridor and Teralta West communities. Residents are determined the initiative will succeed. The park is a lot safer, Gabriel said. Parents are there, their kids are there, it s being utilized by everyone. There are still some homeless people, but a lot fewer in numbers. Photo: Raymond Gamez By Raymond Gamez Raymond Gamez is a 17-year-old Hoover High School student and photographer who has been involved in Building Healthy Communities in City Heights since Building Healthy Communities is The California Endowment s, 10-year, $1-billion effort to make 14 communities, including City Heights, healthier. Raymond s assistance has helped document the vibrant, diverse community in which he lives and capture the resident-led advocacy efforts that are taking place within it. My name is Raymond Gamez and I have been living in City Heights all my life. I wasn t satisfied with how my neighborhood was doing while I was growing up, so I took the initiative to improve it. I was always interested in photography, and I thought What better way to utilize this interest than by helping my own community? At a March 2012 forum with the mayor of San Diego, our City Council member and other officials, residents were voicing their opinions on transportation issues affecting City Heights. The event was to advocate for a No-Cost Youth (Bus) Pass, which the City Council later approved for 1,000 students. This event gave me real-life exposure to the media world. Local news channels were documenting the event. I found myself having to compete for the best picture of Mayor Bob Filner. Everyone wanted to cover his or her own story. After this event ended, I was able to participate in media training from youth that came down from the Weingart YMCA in Boyle Heights. From this training, I learned how to use Apple software and Final Cut Pro to make videos of our stories. I also documented the Peace Promotion Momentum team s Community Conversation event in August. During this event, Mid-City CAN staff member Adam Ward told me to document people s points of view on the current justice system. I captured brief stories in several breakout workshops. Participants were talking about the injustices in our community. For example, I documented the story of a woman who had a problem with her landlord and was getting kicked out of her house. Having the opportunity to hear what this woman had to say made me more aware of things that we see every day - things people are supposed to see, but are not seeing. I feel that with the power of media I could expose these stories to the public - stories that otherwise people would have ignored. I also took photographs at the media conference for the Central Avenue Mini Park s skate plaza. This event was to celebrate the recent victory to fully fund the skate plaza element. I was really proud of documenting this because I was also involved with the Mid-City CAN Youth Council s efforts toward getting a skate plaza in our community. According to San Diego s guidelines, City Heights is about 100 acres short of usable park space, so this park is really important. As a photographer, I was glad to document the victory of getting the skate park and those city allies that helped make this happen. I was really glad to have the opportunity to shadow and have the mentorship of Adam Ward. This experience gives me a base in the media field. Following the steps of Mr. Ward has given me the fundamentals in the career that I have been seeking. I want to study photography and/or graphic communications. El evento me permitió estar en contacto con el mundo de los medios de comunicación. Los canales de televisión locales documentaron el evento. Tuve que competir para poder tomar la mejor fotografía del Alcalde Bob Filner. Todos querían cubrir su propia historia. But going to college here, just a few miles from his City Heights home, was out of the question until recently. After high school, I was seriously thinking about moving back to Mexico to pursue higher education, Silva Ayala said. I have all my friends here, all my family, so it was going to be a difficult process, just assimilating if I moved back, the language I primarily speak English. Just as he started his final year of high school in 2011, California passed its DREAM Act. (DREAM is an acronym for Development, Relief, and Education for Alien Minors.) It made the state one of just a few that allows students living in the country without proper documentation to qualify for state financial aid. That put attending college close to home within Silva Ayala s reach. We feel there is a real need for families, especially during the holidays, because a lot of children and families depend on the food at school during the week, District Food Services Director Gary Petill said. 6 NEIGHBORHOODNEWS P6 GARDEN, de P1 tablish its New Roots Community Farm on the eastern border of City Heights off 54th Street. The co-op comprises more than 80 growers, many of them from East Africa and Southeast Asia. The city now allows community farms on private property without expensive permits or having to navigate a thicket of red tape. Beekeeping, meanwhile, is becoming more prevalent. Guy Mock, a local beekeeper, said he has helped numerous City Heights residents set up hives in their yards since San Diego changed its rules. We ve definitely seen more of an interest, he said. And there s definitely more knowledge out there. He attributes much of the growth in urban agriculture to the immigrant communities that come from countries where it s very common for people to have their own gardens and grow their own food. They re bringing that tradition with them to City Heights. Tall noted other factors that are at work. Basically what happened is people started becoming aware of where their food was coming from. Genetically modified and massed produced food stimulated a lot of interest and a lot of concern. Then you had the city changing its rules. And with the cost of water going up, a lot of people don t want to pour money onto a lawn there are a lot of different angles coming together. Tall said he can measure the growing interest through the boost in his business. More people are raising chickens, he said. Seventeen percent of my business is in chicken feed. And the seminars he offers on everything from canning to beekeeping to gardening are all full. That s because raising crops isn t simply a matter of throwing some seeds in the ground and watching them grow. There s a misconception that growing your own food is easy, said Beth Townsend, a volunteer coordinator at the Peace Garden, a community garden in Fairmount Park dedicating to teaching. It s not that easy you really need to educate yourself. But there are plenty of opportunities to learn. When I first came to San Diego eight years ago, I could only find a few people who were involved, Townsend said. Now it s everywhere you go. There are so many groups, so many new initiatives, so many community gardens. And once you get the hang of it, the rewards can be bountiful. Just ask Tall. Snow blanketed the 13th fairway at Colina Park Golf Course last month as members of Pro Kids, The First Tee of San Diego, staged its 5th annual Snow Day, enabling more than 100 elementary school students to frolic in the white stuff. For many, if not most, of the kids, the Dec. 14 event marked the first time they had played in snow. It was awesome! said Jayla, a Pro Kids participant. I had never been sledding before. My friend and I went down holding hands. There was also a snowball pit where kids could participate in friendly snowball fights. I enjoyed Snow Day, volunteer Bernie D Amato said, It gave the kids a chance to experience the joys of sledding in 70-degree weather...bringing snow to San Diego is a brilliant idea, Bernie said. The event included lunch and a small holiday treat for all participants, including a gift card for the golf course s pro shop. This event was made possible by the generosity of The Bradley Foundation and Phil and Jenny Ward. Pro Kids was incorporated as a nonprofit organization in Its mission is to challenge underserved youth to excel in life by providing character development, life skills, and values through education and the game of golf. Pro Kids aims to hook kids on golf as a life-long amateur sport, teach them how the rules of game can be applied to everyday life, and empower them to excel in school, to develop successful careers, and to become leaders in their community. Under the California DREAM Act, students such as Silva Ayala, who attended high school for at least three years and graduated in the state, qualified for privately funded state scholarships beginning last year. Silva Ayala was chosen as one of 15 Price Community Scholars at SDSU, and his tuition is paid through that privately funded program. This academic year, he became one of 353 DREAM Act students in the county to receive a publicly funded CalGrant. The grant pays for things like textbooks and living expenses. That meant Silva Ayala could give up his 16-hour-a-week landscaping job this year and focus on his classes. I ve noticed in my grades how they have been improving, he said. It also has helped me. I can be more involved on campus. I can come on campus on the weekends and study with friends, something that last year was very difficult as a freshman. The California Student Aid commission estimates the state will pay out $801.3 million in Cal- Grant awards to 173,067 students this year. The 7,469 DREAM Act students receiving aid through the program are expected to get about $34.6 million, about 4.3 percent of the total. Santee Assemblyman Brian Jones supported an effort to repeal the DREAM Act last year. He believes the state needs a compassionate response to immigrants living in the state illegally but said this isn t it. The resources for the UC system, the CSU system and the community colleges is limited, and we have lots of people competing for those grants and those scholarships that are here legally and can work here legally afterwards, he said. Silva Ayala sees that question of what a DREAM Act student can do after graduation as one that prevents many people who now qualify for state aid from applying. Sometimes it may feel that if they do so, if they pursue a career here, that it will be a waste of time, he said. Three afternoons a week, Silva Ayala mentors and tutors three students at a City Heights middle school. He hopes Congress will pass comprehensive immigration reform by the time he graduates. But if it doesn t, Silva Ayala s younger, U.S.-born brothers and mentees help keep him motivated. I found for myself personal motivation that I can still work in my career in Mexico, he said. But in a sense, there really isn t any other motivation but personal growth that I d like to have and just to be a role model for my brothers and my mentees.
